A prison (from Old French prisoun)^[1] is a place in which people are physically confined and, usually, deprived of a range of personal freedoms. Imprisonment or incarceration is a legal penalty that may be imposed by the state for the commission of a crime. Other terms used are penitentiary, correctional facility, remand centre, detention centre, and jail or gaol. In some legal systems some of these terms have distinct meanings. In the United States the difference between jails or detention facilities and prisons is primarily a function of the length of incarceration. Jails and detention facilities, under city or county jurisdiction, typically hold offenders awaiting trial or serving short sentences. Correctional facilities and prisons are more often run by the state or federal governments and house offenders serving long-term sentences.^[2] Similarly Ontario, Canada, jails and detention centres are used to hold remanded prisoners awaiting trial, sentencing or other court proceedings. Jails are typically small facilities originally designed to serve the local community and have been gradually replaced with large regional detention centres. Jails and detention centres are run by the provincial government. Once an offender is sentenced, he or she would be transferred to either a provincial correctional centre (if the sentence is less than two years) or a federal penitentiary (if the sentence is two years or more).^[3]

A criminal suspect who has been charged with or is likely to be charged with criminal offense may be held on remand in prison if he or she is denied or unable to meet conditions of bail, or is unable or unwilling to post bail. A criminal defendant may also be held in prison while awaiting trial or a trial verdict. If found guilty, a defendant will be convicted and may receive a custodial sentence requiring imprisonment.

As well as convicted or suspected criminals, prisons may be used for internment of those not charged with a crime. Prisons may also be used as a tool of political repression to detain political prisoners, prisoners of conscience, and "enemies of the state", particularly by authoritarian regimes. In times of war or conflict, prisoners of war may also be detained in prisons. A prison system is the organizational arrangement of the provision and operation of prisons.

For most of history, imprisoning has not been a punishment in itself, but rather a way to confine criminals until corporal or capital punishment was administered. There were prisons used for detention in Jerusalem in Old Testament times, and the Bible details the imprisonment of Joseph in Egypt.^[4] Dungeons were used to hold prisoners; those who were not killed or left to die there often became galley slaves or faced penal transportations. In other cases debtors were often thrown into debtor's prisons, until they paid their jailers enough money in exchange for a limited degree of freedom.

Only in the 19th century, beginning in Britain, did prisons as known today become commonplace. The modern prison system was born in London, influenced by the utilitarianism of Jeremy Bentham. Bentham's panopticon introduced the principle of observation and control that underpins the design of the modern prison. The notion of prisoners being incarcerated as part of their punishment and not simply as a holding state until trial or hanging, was at the time revolutionary. This is when prisons had begun to be used as criminal rehabilitation centers.

Britain practiced penal transportation of convicted criminals to penal colonies in the British Empire, in the Americas from the 1610s through the American Revolution in the 1770s and in Australia between 1788 and 1868. France sent criminals to tropical penal colonies including Louisiana in the early 18th century.^[5] Penal colonies in French Guiana operated until 1951 (in particular, infamous Île du Diable (Devil's Island)). Katorga prisons were established in the 17th century in Tsardom of Russia in underpopulated areas of Siberia and the Russian Far East that had few towns or food sources. Since these times, Siberia gained its fearful connotation of punishment.

Male and female prisoners are typically kept in separate locations or separate prisons altogether.^[6] Prison accommodation, especially modern prisons in the developed world, are often divided into wings. A building holding more than one wing is known as a "hall". Many prisons are divided into two sections, one containing prisoners before trial and the other containing convicted prisoners.

Facilities[link]

Amongst the facilities that prisons may have are:

• A main entrance, which may be known as the 'sally port' or 'gatelodge' (stemming from old castle nomenclature)
• A religious facility, which will often house chaplaincy offices and facilities for counselling of individuals or groups
• An 'education facility', often including a library, providing adult education or continuing education opportunities
• A gym or an exercise yard, a fenced, usually open-air-area which prisoners may use for recreational and exercise purposes
• A healthcare facility or hospital
• A segregation unit (also called a 'block' or 'isolation cell'), used to separate unruly, dangerous, or vulnerable prisoners from the general population, also sometimes used as punishment (see solitary confinement)
• A section of vulnerable prisoners (VPs), or protective custody (PC) units, used to accommodate prisoners classified as vulnerable, such as sex offenders, former police officers, informants and those that have gotten into debt or trouble with other prisoners
• A section of safe cells, used to keep prisoners under constant visual observation, for example when considered at risk of suicide
• A visiting area, where prisoners may be allowed restricted contact with relatives, friends, lawyers, or other people
• A death row in some prisons, a section for prisoners awaiting execution
• A staff accommodation area, where staff and prison officers live in the prison, typical of historical prisons
• A service/facilities area housing support facilities like kitchens
• Industrial or agricultural plants operated with convict labour
• A recreational area containing items such as a TV and pool table

Prison design[link]

Prisons are normally surrounded by fencing, walls, earthworks, geographical features, or other barriers to prevent escape. Multiple barriers, concertina wire, electrified fencing, secured and defensible main gates, armed guard towers, lighting, motion sensors, dogs and roving patrols may all also be present depending on the level of security. Remotely controlled doors, CCTV monitoring, alarms, cages, restraints, nonlethal and lethal weapons, riot-control gear and physical segregation of units and prisoners may all also be present within a prison to monitor and control the movement and activity of prisoners within the facility.

Modern prison designs have sought to increasingly restrict and control the movement of prisoners throughout the facility while permitting a maximal degree of direct monitoring by a smaller prison staff. As compared to traditional large landing-cellblock designs which were inherited from the 19th century and which permitted only intermittent observation of prisoners, many newer prisons are designed in a decentralized "podular" layout.

Smaller, separate and self-contained housing units known as "pods" or "modules" are designed to hold between sixteen and fifty prisoners each and are arranged around exercise yards or support facilities in a decentralized "campus" pattern. A small number of prison officers, sometimes a single officer, is assigned to supervise each pod. The pods contain tiers of cells arranged around a central control station or desk from which a single officer can monitor all of the cells and the entire pod, control cell doors and communicate with the rest of the prison. Pods may be designed for high-security "indirect-supervision", in which officers in segregated and sealed control booths monitor smaller numbers of prisoners confined to their cells.

An alternative is "direct-supervision", in which officers work within the pod and directly interact with and supervise prisoners, who may spend the day outside their cells in a central "dayroom" on the floor of the pod. Movement in or out of the pod to and from exercise yards, work assignments or medical appointments can be restricted to individual pods at designated times and is generally centrally controlled. Goods and services, such as meals, laundry, commissary, educational materials, religious services and medical care can increasingly be brought to individual pods or cells as well.

Despite these design innovations, overcrowding at many prisons, particularly in the U.S., has resulted in a contrary trend, as many prisons are forced to house large numbers of prisoners, often hundreds at a time, in gymnasiums or other large buildings that have been converted into massive open dormitories. Lower-security prisons are often designed with less restrictive features, confining prisoners at night in smaller locked dormitories or even cottage or cabin-like housing while permitting them freer movement around the grounds to work or activities during the day.

Security levels[link]

The levels of security within a prison system are categorized differently around the world, but tend to follow a distinct pattern. Most developed countries divide prisons into separate security classes depending on the inmate population and the security needed to keep them under control. Accordingly, most developed countries have classes ranging from the most secure, which typically hold violent prisoners and those judged most likely to escape, to the least, which are most often used to house non-violent offenders or those for whom more stringent security is deemed unnecessary. Below are some different examples of prison classifications from around the world.

England and Wales[link]

In England and Wales, prisoners are assigned security classes when they are sentenced. Thus prisons are given security classifications depending on the prisoners they are designed to hold. Therefore, prisons classified as "A" would typically house prisoners assigned the "A" category during sentencing, and be designed with the level of security necessary for that class. The categories of prisoners in descending order are:

• Category A: prisoners are those whose escape would be highly dangerous to the public or national security.
• Category B: prisoners are those who do not require maximum security, but for whom escape needs to be made very difficult.
• Category C: prisoners are those who cannot be trusted in open conditions but who are unlikely to try to escape.
• Category D: prisoners are those who can be reasonably trusted not to try to escape, and are given the privilege of an open prison. Prisoners at 'D Cat' (as it is commonly known) prisons, are, subject to approval, given ROTL (Release On Temporary Licence) to work in the community or to go on 'home leave' once they have passed their FLED (Full Licence Eligibility Dates), which is usually a quarter of the way through the sentence.

The British prison system is also divided into "Open" and "Closed" prisons. Categories A-C are considered "Closed" prisons as prisoners cannot be trusted to interact with society, while category D prisons are generally "Open", meaning that prisoners with a good record and who are approved can be allowed limited function in society such as home-leave or a nominal employment.

United States[link]

In the United States, "jail" and "prison" refer to separate levels of incarceration; generally speaking, jails are county or city administrated institutions which house both inmates awaiting trial on the local level and convicted misdemeanants serving a term of one year or less, while prisons are state or federal facilities housing convicted felons serving a term of more than one year. On the federal level, this terminology has been largely superseded by a more complex five-tier system implemented by the Federal Bureau of Prisons that ranges from low security "Prison Camps" to medium security "Correctional Institutions" and finally maximum security "Penitentiaries". Federal prisons can also house pre-trial inmates.^[8]

The exact classification systems differ between county, state, and federal systems. Some common types of prisons include:

• Supermax: As the name implies, the custody level goes beyond Maximum by segregating "the worst of the worst" in a prison system, such as terrorists deemed a threat to national security and inmates from other prisons who have a history of violent or other disruptive behavior in prison or are suspected of gang affiliation. This level is also used for non-terrorists who have been deemed too dangerous or too high-profile to ever be in a normal prison. These inmates have individual cells and are kept in lockdown for 23 hours per day. Meals are served through "chuck holes" in the cell door, and each inmate is permitted out of their cell for one hour of exercise per day, alone. They are normally permitted no contact with other inmates and are under constant surveillance via closed-circuit television cameras.
• Administrative: Administrative security is a classification of prisons or detention centers that are for a specific purpose, such as housing mentally ill offenders. These range in levels of security from Minimum to Administrative Maximum Security (ADMAX), as in the case of ADX Florence in Florence, Colorado.
• Maximum: A custody level in which both design and construction as well as inmate classification reflect the need to provide maximum external and internal control and supervision of inmates primarily through the use of high security perimeters and extensive use of internal physical barriers and check points. Inmates accorded this status present serious escape risks or pose serious threats to themselves, to other inmates, to staff, or the orderly running of the institution. Supervision of inmates is direct and constant.
• High: The "Middle Ground" for violent crimes, High security institutions have highly-secured perimeters (featuring walls or reinforced fences), multiple- and single-occupant cell housing, the highest staff-to-inmate ratio, and close control of inmate movement.
• Medium: A custody level in which design and construction as well as inmate classification reflect the need to provide secure external and internal control and supervision of inmates. Inmates accorded to this status may present a moderate escape risk or may pose a threat to other inmates, staff, or the orderly running of the institution. Supervision remains constant and direct. Through an inmate's willingness to comply with institutional rules and regulations, increased job and program opportunities exist.
• Close Security: Close Security prisons are institutions which house inmates too dangerous for Low Security, but who did not commit a crime worthy of incarceration in a Medium Security Facility. These prisons are rare, as most inmates fall into either "Medium" or "Low" Security Classifications. These facilities are often located in separate areas of a Low or Medium security Prison.
• Low: A custody level in which both the design and construction as well as inmate classification reflect the goal of returning to the inmate a greater sense of personal responsibility and autonomy while still providing for supervision and monitoring of behavior and activity. Inmates within this security level are not considered a serious risk to the safety of staff, inmates or to the public. Program participation is mandated and geared toward their potential reintegration into the community. Additional access to the community is limited and under constant direct staff supervision
• Minimum: The lowest level of security to which an inmate can be assigned directly. This type of prison is typically a "prison farm", or other work-oriented facility, and most often houses petty or "white collar" criminals.
• Pre-release. A custody level in which both design and construction as well as inmate classification reflect the goal of restoring to the inmate maximum responsibility and control of their own behavior and actions prior to their release. Direct supervision of these inmates is not required, but intermittent observation may be appropriate under certain conditions. Inmates within this level may be permitted to access the community unescorted to participate in programming, including but not limited to work release or educational release.

Special types of prison[link]

Juvenile[link]

Prisons for juveniles (people under 17 or 18, depending on the jurisdiction) are known as young offender facilities or similar designation and hold minors who have been remanded into custody or serving sentence. Many countries have their own age of criminal responsibility in which children are deemed legally responsible for their actions for a crime. Countries such as Canada may try to sentence a juvenile as an adult, but have them serve their sentence in a juvenile facility until they reach the age of majority, at which time they would be transferred to an adult facility.

Military[link]

Prisons form part of military systems, and are used variously to house prisoners of war, unlawful combatants, those whose freedom is deemed a national security risk by military or civilian authorities, and members of the military found guilty of a serious crime.

Political[link]

Certain countries maintain or have in the past had a system of political prisons; arguably the gulags associated with Stalinism are best known.

Psychiatric[link]

Some psychiatric facilities have characteristics of prisons, particularly when confining patients who have committed a crime and are considered dangerous. In addition, many prisons have psychiatric units dedicated to housing offenders diagnosed with a wide variety of mental disorders.

Population statistics[link]

As of 2006, it is estimated that at least 9.25 million people are currently imprisoned worldwide.^[9] It is probable that this number is much higher, in view of general under-reporting and a lack of data from various countries, especially authoritarian regimes.

The United States currently has the world's largest prison population. There are over 2 million people in American prisons or jails, up from 744,000 in 1985.^[10]

If observers of prisons can agree upon one fact, it is that American prisons are overcrowded at the moment. In the United States, as of 2009, California had 158,000 inmates in prisons that were designed to hold 84,000. The result was that almost 14,000 inmates were sleeping in very tight spaces, or in hallways or on floors. Prisons all over the nation are overcrowded, and people are being incarcerated at an increasing rate, whereas the new prisons cannot be built fast enough. ^[11]

Percy Romeo Miller, Jr. (born August 19, 1989),^[2] better known by his stage name Romeo (previously Lil' Romeo), is an American rapper, actor, basketball player, entrepreneur, and model. As a rap musician, Miller has released three studio albums and two compilation albums.

Early life[link]

Romeo Miller was born in New Orleans, Louisiana. He is the son of rapper and entrepreneur Master P and former rapper Sonya C. He is the nephew of rappers C-Murder and Silkk the Shocker and the brother of singer Cymphonique. Romeo was signed to No Limit at the age of 5 after he wrote a rap to his dad.

Music career[link]

He then released his debut album 7 years later titled after his original alias Lil' Romeo. This offering contained the hit single "My Baby" that charted No. 1 on the Hot R&B/Hip-hop Singles. The album peaked at No. 6 on the Billboard 200 and No. 5 on the Top R&B/Hip-Hop Albums,selling more than 500,000 copies the first week out making it certified Gold. The album is now certified certified Platinum by the RIAA for the sales of 1,300,000. Also in 2001 he was featured on his uncle Silkk the Shocker's remix single of "That's Kool", which was also featured on his own album.

In 2002, a year later after his debut album, Miller put out his second studio album, Game Time. It peaked at No. 33 on the Billboard 200 and No. 10 on the Top R&B/Hip-Hop Albums selling close to a 110,000 copies the first week .^[1] It spawned the billboard charting single "2-Way" that charted to No. 66 Hot R&B/Hip-Hop Songs. It also spawned the album second single "True Love" which charted at No. 16 under the Hot 100 Singles. Though not as successful on the charts as Miller's debut album It still was successful in sales certified 2x Platinum, selling 2,430,785 copies making this Miller's highest selling album.

[edit] Romeoland (2004–2007)

In 2004, miller released his third studio album Romeoland, which was not as successful as his last two albums selling 50,000 the first week, but still managed to be certified Gold selling over 459,000 copies in the United States.^[1] It was also the last studio album to feature Miller billed as Lil' Romeo. In 2005 Romeo along with his brother Valentino Miller who was known as Young V at that time and their three cousins C-Los, Lil' D & Willie J formed the group Rich Boyz & released their debut album Young Ballers: The Hood Been Good to Us. In 2006 Miller released a compilation album entitled Greatest Hits the album featured all of his hit songs when Miller was billed as Lil' Romeo. In 2006 Romeo released the two albums Lottery & God's Gift on the new label owned by himself and his father Master P, entitled Guttar Music. Lottery served as Millers first independent release while God's Gift served as a soundtrack to a movie with the same name. God's Gift was also Miller's first album to use the name Romeo and to have explicit language.^[1] The two albums were also known for containing Miller's single "U Can't Shine Like Me" which was a direct response to Bow Wow, who fans thought dissed Miller in his song "Fresh Azimiz". In 2007 Miller released a collaboration album with his father Master P titled Hip Hop History it sold 32,000 records worldwide.

In 2008 Miller stated he was working on his fourth studio album entitled Gumbo Station.^[3] On June 17, 2008 Miller released the first single from the album which was "Get Low wit It" which featured Akon & his brother Valentino Miller it failed to gain success on the Billboard charts.^[4]

On March 3, 2009 Romeo released a compilation entitled Get Low LP that contained songs that were supposed to be on Gumbo Station. It debuted at No. 149 on the Billboard 200 and as of May 5, 2009 it has sold over 20,000 copies. In 2010 Romeo confirmed that he was still working on his fourth studio album but he changed the name of the album to The College Boy. Romeo then announced that the title of the album was going to be I Am No Limit.

On January 19, 2010 Romeo released the first promotional single for the album entitled "Tell Me A Million Times" that featured Tempo.^[5] Then on January 26, 2010 Romeo released the second promotional single for the album entitled "Ice Cream Man Jr." which was a tribute to his dad Master P.^[6] On February 16, 2010 Miller released his debut mixtape Patience Is A Virtue to promote the album.^[7] Then on March 2, 2010 Romeo released two EPs to promote the album which were the Famous Girl & Monster/Practice.^[8][9] Also In 2010 Miller debuted his newly founded record label The Next Generation Entertainment with his new group the College Boyys.^[10] They released a collaboration album on May 25, 2010 entitled Spring Break which sold over 200,000 copies worldwide.^{[11][dead link]} Miller also on this day released three singles which were "You" that featured D'Anna & Lil Twist, "She Bad" that featured Millers cousins Lil' D & Black Don & "They Dont Know" but all of the singles failed to reach the charts.^[12][13][14] Romeo also performed at the 2010 Hip Hop Honors along with his brother Valentino Miller, his cousins Lil' D & Black Don, & his uncle Silkk The Shocker, along with Trina, Gucci Mane & Mystikal to honor his dad Master P & No Limit Records.^[15] In late 2010 Romeo relaunched No Limit as No Limit Forever Romeo also confirmed that he has changed the name of the album from I Am No Limit to Intelligent Hoodlum.^[16]

In 2011 It was confirmed that Romeo is going on a new tour with his dad Master P & his uncle Silkk the Shocker the tour is entitled ”No Limit Forever International".^[17] On January 11, 2011 Romeo released his EP Dont Push Me.^[18] On May 3, 2011 Romeo released the first official single from Intelligent Hoodlum which is "Famous Girl (Remix)" which is really the mastered version of the original it still features appearances from Sean Kingston & Miller's cousin Black Don.^[19] On August 19, 2011 Romeo released his I Am No Limit mixtape which was originally supposed to be his fourth studio album before it got changed but Miller just decided it would be best to just release it as a mixtape for his fans.^[20][21][22]

In 2012 Romeo formed a new group called RESQ3 they released their first single "The Only One" & supposed to be releasing a album in some time.^[23] Even though Romeo has created his new group he is still working & planning on releasing his fourth studio album Intelligent Hoodlum. On April 12, 2012 he released his first single from the album entitled "Hug Me Forever" which features his brother Valentino & his artist Kyros & has already shot the official music video for it.^[24] On May 19, 2012 Romeo released the music video for "Hug Me Forever" it was directed by Corey Molina of Creative Dream Productions.^[25]

Miller started his acting career with a cameo appearance in the 2001 film Max Keeble's Big Move, as himself.^[26] He later co-starred with Jessica Alba, Mekhi Phifer and Zachary Isaiah Williams in the film Honey (2003). In Honey, his character was Benny, a young boy looking for a break.^[27] Also in 2003, he voiced himself on an episode of the animated series, Static Shock, to which he had performed the theme song.^[28] He co-starred with his dad in a movie called Uncle P in 2005.^{[citation needed]} He also starred in another movie with Zachary Isaiah Williams, God's Gift, which came out in 2006. Recently, he made a cameo appearance, as himself, in Ned's Declassified School Survival Guide as a rapping coach for the teachers. Then in 2007 he starred in film ASL as himself, Rome, alongside Forrest Lipton and Zachary Isaiah Williams who played the young Romeo; Lil Romey and had also previously starred with Romeo in Honey and Nickelodeon's Romeo!. He guest-starred as a rapper accused of murder in the 2010 CBS series, The Defenders and acted in the highly successful film, Jumping the Broom, released in May 2011. In 2011, he also starred in TV commercials for McDonald's & ICDC Colleges.

Romeo was invited, in the summer of 2006, to the Reebok-sponsored ABCD Camp, which is considered the premier basketball camp in the United States. The Teaneck, New Jersey-based ABCD Camp is an invitation-only basketball showcase previously attended by high-profile players including Kobe Bryant, Stephon Marbury, Tracy McGrady, LeBron James and Carmelo Anthony. Surrounded by future NBA players such as O. J. Mayo, Derrick Rose, and Kevin Love, Miller looked out of place and averaged less than 2 points a game throughout the camp. The Wall Street Journal made an article on March 8, entitled "A Hot Prospect," cites Sonny Vaccaro, the longtime director of the ABCD Camp, as explaining, "he invited Romeo Miller to the 2006 camp, primarily as a favor to Percy Miller, whom he knew from the club basketball circuit." In the article, Vaccaro indicated, "If you're looking for the profile of an athlete who plays basketball at USC, he's not it."^[30]

On April 13, 2007, Miller verbally committed to the University of Southern California (USC) and signed a letter of intent on November 19, 2007.

Miller, a 5'11" point guard, was a four year starter at Beverly Hills High School. As a junior during the 2005–2006 high school season he averaged 13.9 points and 5.6 assists per game.^[31][32] As a senior during the 2006–2007 high school season he averaged 8.6 points and 9.0 assists per game.^[30][31]

According to The Wall Street Journal, it appears the decision to grant Miller a full scholarship at USC was largely driven by his relationship with friend and teammate Demar DeRozan, the 6-foot-6 All-American forward who was rated as the number five prospect in the country on Scout.com. The Wall Street Journal reported Coach Tim Floyd as saying, "Last April...Percy Miller called while driving both players from a tournament in Fayetteville, Ark...Percy Miller said 'Demar and Romeo are ready to make their decision, and would you like to have them both on scholarship?'...'I said absolutely.'"^[30] Miller and DeRozan began playing in the 2008–2009 season.

On December 27 Romeo modeled for a new 2011 calendar.^[33] On April 10, 2011 Miller modeled for the April issue of TROIX magazine.^[34] On April 12, 2011 Miller modeled again for some new pictures.^[35] He also modeled with the singer-songwriter Chynna Terrell.

Dancing with the Stars[link]

After originally withdrawing from season two of Dancing with the Stars due to an injury,^[36] Romeo competed in season twelve.^[37] He was partnered with professional dancer, Chelsie Hightower. They were eliminated from the show on May 10, 2011 and finished in the Top 5, one week before the semi-final.

Miller attended Beverly Hills High School in Beverly Hills, California. Romeo sponsors "Loco Tonic", an energy drink he mentions in his newer songs. In 2008, Romeo was ranked No. 18 in the most fit men in the world. Miller was born on Aug. 19, 1989 in New Orleans, La. He is the oldest of seven children from parents Percy, Sr. and Sonya Miller. His father is a business entrepreneur and musician. His father also shares a passion for the game of basketball and signed contracts with the Charlotte Hornets and Toronto Raptors. Percy wears the No. 15 because that is the number his father wore in high school. Miller also believes in giving back to the community and is involved in a variety for charity endeavors and in 2008 along with his father received the key to the city in Memphis in recognition of their "Let the Kids Grow" educational program.
