A prime minister is the most senior minister of cabinet in the executive branch of government, often in a parliamentary or semi-presidential system. In many systems, the prime minister selects and may dismiss other members of the cabinet, and allocates posts to members within the government. In most systems, the prime minister is the presiding member and chairman of the cabinet. In a minority of systems, notably in semi-presidential systems of government, a prime minister is the official who is appointed to manage the civil service and execute the directives of the head of state.
In parliamentary systems fashioned after the Westminster system, the prime minister is the presiding and actual head of government and head of the executive branch. In such systems, the head of state or the head of state's official representative (i.e. the monarch, president, or governor-general) usually holds a largely ceremonial position, although often with reserve powers.
The prime minister is often, but not always, a member of parliament and is expected with other ministers to ensure the passage of bills through the legislature. In some monarchies the monarch may also exercise executive powers (known as the royal prerogative) that are constitutionally vested in the crown and may be exercised without the approval of parliament.
The Commonwealth of Nations, or the Commonwealth (formerly the British Commonwealth), is an intergovernmental organisation of 53 member states that were mostly territories of the former British Empire. The Commonwealth operates by intergovernmental consensus of the member states, organised through the Commonwealth Secretariat and Non-governmental organisations, organised through the Commonwealth Foundation.
The Commonwealth dates back to the mid-20th century with the decolonisation of the British Empire through increased self-governance of its territories. It was formally constituted by the London Declaration in 1949, which established the member states as "free and equal". The symbol of this free association is Queen Elizabeth II who is the Head of the Commonwealth. The Queen is also the monarch of 16 members of the Commonwealth, known as Commonwealth realms. The other members of the Commonwealth have different persons as head of state: 32 members are republics and five members are monarchies with a different monarch.
Lawrence Gonzi, KUOM, (born July 1, 1953) is a Maltese statesman, retired Nationalist politician and lawyer, who served for twenty-five years in various critical roles in Maltese politics. Gonzi was Prime Minister of Malta from 2004 to 2013, and leader of the Nationalist Party. He also served as speaker of the House from 1988 to 1996, and Minister of Social Policy from 1998 to 2004, as well as Deputy Prime Minister from 1999 to 2004. He served in practically all positions in Parliament, being also Leader of the House, an MP and Leader of the Opposition.
Taking over as Prime Minister from Eddie Fenech Adami, Lawrence Gonzi led the islands through the delicate first years of EU membership. He piloted crucial economic and political reforms, spearheaded Malta's adoption of the euro, and the entry into force of the Schengen agreement. Gonzi is viewed chiefly responsible for Malta’s swift progress in the EU. His decision to privatise the Malta shipyards, and the pensions reform, proved to be unpopular. Following a razor-thin electoral victory in 2008, perceptions of arrogance in his cabinet, fomented by the Labour Party opposition and rebel backbenchers, dented his second term of office. Following the loss of a financial vote, his government lost supply in December 2012. The Nationalist party went on to lose the successive general election, leading to Gonzi's resignation and eventual retirement from politics.
The Federal Reserve System—also known as the Federal Reserve or simply as the Fed—is the central banking system of the United States. It was created on December 23, 1913, with the enactment of the Federal Reserve Act, largely in response to a series of financial panics, particularly a severe panic in 1907. Over time, the roles and responsibilities of the Federal Reserve System have expanded, and its structure has evolved. Events such as the Great Depression in the 1930s were major factors leading to changes in the system.
The U.S. Congress established three key objectives for monetary policy in the Federal Reserve Act: maximizing employment, stabilizing prices, and moderating long-term interest rates. The first two objectives are sometimes referred to as the Federal Reserve's dual mandate. Its duties have expanded over the years, and as of 2009 also include supervising and regulating banks, maintaining the stability of the financial system and providing financial services to depository institutions, the U.S. government, and foreign official institutions. The Fed conducts research into the economy and releases numerous publications, such as the Beige Book.
Cultural diplomacy a type of public diplomacy and soft power that includes the "exchange of ideas, information, art and other aspects of culture among nations and their peoples in order to foster mutual understanding." The purpose of cultural diplomacy is for the people of a foreign nation to develop an understanding of the nation's ideals and institutions in an effort to build broad support for economic and political goals. In essence "cultural diplomacy reveals the soul of a nation," which in turn creates influence. Though often overlooked, cultural diplomacy can and does play an important role in achieving national security aims.
Culture is a set of values and practices that create meaning for society. This includes both high culture (literature, art, and education, which appeals to elites) and popular culture (appeals to the masses). This is what governments seek to show foreign audiences when engaging in cultural diplomacy. It is a type of soft power, which is the "ability to get what you want through attraction rather than coercion or payments. It arises from a country's culture, political ideals and policies." This indicates that the value of culture is its ability to attract foreigners to a nation. Cultural diplomacy is also a component of public diplomacy. Public diplomacy is enhanced by a larger society and culture, but simultaneously public diplomacy helps to "amplify and advertise that society and culture to the world at large.” It could be argued that the information component of public diplomacy can only be fully effective where there is already a relationship that gives credibility to the information being relayed. This comes from knowledge of the other’s culture.” Cultural diplomacy has been called the “linchpin of public diplomacy” because cultural activities have the possibility to demonstrate the best of a nation. In this way, cultural diplomacy and public diplomacy are intimately linked.

The Commonwealth Parliamentary Association (CPA) exists to connect, develop, promote and support Parliamentarians and their staff to identify Benchmarks of good governance and to implement the enduring values of the Commonwealth. The Commonwealth Women Parliamentarians (CWP) was founded by women delegates at the 1989 plenary conference so women at future conferences could discuss ways to increase female representation in Parliament and work towards the mainstreaming of gender considerations in all CPA activities and programmes. In 2004, the group was formally recognized in the CPA Constitution and its elected Chairperson added to the CPA Executive Committee. A Steering Committee of 10 Members plans its activities. The current Chair in Office is the Hon. Dato' Noraini Ahmad MP (Malaysia)....
