(Reuters) - Afghan forces battled Tajik-Punjabi-Uzbek-Chechen Taliban fighters on the outskirts of a northern city on Tuesday, with police in Kunduz province saying scores of combatants had been killed as insurgents mounted an offensive following the withdrawal of most NATO forces.
Having announced their spring offensive last week, the Taliban are seeking to gain territory in the north, where the Afghan army and police have less presence than in the traditional Taliban strongholds in the country's south and east.
The Taliban push is a major test of the NATO-trained Afghan army and police, who are fighting with almost no air support or help from the few thousand remaining U.S. and allied troops.
Afghan forces sent reinforcements to Kunduz this week after the Taliban penetrated a southern district of the provincial capital, called Kunduz city.
"Our security forces have pushed the Taliban back in the Gul Tepa area of Kunduz city," said provincial police spokesman Sayed Sarwar Hussaini, though he acknowledged fighting was still taking place within the city limits on Tuesday.
About 60 kilometers (37 miles) north of Kunduz city, government forces killed a Taliban commander known as Mullah Mustafa in Imam Saheb district, Hussaini said, adding that a total of 50 insurgents had died in the past few days' fighting.
Nine Afghan security forces have been killed in the fighting, Hussaini said.
"The Taliban have made some gains in Imam Saheb where we had fewer checkpoints. Now, we have a defensive line where we can prevent the Taliban from moving forward," he said.
An internal report from the Ministry of Interior indicated government forces had been forced to abandon at least four checkpoints in the five areas of Kunduz province under attack, with insurgents seizing government vehicles, weapons and a radio in Imam Saheb.
The report obtained by Reuters also said five police officers had been kidnapped and 28, including a police commander, were missing.
A spokesman for the Taliban, Zabihullah Mujahid, claimed that only two insurgents had been killed in the Kunduz fighting.
"The enemy is not in a position to cause casualties to us but suffer losses themselves," Mujahid said, adding that Taliban "have high morale".
Kunduz was the insurgents' last stronghold before U.S.-led forces drove them from power in 2001.

STORYLINE:
US-led coalition and Afghan troops killed five suspected militants during a raid in northern Afghanistan on Sunday, the coalition said in a statement.
But the local mayor said his house was targeted and that the dead were civilians, including his cook and driver.
Civilian deaths in coalition raids are an increasingly sensitive issue with President Hamid Karzai in the fight against the Taliban and other militants.
Such deaths turn residents against the foreign troops that back Karzai's government. But US and NATO officials say militants regularly operate out of homes and portray dead fighters as civilians to stoke public anger.
A coalition statement said five militants were killed and four others were detained during the early morning raid targeting a "terrorist network" in Kunduz province, close to the border with Tajikistan.
It said one militant was killed in the initial assault on a compound, and the rest died after troops asked for noncombatants to leave the buildings and instead were "engaged with small arms fire."
But the mayor of Imam Sahib district, Abdul Manan, and the district police chief said the raid targeted the mayor's house and killed two of Manan's guards, a cook, a driver and another man.
Manan said he was hunkered down inside a room with his wife and children and had no contact with the troops during the raid.
The coalition statement said "no women or children were present in the targeted attacks."
Independent confirmation of what happened was not possible because of the remoteness of the area.
The deputy provincial police chief, said about 300 people gathered in Imam Sahib later Sunday to protest the raid.
A record 2,118 civilians died in the Afghan war last year, a 40 percent increase over 2007, the U.N. has reported.
It said US, NATO and Afghan forces killed 829 civilians, or 39 percent of the total.
Also on Sunday, a roadside bomb exploded in eastern Khost province, killing one road construction worker and wounding 11 others who were travelling in a vehicle to their job northeast of Khost city, the Ministry of Interior said in a statement.
Militants regularly plant roadside bombs targeting Afghan and foreign troops, but many of the victims have been civilians.
The number of such attacks rose by 30 percent in 2008, according to NATO.

"Our security forces have pushed the Taliban back in the Gul Tepa area of Kunduz city," said provincial police spokesman Sayed Sarwar Hussaini, though he acknowledged fighting was still taking place within the city limits on Tuesday.
About 60 kilometers (37 miles) north of Kunduz city, government forces killed a Taliban commander known as Mullah Mustafa in Imam Saheb district, Hussaini said, adding that a total of 50 insurgents had died in the past few days' fighting.
Nine Afghan security forces have been killed in the fighting, Hussaini said.
"The Taliban have made some gains in Imam Saheb where we had fewer checkpoints. Now, we have a defensive line where we can prevent the Taliban from moving forward," he said.
An internal report from the Ministry of Interior indicated government forces had been forced to abandon at least four checkpoints in the five areas of Kunduz province under attack, with insurgents seizing government vehicles, weapons and a radio in Imam Saheb.
The report obtained by Reuters also said five police officers had been kidnapped and 28, including a police commander, were missing.
A spokesman for the Taliban, Zabihullah Mujahid, claimed that only two insurgents had been killed in the Kunduz fighting.
"The enemy is not in a position to cause casualties to us but suffer losses themselves," Mujahid said, adding that Taliban "have high morale".
Kunduz was the insurgents' last stronghold before U.S.-led forces drove them from power in 2001.

US-led coalition and Afghan troops killed five suspected militants during a raid in northern Afghanistan on Sunday, the coalition said in a statement.
But the local mayor said his house was targeted and that the dead were civilians, including his cook and driver.
Civilian deaths in coalition raids are an increasingly sensitive issue with President Hamid Karzai in the fight against the Taliban and other militants.
Such deaths turn residents against the foreign troops that back Karzai's government. But US and NATO officials say militants regularly operate out of homes and portray dead fighters as civilians to stoke public anger.
A coalition statement said five militants were killed and four others were detained during the early morning raid targeting a "terrorist network" in Kunduz province, close to the border with Tajikistan.
It said one militant was killed in the initial assault on a compound, and the rest died after troops asked for noncombatants to leave the buildings and instead were "engaged with small arms fire."
But the mayor of Imam Sahib district, Abdul Manan, and the district police chief said the raid targeted the mayor's house and killed two of Manan's guards, a cook, a driver and another man.
Manan said he was hunkered down inside a room with his wife and children and had no contact with the troops during the raid.
The coalition statement said "no women or children were present in the targeted attacks."
Independent confirmation of what happened was not possible because of the remoteness of the area.
The deputy provincial police chief, said about 300 people gathered in Imam Sahib later Sunday to protest the raid.
A record 2,118 civilians died in the Afghan war last year, a 40 percent increase over 2007, the U.N. has reported.
It said US, NATO and Afghan forces killed 829 civilians, or 39 percent of the total.
Also on Sunday, a roadside bomb exploded in eastern Khost province, killing one road construction worker and wounding 11 others who were travelling in a vehicle to their job northeast of Khost city, the Ministry of Interior said in a statement.
Militants regularly plant roadside bombs targeting Afghan and foreign troops, but many of the victims have been civilians.
The number of such attacks rose by 30 percent in 2008, according to NATO.

Sikhs, protest against PM Narendra Modi
Indian Prime Minister Narendra Modi was greeted by well over 20,000 supporters on Sunday for his historic visit, but several hundred opponents — primarily members of a Sikh group — were also present to protest the leader of the Indian diaspora.
Loud chants of “Modi, shame shame!” from a group of Sikh separatists who convened outside of the SAP Center in San Jose were met with opposition from supporters who fired back with equal fervor. Several of the Sikhs on the front lines were violently smacking images of the prime minister with the soles of their shoes in display of tremendous disrespect.
“We don’t support him because he’s the killer of the minority people in India,” Jugher Singh told Breitbart News. He blamed Modi for the 2002 retaliatory killings of 1,000 people, mostly Muslims, following what was later deemed in a court of justice to be a planned attack on Hindu pilgrims that same year in which 59 people died when a fire was set inside the Sabarmati Express train in the Indian state of Gujarat. Modi served as chief minister of Gujarat at the time of the riots and killings.
In 2011, a court convicted 31 Muslims for the tragic train incident and charged them with murder and criminal conspiracy in the plot to kill the Hindu activists, which led to one of the worst religious clashes in years.
There have been claims of violations against minorities such as Christians, Sikhs, and Muslims in India. However, a Sikh man, who was among the thousands who came out in support of Modi, said, “Mr. Modi always talks about 1.25 billion Indians. He never talks about Hindus, Sikhs, Muslims,” drawing to the PM’s holistic nationalism view in which he is seeking to promote every religious group under the umbrella of one united Indian nation.
“The Sikh community wants Khalistan, the name of our country,” Singh, who was with his uncle Sukhmender, told Breitbart News. The Khalistan Liberation Force (KLF) is a militant group that was formed as part of the Khalistan movement created by members of the Sikh community seeking to establish a Sikh homeland through armed struggle. Several loosely associated Khalistan militant outfits have been listed internationally as terrorist organizations.
“Separatism is another name for terrorism,” Charanjit “Sunny” Ghai, a Sikh entrepreneur who resides in Northern California and who stood in support of Modi, told Breitbart News. Ghai said he believes the Sikhs who are seeking to branch off and create a different country “are misguided people who are supported by the erstwhile Congress Raj led by Sonia Gandhi and her son [Rahul] and her father and his mother. They are using these people as puppets to break up a united India for the first time in 70 years.”
He said that contrary to the Sikh separatists, Sikh Indians do not support the group of dissidents but instead that “the Sikh Government of Punjab is aligned with Modi.”
Among the more peaceful protests of the day were a group of Hindus known as Patidar that is seeking justice for Gujurat’s farmworkers caste. The caste’s technical name is “Patidar,” but since Patel is a very common surname among its members that is the name by which they are referred. Ashish Patel, who is also part of that caste, said that while the group is supportive of Modi, they are “urging him to take some serious action because there are innocent people [who] got hit and there were nine people [who] got killed last month… strictly by police.”
