Location Mannar is located 325 north of Colombo Reaching Mannar The regular route to Mannar from Colombo is via Anuradhapura and Madwachchiya. Mannar District Mannar district of the Northern Province of Sri Lanka consists of an area that is part of the mainland and Mannar island, the largest islet in the country. The road to Mannar is through the dry zone region of Sri Lanka. While the landscape in Mannar district varies from wooded jungles to paddy fields and palm trees. Mannar Island Mannar Island, a dry, barren peninsula located in the district of Mannar, though called an islet, is in fact a peninsula formed in a shape of a tongue. At Talaimanar, the westernmost tip of the island, it is almost connected to the Dhanuskodi, the easternmost tip of peninsula of Southern India by a reef of corals submerged in the Palk Straits. Apart from the thin strip of land that joins the peninsula to the mainland, Mannar island is also connected by the causeway over the shallow waters forming a 3 km stretch of A14 Madawachchiya --Talaimannar main road The small fishing port of Mannar is located on the southeastern shore. Government is to relax checking at the entrance to the Mannar Bridge. Up to now those entering the Mannar Island are stopped near the bridge entrance, checked and their national identity cards retained before allowing them to enter Mannar. When representations were made at a consultation meeting this morning in the Mannar Town Hall, it was agreed to relax the checking arrangements with effect from the 10th of this month. Minister Risath Bathiyudeen said a meeting was held at the Mannar Town Hall this morning. It was chaired by Senior Advisor to the President and Parliamentarian Basil Rajpaksa. The Minister said that more than seven to eight thousand people were gathered there. He briefed that representatives of Mannar fishermen thanked the Government and the President for allowing them to fish in the Gulf of Mannar without restrictions. The Minister also said the farmers of the Mannar District thanked the President for speedily effecting repairs to the Giant Tank bunds in Murunkan which helps the farmers irrigate their paddy cultivations. Basil Rajapaksa assured that the Government would come up shortly to build a rice hulling mill, with modern machinery. He also assured to build a Town Hall for Mannar with modern facilities.

Terrorist LTTE Intelligence leader Charles killed by SL Army
Head of the Terrorist LTTE Group's Military Intelligence Charles has been killed. He died when the Sri Lanka Army Deep Penetration Unit launched an attack at Pallamadu in Mannar. LTTE Wanni sources had confirmed this report. Charles alias Shanmuganathan Ravishankar, who has been in charge of internal intelligence within the ranks of LTTE ground forces, led an external operations corps as well. He also headed a regular combat force that has been deployed in the Mannar District. He was killed together with three other LTTE leaders in the ambush, while they were travelling in a van from Iluppaikkadavai to Pallamadu. Wanni sources further confirmed that Charles became a key leader after the death of Thamil Selvam. The Media Centre for National Security said another 20 terrorists had died with this armed leader.

Troops capture Wellankulam Reaching to another significant milestone of the Wanni liberation operation, the heroic army soldiers in task Force 1 captured the Vellankulam town, the LTTE's last stronghold in Mannar District this afternoon, August 02. According to the latest information received from the Mannar front, following the fierce gun battle occurred during last few day, troops have advanced into the Vellankulam town area this afternoon despite the stiff resistance given by the terrorists to protect the strategically important build-up area which links western cost and Mankulam with a direct supply route via Tunukkai and Mallavi. At least 30 LTTE terrorists were killed and more terrorists have withdrawn via sea routes with their casualties due to the effective fire power launched by the troops, ground sources said. Two main fortified LTTE camps were located in the Vellankulam town area and LTTE terrorists withdrawn loosing after Vidattaltivu and Illuppaikkadavai had reorganized in the Vellankulam area to make resistance for the advancing troops.

The modernisation of the road network has begun, accelerating development in the North. Senior Presidential Advisor and Parliamentarian Basil Rajapaksa who is also the head of the Uturu Wasanthaya Task Force touring areas of the North, instructed the relevant officials to accelerate the development of the road network. Reconstruction of the A-32 highway running from Mannar to Pooneryn has commenced. Mr. Rajapaksa drew his attention to the bridge that is coming up at Sangupiddi on the PoonerynJaffna road. It links the Kilinochchi and Jaffna Districts had had hitherto existed in the area. He instructed the officials to expedite the work. The bridge was shattered by the terrorists, paralysing transport. There will be a land route between Mannar and Jaffna districts with the building of the bridge, making passenger and goods transport more efficient. In the meantime, action is being taken to increase electricity consumption in Mannar up to 60 percent and facilitate the use of CDMA and mobile phones. The meeting to discuss progress of the UtHuru Wasanthaya programme in the Mannar district was recently chaired by Basil Rajapaksa. It took cognisance of the suspension of mobile telephone links, following terrorist activities. Mr. Rajapaksa took appropriate within two hours to eliminate these difficulties. President has said in Mannar that everyone should unite without being treacherous to the motherland. The President was addressing a victorious rally organized at the Mannar Urban Council Grounds. A mammoth gathering was present at the venue to express their gratitude to a leader who liberated the country from terrorism. The President told the gathering that development which had hitherto witnessed for 30 years was now taking place. In the past the people of the North and the East had not liberty to visit temples, churches, kovils and Mosques. However, they are now enjoying freedom and can move about devoid of fear and suspicion. All those who love the country are the children of the motherland. It is the motherland that should be important to them firstly, secondly and also thirdly. Cast, creed or religious differences are not needed hereafter. The President gave a firm pledge to create an environment in which all citizens would equally enjoy their rights and lead a dignified life. He told the gathering that the government had launched many projects to develop the infrastructure in the Mannar District. He emphasized that hereafter this regions cannot be identified as a remote area. Several Parliamentarians also expressed their views.

Witness - Picking up the Pieces
Clearing the thousands of mines left in the war-torn villages of Sri-Lanka is a dangerous and demanding job for those that have been assigned with the responsibility of doing it. The all-female de-mining team of Sri Lanka's northern Mannar district struggles in the blazing heat to navigate the hazardous task at hand and systematically clear the villages of all the traces of war that remain in a place long after the conflict itself has passed. Following the women we witness the excitement and fear each time a mine is found and get to see how many of the women take the job to support their families, due to the cruel brunt of war leaving them as the sole breadwinners. They clear the villages of landmines not simply because it is their job, but because they are are all personally involved, each with their own losses and tales of hardship and are keen to finish the job so that people can move back home from refugee camps and begin to live in peace again.

Troops capture Wellankulam Security forces have taken control of the Wellankulam village. Military Spokesman Brig. Udaya Nanayakkara said the village is located 10 kilometres North of Iluppakadavai in Mannar. The troops as a result of the operation carried out for the capture of Iluppakadavai on the 20th of July this year successfully took control of Wellankulam, 40 kilometres North of Mannar. It is about 10 kilometres North of Iluppakadavai. Troops of the 58th Division of the Army captured the area. The Brigadier said the entire Mannar region has now been liberated from the terrorists. Members of the Army have now gone beyond the Mannar District border and entered the borders of Kilinochchi.

Visitors to Zone 2 of Menik Farm in Vavuniya district in Northern Sri Lanka are usually greeted by rows and rows of makeshift tents housing close to 35000 people at last count...there were about 60000 people here until a few weeks ago nearly half of them have now returned to their homes because of the increased pace of the resettlement process by the Government. Menik Farm hosts the largest IDP camps in the North.refugees from the Vanni.who fled during the last few months of the fighting. The UN Assistant Secretary General, Mr. Ajay Chhibber, was in Sri Lanka recently and travelled to the districts of Vavuniya and Mannar where UNDP is involved in helping the resettled. The ASG talked with the IDPs in the camps about their problems and their hopes for the future. He assured the families of UNDP support in helping them restart their lives once they return to their villages. Mr Chhibber also met parents who had lost their children in the war...UNDPs Access to Justice project is working with these families to secure civil documentation including death certificates for their children. From Vavuniya the ASG travelled to the Rice Bowl area in Mannar District the pockmarked houses and collapsed infrastructure in the area bear witness to the last few weeks of the conflict things are improving though.the Government has nearly completed mine-clearance in the area and families are returning in the hopes of a better future.

Infrastructure and service facilities of the people of the North are being further expanded. The transport of mail along the A-9 Highway to Jaffna will begin tomorrow.. Senior Presidential Advisor and Parliamentarian Basil Rajapaksa held a special discussion on the Uthuru Wasanthaya 180-day Accelerated Programme at the Vavuniya District Secretariat today. Discussions centred on at length the launch of the programme in the Mannar and Vavuniya Districts at the behest of the President. Hitherto, mail was transported to Jaffna by sea. However, it was agreed to undertake its transport along the A-9 Highway from tomorrow. The need to cultivate fallow land during the forthcoming Maha season, completing the removal of landmines was emphasised at the meeting. The Governments desire is to complete this work soon. Mr. Rajapaksa referred to the importance of accelerating de-mining and resettling the civilians. It was agreed to grant 25000 rupees and roofing sheets and other facilities for each family. It was revealed that many of the goals had already been met. Mr. Rajapaksa took the initiative of addressing several issues. Minister Douglas Devananda and Risath Bathiyudeen, Northern Governor GA Chandrasiri, Vavuniya District Secretary PSM Charles, Mannar District Secretary Nicholas Pillai, Ministry Secretaries, Defence Chiefs and Senior Government officials were present.

In the second such incident in two days, six Tamil Nadu fishermen were injured when they were allegedly attacked today by the Sri Lankan navy which also detained 13 others near Katchatheevu in the Palk Straits, Official sources said the Lankan Navymen attacked the fishermen with stones, nylon ropes and rods and took away their three boats. Gnanasekaran, who suffered head injury, has been admitted to a hospital here while five others suffered minor injuries, they said, adding, the fishermen were near Katchatheevu, an islet ceded to Sri Lanka by India under an agreement in 1974.
