Laure Delcour on The Eastern Partnership: A Test Case for EU Foreign Policy
About the Speech:
The EU's engagement with its Eastern Neighbourhood is a test of the transformative power of European foreign policy. With crucial elections taking place in Georgia and Ukraine this month, the role of the EU in shaping domestic change in neighbouring states is an important and timely question. Dr. Laure Delcour discussed the difficulty of promoting the EU acquis in states that do not have the prospective of EU membership. Dr. Delcour is leading a project that assesses the impact of European Neighbourhood Policy on the domestic structures and policy preferences of partner states in the East. She presented the findings of the project to date and shared her views on the prospects of change in the EU's Eastern Neighbourhood.
About the Speaker:
Dr. Laure Delcour is an expert on EU policies in Eastern Europe at the Directorate of European Affairs in France's National School of Administration (ENA). She is also a Director of Research at the Institute of International and Strategic Relations (IRIS) in Paris, where she focuses on the EU's relations with Russia and the Eastern Neighbourhood. She is the author of Shaping the Post-Soviet Space? EU Policies and Approaches to Region Building (2011), Pioneer Europe? Testing European Foreign Policy in the Neighbourhood (2008) and La politique de l'Union européenne en Russie, 1990-2000 (2002). Dr. Delcour has lectured at the Institute of Political Studies (Sciences-Po) in Paris. She is currently a Visiting Professor at the College of Europe and a lecturer at the Institute of Political Studies in Strasbourg.

Minister Titus Corlatean on The Eastern Partnership -- What's in it for the EU?
About the Speech:
The Romanian Foreign Minister will explore how the Eastern Partnership is a critical tool in effecting change in the EU's neighbourhood. Romania's geographical proximity to and close relations with the EU's Eastern partners suggest that it can play a central role in the EU's policy towards this region. In this important address, Minister Corlatean outlined why the Eastern Partnership should be a priority for the EU and what Romania can bring to European foreign policy.
In the Question and Answer session, Minister Corlatean answered questions on all aspects of EU foreign policy.
About the Speaker:
Titus Corlatean was appointed the Minister of Foreign Affairs of Romania in August 2012. He previously served as Minister of Justice, Chairman of the Foreign Policy Committee in the Romanian Senate, Secretary of State for Romanians Abroad and Foreign Affairs Adviser to the Prime Minister. He has also served as a member of the Romanian Parliament, a Member of the European Parliament and a diplomat. He has a Ph.D. in Law from the University of Bucharest.

Eastern Partnership: neighbours connect to make a difference
Alone you struggle, but team up with your neighbour and make a real difference in tackling common challenges: this is the message from a new cartoon to promote the Eastern Partnership, developed by the EU Neighbourhood Info Centre.
'The Scarecrow' is a 40-second cartoon, under the slogan Neighbours Connect. Featuring neighbouring farmers defending their crops from hungry birds, it highlights the importance of cooperation in achieving common objectives -- a principle at the core of the Eastern Partnership.
The Eastern Partnership is an EU initiative launched in May 2009, which aims to deepen and strengthen relations between the European Union and its six Eastern neighbours: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.

The EU Eastern Partnership summit continues in Warsaw. The leaders of 26 EU member countries and six member countries of Eastern Partnership program are participating in the Summit.
Georgian President Mikheil Saakashvili heads the Georgian delegation. The participants of the Summit have already attended the first plenary session held behind the closed door.
Georgian President Mikheil Saakashvili will deliver a speech at the second plenary session today. Saakashvili will emphasize the Euro integration reforms carried out in Georgia. After the sessions the leaders will adopt a communiqué which sets the priorities and the future plans of the program.
Georgia's success and the open support of the EU countries leaders toward Georgia's Euro-Atlantic asspitrations at the EU Eastern Partnership summit -- Georgian President made such assessments after the first session.
Saakashvili has already held bilateral meetings with European leaders within the frame of Warsaw summit. He met with the Prime Ministers of Bulgaria and Estonia. European leaders expressed open support to Georgian territorial integrity and its aspiration to become affiliated with European and Euro-Atlantic structures.
The Chairman of the Parliament, David Bakradze participated in the Conference of the Eastern Partnership "Towards European Democratic Community, Welfare and strong civil society", held in Warsaw yesterday. In his speech, David Bakradze spoke about conflict resolution in the region of the EaP countries and restart of the negotiations on DCFTA between Georgia and the EU.
The Deputy Prime Minister of the Great Britain, Nick Clegg made the significant speech as well. He noted that the EaP countries deserve and shall become the EU members. The significant message has been delivered by the European Commissioner, Štefan Füle, according to which the negotiations with Georgia on DCFTA will be restarted and the new phase of the negotiations on visa facilitation will be launched.

Analytical Centre on Globalization and Regional Cooperation (ACGRC) with the support of Ministry of Foreign Affairs of Czech Republic launches a project: "Contacts between people: EU visa policies and Eastern Partnership countries: Prospects and barriers for visa-liberalization". Liberalization of people-to-people contacts via visa free travel with the EU is one of the main political priorities for the Eastern Partnership countries as well as it is the issue of high importance for the societies. The implementation of specific components of Visa Liberalization process has already started in the Eastern Partnership states; however the big distance remains between different partner states in their progress towards the visa free travel for their citizens.

DJ Soulscape - The Sound of Seoul in New York
The postwar Korean peninsula was a melting pot for both Eastern and Western cultures. This interaction led the music business to grow significantly as clubs were founded around the U.S. military bases. Many musicians who played for the clubs had interpreted and localized rock, jazz, soul and boogaloo in various styles. However, such unique music was suppressed and vanished due to the political interest of the military regime in the mid ‘70s. Today, the music that once thrived during those periods remains discontinued and forgotten.
DJ Soulscape, a critically acclaimed musician and an avid vinyl collector, has spearheaded a project to uncover the lost archives of Korea’s musical past. The Sound of Seoul and More Sound of Seoul compilations were conceived to revisit lost Korean music of the ‘60s and ‘70s.
With the success of this series in Korea, Essentic in partnership with DJ Soulscape, have decided to coordinate several functions to introduce such unique vintage sound in conjunction to Soulscape's recent trip to New York City.

Europe has mixed feelings about Eastern Partnership
Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.
These are the 6 ex-Soviet countries hoping to get their European aspirations matched in the so-called Eastern Partnership summit this week in Warsaw.
Europe's single market and visa liberalisation is what they are after.
In exchange, Europe wants to see democratic reforms in countries that have traditionally struggled with establishing democracy and the rule of law. Europe also wants good relations with the eastern neighbors in order to help ensure energy security.
But this week's no-show of French and British leaders in Warsaw points at the lukewarm interest of European politicians in their eastern neighbors.
You can also ask if the former Soviet republics really want to get closer to Europe? Ukraine, which was close to signing a trade agreement, recently hurt its relations with Europe by jailing opposition leader Yulia Tymoshenko, whose trial has been described by the Union as "politically motivated".
The situation in Belarus remains bad. Repression and detention of political prisoners has sent relations with Belarus back to square one. Its president Lukashenka, also known as the last dictator in Europe, is banned from traveling to the EU and hasn't been invited to the summit.
Catherine Ashton, EU's foreign policy chief, repeatedly expresses her concern over the democracy situation in both Belarus and Ukraine.
Back in 2009, the Kremlin warned the European Union not to turn the Eastern Partnership into a partnership against Russia. Russia's president Putin even accused the Union of creating new dividing lines within Europe.
The Polish Presidency however still applies a "more for more" approach with the eastern neighbors. Poland is still hoping to turn the partnership into a success story. But without the real support from other EU member states, that's not going to be easy.
