Syrian conflict peace proposals [Wikipedia Article]
Syrian conflict peace proposals are initiatives and plans to resolve the Syrian civil war in the Middle East. Among the most significant attempts to resolve the conflict are the Arab League peace plan and the resulting Arab League observer mission, launched in December 2011. In addition, a Russian proposal was also issued.
The Kofi Annan peace plan for Syria was initiated in February as Kofi Annan, former U.N. Secretary General was appointed as U.N.-Arab League peace envoy for Syria. The Kofi Annan peace plan is considered the most serious international attempt to resolve the Syrian conflict in the Middle East, however its ambitious plan to impose a cease fire beginning April 10, 2012 failed, with both sides returning to engage in heavy fighting in June 2012. Kofi Annan consequently resigned, being replaced by Lakhdar Brahimi.

Arab League mission
Arab League peace plan
On 3 November 2011, the Syrian government accepted an Arab League peace plan to halt its crackdown on protesters. The ceasefire quickly broke down, as government forces continued their suppression of protests. From 2 to 12 November 2011, more than 250 people were killed.
On December 19, 2011, Syria agreed to the Arab League peace plan, agreeing to let observers into the country.
As part of the Arab League peace plan, Syria released 3,500 prisoners on 3 January 2012 and a further 552 detainees on 5 January 2012.
Arab League observer mission
The Arab League monitors headed by Mohammed Ahmed Mustafa al-Dabi arrived in Syria on 26 December 2011, to oversee a deal to protect civilians in the country. Overall, initially around 50 observers were dispatched to Syria, headed by Sudanese General Mohammed al-Dabi.
Algerian Anwar Malek, one of the Arab League observers to Syria, resigned on 11 January 2012, due to what he described as "the regime committing a series of war crimes against its people and of duping his colleagues". Anwar Malek also describes witnessing a "humanitarian disaster" and accused the Syrian regime of killing children and attempting to fool the Arab League. The Arab League official in Cairo dismissed Anwar's accusations.
The Arab League observers mission technically expired on January 18. Nevertheless, as of 22 January 2012, there were 165 observers on the ground in Syria. On 24 January 2012, the Gulf Cooperation Council withdrew its 55 monitors out of 165 strong observer mission, while on January 28 the whole Arab League mission was suspended due to "critical" and deteriorating conditions.
UN resolution proposal
On 31 January 2012, the Arab League asked the UN Security Council to adopt a resolution, based on the League's action plan for Syria, including a call for Assad to step down. Yet, on 4 February 2012, the resolution was vetoed by China and Russia. Eventually, a non-binding resolution by the UN General Assembly was endorsed, with China and Russia voting against. The UN General Assembly resolution has no legal force, unlike the UN Security Council.
2012 Russian proposal on Syrian crisis
Russia said on 26 January 2012, it would continue to promote its own draft resolution on Syria in the U.N. Security Council, staking out a tough position ahead of talks on a Western-Arab draft that calls for Assad to cede power. Foreign Ministry spokesman Alexander Lukashevich ruled out neither a compromise on the rival Security Council resolution aimed to end almost a year of bloodshed in Syria nor a veto from Russia, which has refused to join calls for Assad's resignation.
On 30 January 2012, Russia said the Syrian authorities have agreed to a Russian offer to hold informal talks in Moscow with opposition representatives to resolve the crisis in the country, a day before the U.N Security Council discusses a draft resolution calling for a political transition in Syria.
Kofi Annan peace envoy
The Kofi Annan (Joint Special Envoy for the United Nations and the Arab League) peace plan, launched in February 2012, is considered the most serious international attempt to resolve the Syrian conflict in the Middle East. On March 24, 2012, Kofi Annan flew to Moscow in an effort to secure strong Russian support for his efforts to bring about a ceasefire and open political dialogue.

Chemical Weapons Use in Syria, Egypt, Middle East Peace Process, Keystone Application (2013)
The Keystone Pipeline System is a pipeline system to transport oil sands bitumen from Canada and the northern United States "primarily to refineries in the Gulf Coast" of Texas. (USSD SEIS March 1, 2013 p.ES-2) The products to be shipped include synthetic crude oil (syncrude) and diluted bitumen (dilbit) from the Western Canadian Sedimentary Basin in Alberta, Canada, and Bakken synthetic crude oil and light crude oil produced from the Williston Basin (Bakken) region in Montana and North Dakota. Two phases of the project are in operation, a third, from Oklahoma to the Texas Gulf coast, is under construction and the fourth is awaiting U.S. government approval as of mid-March 2013. Upon completion, the Keystone Pipeline System would consist of the completed 2,151-mile (3,462 km) Keystone Pipeline (Phases I and II) and the proposed 1,661-mile (2,673 km) Keystone Gulf Coast Expansion Project (Phases III and IV) . The controversial fourth phase, the Keystone XL Pipeline Project, would begin at the oil distribution hub in Hardisty, Alberta and extend 1,179 miles (1,897 km), to Steele City, Nebraska.
The operational Keystone Pipeline system currently has the capacity to deliver up to 590,000 barrels per day (94,000 m3/d) of Canadian crude oil into the Mid-West refining markets.[4] In the summer of 2010 Phase 1 of the Keystone Pipeline was completed, delivering crude oil from Hardisty, Alberta to Steele City, Nebraska, and then east through Missouri to Wood River refineries and Patoka, Illinois. Phase 2 the Keystone-Cushing extension was completed in February 2011 with the pipeline from Steele City, Nebraska to storage and distribution facilities at Cushing, Oklahoma, a major crude oil marketing/refining and pipeline hub.[4]
The Keystone XL proposal, which would comprise phases 3 and 4, faced lawsuits from oil refineries[citation needed] and criticism from environmentalists and some members of the United States Congress. In January 2012, President Barack Obama rejected the application amid protests about the pipeline's impact on Nebraska's environmentally sensitive Sand Hills region.[5] TransCanada Corporation changed the original proposed route of Keystone XL to minimize "disturbance of land, water resources and special areas" and the new route was approved by Nebraska Governor Dave Heineman in January 2013.[3] On March 22, 2012, Obama endorsed the building of its southern half that begins in Cushing, Oklahoma. The President said in Cushing, Oklahoma on March 22, "Today, I'm directing my administration to cut through the red tape, break through the bureaucratic hurdles, and make this project a priority, to go ahead and get it done."[6]
In its Supplemental Environmental Impact Statement (SEIS) released for public scrutiny in March 2013, the United States Department of State Bureau of Oceans and International Environmental and Scientific Affairs, described a number of changes to the original proposals including the shortening of the pipeline to 875 miles (1,408 km); its avoidance of "crossing the NDEQ-identified Sand Hills Region" and "reduction of the length of pipeline crossing the Northern High Plains Aquifer system, which includes the Ogallala formation (USSD SEIS March 1, 2013 ES-22)"; and stated "there would be no significant impacts to most resources along the proposed Project route." In response to the Department of State's report which recommended neither acceptance nor rejection, the editor of the New York Times recommended that President Obama, who acknowledges climate change as one of humanity's "most challenging issues", should reject the project which "even by the State Department's most cautious calculations — can only add to the problem."
