Korean Central Television (조선중앙방송) A national memorial service was held solemnly in Pyongyang on Tuesday, the second anniversary of demise of leader Kim Jong Il. Present there was Kim Jong Un, first secretary of the Workers' Party of Korea (WPK), first chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army (KPA). Attending it were leading officials of the party, state and army, the chairperson of a friendly party, officials of the party, armed forces and power organs, public organizations, ministries and national institutions, service personnel of the KPA and the Korean People's Internal Security Forces, officials of organs, enterprises, factories and co-op farms in Pyongyang, bereaved families of revolutionary martyrs, persons of merit and other people. Also present there were overseas Koreans delegations including the delegation of Koreans in Japan and the delegation of the General Association of Koreans in China, overseas Koreans, those related to revolutionary activities of Kim Jong Il, the chief of the Pyongyang mission of the Anti-Imperialist National Democratic Front, foreign diplomatic envoys, representatives of international organizations and members of the military attaches corps here and other foreigners. All the participants observed a moment's silence in humblest reverence for Kim Jong Il. Kim Yong Nam, member of the Presidium of the Political Bureau of the Central Committee of the WPK and president of the Presidium of the Supreme People's Assembly of the DPRK, made a memorial address. The life of Kim Jong Il was the one of the great thinker, statesman and brilliant commander who performed unprecedented great feats in the history of the Korean nation and the world history of politics, the speaker said, and went on: Kim Jong Il comprehensively systematized and developed in depth the Juche idea and the Songun idea with his extraordinary wisdom and energetic ideological and theoretical activities, built the party, state and army of the DPRK into the glorious party, state and army of President Kim Il Sung and achieved the most solid single-minded unity under the uplifted banner of modeling the whole society on Kimilsungism. He, cherishing Songun as the steadfast revolutionary creed all his life, built the People's Army into the matchless revolutionary army and put the DPRK on the position of the world's military power, thereby providing a sure guarantee for the eternal prosperity of the nation. He led all the fellow countrymen along the road of independent reunification and great national unity, opening up the June 15 era of reunification in the idea of "By our nation itself" and making immortal contributions to defending the peace in Asia and the rest of the world and accomplishing the human cause of independence. David Cameron has described flooding that has hit parts of the country as a "tragedy" as he visits some of the worst affected areas. The Prime Minister has confirmed some of the details of a £10m package to aid flood-hit businesses so they can clean up and keep trading as he meets volunteers, residents and troops in the west of England. He also chaired another meeting of the Government's Cobra emergency committee on Sunday night as the huge clean-up operation got under way following some of the worst flooding in decades. Sky's David Crabtree in Upton-upon-Severn, Worcestershire, said Mr Cameron was "well-received" by local people as he toured the swollen banks of the Severn. "He held a private meeting with members of the community and members of the Environment Agency and 1st Battalion Royal Irish here as well, there's about 100 of them in this region, ready to help out in a supporting role," Crabtree said. David Cameron toured the banks of the Severn with local MP Harriet Baldwin Swathes of the UK remain on high alert as people battle to protect their homes and communities from the floodwaters, which are still expected to rise in places despite a respite from the storms. Sporadic rain is expected in the coming days, bringing fears of the possibility of water levels rising once again, but forecasters are predicted a largely drier week ahead. The Environment Agency (EA) has 16 severe flood warnings in place for the South West and the Thames Valley, with nearly 130 flood warnings and more than 180 flood alerts. Businesses have told Sky News they fear David Cameron's £10m fund to help them recover from devastating floods will be "too little too late". But some businesses have raised concerns that the emergency funding will not reach them in time. David Cameron toured the banks of the Severn with local MP Harriet Baldwin Boatyard owner Michael Dennett has lost vital equipment including a forklift truck, circular saw and planing machine to flooding after the Thames burst its banks. Even the electric gates are broken at his business in Chertsey, Surrey, which has been underwater for around a month. He told Sky's Clare Fallon he was "sceptical" about the Prime Minister's pledge. He said: "It sounds good but it will be too little, too late by the time the Government decides who qualifies and how much. "It will be months down the line, which is no good for now. UFOs have been subject to various investigations over the years by governments, independent groups, and scientists. The term derives from UFO, which is pronounced as an acronym, and the suffix -logy, which comes from the Ancient Greek λογία (logiā). Historical background The modern UFO mythology has three traceable roots: the late 19th century "mystery airships" reported in the newspapers of western United States, "foo fighters" reported by Allied airmen during World War II, and the Kenneth Arnold "flying saucer" sighting near Mt. Rainier, Washington on June 24, 1947. UFO reports between "The Great Airship Wave" and the Arnold sighting were limited in number compared to the post-war period: notable cases include reports of "ghost fliers" in Europe and North America during the 1930s and the numerous reports of "ghost rockets" in Scandinavia (mostly Sweden) from May to December 1946. Media hype in the late 1940s and early 1950s following the Arnold sighting brought the concept of flying saucers to the public audience. As the public's preoccupation in UFOs grew, along with the number of reported sightings, the United States military began to take notice of the phenomenon. The UFO explosion of the early post-war era coincides with the escalation of the Cold War and the Korean War. The U.S. military feared that secret aircraft of the Soviet Union, possibly developed from captured German technology, were behind the sightings. If correct, the craft causing the sightings were thus of importance to national security and of need of systematic investigation. By 1952, however, the official US government interest in UFOs began to fade as the USAF projects Sign and Grudge concluded, along with the CIA's Robertson Panel that UFO reports indicated no direct threat to national security. The government's official research into UFOs ended with the publication of the Condon Committee report in 1969, which concluded that the study of UFOs in the past 21 years had achieved little, if anything, and that further extensive study of UFO sightings was unwarranted. It also recommended the termination of the USAF special unit Project Blue Book. As the U.S. government ceased officially studying UFO sightings, the same became true for most governments of the world. A notable exception is France, which still maintains the GEIPAN, formerly known as GEPAN (1977--1988) and SEPRA (1988--2004), a unit under the French Space Agency CNES. During the Cold War, British, Canadian, Danish, Italian, and Swedish[ governments have each collected reports of UFO sightings. Britain's Ministry of Defence ceased accepting any new reports as of 2010. Ufology and UFO reports In addition to UFO sightings, certain supposedly related phenomena are of interest to some in the field of ufology, including crop circles, cattle mutilations, and alien abductions and implants. Some ufologists have also promoted UFO conspiracy theories, including the alleged Roswell UFO Incident of 1947, the Majestic 12 documents, and UFO disclosure advocation. Skeptic Robert Sheaffer has accused ufology of having a "credulity explosion". He claims a trend of increasingly sensational ideas steadily gaining popularity within ufology. Sheaffer remarked, "the kind of stories generating excitement and attention in any given year would have been rejected by mainstream ufologists a few years earlier for being too outlandish." Likewise, James McDonald has expressed the view that extreme groups undermined serious scientific investigation, stating that a "bizarre 'literature' of pseudo-scientific discussion" on "spaceships bringing messengers of terrestrial salvation and occult truth" had been "one of the prime factors in discouraging serious scientists from looking into the UFO matter to the extent that might have led them to recognize quickly enough that cultism and wishful thinking have nothing to do with the core of the UFO problem."
