The Fulton Street Transit Center is a $1.4 billion project^[1][2][3] under construction by the Metropolitan Transportation Authority (MTA), a public agency of the state of New York. The plan includes station rehabilitations, new underground passageways, and an above-ground station entrance building at the intersection of Fulton Street and Broadway in New York City, above several existing stations.

The project is intended to improve access to and connections between 11 MTA subway services stopping at Manhattan's Fulton Street, PATH service and the World Trade Center station in Lower Manhattan. Funding for the construction project, which began in 2005, dried up for several years, with no final approved plan and no schedule for completion.^[4][5][6] Plans for the transit center, however, have been rejuvenated by the American Recovery and Reinvestment Act of 2009, and the project is set for completion in June 2014.^{[7][8][9][10][11][12][13][14]}

The proposal[link]

Stations served by the 2 3 4 5 A C E J N R Z services will be rehabilitated and connected via an east-west underground passageway. A high-visibility Transit Center will be constructed, with entrances on Broadway between Fulton Street and John Street.

In addition to work on the four linked stations, including a large entrance building at Broadway and Fulton Street, the Dey Street Passageway is being built outside fare control^[15] to connect to the Cortlandt Street (BMT Broadway Line) station, and a passageway inside fare control will connect that station with the World Trade Center (IND Eighth Avenue Line) station.

The major construction activities of the project include the following:

• The Fulton Street station on the IRT Broadway – Seventh Avenue Line is being rehabilitated.
• The Fulton Street station on the IRT Lexington Avenue Line is being rehabilitated, and new entrances have been opened at the corner of Broadway and Maiden Lane (for the northbound platform) and at Cortlandt Street and Broadway (for the southbound platform).[2]
• The mezzanine serving the Fulton Street station on the IND Eighth Avenue Line, which currently consists of several ramps on either side of Nassau Street, will be straightened.
• A new station building was to be constructed along the east side of Broadway, between Fulton and John Streets. The new station would require the demolition of the Girard Building and the former Childs Restaurant Building and would incorporate the land marked Corbin Building at the corner of Broadway and John Street. This portion of the project is being reviewed due to cost over runs and a new design is expected in the winter of 2008. [3]
• A new passageway, Dey Street Passageway (outside of the fare control^[15]) is being built under Dey Street, connecting the Fulton Street station complex to the Cortlandt Street station on the BMT Broadway Line.
• A new connection will provide a free transfer between the Cortlandt Street station on the BMT Broadway Line and the Chambers Street – World Trade Center station on the IND Eighth Avenue Line.
• A new entrance building will be constructed on the southwest corner of Broadway and Dey Street, providing direct access to the Dey Street passageway.
• The entire complex will be made ADA-accessible.

The project has had several delays, with the completion date delayed from 2007 to 2014. There have also been several design cutbacks. The free transfer from the Cortlandt Street and World Trade Center stations had been dropped from the plans, but was later restored using MTA funds; the passageway underneath Dey Street has been narrowed from 40 feet to 29 feet; and the design of the entrance facility on the east side of Broadway was simplified.

On June 27, 2006, the New York Times reported that the project had been running $45 million over a $799 million budget, but that the project design will not be further curtailed. The Times had reported on June 2, 2006, that the overrun was due to the cost of relocating 148 business and acquiring properties along Broadway where the new station building will be located.

On January 28, 2008 the MTA revised its costs and estimate of completion and indicated the project is likely not to include the domed structure which had been planned, or any substantial above-ground structure. The revised cost of the below-ground work is now $910 million and it is expected to be completed in 2010. It also announced a 30-day review of plans for the above-ground structure.^[16]

In March 2008, the MTA indicated that an above ground structure will be built at the site without specifying if it would remain in the form of a public transit center or be sold to a private developer and only provide an entrance to the subway lines beneath the street.^[17]

In June 2008, Chris Ward, executive director of the Port Authority of New York and New Jersey prepared a report for David Paterson, governor of the state of New York, reversing years of optimism regarding the time and resources required to complete projects related to the reconstruction of the World Trade Center including the Fulton Transit Center.^[18]

In July 2008, the Federal Transit Administration announced it would not fund the cost overruns associated with the Fulton Street Transit Center.^[19] However, the MTA is using 2009 federal stimulus money to help fund the project.^[20]

In January 2010, reconstruction of the transfer mezzanine over the Fulton Street station resulted in traffic flow changes.^[21] The transfer passageway leading to the Broadway – Seventh Avenue Line station had previously been modified.

The foundations of the main transit complex was completed in August 2010. Other construction activities currently undergoing are the main construction for the transit center and other reconstruction and rehabilitation activities on nearby subway stations.^[22]

Above ground structure[link]

In January 2009, the MTA received $497 million in the proposed federal stimulus money which allowed the above-the-ground construction of the building to start.^[20][23][24]

As part of an exhibit on the city's major public construction projects, the MTA described the status above ground: "Final details are being worked out for the above ground building. The 115-year-old Corbin Building, at the corner of Broadway and John Street, will be restored and incorporated into the transit center entrance design. The transit center will be a focal point with a vibrant design and a visible portal to downtown and the transit system below".^[25]

A transport hub (also transport interchange) is a place where passengers and cargo are exchanged between vehicles or between transport modes. Public transport hubs include train stations, rapid transit stations, bus stops, tram stop, airports and ferry slips. Freight hubs include classification yards, seaports and truck terminals, or combinations of these. For private transport the parking lot functions as a hub.

Delta Air Lines pioneered the hub and spoke system for aviation in 1955 from its hub in Atlanta, Georgia,^[1] in an effort to compete with Eastern Air Lines. FedEx adopted the hub and spoke model for overnight package delivery during the 1970s. When the airline industry was deregulated in 1978, Delta's hub and spoke paradigm was annexed by several airlines. Hubs make out the center of spoke-hub distribution paradigms, allowing passengers and cargo to be transported from one place to another without a direct service.

The nature of public transport makes it necessary for people to change transport modes throughout the journey. The first hub a passenger often will come across is a bus stop where one changes from pedestrian to bus. But often public transport is built around a network of different transportation methods, each serving different functions with varying frequencies, distances, speeds and stopping patterns, so-called intermodal passenger transport. Typical transport hubs in public transport include bus stations, railway stations and metro stations, while a major transport hub, often multimodal (bus and rail), may be referred to in American English as a transport center or transit center.^[2] Sections of city streets that are devoted to functioning as transit hubs are referred to as transit malls.

Modern electronic Passenger information systems and journey planners require a detailed digital representation of the stops and Transportation hubs including their Topology. Public transport data information standards such as Transmodel and IFOPT have been developed to provide a common terminology, conceptual models and data exchange formats to allow the economic, large scale collection and distribution of stop and interchange data.

Airports[link]

Airports have a twofold hub function. First of all they make it possible to concentrate a lot of passenger traffic from large areas into one place so the airlines have a good market. This makes it important for airports to be connected to the surrounding transport infrastructure, including roads, bus services and some places also railway and rapid transit systems.

Secondly some airports also function as intra-modular hubs for the airlines, or airline hubs. This is a common strategy among network airlines who fly only from limited number of airports and usually will make their customers change planes at one of their hubs if they want to get between two cities the airline doesn't fly directly between. Airlines have extended the hub-and-spoke model in various ways. One method is to create additional hubs on a regional basis, and to create major routes between the hubs. This reduces the need to travel long distances between nodes that are close together. Another method is to use focus cities to implement point-to-point service for high traffic routes, bypassing the hub entirely.

Some of the most important transportation hubs are freight hubs. There are usually three kinds: sea-road, sea-rail and road-rail, though they can also be sea-road-rail. This is because the three main freight transport modes each have their own separate advantages concerning price, barriers and distribution. With the growth of containerization, intermodal freight transport has become more efficient, often making multiple lags cheaper than through services—increasing the use of hubs.
