In order to provide covert funds for the Kuomintang (KMT) forces loyal to Generalissimo Chiang Kai-Shek, who were fighting the Chinese communists under Mao, the CIA helped the KMT smuggle opium from China and Burma to Bangkok, Thailand by providing airplanes owned by one of their front businesses, Air America. The Central Intelligence Agency was involved in smuggling opium produced in Western Vietnam and Eastern Cambodia to heroin producers in the United States. Agents of the US Government used drug production and trafficking operations to fund covert military activities in Vietnam. Large amounts of this heroin were sold to US soldiers in Vietnam. The CIA worked in concert with the Corsican crime families, and Laotian drug lords, who assisted the CIA in their fight against communists. Investigators recruited 399 impoverished African-American sharecroppers with syphilis for research related to the natural progression of the untreated disease, in hopes of justifying treatment programs for blacks. The 40-year study was controversial for reasons related to ethical standards, primarily because researchers failed to treat patients appropriately after the 1940s validation of penicillin as an effective cure for the disease. Revelation of study failures led to major changes in US law and regulation on the protection of participants in clinical studies. Now studies require informed consent (with exceptions possible for US Federal agencies which can be kept secret by Executive Order.) , communication of diagnosis, and accurate reporting of test results. By 1947 penicillin had become the standard treatment for syphilis. Choices might have included treating all syphilitic subjects and closing the study, or splitting off a control group for testing with penicillin. On August 16, 2006 Ruppert announced that he was leaving the United States permanently, citing years of harassment for his ongoing dissident activities. After returning to Los Angeles, Ruppert started writing again from retirement. On March 24, 2008, Ruppert published an article called RETROSPECTIVE - 2008. He has won several prizes including a Polk Award in 1977, a television Emmy in 1981, and the 2002 Pulitzer Prize for National Reporting in association with four other Post reporters. Pincus was born in Brooklyn, New York, the son of Jewish parents Jonas Pincus and Clare Glassman. After graduating from Yale University in 1954, he worked as a copy-boy for The New York Times. He had a Master's Degree in marketing. When the Somoza government was overthrown in 1979, Blandón fled to the United States, and then raised money for the Nicaraguan Democratic Force (FDN), a Contra group. According to many sources, including reporter Gary Webb, Blandón sold drugs and weapons (via Ronald Lister) to the Crips in Los Angeles. Blandón claimed that the Central Intelligence Agency protected him, allowing him to operate without fear of reprisal. Blandón was arrested on drug charges in 1986 by the FBI. In May 1992, Blandón was convicted in US District Court (San Diego) on the federal charge of "conspiracy to possess cocaine with intent to distribute." He was sentenced to 24 months in federal prison, but was released due to time served. Blandón was a major drug trafficker, famously supplying Ricky Ross with millions of dollars worth of cocaine on a daily basis. Following his imprisonment, Blandón was hired by the Drug Enforcement Agency and salaried at $42000. Blandon was not a US Citizen/National, and is the only known foreigner to not be deported following conviction on drug trafficking charges in US History. Former Panamanian deputy health minister Dr. Hugo Spadafora, who had fought with the Contra army, outlined charges of cocaine trafficking to a prominent Panamanian official and was later found murdered. The charges linked the Contra trafficking to Sebastián González Mendiola, who was charged with cocaine trafficking on November 26, 1984, in Costa Rica. In 1985, another Contra leader "told US authorities that his group was being paid $50000 by Colombian traffickers for help with a 100-kilo cocaine shipment and that the money would go 'for the cause' of fighting the Nicaraguan government." A 1985 National Intelligence Estimate revealed cocaine trafficking links to a top commander working under Contra leader Edén Pastora. In the 623rd paragraph, the report described a cable from the CIA's Directorate of Operations dated October 22, 1982, describing a prospective meeting between Contra leaders in Costa Rica for "an exchange in [the United States] of narcotics for arms, which then are shipped to Nicaragua." The two main Contra groups, US arms dealers, and a lieutenant of a drug ring which imported drugs from Latin America to the US west coast were set to attend the Costa Rica meeting. The lieutenant trafficker was also a Contra, and the CIA knew that there was an arms-for-drugs shuttle and did nothing to stop it. The report stated that the CIA had requested the Justice Department return $36800 to a member of the Meneses drug ring, which had been seized by DEA agents in the Frogman raid in San Francisco.
