The Anglican Communion is an international association of national and regional Anglican churches (and a few other episcopal churches) in full communion with the Church of England (which is regarded as the mother church of the worldwide communion^[1]) and specifically with its principal primate, the Archbishop of Canterbury.^[2] There is no single "Anglican Church" with universal juridical authority as each national or regional church has full autonomy.

The status of full communion means, ideally, that there is mutual agreement on essential doctrines and that full participation in the sacramental life of each church is available to all communicant Anglicans.

With a membership currently estimated at 80 million members worldwide,^[3] the Anglican Communion is the third largest Christian communion in the world, after the Roman Catholic Church and the Eastern Orthodox Churches. Some of these churches are known as Anglican, such as the Anglican Church of Canada, due to their historical link to England (Ecclesia Anglicana means "English Church"). Some, for example the Church of Ireland, the Scottish and American Episcopal churches, and some other associated churches have a separate name. Each church has its own doctrine and liturgy, based in most cases on that of the Church of England; and each church has its own legislative process and overall episcopal polity, under the leadership of a local primate.

The Archbishop of Canterbury, religious head of the Church of England, has no formal authority outside that jurisdiction, but is recognised as symbolic head of the worldwide communion. Among the other primates, he is considered as primus inter pares.

The Anglican Communion considers itself to be part of the One, Holy, Catholic, and Apostolic Church and to be both Catholic and Reformed. For some adherents it represents a non-papal Catholicism, for others a form of Protestantism though without a dominant guiding figure such as Luther, Knox, Calvin, Zwingli or Wesley.^[4] For others, their self-identity represents some combination of the two. The communion encompasses a wide spectrum of belief and practice including evangelical, liberal, and Catholic.

The Anglican Communion Office is headed by its Secretary General, the Reverend Canon Kenneth Kearon.^[5]

Ecclesiology, polity, ethos[link]

The Anglican Communion has no official legal existence nor any governing structure which might exercise authority over the member churches. There is an Anglican Communion Office in London, under the aegis of the Archbishop of Canterbury, but it only serves a supporting and organisational role. The Communion is held together by a shared history, expressed in its ecclesiology, polity and ethos and also by participation in international consultative bodies.

Three elements have been important in holding the Communion together: First, the shared ecclesial structure of the component churches, manifested in an episcopal polity maintained through the apostolic succession of bishops and synodical government; second, the principle of belief expressed in worship, investing importance in approved prayer books and their rubrics; and third, the historical documents and standard divines that have influenced the ethos of the Communion.

Originally, the Church of England was self-contained and relied for its unity and identity on its own history, its traditional legal and episcopal structure and its status as an established church of the state. As such Anglicanism was, from the outset, a movement with an explicitly episcopal polity, a characteristic which has been vital in maintaining the unity of the Communion by conveying the episcopate's role in manifesting visible catholicity and ecumenism.

Early in its development, Anglicanism developed a vernacular prayer book, called the Book of Common Prayer. Unlike other traditions, Anglicanism has never been governed by a magisterium nor by appeal to one founding theologian, nor by an extra-credal summary of doctrine (such as the Westminster Confession of the Presbyterian Church). Instead, Anglicans have typically appealed to the Book of Common Prayer and its offshoots as a guide to Anglican theology and practice. This had the effect of inculcating the principle of lex orandi, lex credendi ("the law of prayer is the law of belief") as the foundation of Anglican identity and confession.

Protracted conflict through the seventeenth century with more radical Protestants on the one hand and Roman Catholics who still recognised the primacy of the Pope on the other, resulted in an association of churches that were both deliberately vague about doctrinal principles, yet bold in developing parameters of acceptable deviation. These parameters were most clearly articulated in the various rubrics of the successive prayer books, as well as the Thirty-Nine Articles of Religion. These Articles (though no longer binding) have had an influence on the ethos of the Communion, an ethos reinforced by their interpretation and expansion by such influential early theologians as Richard Hooker, Lancelot Andrewes, John Cosin, and others.

With the expansion of the British Empire, and hence the growth of Anglicanism outside Great Britain and Ireland, the Communion sought to establish new vehicles of unity. The first major expression of this were the Lambeth Conferences of the communion's bishops, first convened by Archbishop of Canterbury Charles Longley in 1867. From the outset, these were not intended to displace the autonomy of the emerging provinces of the Communion, but to "discuss matters of practical interest, and pronounce what we deem expedient in resolutions which may serve as safe guides to future action."

Chicago Lambeth Quadrilateral[link]

One of the enduringly influential early resolutions of the conference was the so-called Chicago-Lambeth Quadrilateral of 1888. Its intent was to provide the basis for discussions of reunion with the Roman Catholic and Orthodox Churches, but it had the ancillary effect of establishing parameters of Anglican identity. It establishes four principles with these words:

That, in the opinion of this Conference, the following Articles supply a basis on which approach may be by God's blessing made towards Home Reunion:

(a) The Holy Scriptures of the Old and New Testaments, as "containing all things necessary to salvation," and as being the rule and ultimate standard of faith.

(b) The Apostles' Creed, as the Baptismal Symbol; and the Nicene Creed, as the sufficient statement of the Christian faith.

(c) The two Sacraments ordained by Christ Himself - Baptism and the Supper of the Lord - ministered with unfailing use of Christ's Words of Institution, and of the elements ordained by Him.

(d) The Historic Episcopate, locally adapted in the methods of its administration to the varying needs of the nations and peoples called of God into the Unity of His Church.^[6]

As mentioned above, the Anglican Communion has no international juridical organisation. The Archbishop of Canterbury's role is strictly symbolic and unifying and the Communion's three international bodies are consultative and collaborative, their resolutions having no legal effect on the autonomous provinces of the Communion. Taken together, however, the four do function as "instruments of communion", since all churches of the communion participate in them. In order of antiquity, they are:

1. The Archbishop of Canterbury (ab origine) functions as the spiritual head of the Communion. He is the focus of unity, since no church claims membership in the Communion without being in communion with him. The present incumbent is Dr Rowan Williams.
2. The Lambeth Conference (first held in 1867) is the oldest international consultation. It is a forum for bishops of the Communion to reinforce unity and collegiality through manifesting the episcopate, to discuss matters of mutual concern, and to pass resolutions intended to act as guideposts. It is held roughly every ten years and invitation is by the Archbishop of Canterbury.
3. The Anglican Consultative Council (first met in 1971) was created by a 1968 Lambeth Conference resolution, and meets usually at three year intervals. The council consists of representative bishops, clergy, and laity chosen by the thirty-eight provinces. The body has a permanent secretariat, the Anglican Communion Office, of which the Archbishop of Canterbury is president.
4. The Primates' Meeting (first met in 1979) is the most recent manifestation of international consultation and deliberation, having been first convened by Archbishop Donald Coggan as a forum for "leisurely thought, prayer and deep consultation".

Since there is no binding authority in the Communion, these international bodies are a vehicle for consultation and persuasion. In recent years, persuasion has tipped over into debates over conformity in certain areas of doctrine, discipline, worship, and ethics. The most notable example has been the objection of many provinces of the Communion (particularly in Africa and Asia) to the changing role of homosexuals in the North American churches (e.g., by blessing same-sex unions and ordaining and consecrating gays and lesbians in same-sex relationships), and to the process by which changes were undertaken. Those who objected condemned these actions as unscriptural, unilateral, and without the agreement of the Communion prior to these steps being taken. In response, the American Episcopal Church and the Anglican Church of Canada answered that the actions had been undertaken after lengthy scriptural and theological reflection, legally in accordance with their own canons and constitutions and after extensive consultation with the provinces of the Communion.

The Primates' Meeting voted to request the two churches to withdraw their delegates from the 2005 meeting of the Anglican Consultative Council. Canada and the United States decided to attend the meeting but without exercising their right to vote. They have not been expelled or suspended, since there is no mechanism in this voluntary association to suspend or expel an independent province of the Communion. Since membership is based on a province's communion with Canterbury, expulsion would require the Archbishop of Canterbury's refusal to be in communion with the affected jurisdiction(s). In line with the suggestion of the Windsor Report, Williams has recently established a working group to examine the feasibility of an Anglican covenant which would articulate the conditions for communion in some fashion.^[7]

Provinces[link]

All 38 provinces of the Anglican Communion are autonomous, each with its own primate and governing structure. These provinces may take the form of national churches (such as in Canada, Uganda, or Japan) or a collection of nations (such as the West Indies, Central Africa, or Southeast Asia). They are, in alphabetical order:

In addition, there are six extraprovincial churches, five of which are under the metropolitical authority of the Archbishop of Canterbury.

In addition to other member churches, the churches of the Anglican Communion are in full communion with the Old Catholic churches of the Union of Utrecht in Europe, the India-based Mar Thoma and Malabar Independent Syrian churches and the Philippine Independent Church, also known as the Aglipayan Church.

The Anglican Communion is a relatively recent concept. The Church of England (which until the 20th century included the Church in Wales) initially separated from the Roman Catholic Church in 1538 in the reign of King Henry VIII, reunited in 1555 under Queen Mary I and then separated again in 1570 under Queen Elizabeth I (the Roman Catholic Church excommunicated Elizabeth I in 1570 in response to the Act of Supremacy 1559). The Church of England has always thought of itself not as a new foundation but rather as a reformed continuation of the ancient "English Church" (Ecclesia Anglicana) and a reassertion of that church's rights. As such it was a distinctly national phenomenon. The Church of Scotland separated from the Roman Catholic Church with the Scottish Reformation in 1560, and the split from it of the Scottish Episcopal Church began in 1582, in the reign of James VI of Scotland, over disagreements about the role of bishops.

The oldest-surviving Anglican church outside of the British Isles (Britain and Ireland) is St Peter's Church in St. George's, Bermuda, established in 1612 (though the actual building had to be rebuilt several times over the following century). This is also the oldest surviving non-Roman Catholic church in the New World. It remained part of the Church of England until 1978 when the Anglican Church of Bermuda separated. The Church of England was the established church not only in England, but in its trans-Oceanic colonies.

Thus the only member churches of the present Anglican Communion existing by the mid-18th century were the Church of England, its closely linked sister church, the Church of Ireland (which also separated from Roman Catholicism under Henry VIII) and the Scottish Episcopal Church which for parts of the 17th and 18th centuries was partially underground (it was suspected of Jacobite sympathies).

However, the enormous expansion in the 18th and 19th centuries of the British Empire brought Anglicanism along with it. At first all these colonial churches were under the jurisdiction of the Bishop of London. After the American Revolution, the parishes in the newly independent country found it necessary to break formally from a church whose Supreme Governor was (and remains) the British monarch. Thus they formed their own dioceses and national church, the Episcopal Church in the United States of America, in a mostly amicable separation.

At about the same time, in the colonies which remained linked to the crown, the Church of England began to appoint colonial bishops. In 1787 a bishop of Nova Scotia was appointed with a jurisdiction over all of British North America; in time several more colleagues were appointed to other cities in present-day Canada. In 1814 a bishop of Calcutta was made; in 1824 the first bishop was sent to the West Indies and in 1836 to Australia. By 1840 there were still only ten colonial bishops for the Church of England; but even this small beginning greatly facilitated the growth of Anglicanism around the world. In 1841 a "Colonial Bishoprics Council" was set up and soon many more dioceses were created.

In time, it became natural to group these into provinces and a metropolitan was appointed for each province. Although it had at first been somewhat established in many colonies, in 1861 it was ruled that, except where specifically established, the Church of England had just the same legal position as any other church. Thus a colonial bishop and colonial diocese was by nature quite a different thing from their counterparts back home. In time bishops came to be appointed locally rather than from England and eventually national synods began to pass ecclesiastical legislation independent of England.

A crucial step in the development of the modern communion was the idea of the Lambeth Conferences (discussed above). These conferences demonstrated that the bishops of disparate churches could manifest the unity of the church in their episcopal collegiality despite the absence of universal legal ties. Some bishops were initially reluctant to attend, fearing that the meeting would declare itself a council with power to legislate for the church; but it agreed to pass only advisory resolutions. These Lambeth Conferences have been held roughly every 10 years since 1878 (the second such conference) and remain the most visible coming-together of the whole Communion.

Ecumenical relations[link]

Historic episcopate[link]

The churches of the Anglican Communion have traditionally held that ordination in the historic episcopate is a core element in the validity of clerical ordinations.^[8] The Roman Catholic Church does not recognise most Anglican orders (see Apostolicae Curae.^[9]) Some Eastern Orthodox Churches have issued statements to the effect that Anglican orders could be accepted, yet have still reordained former Anglican clergy; other Orthodox churches have rejected Anglican orders altogether. Orthodox bishop Kallistos Ware explains this apparent discrepancy as follows:

Anglican clergy who join the Orthodox Church are reordained; but [some Orthodox Churches hold that] if Anglicanism and Orthodoxy were to reach full unity in the faith, perhaps such reordination might not be found necessary. It should be added, however, that a number of individual Orthodox theologians hold that under no circumstances would it be possible to recognise the validity of Anglican Orders.^[10]

Controversies[link]

One effect of the Communion's dispersed authority has been that conflict and controversy regularly arise over the effect divergent practices and doctrines in one part of the Communion have on others.^[11] Disputes that had been confined to the Church of England could be dealt with legislatively in that realm, but as the Communion spread out into new nations and disparate cultures, such controversies multiplied and intensified. These controversies have generally been of two types: liturgical and social.^[12]

The first such controversy of note concerned that of the growing influence of the Catholic Revival manifested in the tractarian and so-called ritualism controversies of the late nineteenth and early twentieth centuries.^[13] This controversy produced the Free Church of England and, in the United States and Canada, the Reformed Episcopal Church.

Later, rapid social change and the dissipation of British cultural hegemony over its former colonies contributed to disputes over the role of women, the parameters of marriage and divorce, and the practice of contraception and abortion.^{[citation needed]} In the late 1970s, the Continuing Anglican movement produced a number of new church bodies in opposition to women's ordination, prayer book changes, and the new understandings concerning marriage.

More recently, disagreements over homosexuality have strained the unity of the Communion as well as its relationships with other Christian denominations, leading to another round of withdrawals from the Anglican Communion.^[14] Some churches founded outside the Anglican Communion in the late 20th and early 21st centuries, largely in opposition to the ordination of openly homosexual bishops and other clergy are usually referred to as belonging to the Anglican realignment movement, or else as "orthodox" Anglicans.^[14] In some ways they represent a stronger opposition because they have the backing of many member provinces of the Anglican Communion and, in some cases, are or have been missionary jurisdictions of such provinces of the Communion as the Churches of Nigeria, Kenya, Rwanda, and the Southern Cone of America.^{[citation needed]} Simultaneous with debates about social theology and ethics, the Anglican Communion has debated prayer book revision and the acceptable grounds for achieving full communion with non-Anglican churches.^[15]

The Archbishop of Canterbury is the senior bishop and principal leader of the Church of England, the symbolic head of the worldwide Anglican Communion, and the diocesan bishop of the Diocese of Canterbury. In his role as head of the Anglican Communion, the archbishop leads the third largest group of Christians in the world^{[citation needed]}.

The current archbishop is the Most Reverend Rowan Williams. He is the 104th in a line which goes back more than 1400 years to St Augustine of Canterbury, the "Apostle to the English", in the year 597. From the time of St Augustine until the 16th century, the Archbishops of Canterbury were in full communion with the See of Rome and thus received the pallium. During the English Reformation the Church of England broke away from the authority of the Pope and the Roman Catholic Church, at first temporarily under Henry VIII and Edward VI and later permanently during the reign of Elizabeth I.

In the Middle Ages there was considerable variation in the methods of nomination of the Archbishop of Canterbury and other bishops. At various times the choice was made by the canons of Canterbury Cathedral, the King of England, or the Pope. Since the English Reformation, the Church of England has been more explicitly a state church and the choice is legally that of the British crown; today it is made in the name of the Sovereign by the Prime Minister, from a shortlist of two selected by an ad hoc committee called the Crown Nominations Commission.

Present roles and status[link]

Today the archbishop fills four main roles:^[1]

1. He is the diocesan bishop of the Diocese of Canterbury, which covers the east parts of the County of Kent. Founded in 597, it is the oldest see in the English church.
2. He is the metropolitan archbishop of the Province of Canterbury, which covers the southern two-thirds of England.
3. As Primate of All England, he is the senior primate and chief religious figure of the Church of England (the British sovereign is the Supreme governor of the church). Along with his colleague the Archbishop of York he chairs the General Synod and sits or chairs many of the church's important boards and committees; power in the church is not highly centralised, however, so the two archbishops can often lead only through persuasion. The Archbishop of Canterbury plays a central part in national ceremonies such as coronations; due to his high public profile, his opinions are often in demand by the news media.
4. As spiritual leader of the Anglican Communion, the archbishop, although without legal authority outside England, is recognised by convention as primus inter pares (first among equals) of all Anglican primates worldwide. Since 1867 he has convened more or less decennial meetings of worldwide Anglican bishops, the Lambeth Conferences.

In the last two of these functions he has an important ecumenical and interfaith role, speaking on behalf of Anglicans in England and worldwide.

The archbishop's main residence is Lambeth Palace in the London Borough of Lambeth. He also has lodgings in the Old Palace, Canterbury, located beside Canterbury Cathedral, where the Chair of St. Augustine sits.

As holder of one of the "five great sees" (the others being York, London, Durham and Winchester), the Archbishop of Canterbury is ex officio one of the Lords Spiritual of the House of Lords. He is one of the highest-ranking men in England and the highest ranking non-royal in the United Kingdom's order of precedence.

Since Henry VIII broke with Rome, the Archbishops of Canterbury have been selected by the English (British since the Act of Union in 1707) monarch. Today the choice is made in the name of the monarch by the prime minister, from a shortlist of two selected by an ad-hoc committee called the Crown Nominations Commission. Since the 20th century, the appointment of Archbishops of Canterbury conventionally alternates between more moderate Anglo-Catholics and Evangelicals.^[2]

The current archbishop, the Most Reverend and Right Honourable Rowan Douglas Williams, is the 104th Archbishop of Canterbury. He was enthroned at Canterbury Cathedral on 27 February 2003. As archbishop he signs himself as + Rowan Cantuar. Immediately prior to his appointment to Canterbury he was the Bishop of Monmouth in Wales. Whilst at Monmouth he was later, for a shorter period, also the Archbishop of Wales. On 18 March 2012, Rowan Williams announced he would be stepping down as Archbishop of Canterbury at the end of 2012.^[3]

Additional roles[link]

In addition to his office, the archbishop also holds a number of other positions; for example, he is Joint President of the Council of Christians and Jews in the United Kingdom. Some positions he formally holds ex officio and others virtually so (the incumbent of the day, although appointed personally, is appointed because of his office). Amongst these are:^[4]

Origins[link]

It has been suggested that the Roman province of Britannia had four archbishops, seated at London, York, Lincoln and Cirencester.^[6] However, in the 5th and 6th centuries Britannia began to be overrun by pagan, Germanic peoples who came to be known collectively as the Anglo-Saxons. Of the kingdoms they created, Kent arguably had the closest links with European politics, trade and culture, because it was conveniently sited for communication with the Continent. In the late 6th century, King Æthelberht of Kent married a Christian Frankish princess named Bertha, possibly before becoming king, and certainly a number of years before the arrival of the first Christian mission to England.^[7] He permitted the preaching of Christianity.^[8]

The first Archbishop of Canterbury was St Augustine (not to be confused with St Augustine of Hippo), who arrived in Kent in 597 AD, having been sent by Pope Gregory I on a mission to the English. He was accepted by King Æthelbert, on his conversion to Christianity, about the year 598. It seems that Pope Gregory, ignorant of recent developments in the former Roman province, including the spread of the Pelagian heresy, had intended the new archiepiscopal sees for England to be established in London and York.^[9] In the event, Canterbury was chosen instead of London, owing to political circumstances.^[10] Since then the Archbishops of Canterbury have been referred to as occupying the Chair of St. Augustine.

A Gospel Book believed to be directly associated with St. Augstine's mission survives in the Parker Library, Corpus Christi College, Cambridge University, England. Catalogued as Cambridge Manuscript 286, it has been positively dated to 6th century Italy and this bound book, the St Augustine Gospels, is still used during the swearing-in ceremony of new archbishops of Canterbury.

Before the break with papal authority in the 16th century, the Church of England was an integral part of the Western European church. Since the break the Church of England, an established national church, still considers itself part of the broader Western Catholic tradition as well as being the "mother church" of the worldwide Anglican Communion.

Province and Diocese of Canterbury[link]

The Archbishop of Canterbury exercises metropolitical (or supervisory) jurisdiction over the Province of Canterbury, which encompasses thirty of the forty-four dioceses of the Church of England, with the rest falling within the Province of York. The four dioceses of Wales were formerly also under the Province of Canterbury until 1920 when they were transferred from the established Church of England to the disestablished Church in Wales.

The Archbishop of Canterbury has a ceremonial provincial curia, or court, consisting of some of the senior bishops of his province.^[11] The Bishop of London—the most senior cleric of the church with the exception of the two archbishops—serves as Canterbury's provincial dean, the Bishop of Winchester as chancellor, the Bishop of Lincoln as vice-chancellor, the Bishop of Salisbury as precentor, the Bishop of Worcester as chaplain and the Bishop of Rochester as cross-bearer.

Along with primacy over the Archbishop of York, the Archbishop of Canterbury also has a precedence of honour over the other bishops of the Anglican Communion. He is recognised as primus inter pares, or first amongst equals. He does not, however, exercise any direct authority in the provinces outside England, except in certain minor roles dictated by Canon in those provinces (for example, he is the judge in the event of an ecclesiastical prosecution against the Archbishop of Wales). He does hold metropolitical authority over several extra-provincial Anglican churches, and he serves ex officio as the Bishop of the Falkland Islands.

At present the archbishop has three suffragan bishops:

• The Bishop of Dover is given the additional title of "Bishop in Canterbury" and empowered to act almost as if he were the diocesan bishop of the Diocese of Canterbury, since the archbishop is so frequently away fulfilling national and international duties.
• Two further suffragans, the Bishop of Ebbsfleet and the Bishop of Richborough, are provincial episcopal visitors for the whole Province of Canterbury, licensed by the archbishop as "flying bishops" to visit parishes throughout the province who are uncomfortable with the ministrations of their local bishop who has participated in the ordination of women.

The Bishop of Maidstone was previously a second actual suffragan bishop working in the diocese, until it was decided at the diocesan synod of November 2010 that a new bishop will not be appointed.^[12]

Styles and privileges[link]

The Archbishop of Canterbury and the Archbishop of York are both styled as "The Most Reverend"; retired archbishops are styled as "The Right Reverend". Archbishops are, by convention, appointed to the Privy Council and may, therefore, also use the style of "The Right Honourable" for life (unless they are later removed from the council). In formal documents, the Archbishop of Canterbury is referred to as "The Most Reverend Father in God, Forenames, by Divine Providence Lord Archbishop of Canterbury, Primate of All England and Metropolitan". In debates in the House of Lords, the archbishop is referred to as "The Most Reverend Primate, the Archbishop of Canterbury". "The Right Honourable" is not used in either instance. He may also be formally addressed as "Your Grace"—or, more often these days, simply as "Archbishop", "Father" or (in the current instance) "Dr Williams".

The surname of the Archbishop of Canterbury is not always used in formal documents; often only the first name and see are mentioned. The archbishop is legally entitled to sign his name as "Cantuar" (from the Latin for Canterbury). The right to use only a title as a legal signature is only permitted to bishops, Peers of the Realm and peers by courtesy. The current Archbishop of Canterbury usually signs as "+Rowan Cantuar:".

In the English order of precedence, the Archbishop of Canterbury is ranked above all individuals in the realm, with the exception of the Sovereign and members of the Royal Family.^[13] Immediately below him is the Lord Chancellor and then the Archbishop of York.

Residences[link]

The Archbishop of Canterbury's official residence in London is Lambeth Palace. He also has a residence next to Canterbury Cathedral on the site of the medieval Archbishop's Palace. The archbishops had palaces on the periphery of London and on the route between London and Canterbury.

Former palaces of the archbishops include

• Croydon Palace: the summer residence of the Archbishops from the 15th to the 18th centuries.
• Addington Palace: purchased as a replacement for Croydon Palace in 1807; sold in 1897.
• Archbishop's Palace, Maidstone: constructed in the 1390s, the palace was seized by the Crown at the time of the Reformation.
• Otford Palace: a medieval palace, rebuilt by Archbishop Warham c. 1515 and forfeited to the Crown by Thomas Cranmer in 1537.
• Archbishop's Palace, Charing: a palace existed from at least the 13th century; seized by the Crown after the Dissolution.
• Knole House: built by Archbishop Bourchier in the second half of the 15th century, it was forfeited to the Crown by Archbishop Cranmer in 1538.
• The Old Palace, Bekesbourne, built c. 1552 for Archbishop Cranmer^[14]

Justin Portal Welby (born 6 January 1956) became the Bishop of Durham^[1] and the fourth most senior cleric in the Church of England on 29 September 2011. He was previously the Dean of Liverpool Cathedral.

Early life and education[link]

Welby was born to Gavin Bernard Welby and his wife, Jane Gillian (née Portal). His mother remarried, becoming Lady Williams of Elvel, years after his father's death in 1975. He is also related to former Conservative Deputy Prime Minister Rab Butler, later Baron Butler of Saffron Walden. His great-grandfather, Sir Montagu Butler, was Lord Butler of Saffron Walden's father and also the father of Welby's grandmother, Iris Butler.

Welby was educated at Eton College before going up to Trinity College, Cambridge to read History and Law. Following graduation he spent 11 years in the oil industry, eventually becoming Group Treasurer of Enterprise Oil PLC.^[2][3]

Ministry[link]

From 1989 to 1992, Welby studied Theology and trained for the priesthood at Cranmer Hall and St John's College Durham before becoming a Curate at Chilvers Coton with Astley (Nuneaton) from 1992 to 1995. He then became Rector at St James' Church, Southam and Vicar of Ufton from 1995 until 2002.

In 2002, he was appointed a Canon Residentiary at Coventry Cathedral and Co-Director for International Ministry at the International Centre for Reconciliation. In 2005, he left the latter post when he was appointed Sub-Dean and Canon for Reconciliation Ministry.

Welby was appointed Dean of Liverpool in December 2007 and was installed in a service at Liverpool Cathedral on 8 December 2007.^[4]

Welby has written widely on ethics and on finance, featuring in books such as Managing the Church?: Order and Organization in a Secular Age and Explorations in Financial Ethics. He also wrote a book entitled Can Companies Sin?: "Whether", "How" and "Who" in Company Accountability which was published by Grove Books in 1992.

Interviewed by the BBC in 2011 he said that to become Bishop of Durham was both challenging and a huge privilege: “I was astonished to be offered the role. It is a passionate desire to see a church that is vigorously full of spiritual life, serving Jesus Christ and serving those around it”.^[5] His election was confirmed by York Minster on 29 September 2011 and he left Liverpool Cathedral on 2 October. He was consecrated at the Minster on 28 October,^[6] and was enthroned Bishop of Durham on 26 November 2011. He was consequently made a member of the House of Lords in late 2011.
