Today, there are more than 60 million Americans enrolled in Medicaid—but what is Medicaid and how is it financed? This video explains how Medicaid is funded and how it will change under the Patient Protection and Affordable Care Act (PPACA). Video transcript Medicaid is a US healthcare program that finances the care of low-income and certain high-risk populations, including low-income children and families, people with developmental or physical disabilities, low-income nursing home residents, and others. Unlike Medicare—which is a federally funded and administered health insurance program available to everyone over 65, regardless of income—Medicaid is a need-based program funded jointly by the federal and state governments and administered at the state level. In 2009, Medicaid financed the care for nearly 20% of all Americans, making it the largest source of medical coverage for the country's low-income population. In the coming years, under the Patient Protection and Affordable Care Act, Medicaid will expand to cover a much larger proportion of the population in certain states. And yet, despite the growing importance of Medicaid, most Americans do not understand how it is funded. Medicaid begins with a mix of federal and state funding. Medicaid is a government funded health insurance program for people with few resources who are not able to afford their healthcare. The Medicaid program pays the healthcare provider directly for the care for the person who qualifies. It does not matter how old or young you are to qualify for Medicaid so young people whose parents do not have enough money can get healthcare through Medicaid. Like Medicare though, the federal government does not have a lot of resources to continue to pay for Medicaid and this program could experience cut-backs like the Medicare health insurance program for people who are over 65 years of age.

If you are on social security you probably have Medicare Part B premiums taken out of your social security check each month. This is just like other health insurance where you pay a monthly premium and when you go to the doctor you have Medicare deductibles and co-pays. This covers most of a retired person's medical bills but not prescription drugs. Therefore many people purchase a Medicare Supplement which pays the Medicare deductibles and co-pays. Blue-Cross Blue-Shield, AARP and Humana, among others are companies who sell this type of Medicare Supplemental Insurance. In addition many retired persons have purchased a Medicare Part D insurance which covers the expenses of prescription drugs. Again Medicare Part D insurance has deductibles and co-pays which you pay out of pocket. In summary Medicare is a health insurance with monthly insurance premiums. Medicaid is different. Medicaid is an entitlement program. You must apply for and qualify for Medicaid. There are income limitations and asset limitations so your qualification is not automatic. Most people qualify income wise but do not qualify asset wise. If you are single and want to qualify for Medicaid to pay for your nursing home costs you can own a home, a car and $2000 in money and other assets. Most people have more money than this. When his mother-in-law died suddenly eight years ago, he and his wife became responsible for his brother-in-law Vincent, who is developmentally disabled. Without help from Medicaid and Medicare they wouldn't have been able to save for their daughters' college or prepare for their future. The 2012 election includes proposals to cut Medicaid by more than $1 trillion, including the repeal of health reform which would deprive tens of millions of people of the opportunity to obtain health insurance. Dr. Pollack knows first-hand that we are all vulnerable. We need to take care of each other. That's the central issue of this campaign.

Robert and Patricia Haynes of Macomb Township take care of their adult children — Melissa, 34, and Kevin, 30 — who suffer from hypertonic cerebral palsy and function at the level of six-month-olds. Now, some of the Medicaid assistance that is supposed to go to the Haynes family is being diverted to the coffers of the Service Employee International Union. The Hayneses are not alone. Under this arrangement, the SEIU has skimmed nearly $29 million from 56000 Michigan home health care providers, most of whom are self-employed or family members caring for loved ones. In 2005, the SEIU held a virtually unpublicized election that roped these providers into the union — even though more than 80 percent of them did not vote. In June 2011, the Michigan House passed legislation that would prevent people from being designated government employees simply because they receive a subsidy. Michigan's Senate Republicans, who hold a supermajority, have not considered the bill, allowing the SEIU to collect $4 million more over the intervening eight months.
