Health is the level of functional or metabolic efficiency of a living being. In humans, it is the general condition of a person's mind, body and spirit, usually meaning to be free from illness, injury or pain (as in “good health” or “healthy”).^[1] The World Health Organization (WHO) defined health in its broader sense in 1946 as "a state of complete physical, mental, and social well-being and not merely the absence of disease or infirmity."^[2][3] Although this definition has been subject to controversy, in particular as having a lack of operational value and the problem created by use of the word "complete", it remains the most enduring.^[4][5] Classification systems such as the WHO Family of International Classifications, including the International Classification of Functioning, Disability and Health (ICF) and the International Classification of Diseases (ICD), are commonly used to define and measure the components of health.

The maintenance and promotion of health is achieved through different combination of physical, mental, and social well-being, together sometimes referred to as the “health triangle”.^[6][7] The WHO's 1986 Ottawa Charter for Health Promotion furthered that health is not just a state, but also "a resource for everyday life, not the objective of living. Health is a positive concept emphasizing social and personal resources, as well as physical capacities."^[8]

Systematic activities to prevent or cure health problems and promote good health in humans are delivered by health care providers. Applications with regard to animal health are covered by the veterinary sciences. The term "healthy" is also widely used in the context of many types of non-living organizations and their impacts for the benefit of humans, such as in the sense of healthy communities, healthy cities or healthy environments. In addition to health care interventions and a person's surroundings, a number of other factors are known to influence the health status of individuals, including their background, lifestyle, and economic and social conditions; these are referred to as "determinants of health".

Determinants of health[link]

Generally, the context in which an individual lives is of great importance on health status and quality of life. It is increasingly recognized that health is maintained and improved not only through the advancement and application of health science, but also through the efforts and intelligent lifestyle choices of the individual and society. According to the World Health Organization, the main determinants of health include the social and economic environment, the physical environment, and the person's individual characteristics and behaviors.^[9]

More specifically, key factors that have been found to influence whether people are healthy or unhealthy include:^[9][10][11]

An increasing number of studies and reports from different organizations and contexts examine the linkages between health and different factors, including lifestyles, environments, health care organization, and health policy - such as the 1974 Lalonde report from Canada;^[11] the Alameda County Study in California;^[12] and the series of World Health Reports of the World Health Organization, which focuses on global health issues including access to health care and improving public health outcomes, especially in developing countries.^[13]

The concept of the "health field", as distinct from medical care, emerged from the Lalonde report from Canada. The report identified three interdependent fields as key determinants of an individual's health. These are:^[11]

• Lifestyle: the aggregation of personal decisions (i.e. over which the individual has control) that can be said to contribute to, or cause, illness or death;
• Environmental: all matters related to health external to the human body, and over which the individual has little or no control;
• Biomedical: all aspects of health, physical and mental, developed within the human body as influenced by genetic make-up.

Focusing more on lifestyle issues and their relationships with functional health, data from the Alameda County Study suggested that people can improve their health via exercise, enough sleep, maintaining a healthy body weight, limiting alcohol use, and avoiding smoking.^[14] The ability to adapt and to self manage have been suggested as core components of human health.^[15]

The environment is often cited as an important factor influencing the health status of individuals. This includes characteristics of the natural environment, the built environment, and the social environment. Factors such as clean water and air, adequate housing, and safe communities and roads all have been found to contribute to good health, especially the health of infants and children.^[9][16] Some studies have shown that a lack of neighborhood recreational spaces including natural environment leads to lower levels of personal satisfaction and higher levels of obesity, linked to lower overall health and well being.^[17] This suggests the positive health benefits of natural space in urban neighborhoods should be taken into account in public policy and land use.

Genetics, or inherited traits from parents, also play a role in determining the health status of individuals and populations. This can encompass both the predisposition to certain diseases and health conditions, as well as the habits and behaviors individuals develop through the lifestyle of their families. For example, genetics may play a role in the manner in which people cope with stress, either mental, emotional or physical. (One difficulty in this is the debate over the relative strengths of genetics and other factors; interactions between genetics and environment may be of particular importance.)

Maintaining health[link]

Achieving and maintaining health is an ongoing process, shaped by both the evolution of health care knowledge and practices, as well as personal strategies and organized interventions for staying healthy.

Role of science in health[link]

Health science is the branch of science focused on health. There are two main approaches to health science: the study and research of the body and health-related issues to understand how humans (and animals) function; and the application of that knowledge to improve health and to prevent and cure diseases and other physical and mental impairments. The science builds on many sub fields, including biology, biochemistry, physics, epidemiology, pharmacology, medical sociology, and others. Applied health sciences endeavor to better understand and improve human health through applications in areas such as health education, biomedical engineering, biotechnology and public health.

Organized interventions to improve health based on the principles and procedures developed through the health sciences are delivered among practitioners trained in medicine, nursing, nutrition, pharmacy, social work, psychology, occupational therapy, physical therapy and other health care professions. Clinical practitioners focus mainly on the health of individuals, while public health practitioners consider the overall health of communities and populations. Workplace wellness programs are increasingly adopted by companies for their value in improving the health and well-being of their employees, as are school health services to improve the health and well-being of children.

Public health has been described as "the science and art of preventing disease, prolonging life and promoting health through the organized efforts and informed choices of society, organizations, public and private, communities and individuals."^[18] It is concerned with threats to the overall health of a community based on population health analysis. The population in question can be as small as a handful of people or as large as all the inhabitants of several continents (for instance, in the case of a pandemic). Public health has many sub-fields, but typically includes the interdisciplinary categories of epidemiology, biostatistics and health services. Environmental health, community health, behavioral health, and occupational health, are also important areas of public health.

The focus of public health interventions is to prevent and manage diseases, injuries and other health conditions through surveillance of cases and the promotion of healthy behaviors, communities, and (in aspects relevant to human health) environments. Its aim is preventing from happening or re-occurring health problems by implementing educational programs, developing policies, administering services, and conducting research.^[19] In many cases, treating a disease or controlling a pathogen can be vital to preventing it in others, such as during an outbreak. Vaccination programs and distribution of condoms to prevent the spread of communicable diseases are examples of common preventive public health measures, as are educational campaigns to promote vaccination and the use of condoms (including overcoming resistance to such).

Public health also takes various actions to limit the health disparities between different areas of the country and, in some cases, the continent or world. One issue is the access of individuals and communities to health care, in terms of financial, geographical or sociocultural constraints in access to and use of services.^{[citation needed]} Applications of the public health system include areas of maternal and child health, health services administration, emergency response, and prevention and control of infectious and chronic diseases.

The great positive impact of public health programs is widely acknowledged. Due in part to the policies and actions developed through public health, the 20th century registered a decrease of the mortality rates in infants and children and a continual increase in life expectancy in most parts of the world. For example, it is estimated that the life expectancy has increased for Americans by thirty years since 1900,^[20] and worldwide by six years since 1990.^[21]

Self care strategies[link]

Personal health depends partially on the active, passive, and assisted cues people observe and adopt about their own health. These include personal actions for preventing or minimizing the effects of a disease, usually a chronic condition, through integrative care. They also include personal hygiene practices to prevent infection and illness, such as bathing and washing hands with soap; brushing and flossing teeth; storing, preparing and handling food safely; and many others. The information gleaned from personal observations of daily living - such as about sleep patterns, exercise behavior, nutritional intake, and environmental features - may be used to inform personal decisions and actions (e.g., "I feel tired in the morning so I am going to try sleeping on a different pillow"), as well as clinical decisions and treatment plans (e.g., a patient who notices his or her shoes are tighter than usual may be having exacerbation of left-sided heart failure, and may require diuretic medication to reduce fluid overload).^[22]

Personal health also depends partially on the social structure of a person's life. The maintenance of strong social relationships, volunteering, and other social activities have been linked to positive mental health and even increased longevity. One American study among seniors over age 70 found that frequent volunteering was associated with reduced risk of dying compared with older persons who did not volunteer, regardless of physical health status.^[23] Another study from Singapore reported that volunteering retirees had significantly better cognitive performance scores, fewer depressive symptoms, and better mental well-being and life satisfaction than non-volunteering retirees.^[24]

Prolonged psychological stress may negatively impact health, and has been cited as a factor in cognitive impairment with aging, depressive illness, and expression of disease.^[25] Stress management is the application of methods to either reduce stress or increase tolerance to stress. Relaxation techniques are physical methods used to relieve stress. Psychological methods include cognitive therapy, meditation, and positive thinking which work by reducing response to stress. Improving relevant skills, such as problem solving and time management skills, reduces uncertainty and builds confidence, which also reduces the reaction to stress-causing situations where those skills are applicable.

A republic is a form of government in which the government is officially apportioned to the control of the people and thus a "public matter" (Latin: res publica) and where offices of state are subsequently directly or indirectly elected or appointed.^[1][2] In modern times, a common simplified definition of a republic is a government where the head of state is not a monarch.^[3][4] The word republic is derived from the Latin phrase res publica, which can be translated as "the public affair", and often used to describe a state using this form of government.

Both modern and ancient republics vary widely in their ideology and composition. In classical and medieval times the archetype of all republics was the Roman Republic, which referred to Rome in between the period when it had kings, and the periods when it had emperors. The Italian medieval and Renaissance political tradition today referred to as "civic humanism" is sometimes considered to derive directly from Roman republicans such as Sallust and Tacitus. However, Greek-influenced Roman authors, such as Polybius and Cicero, sometimes also used the term as a translation for the Greek politeia which could mean regime generally, but could also be applied to certain specific types of regime which did not exactly correspond to that of the Roman Republic. An example of this is Sparta, which had two kings but was not considered a normal monarchy as it also had ephors representing the common people. Republics were not equated with classical democracies such as Athens, but had a democratic aspect.^[5]

In modern republics such as the United States and India, the executive is legitimized both by a constitution and by popular suffrage. Montesquieu included both democracies, where all the people have a share in rule, and aristocracies or oligarchies, where only some of the people rule, as republican forms of government.^[6]

Most often a republic is a sovereign country, but there are also subnational entities that are referred to as republics, or which have governments that are described as "republican" in nature. For instance, Article IV of the Constitution of the United States "guarantee[s] to every State in this Union a Republican form of Government".^[7] The Soviet Union, although in reality a unitary state,^{[citation needed]} was technically a confederation of sovereign Soviet Socialist Republics.

Origin of the term[link]

In Medieval Northern Italy, a number of city states had commune or signoria based governments. In the late Middle Ages, writers, such as Giovanni Villani, began thinking about the nature of these states and the differences from the more common monarchies. These early writers used terms such as libertas populi, a free people, to describe the states. The terminology changed in the 15th century as the renewed interest in the writings of Ancient Greece and Rome caused writers to prefer using classical terminology. To describe non-monarchial states writers, most importantly Leonardo Bruni, adopted the Latin word res publica.^[8]

While Bruni and Machiavelli used the term to describe the states of Northern Italy, which were not monarchies, the term res publica has a set of interrelated meanings in the original Latin. The term can quite literally be translated as "public matter".^[9] It was most often used by Roman writers to refer to the state and government, even during the period of the Roman Empire.^[10] The English word commonwealth is a calque (literal translation) of res publica, and its use in English is closer to how the Romans used the term res publica.^[11]

Today the term republic still most commonly means a system of government which derives its power from the people rather than from another basis, such as heredity or divine right. This remains the primary definition of republic in most contexts.

This bipartite division of government types differs from the classical sources, and also the earlier of Machiavelli's own works, which divided governments into three types: monarchy, aristocracy, and democracy. As Machiavelli wrote, the distinction between an aristocracy ruled by a select elite and a democracy ruled by a council appointed by the people became cumbersome. By the time Machiavelli began work on The Prince, he had decided to refer to both aristocracies and democracies as republics.^[12]

A further set of meanings for the term comes from the Greek word politeia. Cicero, among other Latin writers, translated politeia as res publica and it was in turn translated by Renaissance scholars as republic. The term politeia is today usually translated as form of government, polity, or regime. One continued use of this archaic translation is the title of Plato's major work on political science. In Greek it was titled Politeia and in English is thus known as The Republic. However, apart from the title, in modern translations of The Republic, alternative translations of politeia are also used.^[13]

In English the word first came to prominence during the Protectorate of Oliver Cromwell.^[14] While commonwealth was the most common term to call the new monarchless state, republic was also in common use.^[14] '

History[link]

Until modern times, the form of government for almost all states was monarchy.^[15][16] During the classical period, the Mediterranean region was home to several states that are now known as the classical republics.

Several republics also developed during the Middle Ages in the merchant-dominated city states.

Classical republics[link]

The concept of the "republic" itself was not a meaningful concept in the classical world.^[17] There are a number of states of the classical era that are today called republics by convention. These include the city states of ancient Greece such as Athens and Sparta^[18] and the Roman Republic. The structure and governance of these states was very different from that of any modern republic.^[19] There is a debate about whether the classical, medieval, and modern republics form a historical continuum.^[9] JGA Pocock has played a central role,^[9] arguing that there is a distinct republican tradition that stretches from the classical world to the present.^[20] Other scholars disagree.^[9] Paul Rahe, for instance, argues that the classical republics had a form of government with few links to those in any modern country.^[18]

The political philosophy of the classical republics have had a central influence on republican thought throughout the subsequent centuries. A number of classical writers discussed forms of government alternative to monarchies and later writers have treated these as foundational works on the nature of republics. Philosophers and politicians advocating for republics, such as Machiavelli, Montesquieu, Adams, and Madison, relied heavily on these sources.

Aristotle's Politics discusses various forms of government. One form Aristotle named politeia, which consisted of a mixture of the other forms. He argued that this was one of the ideal forms of government. Polybius expanded on many of these ideas, again focusing on the idea of mixed government. The most important Roman work in this tradition is Cicero's De re publica.

Over time, the classical republics were either conquered by empires or became ones themselves. Most of the Greek republics were annexed to the Macedonian Empire of Alexander. The Roman Republic expanded dramatically conquering the other states of the Mediterranean that could be considered republics, such as Carthaginian Republic. The Roman Republic itself then became the Roman Empire.

India[link]

In the early 20th century a number of Indian scholars, most notably as K.P. Jayaswal, argued that a number of states in ancient India had republican forms of government.^[25] There are no surviving constitutions or works of political philosophy from this period in Indian history. The forms of government thus need to be deduced, mostly from the surviving religious texts. These texts do refer to a number of states having Gaṇa sangha, or council-based, as opposed to monarchical governments.

A second form of evidence comes from Greeks writing about India during the period of contact following the conquests of Alexander. Greek writers about India such as Megasthenes and Arrian describe many of the states having republican governments akin to those of Greece.^[26] Beginning around 700 BC, republics developed in a band running along the Indus Valley in the northwest and along the Ganges Plain in the northeast. They were mainly small states, though some confederations of republics seem to have formed that covered large areas, such as Vajjian Confederacy, which had Vaishali as its capital around 600 BC.^[27]

As in Greece, the republican era came to an end in the 4th century with the rise of a monarchical empire. The Maurya Empire conquered almost the entire subcontinent, ending the autonomy of the small republics. Some did remain republics under Mauryan suzerainty, or returned to being republics after the fall of the empire. Madra, for instance, survived as a republic until the 4th century AD. The final end of republics in India came with the rise of the Gupta Empire, and an associated philosophy of the divine nature of monarchy.

Other ancient republics[link]

In the pre-modern period, republics are generally considered to have been a solely European phenomenon, and states in other parts of the world with similar governments are not generally referred to as republics.^[9] Some early states outside of Europe had governments that are sometimes today considered similar to republics. In the ancient Near East, a number of cities of the Eastern Mediterranean achieved collective rule. Arwad has been cited as one of the earliest known examples of a republic, in which the people, rather than a monarch, are described as sovereign.^[28] The Israelite confederation of the era before the United Monarchy has also been considered a type of republic.^[9][12] In Africa the Axum Empire was organized as a confederation ruled similar to a royal republic.^[29] Similarly the Igbo nation of what is now Nigeria.^[30]

Icelandic Commonwealth[link]

The first European republic after the demise of the Roman Republic in 44-27 BC, was the Icelandic Commonwealth, which also saw the establishment of the world's oldest existing parliament, the Althing. The Icelandic Commonwealth was established in 930 AD by refugees from Norway who had fled the unification of that country under King Harald Fairhair. The Commonwealth consisted of a number of clans run by chieftains, and the Althing was a combination of parliament and supreme court where disputes appealed from lower courts were settled, laws were decided, and decisions of national importance were taken. One such example was the Christianisation of Iceland in 1000, where the Althing decreed, in order to prevent an invasion, that all Icelanders must be baptized, and forbade celebration of pagan rituals. Contrary to most states, the Icelandic Commonwealth had no official leader.

In the early 13th century, the Sturlung era, the Commonwealth began to suffer from long conflicts between warring clans. This, combined with pressure from the Norwegian king Haakon IV for the Icelanders to re-join the Norwegian "family", led the Icelandic chieftains to accept Haakon IV as king by the signing of the Gamli sáttmáli ("Old Covenant") in 1262. This effectively brought the Commonwealth to an end. The Althing, however, is still Iceland's parliament, almost 800 years later.^[31]

Mercantile republics[link]

In Europe new republics appeared in the late Middle Ages when a number of small states embraced republican systems of government. These were generally small, but wealthy, trading states, like the Italian city-states and the Hanseatic League, in which the merchant class had risen to prominence. Knud Haakonssen has noted that, by the Renaissance, Europe was divided with those states controlled by a landed elite being monarchies and those controlled by a commercial elite being republics.^[11]

Across Europe a wealthy merchant class developed in the important trading cities. Despite their wealth they had little power in the feudal system dominated by the rural land owners, and across Europe began to advocate for their own privileges and powers. The more centralized states, such as France and England, granted limited city charters.

In the more loosely governed Holy Roman Empire, 51 of the largest towns became free imperial cities. While still under the dominion of the Holy Roman Emperor most power was held locally and many adopted republican forms of government.^[32] The same rights to imperial immediacy were secured by the major trading cities of Switzerland. The towns and villages of alpine Switzerland had, courtesy of geography, also been largely excluded from central control. Unlike Italy and Germany, much of the rural area was thus not controlled by feudal barons, but by independent farmers who also used communal forms of government. When the Habsburgs tried to reassert control over the region both rural farmers and town merchants joined the rebellion. The Swiss were victorious, and the Swiss Confederacy was proclaimed, and Switzerland has retained a republican form of government to the present.^[33]

Italy was the most densely populated area of Europe, and also one with the weakest central government. Many of the towns thus gained considerable independence and adopted commune forms of government. Completely free of feudal control, the Italian city-states expanded, gaining control of the rural hinterland.^[32] The two most powerful were the Republic of Venice and its rival the Republic of Genoa. Each were large trading ports, and further expanded by using naval power to control large parts of the Mediterranean. It was in Italy that an ideology advocating for republics first developed. Writers such as Bartholomew of Lucca, Brunetto Latini, Marsilius of Padua, and Leonardo Bruni saw the medieval city-states as heirs to the legacy of Greece and Rome.

Two Russian cities with powerful merchant class — Novgorod and Pskov — also adopted republican forms of government in 12th and 13th centuries, respectively, which ended when the republics were conquered by Moscow at the end 15th - beginning of 16th century.^[34]

The dominant form of government for these early republics was control by a limited council of elite patricians. In those areas that held elections, property qualifications or guild membership limited both who could vote and who could run. In many states no direct elections were held and council members were hereditary or appointed by the existing council. This left the great majority of the population without political power, and riots and revolts by the lower classes were common. The late Middle Ages saw more than 200 such risings in the towns of the Holy Roman Empire.^[35] Similar revolts occurred in Italy, notably the Ciompi Revolt in Florence.

Protestant republics[link]

While the classical writers had been the primary ideological source for the republics of Italy, in Northern Europe, the Protestant Reformation would be used as justification for establishing new republics.^[36] Most important was Calvinist theology, which developed in the Swiss Confederacy, one of the largest and most powerful of the medieval republics. John Calvin did not call for the abolition of monarchy, but he advanced the doctrine that the faithful had the right to overthrow irreligious monarchs.^[37] Calvinism also espoused a fierce egalitarianism and an opposition to hierarchy. Advocacy for republics appeared in the writings of the Huguenots during the French Wars of Religion.^[38]

Calvinism played an important role in the republican revolts in England and the Netherlands. Like the city-states of Italy and the Hanseatic League, both were important trading centres, with a large merchant class prospering from the trade with the New World. Large parts of the population of both areas also embraced Calvinism. The Dutch Revolt, beginning in 1568, saw the Dutch Republic reject the rule of Habsburg Spain in a conflict that lasted until 1648.

In 1641 the English Civil War began. Spearheaded by the Puritans and funded by the merchants of London, the revolt was a success, and King Charles I was executed. In England James Harrington, Algernon Sydney, and John Milton became some of the first writers to argue for rejecting monarchy and embracing a republican form of government. The English Commonwealth was short lived, and the monarchy soon restored. The Dutch Republic continued in name until 1795, but by the mid-18th century the stadholder had become a de facto monarch. Calvinists were also some of the earliest settlers of the British and Dutch colonies of North America.

Liberal republics[link]

Along with these initial republican revolts, early modern Europe also saw a great increase in monarchial power. The era of absolute monarchy replaced the limited and decentralized monarchies that had existed in most of the Middle Ages. It also saw a reaction against the total control of the monarch as a series of writers created the ideology known as liberalism.

Most of these Enlightenment thinkers were far more interested in ideas of constitutional monarchy than in republics. The Cromwell regime had discredited republicanism, and most thinkers felt that republics ended in either anarchy or tyranny.^[39] Thus philosophers like Voltaire opposed absolutism while at the same time being strongly pro-monarchy.

Jean-Jacques Rousseau and Montesquieu praised republics, and looked on the city-states of Greece as a model. However, both also felt that a nation-state like France, with 20 million people, would be impossible to govern as a republic. Rousseau described his ideal political structure of small self-governing communes. Montesquieu felt that a city-state should ideally be a republic, but maintained that a limited monarchy was better suited to a large nation.

The American Revolution began as a rejection only of the authority of British parliament over the colonies, not of the monarchy. The failure of the British monarch to protect the colonies from what they considered the infringement of their rights to representative government, the monarch's branding of those requesting redress as traitors, and his support for sending combat troops to demonstrate authority resulted in widespread perception of the British monarchy as tyrannical. With the United States Declaration of Independence the leaders of the revolt firmly rejected the monarchy and embraced republicanism. The leaders of the revolution were well versed in the writings of the French liberal thinkers, and also in history of the classical republics. John Adams had notably written a book on republics throughout history. In addition, the widely distributed and popularly read-aloud tract Common Sense, by Thomas Paine, succinctly and eloquently laid out the case for republican ideals and independence to the larger public. The Constitution of the United States ratified in 1789 created a relatively strong federal republic to replace the relatively weak confederation under the first attempt at a national government with the Articles of Confederation and Perpetual Union ratified in 1783. The first ten amendments to the Constitution, called the United States Bill of Rights, guaranteed certain natural rights fundamental to republican ideals that justified the Revolution.

The French Revolution was also not republican at its outset. Only after the Flight to Varennes removed most of the remaining sympathy for the king was a republic declared and Louis XVI sent to the guillotine. The stunning success of France in the French Revolutionary Wars saw republics spread by force of arms across much of Europe as a series of client republics were set up across the continent. The rise of Napoleon saw the end of the First French Republic, and his eventual defeat allowed the victorious monarchies to put an end to many of the oldest republics on the continent, including Venice, Genoa, and the Dutch.

Outside of Europe another group of republics was created as the Napoleonic Wars allowed the states of Latin America to gain their independence. Liberal ideology had only a limited impact on these new republics. The main impetus was the local European descended Creole population in conflict with the Peninsulares governors sent from overseas. The majority of the population in most of Latin America was of either African or Amerindian decent, and the Creole elite had little interest in giving these groups power and broad-based popular sovereignty. Simón Bolívar was both the main instigator of the revolts and one of its most important theorists was sympathetic to liberal ideals, but felt that Latin America lacked the social cohesion for such a system to function and advocated autocracy as necessary.

In Mexico this autocracy briefly took the form of a monarchy in the First Mexican Empire. Due to the Peninsular War, the Portuguese court was relocated to Brazil in 1808. Brazil gained independence as a monarchy on September 7, 1822, and the Empire of Brazil lasted until 1889. In the other states various forms of autocratic republic existed until most were liberalized at the end of the 20th century.^[40]

The Second French Republic was created in 1848, and the Third French Republic in 1871. Spain briefly became the First Spanish Republic, but the monarchy was soon restored. By the start of the 20th century France and Switzerland remained the only republics in Europe. Before World War I, the Portuguese Republic, established by the revolution of October 5, 1910, was the first of the 20th century. This would encourage new republics in the aftermath of the war, when several of the largest European empires collapsed. The German Empire, Austro-Hungarian Empire, Russian Empire, and Ottoman Empire were then replaced by republics. New states gained independence during this turmoil, and many of these, such as Ireland, Poland, Finland and Czechoslovakia, chose republican forms of government. In 1931, the Second Spanish Republic (1931–1939) turned into a civil war would be the prelude of World War II.

Republican ideas were spreading, especially in Asia. The United States began to have considerable influence in East Asia in the later part of the 19th century, with Protestant missionaries playing a central role. The liberal and republican writers of the west also exerted influence. These combined with native Confucian inspired political philosophy that had long argued that the populace had the right to reject unjust government that had lost the Mandate of Heaven.

Two short lived republics were proclaimed in East Asia, the Republic of Formosa and the First Philippine Republic. China had seen considerable anti-Qing sentiment, and a number of protest movements developed calling for constitutional monarchy. The most important leader of these efforts was Sun Yat-sen, whose Three Principles of the People combined American, European, and Chinese ideas. The Republic of China was proclaimed on January 1, 1912.

Decolonization[link]

In the years following World War II, most of the remaining European colonies gained their independence, and most became republics. The two largest colonial powers were France and the United Kingdom. Republican France encouraged the establishment of republics in its former colonies. Great Britain attempted to follow the model it had for its earlier settler colonies of creating independent commonwealth realms still linked under the same monarchy. While most of the settler colonies and the smaller states of the Caribbean retained this system, it was rejected by the newly independent countries in Africa and Asia, which revised their constitutions and became republics.

Britain followed a different model in the Middle East; it installed local monarchies in several colonies and mandates including Iraq, Jordan, Kuwait, Bahrain, Oman, Yemen and Libya. In subsequent decades revolutions and coups overthrew a number of monarchs and installed republics. Several monarchies remain, and the Middle East is the only part of the world where several large states are ruled by monarchs with almost complete political control.^[41]

Among the monarchies that collapsed after the First World War was that of Russia. The Russian Revolution first saw the establishment of the Russian Provisional Government on the lines of a liberal republic, but this was overthrown by the Bolsheviks who went on to establish the Union of Soviet Socialist Republics, the first republics established under Marxist-Leninist ideology. Communism was wholly opposed to monarchy, and became an important element of many republican movements during the 20th century. The Russian Revolution spread into Mongolia, and overthrew its theocratic monarchy in 1924. In the aftermath of the Second World War communist partisans gained control of Yugoslavia and Albania, ensuring that the states were reestablished as socialist republics rather than monarchies.

Communism also intermingled with other ideologies. It was embraced by many national liberation movements during decolonization. In Vietnam, communist republicans pushed aside the Nguyễn Dynasty, and monarchies in neighbouring Laos and Cambodia were overthrown by communist movements in the 1970s. Arab socialism contributed to a series of revolts and coups that saw the monarchies of Egypt, Iraq, Libya, and Yemen ousted. In Africa Marxist-Leninism and African socialism led to the end of monarchy and the proclamation of republics in states such as Burundi and Ethiopia.

Islamic republics[link]

Islamic political philosophy has a long history of opposition to absolute monarchy, notably in the work of Al-Farabi. Sharia law took precedence over the will of the ruler, and electing rulers by means of the Shura was an important doctrine. While the early caliphate maintained the principles of an elected ruler, later states became hereditary or military dictatorships though many maintained some pretense of a consultative shura.

None of these states are typically referred to as republics. The current usage of republic in Muslim countries is borrowed from the western meaning, adopted into the language in the late 19th century.^[42] The 20th century saw republicanism become an important idea in much of the Middle East, as monarchies were removed in many states of the region. Iraq became a secular republic. Some nations, such as Indonesia and Azerbaijan, began as secular. In Iran, the 1979 revolution overthrew the monarchy and created an Islamic Republic based the ideas of Islamic democracy.

Head of state[link]

Structure[link]

With no monarch, most modern republics use the title president for the head of state. Originally used to refer to the presiding officer of a committee or governing body in Great Britain the usage was also applied to political leaders, including the leaders of some of the Thirteen Colonies (originally Virginia in 1608); in full, the "President of the Council."^[43] The first republic to adopt the title was the United States of America. Keeping its usage as the head of a committee the President of the Continental Congress was the leader of the original congress. When the new constitution was written the title of President of the United States was conferred on the head of the new executive branch. Today almost all republics use the title president for the head of state.

If the head of state of a republic is also the head of government, this is called a presidential system. There are a number of forms of presidential government. A full-presidential system has a president with substantial authority and a central political role. In other states the legislature is dominant and the president's role is almost purely ceremonial and apolitical, such as in Germany and India.

These states are parliamentary republics and operate similarly to constitutional monarchies with parliamentary systems where the power of the monarch is also greatly circumscribed. In parliamentary systems the head of government, most often titled prime minister, exercises the most real political power. Semi-presidential systems have a president as an active head of state, but also have a head of government with important powers.

The rules for appointing the president and the leader of the government, in some republics permit the appointment of a president and a prime minister who have opposing political convictions: in France, when the members of the ruling cabinet and the president come from opposing political factions, this situation is called cohabitation.

In some countries, like Switzerland and San Marino, the head of state is not a single person but a committee (council) of several persons holding that office. The Roman Republic had two consuls, appointed for a year.

Election[link]

In liberal democracies presidents are elected, either directly by the people or indirectly by a parliament or council. Typically in presidential and semi-presidential systems the president is directly elected by the people, or is indirectly elected as done in the United States. In that country the president is officially elected by an electoral college, chosen by the States, all of which do so by direct election of the electors. The indirect election of the president through the electoral college conforms to the concept of republic as one with a system of indirect election. In the opinion of some, direct election confers legitimacy upon the president and gives the office much of its political power.^[44] However, this concept of legitimacy differs from that expressed in the United States Constitution which established the legitimacy of the United States president as resulting from the signing of the Constitution by 9 states.^[45] The idea that direct election is required for legitimacy also contradicts the spirit of the Great Compromise, whose actual result was manifest in the clause^[46] that provides voters in smaller states with slightly more representation in presidential selection than those in large states.

In states with a parliamentary system the president is usually elected by the parliament. This indirect election subordinates the president to the parliament, and also gives the president limited legitimacy and turns most presidential powers into reserve powers that can only be exercised under rare circumstance. There are exceptions where elected presidents have only ceremonial powers, such as in the Ireland.

Ambiguities[link]

The distinction between a republic and a monarchy is not always clear. The constitutional monarchies of the former British Empire and Western Europe today have almost all real political power vested in the elected representatives, with the monarchs only holding either theoretical powers, no powers or rarely used reserve powers. Real legitimacy for political decisions comes from the elected representatives and is derived from the will of the people. While hereditary monarchies remain in place, political power is derived from the people as in a republic. These states are thus sometimes referred to as crowned republics.^[47]

Terms such as liberal republic are also used to describe all of the modern liberal democracies.^[48]

There are also self proclaimed republics that act similarly to monarchies with absolute power vested in the leader and passed down from father to son. North Korea and Syria are two notable examples where a son has inherited political control. Neither of these states are officially monarchies. There is no constitutional requirement that power be passed down within one family, but it has occurred in practice.

There are also elective monarchies where ultimate power is vested in a monarch, but the monarch is chosen by some manner of election. A current example of such a state is Malaysia where the Yang di-Pertuan Agong is elected every five years by the Conference of Rulers composed of the nine hereditary rulers of the Malay states. While rare today, elective monarchs were common in the past. The Holy Roman Empire is an important example, where each new emperor was chosen by a group of electors. Islamic states also rarely employed primogeniture instead relying on various forms of election to choose a monarch's successor.

The Polish–Lithuanian Commonwealth had an elective monarchy, with a wide suffrage of some 500,000 nobles. The system, known as the Golden Liberty, had developed as a method for powerful landowners to control the crown. The proponents of this system looked to classical examples, and the writings of the Italian Renaissance, and called their elective monarchy a rzeczpospolita, based on res publica.

Types[link]

In the early 21st century, most states that are not monarchies label themselves as republics either in their official names or their constitutions. There are a few exceptions: the Libyan Arab Jamahiriya, Israel, the Russian Federation, and Hungary. However Israel, Russia, Hungary and Libya would meet many definitions of the term republic.

There is a variety of republics which differ on how the head of state is chosen and how much power they have.

• Parliamentary republic — a republic, like India, Poland, with an elected head of state, but where the head of state and head of government are kept separate with the Head of government retaining most executive powers, or a head of state akin to a head of government, elected by a Parliament.
• Federal republic — a federal union of states or provinces with a republican form of government. Examples include Argentina, Austria, Brazil, Germany, India, Russia, the United States,^{[note 1]} and Switzerland.
• Islamic Republic — Countries like Afghanistan, Pakistan, Iran are republics governed in accordance with Islamic law.
• Socialist republic — Countries like China and Vietnam are meant to be governed for and by the people, but with no direct elections. The term People's Republic is used to differentiate themselves from the earlier republic of their countries before the people's revolution, like Republic of China and Republic of Korea.

Sub-national republics[link]

In general being a republic also implies sovereignty as for the state to be ruled by the people it cannot be controlled by a foreign power. There are important exceptions to this, for example, Republics in the Soviet Union were member states which had to meet three criteria to be named republics:

1. be on the periphery of the Soviet Union so as to be able to take advantage of their theoretical right to secede;
2. be economically strong enough to be self-sufficient upon secession; and
3. be named after at least one million people of the ethnic group which should make up the majority population of said republic.

Republics were originally created by Stalin^{[citation needed]} and continue to be created even today in Russia. Russia itself is not a republic but a federation. It is sometimes argued that the former Soviet Union was also a supra-national republic, based on the claim that the member states were different nations.

States of the United States are required, like the federal government, to be republican in form, with final authority resting with the people. This was required because the states were intended to create and enforce most domestic laws, with the exception of areas delegated to the federal government and prohibited to the states. The founding fathers of the country intended most domestic laws to be handled by the states, although, over time, the federal government has gained more and more influence over domestic law. Requiring the states to be a republic in form was seen as protecting the citizens' rights and preventing a state from becoming a dictatorship or monarchy, and reflected unwillingness on the part of the original 13 states (all independent republics) to unite with other states that were not republics. Additionally, this requirement ensured that only other republics could join the union.

In the example of the United States, the original 13 British colonies became independent states after the American Revolution, each having a republican form of government. These independent states initially formed a loose confederation called the United States and then later formed the current United States by ratifying the current U.S. Constitution, creating a union of sovereign states with the union or federal government also being a republic. Any state joining the union later was also required to be a republic.

Other meanings[link]

Political philosophy[link]

The term republic originated from the writers of the Renaissance as a descriptive term for states that were not monarchies. These writers, such as Machiavelli, also wrote important prescriptive works describing how such governments should function. These ideas of how a government and society should be structured is the basis for an ideology known as classical republicanism or civic humanism. This ideology is based on the Roman Republic and the city states of Ancient Greece and focuses on ideals such as civic virtue, rule of law, and mixed government.^[49]

This understanding of a republic as a distinct form of government from a liberal democracy is one of the main theses of the Cambridge School of historical analysis.^[50] This grew out of the work of J.G.A. Pocock who in 1975 argued that a series of scholars had expressed a consistent set of republican ideals. These writers included Machiavelli, Milton, Montesquieu, and the founders of the United States of America.

Pocock argued that this was an ideology with a history and principles distinct from liberalism.^[51] These ideas were embraced by a number of different writers Quentin Skinner, Philip Pettit^[52] and Cass Sunstein. These subsequent writers have further explored the history of the idea, and also outlined how a modern republic should function.

United States[link]

A distinct set of definitions for the word republic evolved in the United States. In common parlance a republic is a state that does not practice direct democracy but rather has a government indirectly controlled by the people. This understanding of the term was originally developed by James Madison, and notably employed in Federalist Paper No. 10. This meaning was widely adopted early in the history of the United States, including in Noah Webster's dictionary of 1828. It was a novel meaning to the term; representative democracy was not an idea mentioned by Machiavelli and did not exist in the classical republics.^[53]

The term republic does not appear in the Declaration of Independence, but does appear in Article IV of the Constitution which "guarantee[s] to every State in this Union a Republican form of Government." What exactly the writers of the constitution felt this should mean is uncertain. The Supreme Court, in Luther v. Borden (1849), declared that the definition of republic was a "political question" in which it would not intervene. In two later cases, it did establish a basic definition. In United States v. Cruikshank (1875), the court ruled that the "equal rights of citizens" were inherent to the idea of republic.

However, the term republic is not synonymous with the republican form. The republican form is defined as one in which the powers of sovereignty are vested in the people and are exercised by the people, either directly, or through representatives chosen by the people, to whom those powers are specially delegated. In re Duncan, 139 U.S. 449, 11 S.Ct. 573, 35 L.Ed. 219; Minor v. Happersett, 88 U.S. (21 Wall.) 162, 22 L.Ed. 627. ^[54]

Beyond these basic definitions the word republic has a number of other connotations. W. Paul Adams observes that republic is most often used in the United States as a synonym for state or government, but with more positive connotations than either of those terms.^[55] Republicanism is often referred to as the founding ideology of the United States. Traditionally scholars believed this American republicanism was a derivation of the liberal ideologies of John Locke and others developed in Europe.

A political philosophy of republicanism that formed during the Renaissance period, and initiated by Machiavelli, was thought to have had little impact on the founders of the United States. In the 1960s and 1970s a revisionist school^{[citation needed]} led by the likes of Bernard Bailyn began to argue that republicanism was just as or even more important than liberalism in the creation of the United States.^[56] This issue is still much disputed and scholars like Isaac Kramnick completely reject this view.^[57]

Barack Hussein Obama II (ⁱ/bəˈrɑːk huːˈseɪn oʊˈbɑːmə/; born August 4, 1961) is the 44th and current President of the United States. He is the first African American to hold the office. In January 2005, Obama was sworn in as a U.S. Senator in the state of Illinois. He would hold this office until November 2008, when he resigned following his victory in the 2008 presidential election.

Born in Honolulu, Hawaii, Obama is a graduate of Columbia University and Harvard Law School, where he was the president of the Harvard Law Review. He was a community organizer in Chicago before earning his law degree. He worked as a civil rights attorney in Chicago and taught constitutional law at the University of Chicago Law School from 1992 to 2004. He served three terms representing the 13th District in the Illinois Senate from 1997 to 2004.

Following an unsuccessful bid against the Democratic incumbent for a seat in the United States House of Representatives in 2000, Obama ran for the United States Senate in 2004. Several events brought him to national attention during the campaign, including his victory in the March 2004 Illinois Democratic primary for the Senate election and his keynote address at the Democratic National Convention in July 2004. He won election to the U.S. Senate in Illinois in November 2004. His presidential campaign began in February 2007, and after a close campaign in the 2008 Democratic Party presidential primaries against Hillary Rodham Clinton, he won his party's nomination. In the 2008 presidential election, he defeated Republican nominee John McCain, and was inaugurated as president on January 20, 2009. Nine months later, Obama was named the 2009 Nobel Peace Prize laureate. In April 2011, he announced that he would be running for re-election in 2012.

As president, Obama signed economic stimulus legislation in the form of the American Recovery and Reinvestment Act of 2009 and the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010. Other domestic policy initiatives include the Patient Protection and Affordable Care Act, the Dodd–Frank Wall Street Reform and Consumer Protection Act, the Don't Ask, Don't Tell Repeal Act of 2010, and the Budget Control Act of 2011. In May 2012, he became the first sitting U.S. president to openly support legalizing same-sex marriage. In foreign policy, he ended the war in Iraq, increased troop levels in Afghanistan, signed the New START arms control treaty with Russia, ordered U.S. involvement in the 2011 Libya military intervention, and ordered the military operation that resulted in the death of Osama bin Laden.

Early life and career[link]

Obama was born on August 4, 1961, at Kapiʻolani Maternity & Gynecological Hospital (now Kapiʻolani Medical Center for Women and Children) in Honolulu, Hawaii,^[2][4][5] and is the first President to have been born in Hawaii.^[6] His mother, Stanley Ann Dunham, was born in Wichita, Kansas, and was of mostly English ancestry,^[7] along with Scottish, Irish, German, and Swiss.^{[8][9][10][11][12]} His father, Barack Obama, Sr., was a Luo from Nyang’oma Kogelo, Nyanza Province, Kenya. Obama's parents met in 1960 in a Russian class at the University of Hawaiʻi at Mānoa, where his father was a foreign student on scholarship.^[13][14] The couple married on February 2, 1961,^[15] separated when Obama Sr. went to Harvard University on scholarship, and divorced in 1964.^[13] Obama Sr. remarried and returned to Kenya, visiting Barack in Hawaii only once, in 1971. He died in an automobile accident in 1982.^[16]

After her divorce, Dunham married Indonesian Lolo Soetoro, who was attending college in Hawaii. When Suharto, a military leader in Soetoro's home country, came to power in 1967, all Indonesian students studying abroad were recalled, and the family moved to the Menteng neighborhood of Jakarta.^[4][17] From ages six to ten, Obama attended local schools in Jakarta, including Besuki Public School and St. Francis of Assisi School.^[18]

In 1971, Obama returned to Honolulu to live with his maternal grandparents, Madelyn and Stanley Armour Dunham, and with the aid of a scholarship attended Punahou School, a private college preparatory school, from fifth grade until his graduation from high school in 1979.^[19] Obama's mother returned to Hawaii in 1972, remaining there until 1977 when she went back to Indonesia to work as an anthropological field worker. She finally returned to Hawaii in 1994 and lived there for one year before dying of ovarian cancer.^[15][20]

Of his early childhood, Obama recalled, "That my father looked nothing like the people around me—that he was black as pitch, my mother white as milk—barely registered in my mind."^[14] He described his struggles as a young adult to reconcile social perceptions of his multiracial heritage.^[21] Reflecting later on his years in Honolulu, Obama wrote: "The opportunity that Hawaii offered—to experience a variety of cultures in a climate of mutual respect—became an integral part of my world view, and a basis for the values that I hold most dear."^[22] Obama has also written and talked about using alcohol, marijuana, and cocaine during his teenage years to "push questions of who I was out of my mind."^[23] At the 2008 Civil Forum on the Presidency, Obama described his high-school drug use as a great moral failure.^[24]

Following high school, Obama moved to Los Angeles in 1979 to attend Occidental College. In February 1981, he made his first public speech, calling for Occidental to divest from South Africa in response to its policy of apartheid.^[25] In mid-1981, Obama traveled to Indonesia to visit his mother and sister Maya, and visited the families of college friends in Pakistan and India for three weeks.^[25] Later in 1981, he transferred to Columbia University in New York City, where he majored in political science with a specialty in international relations^[26] and graduated with a Bachelor of Arts in 1983. He worked for a year at the Business International Corporation,^[27] then at the New York Public Interest Research Group.^[28][29]

Chicago community organizer and Harvard Law School[link]

Two years after graduating, Obama was hired in Chicago as director of the Developing Communities Project (DCP), a church-based community organization originally comprising eight Catholic parishes in Roseland, West Pullman, and Riverdale on Chicago's South Side. He worked there as a community organizer from June 1985 to May 1988.^[29][30] He helped set up a job training program, a college preparatory tutoring program, and a tenants' rights organization in Altgeld Gardens.^[31] Obama also worked as a consultant and instructor for the Gamaliel Foundation, a community organizing institute.^[32] In mid-1988, he traveled for the first time in Europe for three weeks and then for five weeks in Kenya, where he met many of his paternal relatives for the first time.^[33] He returned to Kenya in August 2006 for a visit to his father's birthplace, a village near Kisumu in rural western Kenya.^[34]

In late 1988, Obama entered Harvard Law School. He was selected as an editor of the Harvard Law Review at the end of his first year,^[35] and president of the journal in his second year.^[31][36] During his summers, he returned to Chicago, where he worked as an associate at the law firms of Sidley Austin in 1989 and Hopkins & Sutter in 1990.^[37] After graduating with a J.D. magna cum laude^[38] from Harvard in 1991, he returned to Chicago.^[35] Obama's election as the first black president of the Harvard Law Review gained national media attention^[31][36] and led to a publishing contract and advance for a book about race relations,^[39] which evolved into a personal memoir. The manuscript was published in mid-1995 as Dreams from My Father.^[39]

University of Chicago Law School and civil rights attorney[link]

In 1991, Obama accepted a two-year position as Visiting Law and Government Fellow at the University of Chicago Law School to work on his first book.^[39][40] He then taught at the University of Chicago Law School for twelve years—as a Lecturer from 1992 to 1996, and as a Senior Lecturer from 1996 to 2004—teaching constitutional law.^[41]

From April to October 1992, Obama directed Illinois's Project Vote, a voter registration campaign with ten staffers and seven hundred volunteer registrars; it achieved its goal of registering 150,000 of 400,000 unregistered African Americans in the state, leading Crain's Chicago Business to name Obama to its 1993 list of "40 under Forty" powers to be.^[42] In 1993, he joined Davis, Miner, Barnhill & Galland, a 13-attorney law firm specializing in civil rights litigation and neighborhood economic development, where he was an associate for three years from 1993 to 1996, then of counsel from 1996 to 2004. His law license became inactive in 2002.^[43]

From 1994 to 2002, Obama served on the boards of directors of the Woods Fund of Chicago, which in 1985 had been the first foundation to fund the Developing Communities Project; and of the Joyce Foundation.^[29] He served on the board of directors of the Chicago Annenberg Challenge from 1995 to 2002, as founding president and chairman of the board of directors from 1995 to 1999.^[29]

Legislative career: 1997–2008[link]

State Senator: 1997–2004[link]

Obama was elected to the Illinois Senate in 1996, succeeding State Senator Alice Palmer as Senator from Illinois's 13th District, which at that time spanned Chicago South Side neighborhoods from Hyde Park – Kenwood south to South Shore and west to Chicago Lawn.^[44] Once elected, Obama gained bipartisan support for legislation that reformed ethics and health care laws.^[45] He sponsored a law that increased tax credits for low-income workers, negotiated welfare reform, and promoted increased subsidies for childcare.^[46] In 2001, as co-chairman of the bipartisan Joint Committee on Administrative Rules, Obama supported Republican Governor Ryan's payday loan regulations and predatory mortgage lending regulations aimed at averting home foreclosures.^[47]

Obama was reelected to the Illinois Senate in 1998, defeating Republican Yesse Yehudah in the general election, and was reelected again in 2002.^[48] In 2000, he lost a Democratic primary run for the U.S. House of Representatives to four-term incumbent Bobby Rush by a margin of two to one.^[49]

In January 2003, Obama became chairman of the Illinois Senate's Health and Human Services Committee when Democrats, after a decade in the minority, regained a majority.^[50] He sponsored and led unanimous, bipartisan passage of legislation to monitor racial profiling by requiring police to record the race of drivers they detained, and legislation making Illinois the first state to mandate videotaping of homicide interrogations.^[46][51] During his 2004 general election campaign for U.S. Senate, police representatives credited Obama for his active engagement with police organizations in enacting death penalty reforms.^[52] Obama resigned from the Illinois Senate in November 2004 following his election to the U.S. Senate.^[53]

In May 2002, Obama commissioned a poll to assess his prospects in a 2004 U.S. Senate race; he created a campaign committee, began raising funds, and lined up political media consultant David Axelrod by August 2002. Obama formally announced his candidacy in January 2003.^[54]

Obama was an early opponent of the George W. Bush administration's 2003 invasion of Iraq.^[55] On October 2, 2002, the day President Bush and Congress agreed on the joint resolution authorizing the Iraq War,^[56] Obama addressed the first high-profile Chicago anti-Iraq War rally,^[57] and spoke out against the war.^[58] He addressed another anti-war rally in March 2003 and told the crowd that "it's not too late" to stop the war.^[59]

Decisions by Republican incumbent Peter Fitzgerald and his Democratic predecessor Carol Moseley Braun to not participate in the election resulted in wide-open Democratic and Republican primary contests involving fifteen candidates.^[60] In the March 2004 primary election, Obama won in an unexpected landslide—which overnight made him a rising star within the national Democratic Party, started speculation about a presidential future, and led to the reissue of his memoir, Dreams from My Father.^[61] In July 2004, Obama delivered the keynote address at the 2004 Democratic National Convention,^[62] seen by 9.1 million viewers. His speech was well received and elevated his status within the Democratic Party.^[63]

Obama's expected opponent in the general election, Republican primary winner Jack Ryan, withdrew from the race in June 2004.^[64] Six weeks later, Alan Keyes accepted the Republican nomination to replace Ryan.^[65] In the November 2004 general election, Obama won with 70 percent of the vote.^[66]

U.S. Senator: 2005–2008[link]

Obama was sworn in as a senator on January 3, 2005,^[67] becoming the only Senate member of the Congressional Black Caucus.^[68] CQ Weekly characterized him as a "loyal Democrat" based on analysis of all Senate votes in 2005–2007. Obama announced on November 13, 2008, that he would resign his Senate seat on November 16, 2008, before the start of the lame-duck session, to focus on his transition period for the presidency.^[69]

Legislation[link]

Obama cosponsored the Secure America and Orderly Immigration Act.^[70] He introduced two initiatives that bore his name: Lugar–Obama, which expanded the Nunn–Lugar cooperative threat reduction concept to conventional weapons;^[71] and the Federal Funding Accountability and Transparency Act of 2006, which authorized the establishment of USAspending.gov, a web search engine on federal spending.^[72] On June 3, 2008, Senator Obama—along with Senators Tom Carper, Tom Coburn, and John McCain—introduced follow-up legislation: Strengthening Transparency and Accountability in Federal Spending Act of 2008.^[73]

Obama sponsored legislation that would have required nuclear plant owners to notify state and local authorities of radioactive leaks, but the bill failed to pass in the full Senate after being heavily modified in committee.^[74] Regarding tort reform, Obama voted for the Class Action Fairness Act of 2005 and the FISA Amendments Act of 2008, which grants immunity from civil liability to telecommunications companies complicit with NSA warrantless wiretapping operations.^[75]

In December 2006, President Bush signed into law the Democratic Republic of the Congo Relief, Security, and Democracy Promotion Act, marking the first federal legislation to be enacted with Obama as its primary sponsor.^[77] In January 2007, Obama and Senator Feingold introduced a corporate jet provision to the Honest Leadership and Open Government Act, which was signed into law in September 2007.^[78] Obama also introduced Deceptive Practices and Voter Intimidation Prevention Act, a bill to criminalize deceptive practices in federal elections,^[79] and the Iraq War De-Escalation Act of 2007,^[80] neither of which was signed into law.

Later in 2007, Obama sponsored an amendment to the Defense Authorization Act to add safeguards for personality-disorder military discharges.^[81] This amendment passed the full Senate in the spring of 2008.^[82] He sponsored the Iran Sanctions Enabling Act supporting divestment of state pension funds from Iran's oil and gas industry, which has not passed committee; and co-sponsored legislation to reduce risks of nuclear terrorism.^[83] Obama also sponsored a Senate amendment to the State Children's Health Insurance Program, providing one year of job protection for family members caring for soldiers with combat-related injuries.^[84]

Committees[link]

Obama held assignments on the Senate Committees for Foreign Relations, Environment and Public Works, and Veterans' Affairs through December 2006.^[85] In January 2007, he left the Environment and Public Works committee and took additional assignments with Health, Education, Labor, and Pensions and Homeland Security and Governmental Affairs.^[86] He also became Chairman of the Senate's subcommittee on European Affairs.^[87] As a member of the Senate Foreign Relations Committee, Obama made official trips to Eastern Europe, the Middle East, Central Asia and Africa. He met with Mahmoud Abbas before Abbas became President of the Palestinian National Authority, and gave a speech at the University of Nairobi in which he condemned corruption within the Kenyan government.^[88]

On February 10, 2007, Obama announced his candidacy for President of the United States in front of the Old State Capitol building in Springfield, Illinois.^[89][90] The choice of the announcement site was viewed as symbolic because it was also where Abraham Lincoln delivered his historic "House Divided" speech in 1858.^[89][91] Obama emphasized issues of rapidly ending the Iraq War, increasing energy independence, and providing universal health care,^[92] in a campaign that projected themes of "hope" and "change".^[93]

A large number of candidates entered the Democratic Party presidential primaries. The field narrowed to a duel between Obama and Senator Hillary Rodham Clinton after early contests, with the race remaining close throughout the primary process but with Obama gaining a steady lead in pledged delegates due to better long-range planning, superior fundraising, dominant organizing in caucus states, and better exploitation of delegate allocation rules.^[94] On June 7, 2008, Clinton ended her campaign and endorsed Obama.^[95]

On August 23, Obama announced his selection of Delaware Senator Joe Biden as his vice presidential running mate.^[96] Biden was selected from a field speculated to include former Indiana Governor and Senator Evan Bayh and Virginia Governor Tim Kaine.^[97] At the Democratic National Convention in Denver, Colorado, Hillary Clinton called for her supporters to endorse Obama, and she and Bill Clinton gave convention speeches in his support.^[98] Obama delivered his acceptance speech, not at the center where the Democratic National Convention was held, but at Invesco Field at Mile High to a crowd of over 75,000; the speech was viewed by over 38 million people worldwide.^[99][100]

During both the primary process and the general election, Obama's campaign set numerous fundraising records, particularly in the quantity of small donations.^[101] On June 19, 2008, Obama became the first major-party presidential candidate to turn down public financing in the general election since the system was created in 1976.^[102]

McCain was nominated as the Republican candidate and the two engaged in three presidential debates in September and October 2008.^[103] On November 4, Obama won the presidency with 365 electoral votes to 173 received by McCain.^[104] Obama won 52.9 percent of the popular vote to McCain's 45.7 percent.^[105] He became the first African American to be elected president.^[106] Obama delivered his victory speech before hundreds of thousands of supporters in Chicago's Grant Park.^[107]

2012 presidential campaign[link]

On April 4, 2011, Obama announced his re-election campaign for 2012 in a video titled "It Begins with Us" that he posted on his website and filed election papers with the Federal Election Commission.^{[108][109][110]} As the incumbent president he ran almost unopposed in the Democratic Party presidential primaries,^[111] and on April 3, 2012, Obama had secured the 2778 convention delegates needed to win the Democratic nomination.^[112]

The inauguration of Barack Obama as the 44th President, and Joe Biden as Vice President, took place on January 20, 2009. In his first few days in office, Obama issued executive orders and presidential memoranda directing the U.S. military to develop plans to withdraw troops from Iraq.^[113] He ordered the closing of the Guantanamo Bay detention camp,^[114] but Congress prevented the closure by refusing to appropriate the required funds.^{[115][116][117]} Obama reduced the secrecy given to presidential records,^[118] and changed procedures to promote disclosure under the Freedom of Information Act.^[119] He also reversed George W. Bush's ban on federal funding to foreign establishments that allow abortions.^[120]

Domestic policy[link]

The first bill signed into law by Obama was the Lilly Ledbetter Fair Pay Act of 2009, relaxing the statute of limitations for equal-pay lawsuits.^[121] Five days later, he signed the reauthorization of the State Children's Health Insurance Program (SCHIP) to cover an additional 4 million uninsured children.^[122] In March 2009, Obama reversed a Bush-era policy which had limited funding of embryonic stem cell research and pledged to develop "strict guidelines" on the research.^[123]

Obama appointed two women to serve on the Supreme Court in the first two years of his Presidency. Sonia Sotomayor, nominated by Obama on May 26, 2009, to replace retiring Associate Justice David Souter, was confirmed on August 6, 2009,^[124] becoming the first Hispanic to be a Supreme Court Justice.^[125] Elena Kagan, nominated by Obama on May 10, 2010, to replace retiring Associate Justice John Paul Stevens, was confirmed on August 5, 2010, bringing the number of women sitting simultaneously on the Court to three, for the first time in American history.^[126]

On September 30, 2009, the Obama administration proposed new regulations on power plants, factories and oil refineries in an attempt to limit greenhouse gas emissions and to curb global warming.^[127][128]

On October 8, 2009, Obama signed the Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act, a measure that expands the 1969 United States federal hate-crime law to include crimes motivated by a victim's actual or perceived gender, sexual orientation, gender identity, or disability.^[129][130]

On March 30, 2010, Obama signed the Health Care and Education Reconciliation Act, a reconciliation bill which ends the process of the federal government giving subsidies to private banks to give out federally insured loans, increases the Pell Grant scholarship award, and makes changes to the Patient Protection and Affordable Care Act.^[131][132]

In a major space policy speech in April 2010, Obama announced a planned change in direction at NASA, the U.S. space agency. He ended plans for a return of human spaceflight to the moon and development of the Ares I rocket, Ares V rocket and Constellation program, in favor of funding Earth science projects, a new rocket type, and research and development for an eventual manned mission to Mars, and ongoing missions to the International Space Station.^[133]

On December 22, 2010, Obama signed the Don't Ask, Don't Tell Repeal Act of 2010, fulfilling a key promise made in the 2008 presidential campaign^[134][135] to end the Don't ask, don't tell policy of 1993 that had prevented gay and lesbian people from serving openly in the United States Armed Forces.^[136]

President Obama's 2011 State of the Union Address focused on themes of education and innovation, stressing the importance of innovation economics to make the United States more competitive globally. He spoke of a five-year freeze in domestic spending, eliminating tax breaks for oil companies and reversing tax cuts for wealthy Americans, banning congressional earmarks, and reducing healthcare costs. He promised that the United States would have one million electric vehicles on the road by 2015 and would be 80% reliant on "clean" electricity.^[137][138]

As a candidate for the Illinois state senate Obama had said in 1996 that he favored legalizing same-sex marriage;^[139] but by the time of his run for the U.S. senate in 2004, he said that while he supported civil unions and domestic partnerships for same-sex partners, for strategic reasons he opposed same-sex marriages.^[140] On May 9, 2012, shortly after the official launch of his campaign for re-election as president, Obama said his views had evolved, and he publicly affirmed his personal support for the legalization of same-sex marriage, becoming the first sitting U.S. president to do so.^[141][142]

Economic policy[link]

On February 17, 2009, Obama signed the American Recovery and Reinvestment Act of 2009, a $787 billion economic stimulus package aimed at helping the economy recover from the deepening worldwide recession.^[143] The act includes increased federal spending for health care, infrastructure, education, various tax breaks and incentives, and direct assistance to individuals,^[144] which is being distributed over the course of several years.

In March, Obama's Treasury Secretary, Timothy Geithner, took further steps to manage the financial crisis, including introducing the Public-Private Investment Program for Legacy Assets, which contains provisions for buying up to $2 trillion in depreciated real estate assets.^[145] Obama intervened in the troubled automotive industry^[146] in March 2009, renewing loans for General Motors and Chrysler to continue operations while reorganizing. Over the following months the White House set terms for both firms' bankruptcies, including the sale of Chrysler to Italian automaker Fiat^[147] and a reorganization of GM giving the U.S. government a temporary 60 percent equity stake in the company, with the Canadian government shouldering a 12 percent stake.^[148] In June 2009, dissatisfied with the pace of economic stimulus, Obama called on his cabinet to accelerate the investment.^[149] He signed into law the Car Allowance Rebate System, known colloquially as "Cash for Clunkers", that temporarily boosted the economy.^{[150][151][152]}

Although spending and loan guarantees from the Federal Reserve and the Treasury Department authorized by the Bush and Obama administrations totaled about $11.5 trillion, only $3 trillion had been spent by the end of November 2009.^[153] However, Obama and the Congressional Budget Office predicted that the 2010 budget deficit will be $1.5 trillion or 10.6 percent of the nation's gross domestic product (GDP) compared to the 2009 deficit of $1.4 trillion or 9.9 percent of GDP.^[154][155] For 2011, the administration predicted the deficit will slightly shrink to $1.34 trillion, while the 10-year deficit will increase to $8.53 trillion or 90 percent of GDP.^[156] The most recent increase in the U.S. debt ceiling to $16.4 trillion was signed into law on January 26, 2012.^[157] On August 2, 2011, after a lengthy congressional debate over whether to raise the nation's debt limit, Obama signed the bipartisan Budget Control Act of 2011. The legislation enforces limits on discretionary spending until 2021, establishes a procedure to increase the debt limit, creates a Congressional Joint Select Committee on Deficit Reduction to propose further deficit reduction with a stated goal of achieving at least $1.5 trillion in budgetary savings over 10 years, and establishes automatic procedures for reducing spending by as much as $1.2 trillion if legislation originating with the new joint select committee does not achieve such savings.^[158] By passing the legislation, Congress was able to prevent an unprecedented U.S. government default on its obligations.^[159]

Employment statistics (changes in unemployment rate and net jobs per month) during Obama's tenure as U.S. President^[160][161]

The unemployment rate rose in 2009, reaching a peak in October at 10.1 percent and averaging 10.0 percent in the fourth quarter. Following a decrease to 9.7 percent in the first quarter of 2010, the unemployment rate fell to 9.6 percent in the second quarter, where it remained for the rest of the year.^[162] Between February and December 2010, employment rose by 0.8 percent, which was less than the average of 1.9 percent experienced during comparable periods in the past four employment recoveries.^[163] GDP growth returned in the third quarter of 2009, expanding at a rate of 1.6 percent, followed by a 5.0 percent increase in the fourth quarter.^[164] Growth continued in 2010, posting an increase of 3.7 percent in the first quarter, with lesser gains throughout the rest of the year.^[164] In July 2010, the Federal Reserve expressed that although economic activity continued to increase, its pace had slowed, and Chairman Ben Bernanke stated that the economic outlook was "unusually uncertain."^[165] Overall, the economy expanded at a rate of 2.9 percent in 2010.^[166]

The Congressional Budget Office and a broad range of economists credit Obama's stimulus plan for economic growth.^[167][168] The CBO released a report stating that the stimulus bill increased employment by 1–2.1 million,^{[168][169][170][171]} while conceding that "It is impossible to determine how many of the reported jobs would have existed in the absence of the stimulus package."^[167] Although an April 2010 survey of members of the National Association for Business Economics showed an increase in job creation (over a similar January survey) for the first time in two years, 73 percent of 68 respondents believed that the stimulus bill has had no impact on employment.^[172]

Within a month of the 2010 midterm elections, Obama announced a compromise deal with the Congressional Republican leadership that included a temporary, two-year extension of the 2001 and 2003 income tax rates, a one-year payroll tax reduction, continuation of unemployment benefits, and a new rate and exemption amount for estate taxes.^[173] The compromise overcame opposition from some in both parties, and the resulting $858 billion Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010 passed with bipartisan majorities in both houses of Congress before Obama signed it on December 17, 2010.^[174]

Health care reform[link]

Obama called for Congress to pass legislation reforming health care in the United States, a key campaign promise and a top legislative goal.^[175] He proposed an expansion of health insurance coverage to cover the uninsured, to cap premium increases, and to allow people to retain their coverage when they leave or change jobs. His proposal was to spend $900 billion over 10 years and include a government insurance plan, also known as the public option, to compete with the corporate insurance sector as a main component to lowering costs and improving quality of health care. It would also make it illegal for insurers to drop sick people or deny them coverage for pre-existing conditions, and require every American carry health coverage. The plan also includes medical spending cuts and taxes on insurance companies that offer expensive plans.^[176][177]
