After weeks of intense fighting in the eastern Democratic Republic of the Congo, M23 rebels say they have taken control of parts of Goma, one of the main cities in the mineral-rich region. The Congolese government, on Monday, rejected an ultimatum to open talks with M23. This came after the rebels gave the government 24 hours to withdraw troops and open direct negotiations before they said they would advance on Goma. So, why does the DR Congo government refuse to hold talks with the rebel soldiers? And is military action really the answer to this conflict?

The battle to succeed Nicolas Sarkozy as leader of the centre-right UMP party took a farcical turn with both Francois Fillon and rival Jean-Francois Cope claiming the crown. Jean-Francois Cope, the party's firebrand secretary-general, was more than 3000 votes ahead of the moderate Francois Fillon, with some 155000 ballots counted from the election among the party's 300000 members. With the outcome still unclear, the surprise of the night was the higher-than-expected score of Mr Copé, 48, who was expected to finish well behind Mr Fillon, 58. Last night members of the Copé camp in the southern Alpes Maritimes departement claimed the vote had been the victim of "irregularities" - an allegation dismissed as "insulting" by supporters of Mr Fillon. The mood was turning amid claims of voter irregularities, with a possible recount looming in Nice. The tension was reminiscent of the 2008 Socialist Party's leadership contest in which Martine Aubry, the mayor of Lille, beat Ségolène Royal, the one-time presidential candidate by just 42 votes, with both sides complaining of irregularities and threatening legal action. The electoral farce came at what could be tumultuous few days for the centre-Right, as Mr Sarkozy is expected to appear before an anti-corruption judge in Bordeaux any day now. He could be placed under investigation as part of a probe into illegal party funding from France's richest woman, Lilianne Bettencourt. Read more: www.telegraph.co.uk Get the latest headlines www ...

EurActiv article: www.euractiv.com The Single Market is considered by many as the biggest European achievement since the Union was created. It was born 20 years ago to ensure EU citizens can live, work, study or shop in any country. With more than 500 million consumers, EU businesses are also free to sell their goods and services anywwhere across the continent. Today, the European Commission believes that the single market holds the key to get Europe out of the crisis. European Commission's vice-president Michel Barnier on Wednesday put forward new proposals to further develop the single market. The plan aims at increasing growth, employment and confidence in the EU. 'I am very happy to confirm that this morning, the college adopted the Single market act II. This is a collective piece of work and it is a very important piece of work. It is the follow up to the first stage of the single market act which we presented a year ago in a context of very lucid diagnosis of the internal market which Mario Monti had carried out', said Commissioner for Internal Market Michel Barnier. Improving cross-border mobility of citizens and business across Europe or the digital economy are some of the new proposals. Barnier expects five of the 12 proposals to be adopted by the end of the year "if there is political will". 'Now, we think that 5 of these 12 proposals, if the political willing is there in the Council and the Parliament, these five could be adopted by the end of this year; the ...
