The Bush tax cuts refers to changes to the United States tax code passed during the presidency of George W. Bush that generally lowered tax rates and revised the code specifying taxation in the United States. These were the:

• Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA)
• Jobs and Growth Tax Relief Reconciliation Act of 2003 (JGTRRA)

While each act has its own legislative history and effect on the tax code, the JGTRRA amplified and accelerated aspects of the EGTRRA. Moreover, since 2003 the two acts have often been spoken of together, especially in terms of analyzing their effect on the U.S. economy and population and in discussing their political ramifications.

The Bush tax cuts had sunset provisions that made them expire at the end of 2010, since otherwise they would fall under the Byrd Rule. Whether to renew the lowered rates and how became the subject of extended political debate, which was resolved during the presidency of Barack Obama by a two-year extension that was part of a larger tax and economic package, the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010.

Implications for the Alternative Minimum Tax[link]

The 2001 act and the 2003 act significantly lowered the marginal tax rates for nearly all U.S. taxpayers. One byproduct of this tax rate reduction was that it brought to prominence a previously lesser known provision of the U.S. Internal Revenue Code, the Alternative Minimum Tax (AMT). The AMT was originally designed as a way of making sure that wealthy taxpayers could not take advantage of "too many" tax incentives and reduce their tax obligation by too much. It is a parallel system of calculating a taxpayer's tax liability that eliminates many deductions. However the applicable AMT rates were not adjusted to match the lowered rates of the 2001 and 2003 acts, causing many more people to face higher taxes. This reduced the benefit of the two acts for many upper-middle income earners, particularly those with deductions for state and local income taxes, dependents, and property taxes.

The AMT exemption level aspects of the 2001 and 2003 tax cuts, as well as the sunsetting year of capital gains and dividends, were among the tweaks made to the tax code in the Tax Increase Prevention and Reconciliation Act of 2005.

Debate over effect of cuts[link]

There was and is considerable controversy over who benefited from the tax cuts and whether or not they have been effective in spurring sufficient growth. Supporters of the proposal and proponents of lower taxes claimed that the tax cuts increased the pace of economic recovery and job creation. Further, proponents of the cuts asserted that lowering taxes on all citizens, including the rich, would benefit all and would actually increase receipts from the wealthiest Americans as their tax rates would decline without resort to tax shelters. The Wall Street Journal editorial page states that taxes paid by millionaire households more than doubled from $136 billion in 2003 to $274 billion in 2006 because of the JGTRRA.^[1]

The Heritage Foundation alleges that the Bush tax cuts led to the rich shouldering more of the income tax burden and the poor shouldering less;^[2] while the Center on Budget and Policy Priorities (CBPP) has concluded that the tax cuts have conferred the "largest benefits, by far on the highest income households."^[3] The underlying policy has been criticized by Democratic Party congressional opponents for giving tax cuts to the rich with capital gains tax breaks while acknowledging some benefit extended to middle and lower income brackets as well.^[4]

Statements by Bush, Vice President Dick Cheney, and Senate Majority Leader Bill Frist that these tax cuts effectively "paid for themselves" have been disputed by the CBPP,^[5] the U.S. Treasury Department and the CBO.^[6][7][8][9] Economist Paul Krugman wrote in 2007: "Supply side doctrine, which claimed without evidence that tax cuts would pay for themselves, never got any traction in the world of professional economic research, even among conservatives."^[10] Since 2001, federal income tax revenues have remained below the 30-year average of 8.4% of GDP with the exception of 2007, and did not regain their 2000 dollar peak until 2006, though reasons for regaining previous levels are not given (see chart at right).^[11]

Some policy analysts and non-profit groups such as OMBWatch,^[12] Center on Budget and Policy Priorities,^[13] and the Tax Policy Center^[14] have attributed much of the rise in income inequality to the Bush administration's tax policy. In February 2007, President Bush addressed the rise of inequality for the first time, saying "The reason is clear: We have an economy that increasingly rewards education and skills because of that education."^[15]

Critics state that the tax cuts, including those given to middle and lower income households, failed to spur growth. The cuts also increased the budget deficit, shifted the tax burden from the rich to the middle and working classes, and further increased already high levels of income inequality.^{[16][17][18][19][20]} Economists Peter Orszag and William Gale described the Bush tax cuts as reverse government redistribution of wealth, "[shifting] the burden of taxation away from upper-income, capital-owning households and toward the wage-earning households of the lower and middle classes."^[21] Supporters argued that the tax brackets were still more progressive than the brackets from 1986 until 1992, with higher marginal rates on the upper class, and lower marginal rates on the middle class than established by either the Tax Reform Act of 1986 or the Omnibus Budget Reconciliation Act of 1990.^[22]

Economist Simon Johnson wrote in 2010: "The U.S. government doesn’t take in much tax revenue—at least 10 percentage points of GDP less than comparable developed economies—and it also doesn’t spend much except on the military, Social Security and Medicare. Other parts of government spending can be frozen or even slashed, but it just won’t make that much difference. That means older Americans are going to get squeezed, while our ability to defend ourselves goes into decline. Just because there’s a bipartisan consensus on an idea, such as tax cuts, doesn’t mean it makes sense. Today’s tax cutters have set us up for tomorrow’s fiscal crisis and real damage to U.S. national security."^[23]

A Washington Post article takes a different view, claiming that data showed that the biggest contributor to the disappearance of projected surpluses was increased spending, which accounted for 36.5 percent of the decline in the nation’s fiscal position, followed by incorrect CBO estimates, which accounted for 28 percent. The Bush tax cuts (along with some Obama tax cuts) were responsible for just 24 percent.^[24]

A New York Times article claims the full Bush-era tax cuts were the single biggest contributor to the deficit over the past decade, reducing revenues by about $1.8 trillion between 2002 and 2009.^[25]

Debate over continuation of cuts[link]

Most of the tax cuts were scheduled to expire December 31, 2010. Debate over what to do regarding the expiration became a regular issue in the 2004 and 2008 U.S. presidential elections, with Republican candidates generally wanting the cut rates made permanent and Democratic candidates generally advocating for a retention of the lower rates for middle-class incomes but a return to Clinton-era rates for high incomes. During his presidential election campaign, then candidate Obama stated that couples with incomes less than $250,000 would not be subjected to tax increases. This income level later became a focal point for debate over what defined the middle class.^{[26][not in citation given]}

In August 2010, the Congressional Budget Office (CBO) estimated that extending the tax cuts for the 2011-2020 time period would add $3.3 trillion to the national debt, comprising $2.65 trillion in foregone tax revenue plus another $0.66 trillion for interest and debt service costs.^[27]

The non-partisan Pew Charitable Trusts estimated in May 2010 that extending some or all of the tax cuts would have the following impact under these scenarios:

• Making the tax cuts permanent for all taxpayers, regardless of income, would increase the national debt $3.3 trillion over the next 10 years.
• Limiting the extension to individuals making less than $200,000 and married couples earning less than $250,000 would increase the debt about $2.2 trillion in the next decade.
• Extending the tax cuts for all taxpayers for only two years would cost $561 billion over the next 10 years.^[28]

The non-partisan Congressional Research Service has estimated the 10-year revenue loss from extending the 2001 and 2003 tax cuts beyond 2010 at $2.9 trillion, with an additional $606 billion in debt service costs (interest), for a combined total of $3.5 trillion.^[29]

In late July 2010, analysts at Deutsche Bank said letting the Bush tax cuts expire for those earning more than $250,000 would greatly slow economic recovery. However, Treasury Secretary Timothy Geithner said allowing the expiration would not cause such a slowing. The Obama administration proposed keeping tax cuts for couples making less than $250,000 per year.^[30] Economist Mark Zandi predicted that making the Bush tax cuts permanent would be the second least stimulative of several policies considered. Making the tax cuts permanent would have a multiplier effect of 0.29 (compared to the highest multiplier of 1.73 for food stamps).^[31]

Extension of Bush tax cuts[link]

The issue came to a head in late 2010, during a lame-duck session of the 111th Congress.

At the "Slurpee Summit" of November 30, President Barack Obama appointed Treasury Secretary Tim Geithner and Office of Management and Budget chief Jack Lew to help Republicans and Democrats hammer out an agreement on extending the Bush tax cuts.^[32] All 42 Republican Senators pledged to block all legislation in the lame-duck session until the tax matter was settled.^[33][34]

Congressional Democrats offered two attempts to extend the Bush-era rates for "middle income" families but restore the previous, higher rates for "high income" people. The first proposal had a cutoff at $250,000, while the second raised the dividing line to $1 million. Both proposals were able to pass in the House, but on December 4, 2010, both fell short in the Senate, getting only 53 votes and not the 60 needed for cloture.^[35]

On December 6, 2010, President Barack Obama announced a compromise tax package proposal had been reached, centered around a temporary, two-year extension of the Bush tax cuts.^[36] In particular, the framework included key points such as:

• Extending the 2001/2003 income tax rates for two years. Also, reforming the AMT to ensure an additional 21 million households will not face a tax increase. These measures are intended to provide relief to more than 100 million middle-class families and prevent an annual tax increase of over $2,000 for the typical family.^[37]
• Additional provisions designed to promote economic growth. $56 billion in unemployment insurance, an approximate $120 billion payroll tax cut for working families, about $40 billion in tax cuts for the hardest hit families and students, and 100 percent expensing for businesses during 2011.^[37][38]
• Estate tax adjustment. Rates would be 35 percent after a $5 million exemption.^[38][39]

Obama said, "I'm not willing to let working families across this country become collateral damage for political warfare here in Washington. And I'm not willing to let our economy slip backwards just as we're pulling ourselves out of this devastating recession. ... So, sympathetic as I am to those who prefer a fight over compromise, as much as the political wisdom may dictate fighting over solving problems, it would be the wrong thing to do. ... As for now, I believe this bipartisan plan is the right thing to do. It’s the right thing to do for jobs. It’s the right thing to do for the middle class. It is the right thing to do for business. And it’s the right thing to do for our economy. It offers us an opportunity that we need to seize."^[40]

Administration officials like Vice President Joe Biden then worked to convince wary Democratic members of Congress to accept the plan, notwithstanding a continuation of lower rates for the highest-income taxpayers.^[41] The compromise proved popular in public opinion polls, and allowed Obama to portray himself as a consensus-builder not beholden to the liberal wing of his party.^[42] The bill was opposed by some of the most conservative members of the Republican Party as well as by talk radio hosts such as Rush Limbaugh and some groups in the Tea Party movement.^[42][43] It was also opposed by several leading potential candidates for the Republican nomination in the 2012 presidential election, including Mitt Romney,^[42] typically on the grounds that it did not make the Bush tax cuts permanent and that it would overall increase the national deficit.^[44]

In an interview during these debates, former President Bush said, "I wish they would have called it something other than the 'Bush tax cuts'. There'd probably be less angst amongst some to pass it."^[45] He argued strongly for maintaining the rates: "I do believe it's very important to send the signal to our entrepreneurs and our families that the government trusts them to spend their own money. And I happen to believe lower taxes is what stimulates economic growth and what we need now in our country is economic growth."^[45]

On December 15, 2010, the Senate passed the compromise package with an 81–19 vote, with large majorities of both Democrats and Republicans supporting it.^[46] Near midnight on December 16, the House passed the measure on a vote of 277–148, with only a modest majority of Democrats but a large majority of Republicans voting for the package.^[47][48] Before that, an amendment put forward by Democratic Representative Earl Pomeroy and the progressives among the Democratic caucus to raise the estate tax, which was the ultimate sticking point of the deal for them and the cause of a minor revolt among those against it, failed on a 194–233 vote.^[42][47][49] The Washington Post called the approved deal "the most significant tax bill in nearly a decade".^[48] President Barack Obama signed the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010, on December 17, 2010.

Rachel Anne Maddow (pronounced /ˈmædoʊ/; born April 1, 1973) is an American television host, political commentator, and author.^[1][2] Maddow hosts a nightly television show, The Rachel Maddow Show, on MSNBC.^[3] Her syndicated talk radio program of the same name aired on Air America Radio. Maddow is the first openly gay anchor of a prime-time news program in the United States.^[4][5][6][7]

Asked about her political views by the Valley Advocate, Maddow replied, "I'm undoubtedly a liberal, which means that I'm in almost total agreement with the Eisenhower-era Republican party platform."^[8]

Early life and education[link]

Maddow was born in Castro Valley, California. Her father, Robert B. "Bob" Maddow, is a former United States Air Force captain who resigned his commission the year before her birth and found civilian work as a lawyer for the East Bay Municipal Utility District. Her mother, Elaine Maddow (née Gosse), is a school program administrator from Newfoundland, Canada.^[9][10][11] She has one older brother, David. Her father is of Russian and Dutch descent and her mother is of English and Irish ancestry.^[11] Maddow's mother was raised a strict Roman Catholic, and Maddow herself grew up in a community that her mother has described as "very conservative."^[12][13] Maddow was a competitive athlete and played three sports in high school.^[14] Referencing John Hughes films, she describes herself in high school as "a cross between the jock and the antisocial girl."^[13]

A graduate of Castro Valley High School in Castro Valley, California, she attended Stanford University. While a freshman, she was outed by the college newspaper when an interview with her was published by the student newspaper before she could tell her parents.^[15] Maddow earned a degree in public policy from Stanford in 1994.^[16] At graduation she was awarded the John Gardner Fellowship.^[17] She was also the recipient of a Rhodes Scholarship and began her postgraduate study in 1995 at Lincoln College, Oxford. In 2001, she earned a Doctor of Philosophy (DPhil) in politics from Oxford University.^[18] Her thesis is titled HIV/AIDS and Health Care Reform in British and American Prisons (supervisor: Dr Lucia Zedner). She was the first openly gay American to win a Rhodes scholarship.^[19][20]

Radio career[link]

Maddow's first radio hosting job was at WRNX (100.9 FM) in Holyoke, Massachusetts, after she entered and won a contest the station held to find a new on-air personality.^[21] She was hired to co-host WRNX's morning show, The Dave in the Morning Show. She went on to host Big Breakfast on WRSI, in Northampton, Massachusetts, for two years. She left the show in March 2004 to join the new Air America.^[18] There she hosted Unfiltered along with Chuck D (of the hip hop group Public Enemy) and Lizz Winstead (co-creator of The Daily Show), until its cancellation in March 2005.^[22] Two weeks after the cancellation of Unfiltered in April 2005, Maddow's weekday two-hour radio program, The Rachel Maddow Show, began airing; in March 2008 it gained an hour, broadcasting from 6 to 9 p.m. EST with David Bender filling in the third hour for the call-in section, when Maddow was on TV assignment. In September 2008, the show's length returned to two hours when Maddow began a nightly MSNBC television program. In February 2009, after renewing her contract with Air America, Maddow returned to the 5 am hour-long slot.^[23] Her last Air America show was on January 21, 2010, two weeks before its owners filed for bankruptcy.^[24]

Television career[link]

In June 2005, Maddow became a regular panelist on MSNBC's Tucker.^[25] During and after the November 2006 election, she was a frequent guest on CNN's Paula Zahn Now. In January 2008, Maddow became a MSNBC political analyst and was a regular panelist on MSNBC's Race for the White House with David Gregory and MSNBC's election coverage,^[26] as well as a frequent contributor on Countdown with Keith Olbermann.^[18]

In April 2008, Maddow was the substitute host for Countdown with Keith Olbermann, her first time hosting a program on MSNBC. Maddow described herself on air as "nervous." Keith Olbermann complimented her work, and she was brought back to host Countdown the next month. The show she hosted was the highest rated news program among people ages 25 to 54, a key demographic in ratings.^[27] For her success, the next Monday, Olbermann ranked Maddow third in his show's segment "World's Best Persons".^[28] In July 2008, while Olbermann was on vacation, Maddow filled in again for several broadcasts and, on July 21, for half the show.^[29] Maddow also filled in for David Gregory as host of Race for the White House.^[18]

In August 2008, MSNBC announced The Rachel Maddow Show would replace Verdict with Dan Abrams in the network's 9 p.m. slot the following month.^[30][31] Following its debut, the show topped Countdown as the highest rated show on MSNBC on several occasions.^[32][33] After being on air for more than a month, Maddow's program doubled the audience that hour.^[34]

Early reviews for her show were mostly positive. The Los Angeles Times writer Matea Gold stated Maddow "finds the right formula on MSNBC,"^[35] and The Guardian writes Maddow has become the "star of America's cable news."^[20] Associated Press columnist David Bauder said she's "[Keith] Olbermann's political soul mate" and the Olbermann-Maddow shows are a "liberal two-hour block."^[36]

Public image and publicity[link]

Maddow has been profiled in People,^[37] the Guardian,^[38] and the New York Observer,^[39] has appeared on “The View” and “Charlie Rose”^[40]

Keith Olbermann played a pivotal role in Maddow's hiring at MSNBC. Olbermann was able to pressure Phil Griffin to give Maddow Dan Abram's slot. A fan of Maddow's, Olbermann was able to use his influence, which had become greater as his ratings rose.^[41]

A 2011 Hollywood Reporter profile of Maddow said that she was able to deliver news "with agenda, but not hysteria.”^[42] A Newsweek profile noted that “At her best, Maddow debates ideological opponents with civility and persistence...But for all her eloquence, she can get so wound up ripping Republicans that she sounds like another smug cable partisan.". Baltimore Sun critic David Zurawik has accused Maddow of acting like 'a lockstep party member.'”^[43]

A Time profile called her a “whip-smart, button-cute leftie.” It said that she radiates an essential decency and suggested that her career rise might signify that “nice is the new nasty.”^[44]

Political views[link]

Distinguishing herself from others on the left, Maddow said she's a "national security liberal" and in a different interview that she's not "a partisan."^[45][46] The New York Times called her a "defense policy wonk" who is writing a book on the role of the military in postwar American politics.^[35][45] (The book, titled Drift: The Unmooring of American Military Power, was published in 2012.) During the 2008 presidential election, Maddow did not formally support any candidate. Concerning Barack Obama's candidacy, Maddow said during the primaries, "I have never and still don't think of myself as an Obama supporter, either professionally or actually."^[47]

In March 2010, Republican Scott Brown, the junior United States Senator from Massachusetts, speculated that Maddow was going to run against him for his seat in 2012. He used this premise for a fundraising email that read "...The Massachusetts political machine is looking for someone to run against me. And you're not going to believe who they are supposedly trying to recruit — liberal MSNBC anchor Rachel Maddow." Maddow said Brown's speculation was false. On her March 23, 2010, TV program, Maddow said, "I have the best job in the world. I am not running for office. Scott Brown didn't ask me if I was running or planning to run for office, before he wrote a fundraising letter with my name. No, it's completely made up by him." Despite her comments, the next day Brown continued along the same line, telling a Boston radio station, "Bring her on." To help put an end to the matter, Maddow ran a full-page advertisement in the Boston Globe confirming she was not running, and separately demanded Brown's apology. She added that despite repeated invitations over the months, Brown had refused to appear on her TV program.^{[48][49][50][51]}

Personal life[link]

Maddow lives in Manhattan and western Massachusetts with her partner, artist Susan Mikula.^[52][53] The couple met in 1999, when Mikula hired Maddow to do yard work at her home. Maddow was working on her doctoral dissertation at the time.^[52] Their first date was at a National Rifle Association "Ladies' Day on the Range" event.^[54] Although Massachusetts and New York recognize same-sex marriage, as of 2009 Maddow and Mikula had no plans to marry.^[13]

William Jefferson "Bill" Clinton (born William Jefferson Blythe III; August 19, 1946) is an American politician who served as the 42nd President of the United States from 1993 to 2001. Inaugurated at age 46, he was the third-youngest president. He took office at the end of the Cold War, and was the first president of the baby boomer generation. Clinton has been described as a New Democrat. Many of his policies have been attributed to a centrist Third Way philosophy of governance.

Born and raised in Arkansas, Clinton became both a student leader and a skilled musician. He is an alumnus of Georgetown University where he was Phi Beta Kappa and earned a Rhodes Scholarship to attend the University of Oxford. He is married to Hillary Rodham Clinton, who has served as the United States Secretary of State since 2009 and was a Senator from New York from 2001 to 2009. Both Clintons received law degrees from Yale Law School, where they met and began dating. As Governor of Arkansas, Clinton overhauled the state's education system, and served as Chair of the National Governors Association.

Clinton was elected president in 1992, defeating incumbent president George H.W. Bush. As president, Clinton presided over the longest period of peacetime economic expansion in American history. He signed into law the North American Free Trade Agreement. He implemented Don't ask, don't tell, a controversial intermediate step to full gay military integration. After a failed health care reform attempt, Republicans won control of Congress in 1994, for the first time in forty years. Two years later, the re-elected Clinton became the first member of the Democratic Party since Franklin D. Roosevelt to win a second full term as president. He successfully passed welfare reform and the State Children's Health Insurance Program, providing health coverage for millions of children. Later, he was impeached for perjury and obstruction of justice in a scandal involving a White House intern, but was acquitted by the U.S. Senate and served his complete term of office. The Congressional Budget Office reported a budget surplus between the years 1998 and 2000, the last three years of Clinton's presidency.

Clinton left office with the highest end-of-office approval rating of any U.S. president since World War II. Since then, he has been involved in public speaking and humanitarian work. Based on his philanthropic worldview, Clinton created the William J. Clinton Foundation to promote and address international causes such as prevention of AIDS and global warming. In 2004, he released his autobiography My Life, and was involved in his wife's and then Barack Obama's campaigns for president in 2008. In 2009, he was named United Nations Special Envoy to Haiti, and after the 2010 earthquake he teamed with George W. Bush to form the Clinton Bush Haiti Fund. Since leaving office, Clinton has been rated highly in public opinion polls of U.S. presidents.

Early life and career[link]

Bill Clinton was born William Jefferson Blythe, III, at Julia Chester Hospital in Hope, Arkansas.^[1][2] His father, William Jefferson Blythe, Jr., was a traveling salesman who died in an automobile accident three months before Bill was born.^[3] His mother Virginia Dell Cassidy (1923–1994) traveled to New Orleans to study nursing soon after he was born. She left Bill in Hope with grandparents Eldridge and Edith Cassidy, who owned and ran a small grocery store.^[2] At a time when the Southern United States was segregated racially, Bill's grandparents sold goods on credit to people of all races.^[2] In 1950, Bill's mother returned from nursing school and married Roger Clinton, Sr., who owned an automobile dealership in Hot Springs, Arkansas with his brother.^[2] The family moved to Hot Springs in 1950.

Although he assumed use of his stepfather's surname, it was not until Billy (as he was known then) turned fifteen^[4] that he formally adopted the surname Clinton as a gesture toward his stepfather.^[2] Clinton says he remembers his stepfather as a gambler and an alcoholic who regularly abused his mother and half-brother, Roger Clinton, Jr., to the point where he intervened multiple times with the threat of violence to protect them.^[2][5]

In Hot Springs, Clinton attended St. John's Catholic Elementary School, Ramble Elementary School, and Hot Springs High School – where he was an active student leader, avid reader, and musician.^[2] He was in the chorus and played the tenor saxophone, winning first chair in the state band's saxophone section. He briefly considered dedicating his life to music, but as he noted in his autobiography My Life:

"Sometime in my sixteenth year, I decided I wanted to be in public life as an elected official. I loved music and thought I could be very good, but I knew I would never be John Coltrane or Stan Getz. I was interested in medicine and thought I could be a fine doctor, but I knew I would never be Michael DeBakey. But I knew I could be great in public service."^[2]

Clinton has named two influential moments in his life that contributed to his decision to become a public figure, both occurring in 1963. One was his visit as a Boys Nation senator to the White House to meet President John F. Kennedy.^[2][5] The other was listening to Martin Luther King's 1963 I Have a Dream speech, which impressed him enough that he later memorized it.^[6]

College and law school years[link]

With the aid of scholarships, Clinton attended the Edmund A. Walsh School of Foreign Service at Georgetown University in Washington, D.C., receiving a Bachelor of Science in Foreign Service (B.S.) degree in 1968. He spent the summer of 1967, the summer before his senior year, interning for Arkansas Senator J. William Fulbright.^[2] While in college, he became a brother of Alpha Phi Omega and was elected to Phi Beta Kappa. Clinton was also a member of the Order of DeMolay, a youth group affiliated with Freemasonry, but he never became a Freemason.^[7] He is a member of Kappa Kappa Psi honorary band fraternity.^[8]

Upon graduation, he won a Rhodes Scholarship to University College, Oxford where he studied Philosophy, Politics and Economics, though because he had switched programs and had left early for Yale University, he did not receive a degree there.^[5][9] He developed an interest in rugby union, playing at Oxford^[10] and later for the Little Rock Rugby club in Arkansas. While at Oxford he also participated in Vietnam War protests and organized an October 1969 Moratorium event.^[2]

Clinton's political opponents charge that to avoid being drafted into the Vietnam War during his college years, he used the political influence of a U.S. Senator, who employed him as an aide.^[11] Col. Eugene Holmes, an Army officer who was involved in Clinton's case, issued a notarized statement during the 1992 presidential campaign: "I was informed by the draft board that it was of interest to Senator Fullbright's office that Bill Clinton, a Rhodes Scholar, should be admitted to the ROTC program... I believe that he purposely deceived me, using the possibility of joining the ROTC as a ploy to work with the draft board to delay his induction and get a new draft classification."^[12][13] Although legal, Clinton's actions were criticized by conservatives and some Vietnam veterans during his presidential campaign in 1992.^[14][15][16]

After Oxford, Clinton attended Yale Law School and earned a Juris Doctor (J.D.) degree in 1973.^[5] In a Yale library in 1971 he met fellow law student Hillary Rodham, who was a year ahead of him.^[17] They began dating and soon were inseparable. After only about a month, Clinton proposed to Rodham and postponed his plans to be a coordinator for the McGovern campaign for the 1972 United States presidential election in order to move in with her in California.^[18] They later married on October 11, 1975, and their only child, Chelsea, was born on February 27, 1980.^[17]

Clinton did eventually move to Texas with Rodham to take a job leading McGovern's effort there in 1972. He spent considerable time in Dallas, at the campaign's local headquarters on Lemmon Avenue, where he had an office. There, Clinton worked with future two-term mayor of Dallas, Ron Kirk, future governor of Texas, Ann Richards, and then unknown television director (and future filmmaker), Steven Spielberg.

Political career 1978–1992[link]

After graduating from Yale Law School, Clinton returned to Arkansas and became a law professor at the University of Arkansas. A year later, he ran for the House of Representatives in 1974. The incumbent, Republican John Paul Hammerschmidt, defeated Clinton in the general election by a 52% to 48% margin. With only minor opposition in the primary and no opposition at all in the general election,^[19] Clinton was elected Arkansas Attorney General in 1976.^[5]

Clinton was elected Governor of Arkansas in 1978, having defeated the Republican candidate Lynn Lowe, a farmer from Texarkana. He became the youngest governor in the country at 32. Due to his youthful appearance, Clinton was often called the "Boy Governor", a referent that continues to be used to refer to him during his gubernatorial era on occasion.^[20][21][22] He worked on educational reform and Arkansas's roads, with wife Hillary leading a successful committee on urban health care reform. However, his term included an unpopular motor vehicle tax and citizens' anger over the escape of Cuban refugees (from the Mariel boatlift) detained in Fort Chaffee in 1980. Monroe Schwarzlose of Kingsland in Cleveland County, polled 31% of the vote against Clinton in the Democratic gubernatorial primary of 1980. Some suggested Schwarzlose's unexpected voter turnout foreshadowed Clinton's defeat in the general election that year by Republican challenger Frank D. White. As Clinton once joked, he was the youngest ex-governor in the nation's history.^[5]

Clinton joined friend Bruce Lindsey's Little Rock law firm of Wright, Lindsey and Jennings.^[23] In 1982, he was again elected governor and kept this job for ten years.^[19] He helped Arkansas transform its economy and significantly improve the state's educational system. He became a leading figure among the New Democrats.^[24][25] The New Democrats, organized as the Democratic Leadership Council (DLC), were a branch of the Democratic Party that called for welfare reform and smaller government, a policy supported by both Democrats and Republicans. He gave the Democratic response to President Reagan's 1985 State of the Union Address and served as Chair of the National Governors Association from 1986 to 1987, bringing him to an audience beyond Arkansas.^[5] Clinton made economic growth, job creation and educational improvement high priorities. For senior citizens, he removed the sales tax from medications and increased the home property-tax exemption.^[24]

In the early 1980s, Clinton made reform of the Arkansas education system a top priority. The Arkansas Education Standards Committee, chaired by Clinton's wife, attorney and Legal Services Corporation chair Hillary Rodham Clinton, succeeded in reforming the education system, transforming it from the worst in the nation into one of the best. Many have considered this the greatest achievement of the Clinton governorship. Clinton and the committee were responsible for state educational improvement programs, notably more spending for schools, rising opportunities for gifted children, an increase in vocational education, raising of teachers' salaries, inclusion of a wider variety of courses, and compulsory teacher testing for aspiring educators.^[5][24] He defeated four Republican candidates for governor: Lowe (1978), White (1982 and 1986), and businessmen Woody Freeman of Jonesboro, (1984) and Sheffield Nelson of Little Rock (1990).^[19]

The Clintons' personal and business affairs during the 1980s included transactions that became the basis of the Whitewater investigation that dogged his later presidential administration.^[26] After extensive investigation over several years, no indictments were made against the Clintons related to the years in Arkansas.^[5][27]

According to some sources, Clinton was in his early years a death penalty opponent who switched positions.^[28][29] During Clinton's term, Arkansas performed its first executions since 1964 (the death penalty had been re-enacted on March 23, 1973).^[30] As Governor, he oversaw four executions: one by electric chair and three by lethal injection. Later, as president, Clinton was the first President to pardon a death-row inmate since the federal death penalty was reintroduced in 1988.^[31]

In 1987, there was media speculation Clinton would enter the race after then-New York Governor Mario Cuomo declined to run and Democratic front-runner Gary Hart withdrew owing to revelations of marital infidelity. Clinton decided to remain as Arkansas governor (following consideration for the potential candidacy of Hillary Rodham Clinton for governor, initially favored – but ultimately vetoed – by the First Lady).^[32] For the nomination, Clinton endorsed Massachusetts Governor Michael Dukakis. He gave the nationally televised opening night address at the 1988 Democratic National Convention, which at 33 minutes was criticized for being too long.^[33] Presenting himself as a moderate and a member of the New Democrat wing of the Democratic Party, he headed the moderate Democratic Leadership Council in 1990 and 1991.^[24][34]

1992 presidential campaign[link]

In the first primary contest, the Iowa caucus, Clinton finished a distant third to Iowa Senator Tom Harkin. During the campaign for the New Hampshire primary, reports of an extramarital affair with Gennifer Flowers surfaced. As Clinton fell far behind former Massachusetts Senator Paul Tsongas in the New Hampshire polls,^[5] following Super Bowl XXVI, Clinton and his wife Hillary went on 60 Minutes to rebuff the charges. Their television appearance was a calculated risk, but Clinton regained several delegates. He finished second to Tsongas in the New Hampshire primary, but after trailing badly in the polls and coming within single digits of winning, the media viewed it as a victory. News outlets labeled him "The Comeback Kid" for earning a firm second-place finish.^[35]

Winning the big prizes of Florida and Texas and many of the Southern primaries on Super Tuesday gave Clinton a sizable delegate lead. However, former California Governor Jerry Brown was scoring victories and Clinton had yet to win a significant contest outside his native South.^[5][34] With no major Southern state remaining, Clinton targeted New York, which had many delegates. He scored a resounding victory in New York City, shedding his image as a regional candidate.^[34] Having been transformed into the consensus candidate, he secured the Democratic Party nomination, finishing with a victory in Jerry Brown's home state of California.^[5]

During the campaign, questions of conflict of interest regarding state business and the politically powerful Rose Law Firm, at which Hillary Rodham Clinton was a partner, arose. Clinton argued the questions were moot because all transactions with the state had been deducted before determining Hillary's firm pay.^[2][36] Further concern arose when Bill Clinton announced that, with Hillary, voters would be getting two presidents "for the price of one".^[37]

While campaigning for U.S. President, the then Governor Clinton returned to Arkansas to see that Ricky Ray Rector would be executed. After killing a police officer and a civilian, Rector shot himself in the head, leading to what his lawyers said was a state where he could still talk but did not understand the idea of death. According to Arkansas state and Federal law, a seriously mentally impaired inmate cannot be executed. The courts disagreed with the allegation of grave mental impairment and allowed the execution. Clinton's return to Arkansas for the execution was framed in a The New York Times article as a possible political move to counter "soft on crime" accusations.^[28][38]

Because Bush's approval ratings were in the 80% range during the Gulf War, he was described as unbeatable. However, when Bush compromised with Democrats to try to lower Federal deficits, he reneged on his promise not to raise taxes, hurting his approval rating. Clinton repeatedly condemned Bush for making a promise he failed to keep.^[34] By election time, the economy was souring and Bush saw his approval rating plummet to just slightly over 40%.^[34][39] Finally, conservatives were previously united by anti-communism, but with the end of the Cold War, the party lacked a uniting issue. When Pat Buchanan and Pat Robertson addressed Christian themes at the Republican National Convention – with Bush criticizing Democrats for omitting God from their platform – many moderates were alienated.^[40] Clinton then pointed to his moderate, "New Democrat" record as governor of Arkansas, though some on the more liberal side of the party remained suspicious.^[41] Many Democrats who had supported Ronald Reagan and Bush in previous elections switched their support to Clinton.^[42] Clinton and his running mate, Al Gore, toured the country during the final weeks of the campaign, shoring up support and pledging a "new beginning".^[42]

Clinton won the 1992 presidential election (43.0% of the vote) against Republican incumbent George H. W. Bush (37.4% of the vote) and billionaire populist Ross Perot, who ran as an independent (18.9% of the vote) on a platform focusing on domestic issues; a significant part of Clinton's success was Bush's steep decline in public approval.^[42] Clinton's election ended twelve years of Republican rule of the White House and twenty of the previous twenty-four years. The election gave Democrats full control of the United States Congress,^[3] the first time one party controlled both the executive and legislative branches since Democrats held the 95th United States Congress during the Jimmy Carter presidency in the late 1970s.^[43]

Presidency, 1993–2001[link]

During his presidency, Clinton advocated for a wide variety of legislation and programs, much of which was enacted into law or was implemented by the executive branch. Some of his policies, such as the North American Free Trade Agreement and welfare reform, have been attributed to a centrist Third Way philosophy of governance, while on other issues his stance was left-of-center.^[44][45] Clinton presided over the longest period of peacetime economic expansion in American history.^[46][47][48] The Congressional Budget Office reported budget surpluses of $69 billion in 1998, $126 billion in 1999, and $236 billion in 2000,^[49] during the last three years of Clinton's presidency.^[50] At the end of his presidency, Clinton moved to New York and helped his wife win election to the U.S. Senate there.

First term, 1993–1997[link]

Clinton was inaugurated as the 42nd President of the United States on January 20, 1993. Shortly after taking office, Clinton signed the Family and Medical Leave Act of 1993 on February 5, which required large employers to allow employees to take unpaid leave for pregnancy or a serious medical condition. This action had bipartisan support,^[51] and proved quite popular with the public.^[52]

On February 15, 1993, Clinton made his first address to the nation, announcing his plan to raise taxes to cap the budget deficit.^[53] Two days later, in a nationally televised address to a joint session of Congress, Clinton unveiled his economic plan. The plan focused on reducing the deficit rather than on cutting taxes for the middle class, which had been high on his campaign agenda.^[54] Clinton's advisers pressured him to raise taxes on the theory that a smaller federal budget deficit would reduce bond interest rates.^[55]

On May 19, 1993, Clinton fired seven employees of the White House Travel Office, causing a controversy even though the Travel Office staff served at the pleasure of the President, who could dismiss them without cause. The White House responded to the controversy by claiming the firings were done because of financial improprieties that had been revealed by a brief FBI investigation.^[56] Critics contended the firings had been done to allow friends of the Clintons to take over the travel business and that the involvement of the FBI was unwarranted.^[57]

Clinton signed the Omnibus Budget Reconciliation Act of 1993 in August of that year, which passed Congress without a Republican vote. It cut taxes for fifteen million low-income families, made tax cuts available to 90% of small businesses,^[59] and raised taxes on the wealthiest 1.2% of taxpayers. Additionally, through the implementation of spending restraints, it mandated the budget be balanced over a number of years.^[60]
