True, but every state has high percentages of ‘high-needs’ students. The declining trend in math performance through 11th grade means that math education (gap between national average and our performance) gets worse as the students go to more difficult subjects such as algebra, trig, and pre-calculus. Even some of the best public schools here are low performers, and don’t motivate even the brightest to do well ... ....
