The Buffett Rule is part of a tax plan proposed by President Barack Obama in 2011. The tax plan would apply a minimum tax rate of 30 percent on individuals making more than a million dollars a year. According to a White House official, the new tax rate would directly affect 0.3 percent of taxpayers.
The Buffett Rule is named after American investor Warren Buffett, who publicly stated in early 2011 that he believed it was wrong that rich people, like himself, could pay less in federal taxes, as a portion of income, than the middle class, and voiced support for increased income taxes on the wealthy. The rule would implement a higher minimum tax rate for taxpayers in the highest income bracket, to ensure that they do not pay a lower percentage of income in taxes than less-affluent Americans. In October 2011, Senate leader Harry Reid (D–Nev.) proposed a 5.6 percent surtax on millionaires to pay for new stimulus provisions, but the change did not go through.
A White House statement released in January 2012 defined the rule as part of "measures to ensure everyone making over a million dollars a year pays a minimum effective tax rate of at least 30 percent ... implemented in a way that is equitable, including not disadvantaging individuals who make large charitable contributions." The White House also stated that "no household making more than $1 million each year should pay a smaller share of their income in taxes than a middle-class family pays."

Buffett is the chairman, CEO and largest shareholder of Berkshire Hathaway, and is consistently ranked among the world's wealthiest people. Buffett is often referred to as the "Wizard of Omaha" or "Oracle of Omaha," or the "Sage of Omaha," and is noted for his adherence to value investing and for his personal frugality despite his immense wealth. Buffett is a notable philanthropist, having pledged to give away 99 percent of his fortune to philanthropic causes, primarily via the Gates Foundation. On April 11, 2012, he was diagnosed with prostate cancer, for which he successfully completed treatment in September 2012. Buffet is also active in contributing to political causes, having endorsed Democratic candidate Hillary Clinton for president during the 2016 campaign season.

He then defeated Republican nominee John McCain in the general election, and was inaugurated as president on January 20, 2009. Nine months after his inauguration, Obama was named the 2009 Nobel Peace Prize laureate.
The West Wing of the White House, also known as the Executive Office Building, houses the offices of the President of the United States. The West Wing contains the Oval Office, the Cabinet Room, the Situation Room, and the Roosevelt Room.
The West Wing's three floors contain offices for the White House Chief of Staff, the Counselor to the President, the Senior Advisor to the President, the White House Press Secretary, and their support staffs. The Vice-President has an office in the building, but his primary office is next door in the Eisenhower Executive Office Building.
The James S. Brady Press Briefing Room – where the Press Secretary makes announcements and gives daily briefings to reporters – is located in the West Colonnade of the White House, between the West Wing and the Executive Residence.
Before construction of the West Wing, presidential staff worked on the second floor of what is now the Executive Residence. However, when Theodore Roosevelt became President, he found that the existing offices in the Mansion were insufficient to accommodate his family as well as his staff. In 1902 he had the West Wing constructed by the New York architects McKim, Mead & White. The West Wing was originally intended as a temporary office structure, built on the site of the greenhouse and stables. The President's Office and the Cabinet Room took up the eastern third of the building. President Roosevelt's office was located approximately where the Roosevelt Room is now.
