A Cost-Benefit Approach to Public Policy
Dr. Jeffrey Miron at Harvard highlights two different approaches to libertarianism. The first approach, which he refers to as philosophical libertarianism, claims that individuals have rights. These libertarians believe that their rights are often infringed upon by government action, and therefore, are averse to most government action. The second approach, which Miron spends the bulk of his time discussing, is referred to as cost-benefit libertarianism or consequential libertarianism. This approach attempts to analyze the whole set of effects of a particular policy. In this view, the net consequences of government action that actually occur in the real world are often negative. Using the example of drug policy, Miron shows that, regardless of your personal views on rights, marijuana prohibition generates a large amount of negative consequences with little or no positive effects. Excellence in Public Policy
Excellence in Public Policy; A Celebration of Julian Le Grands forty years as a leading academic and policy analyst Speakers: Professor Julian Le Grand, Professor Carol Propper, Peter Taylor-Gooby, Nick Timmins, Professor Albert Weale Chair: Professor Stuart Corbridge This event was recorded on 24 May 2011 in Old Theatre, Old Building For excellent public policy, it is necessary to have a clear idea of both the ends to be achieved (including equity, quality and efficiency), and the means for achieving those ends (including the structure of motivation and incentives, and the appropriate balance between market and state). Julian has made major contributions in all of these areas, and this Seminar is an opportunity for distinguished academics and commentators to reflect on his work while developing their own ideas. Speakers include Professor Carol Propper of Imperial College and the University of Bristol; Professor Peter Taylor-Gooby of the University of Kent; Nick Timmins, Public Policy Editor of the Financial Times; Professor Albert Weale of University College, London; and, of course, Julian himself.

Brain Hero
In 2009, the Center on the Developing Child launched a collaboration with the Interactive Media Division of the School of Cinematic Arts at the University of Southern California (USC) to develop and test new ways of communicating the science of early childhood development using interactive media. The "Brain Hero" video, depicting how actions by a range of people in the family and community impact child development, is the first product of this collaboration. This 3-minute video adapts the visual sensibility of interactive game models to a video format. Based loosely on such games as "Guitar Hero," "SimCity," and "The Game of Life," the video portrays how actions taken by parents, teachers, policymakers, and others can affect life outcomes for both the child and the surrounding community. This collaboration, now between the Harvard Center and USC's newly launched Creative Media & Behavioral Health Center will continue joint work on the creation and dissemination of innovative storytelling products designed to inform the public discourse around policies and practices that support healthy brain development during childhood. For more information, please visit: developingchild.harvard.edu Major funding support for this collaboration has been provided by Birth to Five Policy Alliance, Buffett Early Childhood Fund, Casey Family Programs, Harvard University, and the Norlien Foundation.

Raila on public policy
www.ntv.co.ke Prime Minister Raila Odinga has launched the National Handbook that provides a framework for formulation, implementation and evaluation of government policies. The Prime Minister says the handbook outlines the government approach to policy formulation that takes into account the regional variables and the input of all stakeholders including the public. Raila says all sovereign power belongs to the people of Kenya as the country transits to a devolved system of government. Odinga informed the launch held at the Kenyatta International Conference Centre that demand for public participation in policy formulation was critical due to the complexity of arising challenges climate change, HIV and regional integration.

Citizens for Good Public Policy - Commercial
On January 28th, 2008 the Gainesville City Commission passed a (PDF)Gender Identity Ordinance granting special legal status to people who suffer from gender identity disorder. This ordinance, among other things, allows a male with an "inner sense of being" female to enter most publicly accessible female restrooms in Gainesville with full legal protection (churches and government offices are exempt). Available statistical data suggest that a city the size of Gainesville typically has less than 10 residents with gender identity disorder. The ordinance was designed to accommodate them. It also accommodates the 263 sexual offenders and/or predators living within Gainesville's city limits (Florida Department of Law Enforcement website, as of 5/28/08), thereby especially placing women and children at risk. If you own or operate a business in Gainesville, the Gender Identity Ordinance also places undue burden and liability upon you. If you are interested in overturning Gainesville's Gender Identity Ordinance, and preventing such misguided legislation in the future, please read on.

A robot learning to flip pancakes
The video shows a Barrett WAM 7 DOFs manipulator learning to flip pancakes by reinforcement learning.
The motion is encoded in a mixture of basis force fields through an extension of Dynamic Movement Primitives (DMP) that represents the synergies across the different variables through stiffness matrices. An Inverse Dynamics controller with variable stiffness is used for reproduction.
The skill is first demonstrated via kinesthetic teaching, and then refined by Policy learning by Weighting Exploration with the Returns (PoWER) algorithm. After 50 trials, the robot learns that the first part of the task requires a stiff behavior to throw the pancake in the air, while the second part requires the hand to be compliant in order to catch the pancake without having it bounced off the pan.

We ask a OPD officer why he had his name badge covered....
This how to properly engage with police when they do suspicious things. We were riding by on bikes and noticed he's hiding his name and has no badge number. So we decided to ask him. He did not answer. we asked a ranking officer is that policy? The LT. quickly went about fixing his attitude. This is a common practice among cops at occupy's around the US .That way he/she cannot be named or referenced if he/she participates in police misconduct . Its in most police departments policies that all officers in uniform must show some form of identification. OPD does not wear badges with #'s, how do we hold anyone accountable?
THANKS OPD LT C.WONG for stepping up and holding the officer accountable on camera!
Update:
1. I did not have my face covered and Im not some out of town punk. I am a proud Black Male resident of OAKLAND
2. I never stated the cop had evil intentions.Im just tired of cops getting away with shit because there is no proof.
3.I posted this video because of the officers ATTITUDE. We asked him politely why over 10 times. no answer and was trying to give me the intimidation stare. We remained respectful and non violent. Thats what cops ask for right?
4. All the officer had to say was...I'm hiding my name for my families safety. I dont want my family harassed. Then I would NOT have posted the video.
5. This is for OSCAR GRANT!
6. I have been slamed to the ground, had guns pointed at me, hit with nightsticks and held in handcuff being humiliated by POLICE and was NEVER arrested. KARMA just came back to equal out all the times cops have violated me and my friends!
Update#2
on page 5 section C. line item 3
3. Each officer shall wear a badge, nameplate, or other device on the outside of his or her uniform or on his or her helmet which bears the identification number or the name of the officer, as required by Penal Code § 830.10.
The number or name shall be clearly visible at all times. The letters or numerals on helmets,
jackets, and vests shall be clearly legible at a distance sufficient to provide a measure of
safety for both officers and demonstrators/observers and, in no case, shall be less than two
inches in height on helmets.
