Catholic Ecumenical Councils include 21 councils over a period of 1700 years. While definitions changed throughout history, in today's Roman Catholic understanding Ecumenical Councils are assemblies of Patriarchs, Cardinals, residing Bishops, Abbots, male heads of religious orders and other juridical persons, nominated by the Roman Pontiff. They meet to discuss matters of faith and Church discipline. Council decisions, to be valid, are approved by the popes. Participation is limited to these persons, who cannot delegate their voting rights.

Ecumenical councils are different from provincial councils, where bishops of a Church province or region meet. Episcopal conferences and plenary councils are other bodies, meetings of bishops of one country, nation, or region, such as the United States Conference of Catholic Bishops. This article does not include councils of a lower order or regional councils. Ecumenical in the Catholic view does not mean that all bishops attended the councils, which was not even the case in Vatican II. Nor does ecumenical imply the participation of or acceptance by all Christian communities and Churches. Ecumenical refers to "a solemn congregations of the Catholic bishops of the world at the invitation of the Pope to decide on matters of the Church with him". The ecumenical character of the councils of the first millennium was not determined by the intention of those who issued the invitations. The papal approval of the early councils did not have a formal character, which was characteristic in later councils. The Catholic Church did not officially declare these Councils to be ecumenical. This became theological practice. Different evaluations existed between and within Christian communities.

An ecumenical council (or oecumenical council; also general council) is a conference of ecclesiastical dignitaries and theological experts convened to discuss and settle matters of Church doctrine and practice. The word "ecumenical" derives from the Greek language "οἰκουμένη", which literally means "the inhabited world", – a reference to the Roman Empire that later was extended to apply to the world in general. Due to schisms, only the two earliest councils can be considered to have included bishops of the entire Christian Church, as it existed before those schisms. Later councils included bishops of only parts of the Church as previously constituted, leading the Christians who do not belong to those parts to reject the actions of those councils.

Acceptance of these councils thus varies between different branches of Christianity. Disputes over christological questions have led certain branches to reject some of the councils that others accept.

The Church of the East (accused by others of adhering to Nestorianism) accepts as ecumenical only the first two councils. Oriental Orthodox Churches accept the first three. Both the Eastern Orthodox Church and Roman Catholic Church recognise as ecumenical the first seven councils, held from the 4th to the 9th century; but while the Eastern Orthodox Church accepts no later council or synod as ecumenical, the Roman Catholic Church continues to hold general councils of the bishops in full communion with the Pope, reckoning them as ecumenical, and counting in all, including the seven recognized by the Eastern Orthodox Church, twenty-one to date. Anglicans and confessional Protestants, accept either the first seven or the first four as Ecumenical councils.

William Franklin "Billy" Graham, Jr. (born November 7, 1918) is an American evangelical Christian evangelist, ordained as a Southern Baptist minister, who rose to celebrity status with national media backing of William Randolph Hearst and Henry Luce in 1949. His sermons were broadcast on radio and television, with some still re-broadcast today.

Graham is notable for having been a spiritual adviser to several United States Presidents; he was particularly close to Dwight D. Eisenhower and Richard M. Nixon. During the civil rights movement, he began to support integrated seating for his revivals and crusades; in 1957 he invited Rev. Martin Luther King, Jr. to jointly preach at a huge revival in New York City, where they appeared together at Madison Square Garden, and bailed the minister out of jail in the 1960s when he was arrested in demonstrations.

Having built an evangelical empire and organized huge events worldwide, Graham has personally preached the Gospel to more people than any other person in history. His institutions include a variety of media and publishing outlets. According to his staff, more than 3.2 million people have responded to the invitation at Billy Graham Crusades to accept Jesus Christ as their personal Savior. As of 2008, Graham's estimated lifetime audience, including radio and television broadcasts, topped 2.2 billion.
