A barangay (Filipino: baranggay, [baɾaŋˈɡaj]) is the smallest administrative division in the Philippines and is the native Filipino term for a village, district or ward. Municipalities and cities are composed of barangays, and they may be further subdivided into smaller areas called purók (English: zone), and sitio, which is a territorial enclave inside a barangay, especially in rural areas. In writing, barangay is sometimes abbreviated to "Brgy." or "Bgy.". As of June 28, 2011 there are a total of 42,026 barangays throughout the Philippines.^[1]

History[link]

When the first Spaniards arrived in the 16th century, they found the Filipinos having a civilization of their own and some living in well-organized independent villages called barangays. The name barangay originated from balangay, a Malay word meaning "sailboat".^[2]

The term barangay was adopted and barangay structure defined in the modern context during the administration of President Ferdinand Marcos, replacing the old barrios and municipal councils. The barangays were eventually codified under the 1991 Local Government Code. The word "barangay" was derived from an ancient Malayo-Polynesian boat called a balangay.

The first barangays started as relatively small communities of around 50 to 100 families. By the time of contact with Spaniards, many barangays have developed into large communities. The encomienda of 1604 shows that many affluent and powerful coastal barangays in Sulu, Butuan, Panay,^[3] Leyte and Cebu, Pampanga, Pangasinan, Pasig, Laguna, and Cagayan River were flourishing trading centers. Some of these barangays had large populations. In Panay, some barangays had 20,000 inhabitants; in Leyte (Baybay), 15,000 inhabitants; in Cebu, 3,500 residents; in Vitis (Pampanga), 7,000 inhabitants; Pangsinan, 4,000 residents. There were smaller barangays with less number of people. But these were generally inland communities; or if they were coastal, they were not located in areas which were good for business pursuits.^[4] These smaller barangays had around thirty to one hundred houses only, and the population varies from one hundred to five hundred persons. According to Legazpi, he found communities with twenty to thirty people only.

Traditionally,^[5] the original “barangays” were coastal settlements of the migration of these Malayo-Polynesian people (who came to the archipelago) from other places in Southeast Asia (see chiefdom). Most of the ancient barangays were coastal or riverine in nature. This is because most of the people were relying on fishing for supply of protein and for their livelihood. They also travelled mostly by water up and down rivers, and along the coasts. Trails always followed river systems, which were also a major source of water for bathing, washing, and drinking.

The coastal barangays were more accessible to trade with foreigners. These were ideal places for economic activity to develop. Business with traders from other Countries also meant contact with other cultures and civilizations, such as those of Japan, Han Chinese, Indian people, and Arab people.^[6] These coastal communities acquired more cosmopolitan cultures, with developed social structures (sovereign principalities), ruled by established royalties and nobilities.

During the Spanish rule, smaller barangays were combined to form towns. Each barangay was headed by the cabeza de barangay (barangay chief), who formed part of the Principalía - the elite ruling class of the municipalities of the Spanish Philippines. This position was inherited from the first datus, and came to be known as such during the Spanish regime. The Spanish Monarch ruled each barangay through the Cabeza, who also collected taxes (called tribute) from the residents for the Spanish Crown.

When the Americans arrived, the term barrio went into prominence, as the barangays were called by that name. The term was kept for much of the twentieth century until President Ferdinand Marcos ordered the renaming of barrios back to barangays. The name has stuck ever since, though some people still use the old term. The Municipal Council was abolished upon transfer of powers to the barangay system. Marcos used to call the barangay part of Philippine participatory democracy. Most of his writings involving the New Society which he envisioned, praised the role of baranganic democracy in nation-building.

After the EDSA Revolution and the drafting of the 1987 Constitution, the Municipal Council was restored, making the barangay the smallest unit of government in Philippine politics.

Organization[link]

The modern barangay is headed by an elected official, the Punong Barangy (barangay chairman/captain), who is aided by Sangguniang Barangay (Barangay Council) members (barangay 'kagawads' or councilors), also elected. Barangay elections, while non-partisan on paper, are typically hotly contested. The barangay captain is via simple plurality (no runoff voting) while the councilors are elected via plurality-at-large voting with the entire barangay as a single at-large district: each voter can vote up to seven candidates, with the seven candidates with the most number of votes being elected. Typically, a ticket usually consists of one candidate for barangay captain and seven candidates for the councilors. Elections for the post of Punong Barangay and barangay kagawads are usually held every three years starting from 2007, unless suspended or postponed by Congress.

The barangay is governed from the barangay hall. A barangay tanod/barangay police (watchman) forms policing functions within the barangay. The number of barangay tanods differ from one barangay to another; they help maintain law and order in the neighborhoods throughout the Philippines.

Barangays are led and governed by its barangay officials. The "barangay officials" are considered to be Local Government Unit (LGU), similarly to the Provincial and the Municipal Government. Barangays are composed of a Punong Barangay, seven (7) Barangay Councilors or Barangay Kagawad, and a Youth Council or Sangguniang Kabataan (SK) Chairman which is considered as a member of the Council. Thus, there are eight (8) members of the Legislative Council in a barangay.^[7] Each member has its own respective committee where they are Chairmen of those committees. The Committees are the following: (1) Education Committee, (2) Peace and Order Committee, (3) Appropriations, Finance and Ways and Means Committee, (4) Health Committee, (5) Agriculture Committee, (6) Tourism Committee, (7) Infrastructure Committee, and (8) Youth and Sports Committee. There are three (3) appointed members of each committee. The Barangay Justice System is composed of members commonly known as "Lupon Tagapamayapa" (Justice of the peace) which function to conciliate and mediate disputes at the Barangay level so as to avoid legal action and relieve the courts of docket congestion.

Other uses[link]

• There exists a union of barangays in the Philippines: the Liga ng mga Barangay (English: League of Barangays), more commonly referred to by its previous name, Association of Barangay Captains (ABC). Representing all 41,995 barangays, it is the largest grassroots organization in the Philippines. The current president is Rico Judge "RJ" Echiverri, son of current Caloocan City Mayor Enrico Echiverri.

• The term "barangay" may also colloquially refer to a large group of people. An example is Barangay Ginebra, the name of supporters of the Ginebra San Miguel basketball team. In 1999, the team was renamed Barangay Ginebra Kings in homage to its fans.

Vice Ganda (born March 31, 1976) is a Filipino stand-up comedian, television host and actor. He is best known as the main judge on ABS-CBN’s talent show It's Showtime and the host of Gandang Gabi, Vice!.
He is declared as 43rd Box Office Entertainment Awards, Phenomenal Box Office Star & Male Concert Performer of the Year, in the year 2012.

He is also known for his lead roles in commercially successful films Petrang Kabayo and The Unkabogable Praybeyt Benjamin which became the highest-grossing film in Philippines.^[1][2][3]

He gained popularity for his comic routines, for which he uses observational comedy on typical “Pinoy” lifestyle and his use of situational irony and sarcasm when reacting to Filipino culture & behavior and human sexuality. He is the first openly gay endorser for a major product in the Philippines, which is Globe Telecom in the Philippines.^[4][5]

Early life[link]

Vice, Jose Marie Viceral, is the youngest of five children. He grew up in the neighborhood of José Abád Santos Street in Manuguit, Tondo, Manila. His father, a barangay captain, was murdered when he was young prompting his mother to work as a caregiver abroad leaving them by themselves. He obtained his college education at Far Eastern University studying Political Science.^[6] Around the age of 19, Vice was writing and performing his stand-up comic routines in comedy bars in Ermita, Manila.

Stand-up comedy[link]

Vice launched his stand-up career in Punchline and The Library, whose manager Andrew de Real gave him the screen name “Vice Ganda”.^[7] There he spent several years developing his materials in the comedy clubs. Vice’s career began to build after appearances on television and reviews from tabloid columns. He worked alongside fellow comedians Chocoleit, Pooh, John Lapus and Rey Kilay.

Television career[link]

He appeared in several TV series and sitcoms 'Dyosa under the direction of Wenn V. Deramas. Vice also had another supporting role in the drama series Maging Sino Ka Man: Ang Pagbabalik.

His biggest break came in 2009, when he became part of Showtime, a talent search program which made him a regular host/judge until present. His life story of being bullied as a young closeted gay has also been featured in the drama anthology, Maalaala Mo Kaya.^[8] Aside from Showtime, he is currently hosting his own Sunday talk show, the consistently top rated Gandang Gabi, Vice!.^[9] Currently he is under the management of ABS-CBN, handling him is business unit head Deo Endrinal^[10] after being managed for four years^[11] by local entertainment columnist/host Ogie Diaz.^[12]

Film career[link]

Vice starred in minor roles until in 2009 where he appeared alongside Vilma Santos and John Lloyd Cruz in the film In My Life, depicting a story of a young Filipino gay couple struggling life in New York when one of their parents tries to live with them. A year later he starred in a comedy film, a remake of Petrang Kabayo.^[13] It proved to be a hit when it was released.^[14] The following year, Vice starred in Praybeyt Benjamin with Derek Ramsay directed by Wenn V. Deramas. The movie became the first local film to reach 300-million Pesos in ticket sales and proved to be an even greater box office success than Petrang Kabayo.^[15] He is presently under contract with Viva Films.^[16]

Music[link]

On June 15, 2011, Vice released his first studio album, Lakas Tama. The album was released under Vicor Records and featured mostly pop and novelty songs including "Palong Palo" written by Callalily frontman Kean Cipriano.^[17] He is also included in the compilation album of Showtime released by Star Records.

Arwind Santos (born June 10, 1981 in Angeles City, Pampanga, Philippines) is a Filipino professional basketball player in the Philippine Basketball Association currently playing for the Petron Blaze Boosters. Selected second overall by the Air21 Express in the 2006 PBA Draft, he also played college hoops at Far Eastern University in the UAAP and the Magnolia Ice Cream Spinners in the Philippine Basketball League.

Santos played for Lubao Institute during his high school career. In 2000, he became well known during zonal competitions because of his hardwork on the basketball court.

UAAP career[link]

Santos arrived at the UAAP scene in 2002 with the FEU Tamaraws where he won Rookie of the Year honors. With the Tamaraws struggling to enter the Final Four, Santos was still able to put a decent performance. One of the highlights of his freshman year was a game-tying three against eventual champion Ateneo Blue Eagles.

In 2003, Santos led the Tamaraws to the UAAP title for the first time in six seasons, sweeping the Blue Eagles in the process. Santos was a candidate to win the Most Valuable Player Award, but was beaten by University of the East star James Yap. However, by leading the Tamaraws to the title, he was named Finals MVP. He was also named Defensive Player of the Year and was part of the Mythical Five together with season MVP Yap, Rich Alvarez, Paul Artadi, and Reynaldo Mendoza.^[1]

Santos would win the Most Valuable Player plum the next season (2004) but the Tamaraws lost to the De La Salle Green Archers in three crucial games. However, with the controversy that surrounded the Archers, the title was then awarded to the Morayta-based team. He also made it to the UAAP Mythical Five alongside Mark Cardona, LA Tenorio, Paolo Bugia and Dennis Miranda.

In his last year (2005) in the UAAP, he again led the team to the title by sweeping the anticipated championship rematch against the Green Archers thereby giving the FEU Tamaraws a three-peat from 2003-2005. Santos was adjudged Season MVP and Finals MVP. He was also named to the Mythical Five with Isip, Tenorio, Edwin Asoro and Joseph Yeo.

He is one of the only two players in the FEU Tamaraws that had his jersey retired. The other was Johnny Abarrientos.

Philippine Basketball League[link]

In 2003, Santos made his PBL debut for Viva Mineral Water, a team composed of fellow FEU teammates. After a slow start, he led the Water Force all the way to the PBL Unity Cup Finals, where they lost in five games to Hapee Toothpaste.

In 2004, Santos led Viva to its first PBL crown defeating Welcoat Paints in the 2004 Unity Cup. He was adjudged PBL MVP during the tournament and was part of the 2004 Mythical Five alongside former PBA players Jojo Tangkay and Chester Tolomia and teammates Dennis Miranda and Mark Isip.^[2] In 2006, he led Magnolia Ice Cream to the PBL Heroes Cup title, coming back from 0-2 deficit to defeat Welcoat Paints. In the PBL Unity Cup, Magnolia made an early exit. However, Santos still made the Mythical Second Team in his final PBL conference.^[3]

PBA career[link]

In the 2006 PBA Draft, Santos was selected second overall by the Air21 Express. He later signed a deal to play his first three seasons with the team, playing alongside Ranidel de Ocampo, Yancy de Ocampo, and KG Canaleta. He chose to wear the number 29 since his usual number 19 was already worn by Wynne Arboleda.

He ranked first among rookies in scoring during the Philippine Cup and almost led the Express to a quarterfinals appearance only to lose against the Sta. Lucia Realtors in a knockout match. He wound up with averages of 14.2 points per game (ppg), 8.3 rebounds per game (rpg), 0.9 assists per game (apg), 0.8 steals per game (spg), and 1.2 blocks per game (bpg). Because of his sterling play, he made it to the Mythical Second Team as well as the All-Defensive Team.

Santos was one of the leading contenders for the Rookie of the Year (ROY) honors at the season's end with the likes of Sta. Lucia's Kelly Williams and Welcoat's Jay-R Reyes as among the possible winners. Williams eventually won the ROY award. But Santos was part of the All-Rookie Team together with Williams, Jay-R Reyes, Jireh Ibañez and LA Tenorio.

The next season, 2007-2008 season, Santos and Williams faced each other again for the Philippine Cup Best Player of the Conference (BPC) award by finishing No. 1 and 2 in the statistical points (SPs). However, despite trailing in the SPs department, Williams would win the award with Santos finishing No. 2 just like in the previous year's rookie race. Santos eventually posted numbers of 16.3 ppg (8th-best), 9.6 rpg (4th best), 1.7 apg, 1.2 spg (8th-best) and 1.5 bpg (2nd-best) on the way to earning a berth in both the Mythical First Team and All-Defensive Team. He also won the Defensive Player of the Year award. He led the Express team to a runner-up finish against Barangay Ginebra together with import Steve Thomas in the Fiesta Cup. At season's end, Santos and Williams battled it out again, this time for the MVP award, which went again to Williams (2762 points) as against Santos' 1775 points. This would be the third time that Williams edged out Santos in the race for a major award (2006-07 ROY and 2007-08 Philippine Cup BPC).^[4]

In the 2008-2009 season, Santos averaged 26.7 ppg, 7.8 rpg, 1.2 apg, 1.2 spg and 1.1 bpg. By virtue of his consistent play, Santos made it to the Mythical First Team for the second year in a row and the All-Defensive Team for the third straight year.^[5] This year would prove to be his last year with the Express team.

During the off season Arwind Santos finally got his wish to play for the San Miguel Beermen, the winningest team in the history of the Philippine Basketball Association. None among the officials confirmed the trade although a highly-placed source revealed that Santos was shipped to the Beermen in exchange for 6'4" power forward Marc Pingris, 6'6" sophomore center Ken Bono and San Miguel's 2010 first round pick.^[6][7]

In the 2009-2010 season, his first year with the San Miguel franchise, he shared stellar minutes with the likes of Jay Washington, Dondon Hontiveros, Danny Seigle and Alex Cabagnot. Because of this his averages dipped a bit as he posted averages of 14.6 ppg, 7.9 rpg, 7.2 apg, 1.1 spg and 1.2 bpg. He again made it to the Mythical First Team (3rd-straight) and All-Defensive Team (4th time in 4 years).

In the first round of the 2010-11 Philippine Cup, San Miguel compiled an 11-3 record while Santos averaged 16.6 points per game. In the 2011 PBA Governors Cup, he was awarded with the Best Player of the Conference.^[8] He also led his team to an improbable championship in the Governor's Cup conference over the highly favored Talk 'N Text team who were aiming to complete a rare grand slam. In so doing, he was named the Phoenix Fuels-PBA Press Corps Finals MVP.^[9] At season's end, Santos posted averages of 25.3 ppg, 10.7 rpg, 7.2 apg, 1.0 spg and 1.3 bpg on the way to earning berths in the Mythical First Team and All-Defensive Team for the 4th and 5th year in a row, respectively.

International career[link]

He also suited up for the Philippine National Team a couple of times under coach Chot Reyes in 2006 and coach Yeng Guiao in 2008.

In August 2010, Santos, along with other PBA players, was considered as a possible reinforcement for Smart Gilas, as the developmental Philippine national basketball team was looking to make the squad more competitive.^[10]

Santos also suited up for the PBA All-Stars in the NBA-Asia Challenge 2009 dubbed as "NBA Generations vs. PBA All-Stars" held last September 11, 2009 at the Araneta Coliseum.^[11] The NBA Generations team featured NBA legends Dominique Wilkins, Tim Hardaway, Vlade Divac and Robert Horry and coached by NBA six-time MVP and Hall of Famer Kareem Abdul Jabbar. Making up the PBA All-Stars line-up were PBA legends Alvin Patrimonio, Allan Caidic, Ronnie Magsanoc, Benjie Paras and Kenneth Duremdes and active players Santos, Wynne Arboleda, Japeth Aguilar, Dondon Hontiveros, Jay-R Reyes, Marc Pingris, Enrico Villanueva, Sonny Thoss, Willie Miller and Joseph Yeo.^[12] The NBA Generations defeated the PBA All-Stars 109-86 behind the efforts of Wilkins (28 points, 5 rebounds, 2 steals) and Horry (10 points, 5 rebounds, 4 assists). The PBA All-Stars were led by Caidic, Miller and Hontiveros with 15, 14 and 10 points, respectively while Santos scored 5 points.

Santos was again selected to play in the NBA-Asia Challenge 2010 where the two teams, Red and White, were composed of a mixture of NBA and PBA legends as well as NBA D-Leaguers and active PBA players. Making up the Red team were NBA legends Glen Rice and Gary Payton, D-leaguers Darnell Lazare and Chris McCray reinforced by PBA legends Caidic, Vergel Meneses, Atoy Co and active players like Santos, Rico Maierhofer and LA Tenorio while the White team was composed of NBA legends Chris Webber and Mitch Richmond with help from D-leaguers Richie Frahm, who was also a former PBA import, and Mark Tyndale and PBA legends Paras, Magsanoc, Patrimonio and active players Hontiveros and Ronald Tubid. Santos fired 16 points along with Meneses as they supported Caidic who scored 54 points including 14 3-point shots as the Red team walloped the White team 177-167.^[13]
