Ramsar Convention
A convention on Wetlands called the "Ramsar Convention" is an intergovernmental treaty that embodies the commitments of its member countries to maintain the ecological character of their Wetlands of International Importance and plan for the "wise use", or sustainable use, of all of the wetlands in their territories. Unlike the other global environmental convention, Rmasar is not affiliated with the United Nations system of Multilateral Environmental Agreement, but it works very closely with the other MEAs and is a full partner among the "biodiversity-related cluster" of treaties and agreements. The Ramsar Convention is the only treaty that deals with the wetlands ecosystem There are 160 countries involved including Denmark, Egypt, Japan, Panama, United States, United Kingdome, and Canada. Wetlands are recognized as important features in the landscape that provide numerous beneficial services for people and for fish and wildlife. Some of these services, or functions, include protecting and improving water quality, providing fish and wildlife habitats, storing floodwaters, and maintaining surface water flow during dry periods. These beneficial services, considered valuable to societies worldwide, are the result of the inherent and unique natural characteristics of wetlands. 40th Anniversary of the Ramsar Convention
Originally created to preserve wetlands as a vital habitat for waterfowl, the Ramsar Convention on Wetlands has inspired advances over the past 40 years in the conservation and wise use of all wetlands through local and national action and international cooperation to sustain the diverse socio-economic benefits that wetlands deliver to people throughout the world. The Ramsar Community will continue drawing attention to the wonders of wetlands and the urgent need to protect them. Wetlands are vital for human survival. The problem remains that, with the impact of a growing human population, intense demands for economic growth, imperatives for poverty eradication and improving people's livelihoods, these pressures continue to take precedence over maintaining our wetlands and a healthy wetland biodiversity. So our present and future challenge remains the same as it was over 40 years ago in the development of the Ramsar Convention. "All this we can do. And all this we will do, together, because all of you are Wetland Ambassadors."

The 11th Conference of the Contracting Parties (COP11) to the Ramsar Convention on Wetlands was held from 6-13 July 2012 at the Palace of the Parliament in Bucharest, Romania, on the theme "Wetlands: Home and Destination." Over 800 participants representing the 162 member states to the Convention, as well as the International Organisation Partners (IOPs) of the Ramsar Convention, UN agencies, intergovernmental organisations and non-governmental organisations (NGOs) as well as representatives of the private sector attended the meeting. Lower Maruyama River and the surrounding rice paddies has been recently designated as a Ramsar Site. The site comprises the Maruyama River within Toyooka City, adjacent rice fields and the coastal area facing the Sea of Japan. It is famous for a successful reintroduction programme for the endangered Oriental White Stork Ciconia boyciana that began in 1955 after the species had become extinct in the biogeographic region. The rice paddies are water-logged in the winter in order, as surveys indicate that they provide habitat for 5668 species in total. The people in Toyooka City rely on the lower Maruyama River as it provides a supply of water for domestic, industrial and agricultural use and is a source of food through its fisheries.

On February 2, 2012, both the Dixon Waterfowl Refuge at Hennepin & Hopper Lakes (managed by the Wetlands Initiative) and The Emiquon Complex (managed by The Nature Conservancy and the US Fish and Wildlife Service) were designated Wetlands of International Importance under the international Ramsar Convention on Wetlands.
