A country code top-level domain (ccTLD) is an Internet top-level domain generally used or reserved for a country, a sovereign state, or a dependent territory.

All ASCII ccTLD identifiers are two letters long, and all two-letter top-level domains are ccTLDs. In 2010, the Internet Assigned Numbers Authority (IANA) began implementing internationalized country code TLDs, consisting of language-native characters when displayed in an end-user application. Creation and delegation of ccTLDs is described in RFC 1591, corresponding to ISO 3166-1 alpha-2 country codes.

Delegation and management[link]

IANA is responsible for determining an appropriate trustee for each ccTLD. Administration and control is then delegated to that trustee, which is responsible for the policies and operation of the domain. The current delegation can be determined from IANA's list of ccTLDs. Individual ccTLDs may have varying requirements and fees for registering subdomains. There may be a local presence requirement (for instance, citizenship or other connection to the ccTLD), as for example the Canadian (ca) and German (de) domains, or registration may be open.

Relation to ISO 3166-1[link]

Unused ISO 3166-1 codes[link]

Almost all current ISO 3166-1 codes have been assigned and do exist in DNS. However, some of these are effectively unused. In particular, the ccTLDs for the Norwegian dependency Bouvet Island (bv) and the designation Svalbard and Jan Mayen (sj) do exist in DNS, but no subdomains have been assigned, and it is Norid policy not to assign any at present. Two French territories, bl (Saint Barthélemy) and mf (Saint Martin), still^[update] await local assignment by France's government.

The code eh, although eligible as ccTLD for Western Sahara, has never been assigned and does not exist in DNS. Only one subdomain is still registered in gb^[2] (ISO 3166-1 for the United Kingdom) and no new registrations are being accepted for it. Sites in the United Kingdom generally use uk (see below).

The former .um ccTLD for the U.S. Minor Outlying Islands was removed in April 2008. Under RFC 1591 rules .um is eligible as a ccTLD on request by the relevant governmental agency and local Internet user community.

ASCII ccTLDs not in ISO 3166-1[link]

Several ASCII ccTLDs are in use that are not ISO 3166-1 two-letter codes. Some of these codes were specified in older versions of the ISO list.

• uk (United Kingdom): The ISO 3166-1 code for the United Kingdom is GB. However, the JANET network had already selected uk as a top-level identifier for its pre-existing Name Registration Scheme, and this was incorporated into the DNS root. gb was assigned with the intention of a transition, but this never occurred and the use of uk is now entrenched.
• su This obsolete ISO 3166 code for the Soviet Union was assigned when the Soviet Union was still extant; moreover, new su registrations are accepted.
• ac (Ascension Island): This code is a vestige of IANA's decision in 1996 to allow the use of codes reserved in the ISO 3166-1 alpha-2 reserve list for use by the Universal Postal Union. The decision was later reversed, with Ascension Island now the sole outlier. (Three other ccTLDs, gg (Guernsey), im (Isle of Man) and je (Jersey) also fell under this category from 1996 until they received corresponding ISO 3166 codes in March 2006.)
• eu (European Union): On September 25, 2000, ICANN decided to allow the use of any two-letter code in the ISO 3166-1 reserve list that is reserved for all purposes. Only EU currently meets this criterion. Following a decision by the EU's Council of Telecommunications Ministers in March 2002, progress was slow, but a registry (named EURid) was chosen by the European Commission, and criteria for allocation set: ICANN approved eu as a ccTLD, and it opened for registration on 7 December 2005 for the holders of prior rights. Since 7 April 2006, registration is open to all.
• tp (the previous ISO 3166-1 code for East Timor): Being phased out in favor of tl since 2005.

Historical ccTLDs[link]

There are two ccTLDs that have been deleted after the corresponding 2-letter code was withdrawn from ISO 3166-1: cs (for Czechoslovakia) and zr (for Zaire). There may be a significant delay between withdrawal from ISO 3166-1 and deletion from the DNS; for example, ZR ceased to be an ISO 3166-1 code in 1997, but the zr ccTLD was not deleted until 2001. Other ccTLDs corresponding to obsolete ISO 3166-1 have not yet been deleted. In some cases they may never be deleted due to the amount of disruption this would cause for a heavily used ccTLD. In particular, the Soviet Union's ccTLD su remains in use more than a decade after SU was removed from ISO 3166-1.

The historical country codes dd for the German Democratic Republic and yd for South Yemen were eligible for a ccTLD, but not allocated; see also de and ye.

The temporary reassignment of country code cs (Serbia and Montenegro) until its split into rs and me (Serbia and Montenegro, respectively) led to some controversies^[3][4] about the stability of ISO 3166-1 country codes, resulting in a second edition of ISO 3166-1 in 2007 with a guarantee that retired codes will not be reassigned for at least 50 years, and the replacement of RFC 3066 by RFC 4646 for country codes used in language tags in 2006.

The previous ISO 3166-1 code for Yugoslavia, YU, was removed by ISO on 2003-07-23, but the yu ccTLD remained in operation. Finally, after a two-year transition to Serbian rs and Montenegrin me, the .yu domain was phased out in March 2010.

Australia was originally assigned the oz country code, which was later changed to au with the .oz domains moved to .oz.au.

Internationalized ccTLDs[link]

An internationalized country code top-level domain (IDN ccTLD) is a top-level domain with a specially encoded domain name that is displayed in an end user application, such as a web browser, in its language-native script or alphabet, such as the Arabic alphabet, or a non-alphabetic writing system, such as Chinese characters. IDN ccTLDs are an application of the internationalized domain name (IDN) system to top-level Internet domains assigned to countries, or independent geographic regions.

ICANN started to accept applications for IDN ccTLDs in November 2009,^[5] and installed the first set into the Domain Names System in May 2010. The first set was a group of Arabic names for the countries of Egypt, Saudi Arabia, and the United Arab Emirates. By May 2010, 21 countries had submitted applications to ICANN, representing 11 languages.^[6]

To avoid homograph attacks, ICANN requires all potential international TLDs to use at least one letter that does not resemble a Latin letter.

Unconventional usage[link]

Lenient registration restrictions on certain ccTLDs have resulted in various domain hacks. Domain names such as I.am, tip.it, start.at and go.to form well-known English phrases, whereas others combine the second-level domain and ccTLD to form one word or one title, creating domains such as blo.gs of South Georgia and the South Sandwich Islands (gs), del.icio.us of the United States (us), and cr.yp.to of Tonga (to). The .co domain of Colombia has generated significant interest as a potential competitor to generic TLDs for commercial use given its possible use as the abbreviation for the word "company".^[7] In June and July 2010 .co was opened for public registrations.

Unconventional ccTLDs (such as .cm) can also be used for typosquatting. The .cm domain of Cameroon has generated interest due to the possibility that people might miss typing the "o" for sites in the .com domain.^[8]

Commercial usage[link]

A number of the world's smallest countries, and non-sovereign or colonial entities with their own country codes, have licensed their TLDs for worldwide commercial use; for a list of these, see Country code top-level domains with commercial licenses.

A top-level domain (TLD) is one of the domains at the highest level in the hierarchical Domain Name System of the Internet.^[1] The top-level domain names are installed in the root zone of the name space. For all domains in lower levels, it is the last part of the domain name, that is, the last label of a fully qualified domain name. For example, in the domain name www.example.com, the top-level domain is .com (or .COM, as domain names are not case-sensitive). Management of most top-level domains is delegated to responsible organizations by the Internet Corporation for Assigned Names and Numbers (ICANN), which operates the Internet Assigned Numbers Authority (IANA) and is in charge of maintaining the DNS root zone.

History[link]

Originally, the top-level domain space was organized into three main groups,^[2] Countries, Categories, and Multiorganizations. An additional temporary group consisted only of the initial DNS domain,^[3] arpa, intended for transitional purposes toward the stabilization of the domain name system.

In the growth of the Internet, it became desirable to create additional generic top-level domains. Some of the initial domains' purposes were also generalized, modified, or assigned for maintenance to special organizations affiliated with the intended purpose.

Types of TLDs[link]

IANA today distinguishes the following groups of top-level domains:^[4]

• country-code top-level domains (ccTLD): Two letter domains established for countries or territories. With some historical exceptions, the code for any territory is the same as its two-letter ISO 3166 code.
• internationalized country code top-level domains (IDN ccTLD): ccTLDs in non-Latin character sets (e.g., Arabic or Chinese).
  • Test IDN TLDs were installed under test for testing purposes in the IDN development process.
• generic top-level domains (gTLD): Top-level domains with three or more characters
  • unsponsored top-level domains: domains that operate directly under policies established by ICANN processes for the global Internet community.
  • sponsored top-level domains (sTLD): These domains are proposed and sponsored by private agencies or organizations that establish and enforce rules restricting the eligibility to use the TLD. Use is based on community theme concepts.
• infrastructure top-level domain: This group consists of one domain, the Address and Routing Parameter Area (ARPA). It is managed by IANA on behalf of the Internet Engineering Task Force for various purposes specified in the Request for Comments publications.

Countries are designated in the Domain Name System by their two-letter ISO country code;^[5] there are exceptions, however (e.g., .uk). This group of domains is therefore commonly known as country-code top-level domains (ccTLD). Since 2009, countries with non-Latin based alphabets or scripting systems may apply for internationalized country code top-level domain names, which are displayed in end-user applications in their language-native script or alphabet, but use a Punycode-translated ASCII domain name in the Domain Name System.

Generic top-level domains (formerly Categories) initially consisted of GOV, EDU, COM, MIL, ORG, and NET. More generic TLDs have been added, such as info.

Internationalized country code TLDs[link]

IDN test domains[link]

In the process of testing internationalized top-level domains, ICANN implemented a set of IDN top-level domains that are translations of the name example.test into each language's script.

Infrastructure domain[link]

The domain arpa was the first Internet top-level domain. It was intended to be used only temporarily, aiding in the transition of traditional ARPANET host names to the domain name system. However, after it had been used for reverse DNS lookup, it was found impractical to retire it, and is used today exclusively for Internet infrastructure purposes such as in-addr.arpa for IPv4 and ip6.arpa for IPv6 reverse DNS resolution, uri.arpa and urn.arpa for the Dynamic Delegation Discovery System, and e164.arpa for telephone number mapping based on NAPTR DNS records. For historical reasons, arpa is sometimes considered to be a generic top-level domain.

Reserved domains[link]

RFC 2606 reserves the following four top-level domain names to avoid confusion and conflict.^[8] They may be used for various specific purposes however, with the intention that these should not occur in production networks within the global domain name system:

• example: reserved for use in examples
• invalid: reserved for use in obviously invalid domain names
• localhost: reserved to avoid conflict with the traditional use of localhost as a hostname
• test: reserved for use in tests

Historical domains[link]

In the late 1980s InterNIC created the nato domain for use by NATO. NATO considered none of the then existing TLDs as adequately reflecting their status as an international organization. Soon after this addition, however, InterNIC also created the int TLD for the use by international organizations in general, and persuaded NATO to use the second level domain nato.int instead. The nato TLD, no longer used, was finally removed in July 1996.

Other historical TLDs are cs for Czechoslovakia (now cz for Czech Republic and sk for Slovak Republic), dd for East Germany (using de after reunification of Germany), yu for SFR Yugoslavia (now: ba for Bosnia and Herzegovina, hr for Croatia, me for Montenegro, mk for Macedonia, rs for Serbia and si for Slovenia), and zr for Zaire (now cd for Democratic Republic of the Congo). In contrast to these, the TLD su has remained active despite the demise of the Soviet Union that it represents.

Proposed domains[link]

Around late 2000 when ICANN discussed and finally introduced^[9] aero, biz, coop, info, museum, name, and pro TLDs, site owners argued that a similar TLD should be made available for adult and pornographic websites to settle the dispute of obscene content on the Internet and the responsibility of US service providers under the US Communications Decency Act of 1996. Several options were proposed including xxx, sex and adult.^[10] As of June 2010, the .xxx TLD has received initial approval from the ICANN, based upon a proposal by the sponsoring agency for this TLD, a Florida-based company called ICM Registry.^[11][12]

An older proposal^[13] consisted of seven new gTLDs: arts, firm, info, nom, rec, shop, and web. Later biz, info, museum, and name covered most of these old proposals.

During the 32nd International Public ICANN Meeting in Paris in 2008,^[14] ICANN started a new process of TLD naming policy to take a "significant step forward on the introduction of new generic top-level domains." This program envisions the availability of many new or already proposed domains, as well a new application and implementation process.^[15] Observers believed that the new rules could result in hundreds of new gTLDs to be registered.^[16] Proposed TLDs include free, music, shop, berlin, wien and nyc.

Alternative DNS roots[link]

ICANN's slow progress in creating new generic top-level domains, and the high application costs associated with TLDs, contributed to the creation of alternate DNS roots with different sets of top-level domains. Such domains may be accessed by configuration of a computer with alternate or additional (forwarder) DNS servers or plugin modules for web browsers. Browser plugins detect alternate root domain requests and access an alternate domain name server for such requests.

Pseudo-domains[link]

Several networks, such as BITNET, CSNET, UUCP or other networks, existed that were in widespread use among computer professionals and academic users, that were incompatible with the Internet and exchanged e-mail with the Internet via special e-mail gateways. For relaying purposes on the gateways, messages associated with these networks were labeled with suffixes such as bitnet, oz, csnet, or uucp, but these domains did not exist as top-level domains in the public Domain Name System of the Internet.

Most of these networks have long since ceased to exist, and although UUCP still gets significant use in parts of the world where Internet infrastructure has not yet become well-established, it subsequently transitioned to using Internet domain names, so pseudo-domains now largely survive as historical relics. One notable exception is the 2007 emergence of SWIFTNet Mail, which uses the swift pseudo-domain.^[17]

The top-level pseudo domain local is required by the Zeroconf protocol. It is also used by many organizations internally, which may become a problem for those users as Zeroconf becomes more popular. Both site and internal have been suggested for private usage, but no consensus has emerged.^{[citation needed]}

The anonymity network Tor has a top-level pseudo-domain onion, which can only be reached with a Tor client because it uses the Tor-protocol (onion routing) to reach the hidden service to protect the anonymity of users.

Oceania without Asian country codes^{[clarification needed]}

Country codes are short alphabetic or numeric geographical codes (geocodes) developed to represent countries and dependent areas, for use in data processing and communications. Several different systems have been developed to do this. The best known of these is ISO 3166-1.^{[citation needed]} The term country code frequently refers to international dialing codes, the E.164 country calling codes.

ISO 3166-1[link]

This standard defines for most of the countries and dependent areas in the world:

• a two-letter (ISO 3166-1 alpha-2)
• a three-letter (ISO 3166-1 alpha-3), and
• a three-digit numeric (ISO 3166-1 numeric) code.

The two-letter codes are used as the basis for some other codes or applications, for example,

• for ISO 4217 currency codes and
• with deviations, for country code top-level domain names (ccTLDs) on the Internet: list of Internet TLDs.

Other country codes[link]

• European Union:
  • Before the 2004 EU enlargement the EU used the UN Road Traffic Conventions license plate codes; since then, it uses ISO 3166-1
  • The Nomenclature des unités territoriales statistiques (Nomenclature of territorial units for statistics, NUTS) of the European Union, mostly focusing on subdivisions of the EU member states
• FIFA (Fédération Internationale de Football Association) assigns a three-letter code (dubbed FIFA Trigramme) to each of its member and non-member countries: List of FIFA country codes
• Federal Information Processing Standard (FIPS) 10-4 defined two-letter codes used by the US government and in the CIA World Factbook: list of FIPS country codes. On September 2, 2008, FIPS 10-4 was one of ten standards withdrawn by NIST as a Federal Information Processing Standard.^[1]
• GOST 7.67: country codes in Cyrillic from the GOST standards committee
• From the International Civil Aviation Organization (ICAO):
  • The national prefixes used in aircraft registration numbers
  • Location prefixes in four-character ICAO airport codes
• International Olympic Committee (IOC) three-letter codes used in sporting events: list of IOC country codes

These prefixes are legally administered by the national entity to which prefix ranges are assigned.
  • Three-digit codes used to identify countries in maritime mobile radio transmissions, known as maritime identification digits
• License plates for automobiles:
  • Under the 1949 and 1968 United Nations Road Traffic Conventions (distinguishing signs of vehicles in international traffic): List of international license plate codes.^[2]
  • Diplomatic license plates in the United States, assigned by the U.S. State Department.
• North Atlantic Treaty Organisation (NATO) used two-letter codes of its own: list of NATO country codes. They were largely borrowed from the FIPS 10-4 codes mentioned below. In 2003, the eighth edition of the Standardisation Agreement (STANAG) adopted the ISO 3166 three-letter codes with one exception (the code for Macedonia). With the ninth edition, NATO is transitioning to four- and six-letter codes based on ISO 3166 with a few exceptions and additions.
• United Nations Development Programme (UNDP) also has its own list of trigram country codes.
• World Intellectual Property Organization (WIPO): WIPO ST.3 gives two-letter codes to countries and regional intellectual-property organizations.
• World Meteorological Organization (WMO) has its own list of country codes, used in reporting meteorological observations.
• UIC (the International Union of Railways: UIC Country Codes

The developers of ISO 3166 intended that in time it would replace other coding systems in existence.

Garrick Davis is an American poet and critic. He was born in Los Angeles, California in 1971.

Career[link]

He is the founding editor of the Contemporary Poetry Review, the largest online archive of poetry criticism in the English-speaking world. The CPR was founded in 1998, and was one of the earliest literary reviews in the United States to be published exclusively on the Internet. Regular contributors to the review have included a number of distinguished American poet-critics including Ernest Hilbert, David Yezzi, Adam Kirsch, Dillon Tracy, Bill Coyle, and Joan Houlihan. Its regular foreign contributors include the Irish poet-critics Justin Quinn and David Wheatley, and the Indian critic Rabindra Swain.

His criticism appears regularly in the Contemporary Poetry Review. His work has also been published in the New Criterion and the Weekly Standard.

His poetry has appeared in a number of literary magazines including Verse, McSweeney’s, the Alabama Literary Review, and the New York Sun.

He served as the literary specialist of the National Endowment for the Arts in Washington, D.C. from 2005-2008. He continues to serve as a specialist responsible for the NEA’s Arts Journalism program.
