Foreign combat troops are expected be out of Afghanistan within three years. But a decade into their mission, security remains precarious. In Sar Howza in Paktika province, a new district governor has been appointed - the second in just four weeks - after the previous governor was killed in a Taliban attack. Mohammed Hakim, a mullah or religious teacher thought to be linked with the attack, is now in custody. But many people in the district fear the Taliban will take revenge on them if he is not released. With no permanent security presence in most villages, the government cannot get an influential foothold - a challenge that is experienced all along Afghanistan's border with Pakistan. Al Jazeera's Bernard Smith reports from eastern Afghanistan.

A new Silk Road is among the plans which will allow the country to take ownership of its economic future. *INT* Michael O'Hanlon is a security analyst with the Brookings Institution in Washington. He says the new Silk Road cannot be made unless the country is stabilized. Mike added that 2014 is also the year for Presidential elections and under the Afghan constitution, Parliament, political parties and alternative centers of political influence remain week so we need to help Afghans find some meaningful ways to choose the next president. *INT* Caroline Wadhams is a senior fellow at the Center for American Progress. She says some basic reforms are needed in the areas of Justice and accountability because they are under the influence of the President, Afghans need greater checks and balances in the justice and accountability system to help deal with people's grievances.

According to recent reports, Muslims in Myanmar are suffering a tragic plight. Reports shows several hundred of nearly one million Muslims have been killed since June 28 during clashes in the western region of Rakhine. The UN has described Myanmar Muslims as one of the most persecuted minorities in the world. They are deprived from basic rights including education and employment and are subject to forced labor, extortion and other coercive measures. The government of Myanmar refuses to recognize the Muslim minority. Human Right Watch Organization reported earlier in July that "Burmese security forces have been implicated in killings and other abuses since the sectarian violence in northern Arakan State began." This is while the United States and the European Union are largely silent about the human right violations and the massacres targeting Muslims is Myanmar. Nobel Peace Prize laureate Aung San Suu Kyi who is deeply admired by the United States' and the British government is criticized because of her silence on the plight of Muslims. The head of the Organization of Islamic Cooperation (OIC) urged Myanmar's pro-democracy Aung San Suu Kyi to help end violence against the Muslim community in her country.
