Senegal President Macky Sall said the money spent on the senate about 15 million U.S. dollars will also go toward preventing further flooding. But critics said the main aim is to weaken the political opposition as most of the senators were supporters of the ex-president. The 100 senators had fought to retain their positions but lost the vote in the joint session of parliament. Controversy around the abolition of the senate in Senegal is still in the center of debates. We have already started working with the senate. We had attempted to abolish it but maintained in the end. I think that the senate nowadays is an institutional structure that we have already experienced and it contributes to the strengthening of democracy. Today all democratic countries in the world including Senegal look forward to the bicameralism and we already have it. I think it is a step backward for Senegal democracy to try to suppress the senate through false pretense said Aida Mbodji a member of parliament who opposes to the abolition. It is not surprising to see the opposition react this way. They are within their rights to think that anytime the government takes actions it is against their interests. I think that the opposition is surely backing here the wrong horse because President Macky Sall has explained in a national movement why he abolished the senate. But if the opposition wants to combat this it will have to deal with the population. I am for the abolition of this senate but I long for the creation of another one a genuine one that will fully play its role of legislator said Sall Assata a member of parliament who supports the abolition of the senate. Unlike the national assembly the senate is considered by many a symbol of government waste. The opposition is already weakened by the defeat of Abdoulaye Wade. The fact is that the senate is not popular. It costs around 5 to 7 billion CFA Francs Colonies franaises d Afrique which is a lot for Senegalese people nowadays. As I said we do not see the value at it said Mamadou Lamine Diallo Senegalese member of parliament. For President Sall the relief of the suffering of the Senegalese people is more important than the Senate. But the opposition claims that the government could use other sources of incomes to address the flood issue and save the senate. Mrs Diouf takes part in a literacy project for girls and women in Senegal (PAJEF). PAJEF is the result of a private-public partnership between UNESCO, Procter&Gamble; and the Government of Senegal. It aims to give access to education for 40,000 neo-literate and illiterate women aged 15 - 55. Senegal is one of the ten countries in Africa where over half of the adults (58%) are illiterate. The majority of these illiterates are women. Senegal has seized a Russian vessel after accusing its sailors of fishing illegally in its waters. Sixty-two Russians and 20 nationals of neighbouring Guinea-Bissau were detained when the navy raided the trawler, Oleg Naydenov, Senegal's armed forces spokesman Abou Thiam said. West African governments are battling to curb illegal fishing, which is threatening fishing stocks. The French military is helping Senegal to tackle the problem. There are about 50 such ships operating off our coast, entering [Senegalese territorial waters] fraudulently from time to time" Haidar El-Ali Fisheries minister The Oleg Naydenov was a "repeat offender" which had been spotted by a French military plane, Fisheries Minister Haidar El-Ali said at a press conference. Senegal was planning to adopt a decree that would allow the government to take ownership of foreign ships "that pillage our resources", he said. Senegal could impose a fine of 200m CFA francs ($414,000; £253,000, 304,400 euros) for illegal fishing but it could be doubled for the Oleg Naydenov because it was a "repeat offender", Mr Ali said. The minister said the US Agency for International Development estimated that Senegal lost about 150bn CFA francs a year because of illegal fishing by foreign trawlers. "There are about 50 such ships operating off our coast, entering [Senegalese territorial waters] fraudulently from time to time. We will not allow this," Mr Ali said.
