Irina Bokova, Director-General of UNESCO, talks to Rod Beckstrom, President and CEO of ICANN. The video was made in Paris on 10 December 2009, when a significant step was taken towards greater linguistic diversity on the Internet when UNESCO signed an agreement with ICANN - the body that assigns online addresses to Internet users - to help put into operation the first multilingual domain names. The cooperation agreement follows the recent decision by the Internet Corporation for Assigned Names and Numbers (ICANN) to introduce IDNs, or Internationalized Domain Names, in non-Latin script. Until now, domain names in Internet addresses (for example .org, .com) were written using characters from the Latin alphabet exclusively. On November 16, in the first phase of the plan, ICANN began accepting requests from representatives of countries and territories around the world for new country codes in Arabic, Chinese and other scripts. The regulatory body overseeing the internet has said it is ready to begin approving web site names written in non-Latin characters. The move is being billed as the biggest change in the 40 year history of the internet. Until now URLs have only been available in latin script. But the changes should pave the way for users to enter addresses in scripts such as Chinese, Arabic and Cyrillic. Al Jazeera's Anand Naidoo reports.

The Azerbaijan Democratic Republic (ADR; Azerbaijani: Azərbaycan Xalq Cümhuriyyəti) was the first successful attempt to establish a democratic and secular republic in the Muslim world. The ADR was founded on May 28, 1918 after the collapse of the Russian Empire that began with the Russian Revolution of 1917 by Azerbaijani National Council in Tiflis. Following the occupation of ADR by the Soviet Russia, the second Republic was established in Azerbaijan, entitled the Azerbaijan Soviet Socialistic Republic, which lasted till 1990. In 1991 Azerbaijan regained its independence and declared the third Azerbaijan Republic. The video shows the official flags adopted during this periods. Mostly the changes on the flags are caused by alphabet adoptions. The Arabic script was introduced to the Azerbaijan region in the 7th century and continued to be used to write Azerbaijani until the 1920s. Three different versions of the Arabic script were used during this period: the 28-letter Arabic script, the 32-letter Perso-Arabic script and the 33-letter Turkic Arabic script. None of these was ideal for writing Azerbaijani and various reforms were proposed, particularly during the late 19th and early 20th centuries. From the 19th century there were efforts by some intellectuals like Mirza Fatali Akhundov to replace the Arabic alphabet and create a Latin script for Azeri. the HISTORY of Mongolian Language And Scripts. Mongolian is an Altaic language spoken by approximately 5 million people in Mongolia, China, Afghanistan and Russia. There are a number of closely related varieties of Mongolian: Khalkha or Halha, the national language of Mongolia, and Oirat, Chahar and Ordos, which are spoken mainly in the Inner Mongolian Autonomous Region of China. Other languages considered part of the Mongolian language family, but separate from Mongolian, include Buryat and Kalmyk, spoken in Russia and Moghul or Mogul, spoken in Afghanistan. In 1208 Chinggis Khan defeated the Naiman, and captured their Uyghur scribe Tatar-Tonga, who apparently adapted the Old Uyghur alphabet to write Mongolian. The alphabet created by Tatar-Tonga is now known as the Uighur/Uyghur Script, the Classical Mongol Script, the Old Script, or Mongol Bichig in Mongolian. Between the 13th and 15th Centuries, Mongolian was also written with Chinese characters, the Arabic alphabet and a script derived from Tibetan called Phags-pa. As a result of pressure from the Soviet Union, Mongolia adopted the Latin alphabet in 1931 and the Cyrillic alphabet in 1937. In 1941 the Mongolian government passed a law to abolish the Classical Mongol script, but since 1994 they have been trying to bring it back. It is now taught to some extent in schools, though is mainly used for decorative purposes by artists, designers, calligraphers and poets. capitals are impractical, need 2 key operations, stand for hierarchical principles and only go upwards. lower case letters are quick, objective, neutral and also go down. by extracting capitals from latin script i convert it into a unicase script (1) and approximate it to the ipa script (2), which -- not without a reason -- associates a spoken sound to exactly 1 graphic sign (a = "a"). it is illogical to represent a phoneme by 2 different graphemes (a = "a" or "A"). the rules for the usage of capitals are from the analog world, vary from language to language, tend to be quite complicated, serve as a means of selection and discipline and are regulated by committees without democratic legitimacy, which continue national traditons. the exclusive usage of lower case letters (latin unicase), which is rampant in the digital world (3), ignores those rules, underlines the democratic function of writing and sets a sign for overcoming cultural boundaries. letters going up and down represent the human condition better than letters going only upwards. writing serves as a means for representing language. it belongs to all who create and use it. (1) other unicase scripts: arabic, chinese, devanagari, georgian, hangul, hebrew, japanese, tamil.
