The True Meaning of Harm Reduction (Sub: ENG)
"Harm reduction" is a divisive term among treatment professionals working with drug users -- it irritates many who believe that abstinence is the only legitimate goal of drug related interventions. Even if harm reduction programs, such as opiate substitution treatment or needle exchange gained great popularity and acceptance in the past decade in most countries of the world, there is still much confusion and debate about the theoretical and philosophical aspects. We interviewed several people in Vienna at the Global NGO Forum this June to learn about their opinions on harm reduction. We identified the following definitions of and approaches to harm reduction among the participants: 1) There are still opponents of harm reduction who consequently reject harm reduction and label it as "harm promotion", or the "Trojan horse of legalizers". The opinion is hold mostly by the advocates of the War on Drugs in the US, where official documents never use the term. 2) Some people (like Antonio Maria Costa, head of UNODC) try to define every anti-drug activities as harm reduction, including the eradication of drug crops in Afghanistan and interdiction efforts of the police. They argue that all these interventions aim to reduce the harms caused by illicit substance abuse . 3) Others say harm reduction should not be a goal in itself but only a first step in the long way to abstinence. A New Treatment for Drug and Alcohol Problem. Harm reduction is a framework for helping drug and alcohol users who cannot or will not stop completely_the majority of users_reduce the harmful consequences of use. Harm reduction accepts that abstinence may be the best outcome for many but relaxes the emphasis on abstinence as the only acceptable goal and criterion of success. Instead, smaller incremental changes in the direction of reduced harmfulness of drug use are accepted. This book shows how these simple changes in emphasis and expectation have dramatic implications for improving the effectiveness of psychotherapy.

Using the ethical principles of autonomy and beneficence, and the mandate for informed consent, this video argues that counselors must encourage smoking clients to consider electronic cigarettes as a tool for harm reduction and smoking cessation. Healthcare professionals who wish to ban "ecigs" are relying more on sincerity than science, and passion more than ethics. Those who refuse to take money from tobacco companies should be ethically consistent and refuse money from drug companies that make nictoine pathes, gum, etc. Comments welcome. Harm reduction is basically a model that has just recently been brought to the field of addictions. Harm reduction is the standard orientation or philosophy of relating to clients or people with addictions. The goal is not necessarily abstinence. The goal with someone with an addiction and going through a harm-reduction approach is that they reduce the harm that it's causing them. For example, we get in our car and we put on our seat-belt not because there's no danger out there, but rather we're going to minimize the danger by putting on our seat-belt so we don't get hurt that bad if there should be an accident. Harm Reduction Treatment That's the orientation in general medicine. That's brand new or fairly new to the field of addiction because the addiction field has been very biased in that moral, bad-person, sort of philosophy. To suggest anything other than 100 percent abstinence implies that there may be something else going on other than the biological or disease component. So, harm reduction is very progressive, and very provocative, but it is the cutting edge, I believe, of how addictions will be worked with in the future. Harm reduction is a model that has been very successful helping youth experiencing homelessness gain stability and direction. Using harm reduction for youth requires adapting the model to develop a youth appropriate intervention focused on positive development. Panelists Bob Mecum and Geoffrey Hollenbach from Lighthouse Youth Services in Cincinnati, OH and Jon Bradley and Chris Bicknell from Preble Street in Portland, ME joined Jennifer Ho and three youth who have experienced homelessness in an interactive forum. The panel discussed the basics of a harm reduction model for youth and the benefits gained from meeting youth where they are at, offering them the supports and trusting relationships they need to gain stability.

FACEBOOK: www.facebook.com WEB: drogriporter.hu Lebanon is a law prevalence country in relation to HIV and it is one of the most open and liberal countries of the Middle East. Still, we found there is a huge stigma attached to being a drug user and/or living with HIV. This makes it very hard to speak about the risks of infectious diseases or the human rights of people who use drugs. Because of the low rate of testing and counceling, it is even hard to assess the situation. Stigma is a major barrier to access services. When we attended the conference there was only one NGO providing a full range of harm reduction services: SKOUN. They provide sterile injecting equipment, HIV testing and opiate substitution treatment. Methadone maintenance treatment is not legal but Buprenorphine was made legal last year. A big step forward, altough the availability is very limited.
