Why I worry more about cities than states By Josh Barro on December 23, 2010 4:36 PM | No Comments | No TrackBacks Yesterday, I went on the Fox Business Network to talk about the risk of a wave of municipal bankruptcies in next few years. As is often the case, the interview request came in asking about state defaults. In this case, they wanted to know if I thought any states would go into default in 2011. I think the answer to that is quite clearly no--indeed, I agree with Meredith Whitney who, for all her doomsaying, does not expect state-level bond defaults in 2011 or beyond. But Whitney is right that we should worry a lot about defaults by cities and other municipal governments. The video is below, followed by the thoughts I sent to the producer explaining why I don't expect state defaults. Broadly, state balance sheets don't look like Greece's. Debt levels are simply not that high compared to gross state product, and state bond terms are generally very long--both of which mean that states gain little breathing room by defaulting on bonds. States' fundamental challenge--that they spend more money than they collect in taxes, transfers and fees--would remain after a bond default, and they would lose access to the debt markets. States pension and retiree health care obligations are truly worrisome (and generally far larger than state bond debt) but states have decades to pay those off and, unlike with bond debt, they do not have to convince retirees to lend them money on <b>...</b>

Ohio celebrated its 200th birthday and pioneer heritage by the Bicentennial Barn Project. In the tradition of the old Mail Pouch signs, which were painted on barns, Ohio's bicentennial logo was painted on one barn in each of Ohio's counties. Scott Hagan, who painted the logos by hand, learned his art from a Mail Pouch painter. The barn and family farm have always been a symbol of the American heartland. Ohio is a true symbol of the American heartland because it was the first state formed from the Northwest territory and it was established at about the same time as the Lewis and Clark Expedition began. This farm may have been in the same family since Ohio began. Its original settlers, Lee Hurlburt and his father, Jacob, arrived in Ohio in about 1803 They moved into an abandoned log cabin in a cleared area on a squatter's abandoned site. The area was a wilderness having panther, wolves, bear, and buffalo. Hurlburt was poor and illiterate and, thus, no writing in his own hand exists to tell of his time in the 1810-1820 period. The history books tell that Lee and his father, Jacob, had settled on his homestead beside Alum Creek before 1812. He then left for the War of 1812 in which he fought for around six months and returned to his homestead. The CBS News account, entitled "Illegal Immigrant Births - At Your Expense" portrays a young immigrant mother named Fabiola who has just given birth to a son in Texas. In presenting this young mother's experience, CBS reporter Byron Pitts falsely suggests that the US-born children of undocumented immigrants are an economic drain to the State of Texas. CBS then proceeds to mislead the American public by reporting that undocumented parents of US-born children enjoy a significantly "easier" way to become citizens upon giving birth to children in the United States and that undocumented mothers of infants need not fear deportation. THE final investment decision on the $35 billion Inpex project has been signed off this morning. Delegates and stakeholders from all parties converged on the Darwin convention centre to make the announcement. "It's my great pleasure and honour to announce that Inpex have made a final investment decision to build an offshore gas project here in Darwin," Inpex president Naoki Kuroda said. Total Asia Pacific production vice-president Jean-Marie Guillermou said when he first told an Australian businessman about their plans for Darwin the man told him: "You must have a few Kangaroos loose in the top paddock if you are planning to build a pipeline to the Top End'." Depuis quelques mois, les créations automobiles européennes (et encore moins américaines) ne me passionnent plus, tant elles me semblent issues d'une sorte d'eugénisme industriel ou la créativité n'est qu'un moyen publicitaire à usage des salons automobiles...
J'ai pourtant vécu quelques moments de bonheur au vu des concepts-cars électriques de Renault (Twizy et Zoe) et Peugeot (la BB1), me demandant pourquoi ces petits bijoux ne servent qu'à faire rêver les rêveurs... alors qu'une mise en production ne devrait pas être plus complexe que de fabriquer les petites horreurs re-stylées qu'on nous sert et ressert à grands coups de battages médiatiques distillant de vaines promesses et espoirs...
Ca fait longtemps que sous des faux principes sécuritaires, les Etats Européens détournent le sacro-saint principe de la liberté d'acheter et vendre partout..., un des piliers de la Communauté Européenne, que tous les Etats membres s'échinent à contourner en créant de multiples contraintes et obligations qui s'avèrent bien pires et plus sournoises que les taxations douanières qui servaient de barrières...
A force de taxer et de contraindre le monde de l'automobile est devenu gris et sans véritable saveur, robotisé, quasi uniforme et les automobiles qui sortent du lot, comme les Ferrailleries et Porscheries jusqu'à l'indigestion, ne sont que des arnaques bien plus sophistiquées que leurs mécaniques, vendues non plus par rapport à ce qu'elles ont couté, mais en fonction de ce que les cibles sélectionnées peuvent payer pour leur soif de paraître et pour étancher leur égo...
Il n'y a plus de véritable passion dans ces calculs sordides si ce n'est celle que doit procurer un hold-up réussi, sachant que les crétins qui se sont à la fois fait piéger et se sont piégés eux-mêmes, devront continuer à payer des sommes mirobolantes pour entretenir l'objet de leurs désirs inventés...
C'est cela, également, qui a détruit irrémédiablement les nombreux créateurs et petits industriels automobiles, qui inventaient et fabriquaient des voitures totalement hors-normes, en petites séries.
Certes, ces réalisations artisanales n'étaient pas toutes exceptionnelles, loin de là, beaucoup étaient d'horribles petits canards déformés, des engins apocalyptiques ou des retours aux sources, parfois complexes, souvent faciles et désuets..., mais, en tous les cas, c'était du rêve plus ou moins accessible.
Le plus grand succès commercial de ce type d'engin, furent les répliques, il y en eut d'extraordinaires, mais bien plus d'abominables..., les "Cobra" arrivant à réunir ces deux extrèmes, vers le top-niveau avec les "continuations " AC MKIV et Shelby'revival CSX4000 series..., les Arntz et Dax..., puis, descendant vers le pire avec les Pilgrim 4 et 6 cylindres et surtout les Scobra montées maladroitement sur des chassis de VW coccinnelle en conservant le flat-four arrière...
Il n'empèche, que même si cela faisait rire, les moins lotis de la vie pouvaient ainsi jouer à faire "comme-si " ils étaient riches...
Les complications administratives délibérées, les obligations de contrôle technique, les homologations et attestations de toutes sortes, les sur-taxations, la mise en place de nos sociétés hyper-policées imposant les diktats du Nouvel Ordre Mondial par "une stratégie de la peur "... et les principes appliqués de la tolérance zéro pour tout (et n'importe quoi)..., ont peu à peu dégouté les "ceusses " (les petits constructeurs) qui continuaient à vouloir jouer dans la cour des grands (les grandes marques automobiles)... et comme les lois en matière d'homologation et d'immatriculation sont devenues drastiques et incontournables, tous ces engins, catalogués "Kit-Cars " à défaut d'être reconnus comme vraies marques individualistes..., sont devenus quasi inutilisables et in-revendables...
Le manque de moyens financiers a dès-lors tué cette industrie qui a du se reconvertir dans la fabrication de pièces "tuning " et/ou dans la construction d'engins "aux-normes ", forcément infiniment plus chers, donc peu concurrentiels avec les voitures "de niche " des grands constructeurs...
La crise de 2008 a terminé d'achever les plus faibles, quoique certains irréductibles créatifs survivent encore...
C'est de Russie que vient une sorte de renouveau, mais aucun média automobile occidental n'en cause parce que les journaleux "de chez nous " ne se déplacent que si les voyages sont pré-payés, avec cadeaux à la clé et reportages pré-machés.
Notez qu'à la lecture de mes articles, beaucoup se mettent à publier quelques infos et photos...
Vous avez pu le constater avec l'article en 4 parties sur les Marussia B1, B2, B3 et B4..., aucun magazine n'en a jamais "parlé " véritablement, sinon sous forme d'entre-filets méprisants...
Et pourtant, avec un prix de 70.000 euros, par rapport à ce que les ténors du haut de gamme occidental pro

Voici l'édit du Team France qui était présent à la 11e édition du Bittercold showdown à Detroit dans l'état du Michigan.

Le rendez-vous est pris et cela fait déja 2 mois que j'attends ce déplacement avec impatience, tout est bouclé, l'hôtel, inscription etc...
Je retrouve Julien Cudot à Paris, et je lui propose de venir avec moi au siège de Unkut pour une petite visite guidée qu'il ne regrettera pas.
Nous nous retrouvons dans le QG de la production et je peux vous dire que ça ne rigole pas.
A cette occasion, Unkut à fournis des vêtements pour toute l'équipe. C'est donc en mode Unkut que nous partons aux States.
Nous passons la soirée tranquillement à jouer au Poker afin de faire nuit blanche pour combattre le décalage horaire.
Et c'est parti. Marcel Cudot nous dépose à l'aéroport de justesse, l'avion est quasiment vide, nous prenons une banquette 4 places chacun et nous entamons enfin notre nuit de sommeil décalé.
Arrivés à Boston 11h plus tard, le froid et la neige nous attendent, nous nous dirigeons pour prendre l'outil indispensable aux Etats-Unis, la voiture de location.
Je demande un 4x4 car je crains un peu la route sur neige, je suis fatigué, mon anglais me joue des tours, et nous nous retrouvons non pas avec un 4x4, mais avec une grosse Cadillac à propulsion arrière au Top pour la neige; d'ailleurs le premier virage en sortie de l'aéroport m'a remis les idées en place très rapidement.
Notre GPS ne fonctionnera que 10mn, le temps de nous mettre sur le bon chemin. Ensuite plus rien, heureusement que Roman notre GPS de secours ne perd pas le nord et nous trouvons notre hôtel sans trop de problème.
Levés à 7h du mat comme tous les matins Roman et moi sommes les ténors du lève tôt et oui, le décalage horaire c'est pas pour les lève tard enfin presque, Julien ne semble pas affecté par cela et n'aura pas mis les pieds une seule fois au petit déjeuner.
Nous partons faire du shopping (states oblige) dans notre magasin préféré le Maceys, et l'après-midi, nous allons découvrir le Modern Skatepark.
Surprise cela est vraiment moderne, même un peu trop, nous n'avons pas l'habitude de payer des sessions de 2h à 14$ tête, puis si tu veux skater encore tu peux mais il faut encore payer. Comme un bon français, je tente des négociations mais les américains et l'argent ça va vraiment ensemble.
Bref si il y en a qui pense que le Winterclash ça coûte cher, n'allez surtout pas au Bittercold conseil d'amis.
Passons ces détails et arrêtons de nous plaindre tous le temps. Le park est bien, très bien. On retrouve une mini d'au moins 25m de large ainsi qu'un bowl que je ne vais pas lâcher de la semaine tellement il est bon.
Roman et Julien n'arrêtent pas de skater l'aire de street et commencent les training avec du lourd, tandis que Alfano prend ses marques tranquillement. Il n'a pas fait beaucoup de roller l'année dernière à cause d'une fracture de la clavicule, mais je sais qu'il a besoin d'un déclic pour raccrocher avec ses sensations et oublier les vieux démons. Je pense que le pari est gagné; pas mal d'américains sont venus lui dire que ça faisait plaisir de le voir ici et c'est tout ce que je voulais entendre.
Nous passons donc encore 2 jours à skater ce park de luxe avant d'attaquer la compétition.
Le jour J nous arrivons donc en Unkut dans notre Cadillac.
Je suis dans la première poule. Vu que je ne fais pas attention à ce que dit le speaker, je me retrouve à partir en freestyle; je galère pas mal à plaquer mes tricks, mais je rentre tout de même un beau soul true top soul sur la double courbe avec le curb; le public et en transe je m'en contente largement, et passe un clin d'oeil au passage à Wilfried Rossignol qui faisait souvent ce tricks.
C'est au tour de Alfano : à l'annonce de son nom pas un bruit dans la salle, il fera une entrée remarquée pas par un gros tricks mais par un bon fish stop to the balls sur le rail qui est posé au dessus du curb à la double courbe.
Le public rigole, Stéphane rigole l'ambiance se détend.
Il enchaine avec un bon 450 Top soul sur le curb, un gros transfert 720 de courbe à courbe, le public gueule.
Il finira avec un transfert où il a failli laisser sa vie en faisant un disaster de la courbe de la petite table au curb et en évitant d'écraser Dave Lang de justesse.

Gross National Happiness was first enunciated by the fourth king in 1979. It was his personal conviction that while the world measures its progress through gross national product, back then and now gross domestic product, Bhutan as a small nation, as a small country with a very small population need not really adopt that measure. Rather it would be more sustainable and more practical if we concentrate on the well being and the happiness of the people. Now that was in 1979, but the concept was picked up only twenty years later, in 1998, when the world took notice of this beautiful concept. And then serious studies were commissioned to see whether this philosophy could be developed as a workable development theory into another growth model.
So works are still in progress, there is the first attempt to actually measure the gross national happiness index or GNH index, it's from a scale of zero to ten, to give a single digit figure representative of the well being and happiness of the people. As far as the concept is concerned, the Gross National Happiness tries to account for several factors, there are several indicators when measuring GNH: The living standards, good governance, health, education, psychological well being, the state of our environment, so there are nine domains which are the indicators of this Gross National Happiness. Based on these nine domains, we try to come into a single digit just to give an indicative number on the well being and the happiness. Now what is more interesting is that these nine indicators are also used as policy screening tools. In other words: Any major policy, plans or projects have to go through these screening tools. If it fails the policy screening tools then the project is not implemented. A policy is not put out into the public. So it's a very serious project that Bhutan is venturing into. On the other hand happiness, because it's a very individual and very personal pursuit, it's not something you can buy or you can share it, obviously we share happiness with others, but you cannot sell happiness unlike other merchandise. So it's an individual pursuit. We all have to strive to be happy, or we all desire to be happy. Then it becomes the responsibility of the State to create an environment for people to pursue happiness. So Article 9.2 of the constitution of the Kingdom of Bhutan requires the State to create and enable conditions for people to pursue Gross National Happiness. So it is again a responsibility of the State.

Unhealthy State of the Union: Our National Debt is Now Growing Faster Than the Economy
The United States is experiencing an alarming trend - the country's national debt is now growing faster than the economy. The ratio of US debt to Gross Domestic Product has hit 100% for the first time since World War II and is expected to go up even more this month when the debt ceiling is raised an additional $1.2 trillion dollars. The amount of money the US owes its creditors, combined with IOUs to government retirement programs and other initiatives, currently tops $15.23 trillion while the latest official GDP figures stood at $15.17 trillion through the third quarter of 2011. The ratio of national debt to GDP reached an all-time high of 121% the year after WWII ended. It was due to the US spending an estimated $341 billion dollars fighting the war, and the country's GDP did not top that level until six year later in 1952. The current national debt problem has been attributed to more than $4.5 trillion dollars in spending over the past three years. President Obama's 2012 budget projects debt rising above $26 trillion in just a decade from now, showing that overspending is becoming a long-term issue. The US is not alone from a global perspective, as Greece, Iceland, Ireland, Italy, Japan and Portugal also have advanced economies that have seen debt become greater than their GDP. But we are not in great company and need to significantly cut spending in order to continue as the world's top economy. LeahCoss.ca Hi everyone, how are you? It's Leah Coss with the Mortgage Center. I wanted to go over what is this Self employed Stated Income Program." So, for all of you who are self employed, or if you've ever heard of a stated self employed program, I'm going to quickly explain to you what that is and who can qualify. First, right off the bat, if you are an hourly person, a salary person, or if you are employed by somebody, with exception to people who are maybe are 100 percent full commission. That would maybe be the only exception. If you are employed by someone, you cannot do a stated income program. You make an income. The government wants to know, or the banks rather want to know how much you're filing to the government. That's going to be what's used when you qualify to get a mortgage, that income that you are declaring. If, however, there's a fuzzy line on how much you make, because you are self employed and you have a lot of write offs. Perhaps even some cash jobs because you are a painter, a contractor, or something of that sort, then there is a program available which is a stated income program. First off, if you are going to document your income, if you're able to document your income, that's always the stronger way to go. By documenting your income, you actually get to add 15 percent back to your bottom line. Not that much, but it is something, it helps a little bit. You only have to put five percent down.
