Born in Galveston, Texas, Crain attended the Christian Brothers' School, New York City, until the age of fourteen, and was graduated from St. Francis Xavier's College, New York City, in 1867. He returned to Texas and lived on a ranch for two years. He studied law in Indianola, Texas, while teaching school. He was admitted to the bar in 1871 and commenced practice in Indianola, Texas. He served as member of the Texas Senate 1876-1878. He served as district attorney of the twenty-third judicial district of Texas 1872-1876.
Crain was elected as a Democrat to the Forty-ninth and to the five succeeding Congresses and served from March 4, 1885, until his death in Washington, D.C., February 10, 1896. He served as chairman of the Committee on Expenditures on Public Buildings during the Fifty-third Congress. He was interred in Hillside Cemetery, Cuero, Texas.

Known for his unique craftsmanship, his extraordinary string arrangements, intricate horn patterns and musical arrangement style, his sound can be heard in the arrangements he's done for The Righteous Brothers, The Supremes, The Four Tops, Buffalo Springfield, Barbra Streisand, Martha and the Vandellas, Barry White, The Love Unlimited Orchestra, Whitney Houston, George Benson, The Jackson Five, Roberta Flack, Elton John, Leo Sayer, Seals & Croft, Marvin Gaye, The Temptations, Dobie Gray, Peabo Bryson, Lionel Richie and Jeffrey Osborne among many other notable acts in popular music.
In addition, he released 5 solo albums and scored various motion picture soundtracks that include Brewster McCloud and Fun with Dick and Jane. In 1972, He was hired to score the Blaxplotation film Blacula. The Soundtrack to the film is now considered a cult classic and collector's item to record enthusiasts.
Gene Page was one of the most prolific arrangers/conductors of popular music during his time and worked on more than 200 gold and platinum records.
