Tom DeVivo, the Democratic mayor of Windham, Connecticut, said he regretted the showing in Windham County, where the rate was 51%, still above the national average but below the state total of 64%. DeVivo said the number “should be higher.” He attributed it in part to Windham being the poorest county in the state.
