Aid agencies sound warning in South Sudan
Intense tribal conflict in South Sudan's Jonglei state has resulted in thousands of deaths and many more injuries, despite the launch of one of the most expensive humanitarian interventions in the region's history, The UN is confident that enough food and shelter can be provided for the displaced, but if the fighting resumes, as is predicted, there is concern that there will not be enough resources for the people of Jonglei. Al Jazeera's Anna Cavell reports from Pibor, in the east of the country.

Medical aid agency suspends services in Misrata
The non-profit medical organization Medecins Sans Frontieres has suspended its services in detention centers in the Libyan town of Misrata over reports that medical personnel were asked to bandage up detainees allegedly subjected to repeated torture. Misrata witnessed one of the biggest clashes during the uprising against Muammar Qaddafi last year. According to the aid agency, they came to the town to cater to casualties of war and sick detainees, but the staff soon found them treating people inflicted during torture interrogations. While the agency said they alerted local authorities of their concerns, they received no response, consequentially leaving the agency no choice but to halt their services. Reports of the maltreatment of Qaddafi loyalists goes against the country's interim government's pledge to respect all human rights, unlike what was witnessed in the former Libyan strongman's 42 years of rule. Such accusations also leave Western powers in an awkward position seeing as they supported the uprising that led to the ouster of Qaddafi and his regime. Although the National Transitional Council said it would address such issues, they are limited by the fact that the torture is predominantly administered by local militants who are excluded from the governmental framework. United Nations human rights head, Navi Pillay, said on Wednesday that despite the NTC's efforts, detainees are still subjected to torture. By Noora Faraj Al Arabiya with Agencies

Al-Shabab says aid group ban remains in place
Aid agencies are pressing ahead with help for drought hit victims in the Horn of Africa. But that is becoming harder with Al-Shabab rebels in Somalia now saying that a ban on foreign aid remains in place. In a transit refugee camp in Dolo Ado, Al Jazeera's Peter Greste reports that some of the newest arrivals in the camp say that Al-Shabab appears to be stopping people from actually trying to cross the border. "We cannot verify that ofcourse but certainly the...stories we are hearing is that there simply is no food out there; that the security situation is deteriorating, there is a lot of fighting going on; that people simply have no choice but to move if they possibly can," he said. Greste says 1500 people are arriving in Dadaab daily, while 200-500 people are arriving in Dolo Ado from the initial 2000 people. The rebel group has also accused the UN of exaggerating the drought, calling it propaganda. But charities say it is the group's blockade of aid since 2009 that has caused a famine in areas under its control.

Adding to the problems, Somalia is one of the world's most dangerous countries. Now the Dutch Navy, which has been escorting shipments, is ending its role. www.Employmentcrossing.com Funding sources for legal aid agencies are drying up, and firms that provide legal services to low-income people are cutting staff and decreasing the services offered. Patricia Kaplan of New Haven Legal Assistance of Connecticut, says her organization has 32 employees, including 20 lawyers and seven paralegals. She estimates that eight of the professional positions will be cut, along with one secretary's job. Because New Haven is unionized, any cuts in jobs, benefits or working hours will have to be worked out through collective bargaining. Kaplan acknowledged that some of her people are already looking for new jobs and she's written them letters of reference. Connecticut Legal Services, the largest of the state's legal services organizations, has 87 staff members, 56 of whom are lawyers. Executive Director Steven Eppler-Epstein said the organization may have to lay off between 20 and 30 people. He also plans to cut hours and pay significantly. The end result is that the group may serve 30 percent fewer clients than the 6000 it served in the past year. In a dismal economy, legal aid agencies are even busier than usual. Poor people are struggling to keep their homes during a nationwide foreclosure epidemic. As unemployment rises, so do episodes of domestic violence. And impatient creditors step up efforts to collect overdue bills.

Somali armed group lifts aid ban amid drought
The Somali group, al-Shabab, says it has lifted a ban on aid agencies operating in the parts of the country it controls. Sheikh Ali Mohamud Rage, an al-Shabab spokesperson said, "We have now decided to welcome all Muslim and non-Muslim aid agencies to assist the drought-stricken Somalis in our areas..." In some areas, one out of every three children is malnourished, in one of the region's worst droughts in 60 years. The UN says close to three million people in Somalia need emergency aid. Al-Shabab, which is said to be connected to al-Qaida networks in Africa and the Gulf, controls the majority of Somalia, including almost half of the capital, Mogadishu. In the past, they have said food aid creates dependency, but they have also used aid for themselves and charged foreign organisations high fees to operate. Al Jazeera's Mariana Sanchez reports.
