Budapest Conference: Access, independence and rights
Community radio representatives, academics and regulators from 20 Western, Central and Eastern Europe countries gathered in Budapest for the International Forum “Public Policies and Media Pluralism. The future of Community Radio in Central and East Europe” in order to discuss the current state of media pluralism in the region.

First Mapping of Community Media in Europe |

Community radio and community television is global but the third media sector is also a vivid part of the European media landscape. However, the activity of community media differs a lot between countries. In some countries community media has been along for more than 30 years and in some countries community media is still not recognized or even not permitted. Up till now, European institutions as the European Union and the Council of Europe looking into this field have not been able to get a complete picture for basis of policy decisions.
During 2012 Community Media Forum Europe (CMFE) has conducted a total mapping of community radio and community television in European countries. A survey has been made with the committed assistance of the European Platform of Regulatory Authorities (EPRA) and its members as well as some national federations. The survey targeted 49 countries and data is now available for 39 of these countries. The figures are based on collected survey forms as well as CMFE expert reports and estimations. CMFE is now able to present the first complete computation of community media in Europe.

Opening for Community Media Law in Cyprus |

The Cyprus Radio and Television Authority (CyRTA) has announced its intention to proceed with a reform of existing media legislation to incorporate provisions for licensing of not-for-profit media organisations.
Speaking in the presence of the UNESCO Chair on Community Media Professor Vinod Pavarala at an event in Nicosia earlier this month, the Director of CyRTA Mr Neophytos Epaminondas outlined the start of a process that will see a change in the legislative framework as this relates to the operation of community media in Cyprus. “The (Cyprus Radio and Television) Authority is prepared to make a recommendation for reform of the legislation with the aim of including “community radio and television” in the categories of licenses that it grants to electronic media”, said Epaminondas. “In pursuit of this aim we expect to cooperate with the Ministry of Communications and Works, and in particular the Department of Electronic Communications”, he added.

UNESCO Chair on Community Media speaks in Nicosia, Cyprus |

On Thursday 11th October 2012, The UNESCO Chair on Community Media, Professor Vinod Pavarala spoke at The Shoe Factory in Nicosia at an event organised by the Cyprus Community Media Centre in collaboration with the Nicosia Municipality. Professor Pavarala outlined the ways in which community media can work with local authorities as part of a mutually beneficial relationship.

CMFE Initiates DRM+ Digital Radio Trial in Sweden |

A digital transition has been on the agenda in Sweden since 1995 when the public radio Sveriges Radio (SR) took on the DAB technology. After seven years of pilot broadcasts the politicians put a stop to the extra funding for SR. Since then there have been low level pilot DAB broadcasting of SR and other FM channels run by the transmission company awaiting a political decision. September 11 2012 the Public service commission in its report to the government has suggested that SR should be able to make a transition to DAB+. However, the commission has noted that DAB+ is not suitable for small-scale broadcasting as community radio. It is suggested that there should not be any decision setting a date for analogue (FM) switch-off until a proper solution is found for community radio.

Synergy and interaction will be fostered between several types of event which will make up the first Forum, scheduled for 5 to 11 October 2012.

Broadcasting digitalisation multiplies the information channels but also can work as an access barrier. This is the case of TV stations promoted by civil society organisations in many European countries where they don’t benefit from digital frequencies allocation. However, significant differences exist between northern and southern countries, as northern developed proper legal frameworks and frequencies planning.
