Police said Tuesday the two are suspected of stealing up to 1,000 pieces of luggage from baggage claim carousels at Phoenix's airport and have been arrested. There were so many suitcases that Phoenix police could only give a rough estimate of their number Tuesday.

Downham Market, also known simply as Downham, is a town and civil parish in the English county of Norfolk.
