Preckwinkle Announces Taskforce to Tackle Unincorporated Cook County Services
After meeting with County Commissioners, municipal leaders, township officials, and hearing from constituents throughout Cook County, Cook County Board President Toni Preckwinkle today announced the formation of a 13-member taskforce tasked with examining costs and services provided to unincorporated Cook County and ending the unincorporated tax subsidy. This taskforce will evaluate opportunities to share costs in a fairer fashion for both unincorporated and incorporated residents and to improve service delivery to residents of unincorporated areas. The President is calling for this task force to recommend a plan for addressing this issue by March 1, 2012. "Residents throughout the County have reached out to both me and their Commissioners to let us know that the current way services are provided to unincorporated areas is either inequitable or inefficient," said President Preckwinkle. "We believe that there are different potential opportunities out there for each unincorporated area, and this group will work with residents and civic leaders to formulate recommendations tailored to each area." The taskforce is comprised of a diverse group of non-profit, civic and community leaders from throughout the County will report back in 120 days on its recommendations for how to approach services in Unincorporated Cook County. Task Force Recommends Eventual Elimination of Unincorporated Cook
The Cook County Unincorporated Task Force has completed its initial findings, and recommends that all unincorporated areas of the county be eventually annexed into existing municipalities, President Toni Preckwinkle announced today. President Preckwinkle directed the formation of the Task Force on November 4, 2011 fulfilling a goal promised in her Transition Report. Budget reviews by the president's new administration showed the continued provision of "municipal"-type services to unincorporated areas strain the county's financial resources, reducing available funds for the county's primary functions -- health care and criminal justice. The President charged the Task Force with investigating the provision of services to unincorporated Cook County, and the associated costs. The group met for the first time on December 14, 2011. After completing its final meeting April 30th, 2012, the Task Force presented President Preckwinkle with its report, which includes an aspirational, long-term goal of eliminating all unincorporated land to make every resident of Cook County also a resident of a municipality. Strategies outlined in the Task Force report are intended to mu ake annexation of any given unincorporated area more feasible. Roughly 280000 people reside in unincorporated Pinellas county, which represents those unincorporated area citizens not located within one of the 24 municipalities. Unincorporated Pinellas includes ten(10) areas that are identified as a Census Designated Place (CDP). Florida has three main revenue sharing programs through which the state shares its revenues with local governments. Local Government Half-Cent Sales Tax County Revenue Sharing Municipal Revenue Sharing The major source of revenue shared with local governments in all of these programs is the state sales tax. Pursuant to section 218.64(1) Florida Statute, Pinellas receives revenues from the Local Government Half-Cent Sales Tax Program on behalf of the county's unincorporated area population. The program's primary purpose is to provide relief from ad valorem and utility taxes in addition to providing revenue for local programs. Pinellas Commissioners, as the default local government for Unincorporated Pinellas have diverted over $75000000 in Local Government Half-Cent Sales Tax Revenues away from the Unincorporated Area Budget since raising taxes and imposing full cost allocation in 2002. Population based revenues like the Local Government Half-Cent Sales Tax Program and the Penny for Pinellas Sales Surtax add up to a huge amount of money. Florida has three main revenue sharing programs (Local Government Half-Cent Sales Tax, County Revenue Sharing and Municipal Revenue Sharing) through which the state shares its revenues with local governments. The major source of revenue shared with local governments in all of these programs is the state sales tax. ""Dickerson is an unincorporated area in Montgomery County, Maryland. It is located on Maryland Route 28, between Sugarloaf Mountain and the Potomac River. It is a community situated near the town of Poolesville, Maryland. Dickerson is 61.5 square miles. Dickerson was officially founded in 1871. It was named after its first postmaster, William H. Dickerson, who served from 1873 to 1897. The earliest land grant known to have been given out in the land that is now Dickerson was granted to Arthur Nelson: he received 97 acres in 1739. Most of what is now considered Dickerson originally belonged to Nathan Hempstone. Before the Civil War, Dickerson was no more than a couple roads, a store, and a few houses. After the Civil War, the population began to rise more sharply. This was because after the Civil War, the Baltimore and Ohio Railroad Company were able to continue their hunt for a route to place the Metropolitan Branch. Travelers wanted a way to travel west toward the capital and other places without having to go all the way to Baltimore first. They decided on a route that passed through Dickerson, and began construction. The railroad line going from Dickerson to Point of Rocks, MD was finished in the year 1871; the entire line was open for public use in 1873. The Dickerson Store was originally built for and used as a supply depot for the workers constructing the railroad around 1870. As of the United States 2000 Census, the township population was 25346. It was named for Continental Army General John Lacey. Forked River is a census-designated place and unincorporated area located within Lacey Township. The township also contains the unincorporated area of Lanoka Harbor. Bamber Lakes, Laurel Harbor and Sun Rise Harbor are also areas of Lacey Township. The township has an annual Night of Lights on the Forked River, which is a boat parade at night in August. Owners dress up their boats with lights and sail down the river at night to the Captain's Inn. The Lacey Township School District serves students in kindergarten through twelfth grade. Residents of Lakeside, Ramona and the surrounding unincorporated areas in San Diego County can recycle their used passenger tires for free at separate "Tire Amnesty-Day" events on Oct. 23 and Nov. 6. Since the State banned disposal of whole tires at landfills in California in 1993, the County of San Diego has offered amnesty days and public education for recycling and disposal of tires funded partially through state grants. Illegally abandoned tires continue to be a problem throughout the rural areas of the unincorporated area. Tires are an excellent breeding environment for mosquitoes, a known vector for West Nile virus, malaria, and encephalitis. In addition, the threat of fire and further illegal dumping is always a critical concern in the region. The Lakeside event will be held from 8 am to noon Oct. 23 at the intersection of Mapleview St. and Channel Road. The Ramona event will be held from 9 am to 1 pm Nov. 6 at Ramona High at 1401 Hanson Lane. Residents may recycle up to nine tires per vehicle - reasonably clean and free of excessive dirt or other foreign matter. Inside tire diameter size is limited to 16.5 inches. Tires mounted on rims will not be accepted. No large truck tires and no tires from business or commercial sources will be accepted. A 10-year commissioner, Susan Latvala, 61, voted for tax rate increases in 2001 and 2002, as property values rose. In 2002 the Pinellas Board Of County Commissioners (BOCC) increased the Unincorporated-Municipal Services Taxiing Unit (U-MSTU) ad valorem a half mill from 1.8560 to 2.3560 mills. They also increased the Communication Services Tax from 2.0 to 5.1 percent and imposed Full Cost Allocation on the citizens of unincorporated Pinellas. Because the BOCC is diverting such a huge amount of our Sales Tax Revenues from the Unincorporated Area Budget to the Countywide Budget, the U-MSTU ad valorem rate imposed is 25% or .5000 mills higher than it would be if we received full allocation of our revenues. Municipal Incorporation could help the unincorporated communities of Pinellas. Neither Marco Rubio nor Charlie Crist has helped any of the people of unincorporated Pinellas. When Marco Rubio was Speaker of the House he would not allow HB 1359 to be heard in committee, denying the citizens of Palm Harbor the right to vote on Incorporation.
