Political setbacks in a number of democracies, stalled socioeconomic progress in the poorest countries: The new Transformation Index of the Bertelsmann Stiftung (BTI) shows a rather sobering picture of global change processes. Despite many successes in the effort to overcome the global financial and economic crisis, socioeconomic conditions in over half of the 128 countries studied continue to be catastrophic. Instead of using the fruits of economic growth to fight poverty and pursue more sustainable economic development, they have merely been consumed -- often enough by corrupt elites. But countries like Brazil, Uruguay, Liberia, Botswana, Taiwan and Indonesia have shown that this does not have to be the case. Every two years, the Bertelsmann Stiftung's Transformation Index examines the extent to which developing and newly industrialized countries have achieved progress toward a democracy based on the rule of law and a market economy rooted in sound social policy.

The inaugural Henry Cole Lecture, held at the V&A; Museum in London on 30 October 2008. The purpose of the lecture is to celebrate the legacy of the Museum’s founding director, and explore its implications for museums, culture and society today.
The lecture, entitled 'We Must Have Steam: Get Cole! Henry Cole, the Chamber of Horrors, and the Educational Role of the Museum' was delivered by Professor Sir Christopher Frayling. He presented new research on the “chamber of horrors” (a contemporary nickname for one of the V&A;'s earliest galleries, 'Decorations on False Principles', that opened in 1852) and the myths and realities of its reception, then opened up a wider debate on design education and museums from the nineteenth century to the present day.

Mark Jones: The annual Henry Cole lecture has been initiated to celebrate Henry Cole's legacy and to explore the contribution that culture can make to education and society today. It has also been launched to celebrate the opening of the Sackler Centre for arts education, including the Hochhauser Auditorium in which we sit tonight. There could be no one better than Professor Sir Christopher Frayling to give the inaugural Henry Cole Lecture. Christopher is a rare being: an intellectual who is a great communicator; a theorist who has a firm grip on the practical realities of life: a writer who truly and instinctively understands the words of making design and visual communication. As an enormously successful and respected Rector of the Royal College of Art, as Chairman of the Arts Council, and as a member and chair of boards too numerous to mention - but not forgetting the Royal Mint Advisory Committee which has recently been responsible for redesigning the coinage (personal interest) and as by far the longest-serving Trustee of the V&A;, he brings together culture, education and public service in a way which Henry Cole would have approved and admired. So it's more than fitting that he should be giving this first Henry Cole Lecture, 'We Must Have Steam: Get Cole! Henry Cole, the Chamber of Horrors, and the Educational Role of the Museum'.

Thank you very much indeed Mark and thank you very much for inviting me to give this first Henry Cole Lecture. Just how much of an honour it is for me will I hope become clear as the lecture progresses.
Mark, Chairpeople, ladies and gentlemen:
Hidden away in the garden of the South Kensington Museum - now the Madejski Garden of the V&A; - there is a small and easily overlooked commemorative plaque that doesn't have a museum number. It reads: 'In Memory of Jim Died 1879 Aged 15 Years, Faithful Dog of Sir Henry Cole of this Museum'. Jim had in fact died on 30 January 1879. He was with Henry Cole in his heyday, as the king of South Kensington - its museums and colleges - and saw him through to retirement from the public service and beyond. And next to this inscription there's another one dedicated to Jim's successor, Tycho, and dated 1885. The dogs are actually buried in the garden. Now we know from Henry Cole's diary that between 1864 and 1879 Jim, who was a cairn terrier, was often to be seen in public at his master's side. In 1864 they were together inspecting the new memorial to the Great Exhibition of 1851 just behind the Albert Hall - a statue of Prince Albert by Joseph Durham on a lofty plinth covered in statistics about the income, expenditure and visitor numbers to the Great Exhibition: 6,039,195 to be exact. Cole had been a tireless champion of Prince Albert and according to the Princess Royal (later Empress of Prussia) there was a family saying in Buckingham Palace at the time, invented by Albert himself, that when things needed doing 'when we want steam we must get Cole'. We may therefore assume that when looking at the memorial, Cole was interested in the inscription, the statistics and the likeness of Prince Albert, while Jim was more interested in the possibilities of the plinth. In early 1866 - these are five studies of Jim, an etching by Henry Cole himself of 1864. In early 1866, first thing in the morning, soon after the workmen's bell had rung, Henry and Jim would set forth together from Cole's newly constructed official residence in the Museum (where he moved in July 1863) to tour the building sites of South Kensington - a name which was first invented by Cole when he re-named the museum The South Kensington Museum to describe the new developments happening around Brompton Church. According to 'The Builder' magazine, these two well-known figures would 'be seen clambering over bricks, mortar and girders up ladders and about scaffolding'. Several buildings in the South Kensington Renaissance Revival style were springing up all around them: The Natural History Museum, The College of Science, the extension to this Museum. KESEN-NUMA CITY, JAPAN - It's 5am on the the north eastern tip of Japan's main island of Honshu, and 75 tons of dead shark is being meticulously arranged into a neat grid of tidy piles, of twenty sharks per pile.
If you thought shark finning was exclusively a Chinese problem, think again. Welcome to Kesen-numa City, Japan's shark fin capital.
Here, six days a week, small teams of Japanese workers go about the hushed business of industrial shark-finning.
By 6.30am, with piles arranged, the sharks are disemboweled first. Hearts are ripped efficiently from their bodies by men wearing brightly coloured rubber boots and aprons. At 7am, the shark corpses are cleaned of their blood by workers wielding water hoses. And by 8am, small teams are silently moving up and down aisles and rows like robots in a Japanese car factory, quickly slicing off every dorsal, pectoral and tail fin from the lifeless, grey lumps. Big hungry black crows squawk in the shadows, looking for bloody morsels. And shark fins plop with regularity into small yellow plastic baskets. The baskets fill up fast, are then weighed, and finally carried to a nearby truck, where a man with a notepad strikes a deal. At 9.30am, it's all over for another day. Fork lift trucks scoop up tons of limbless carcasses, then dump them into a high-sided truck. The process is a brutal sight to behold, and not for the faint-hearted.
The fishing port of Kesen-numa City is located in Miyagi Prefecture in North East Japan, and is the country's only port dedicated to catching sharks.
Over two days in early July 2010, I saw 119 tons of blue shark (Prionace glaucaof), ten tons of salmon shark (Lamna ditropis), and three tons of short fin mako shark (Isurus oxyrinchus) landed on the dock at Kesen-numa. Not to mention several tons of endangered bluefin tuna, (Thunnus thynnus), but that's a whole other story. Taking government transparency to another level, landed shark tonnage numbers are provided daily by the port of Kesen-numa's Japanese only website, which is publicly, (and apparently unashamedly), available. According to the most recent data available, a Kesen-numa Municipal Fisheries report, the gross tonnage of blue sharks landed in the small fishing port dropped from 9,722 tons in 2007 to 8,200 tons in 2008, a decline of 18.6%.
Only a small portion of shark fin prepared in Kesen-numa is destined for export, mostly to Hong Kong and Shanghai, where Japanese shark fin is seen as a premium brand by the new wealthy elite of China. For wealthy Chinese, shark fin from Kesen-numa is seen as a premium, or luxury, brand. Mr Hatakeyama, 45, a shark fin processor from Kesen-numa, said, "Quite a bit of shark fin is sent to Shanghai from here as there are many rich people there. Our shark fin here can command higher prices than Chinese shark fin sourced from elsewhere in Asia, the Middle East or Africa. Even though the Chinese have their own shark fin, they prefer Japanese brands".
Given the delicacy's roots, this is hardly surprising, but what is more unexpected is that the majority of shark fin processed in Kesen-numa is for domestic consumption as shark fin soup at Chinese restaurants and expensive hotels in Japan. Like in China, shark fin soup is common place at weddings, company banquets and all sorts of other special occasions where the paying host wants to show off their wealth. And much of the shark fin produced at small food factories dotted around the city ends up bound for Chinese restaurants in Japan, of which there are many. The rest is sold to hotels to include on their menus for newly weds and for corporate banquets.
In olden times, shark fin was sometimes used as a substitute for gold when Japanese merchants traded with China. Understandably, and for this same reason, the exact location for fin drying in Japan remains a closely guarded secret. And a significant amount is shipped to China for sun-drying, although the exact drying location in China is an even bigger secret.
These days, the port of Kesen-numa feels like a town down on it's luck. Once thriving, today there is a sense of decay in the air. Overgrown and rusty. Similarly, attitudes have yet to move with the times. As public sentiment slowly turns against shark fin soup in Hong Kong, what was once an ancient tradition in this forgotten corner of Japan, is, according to conservationists, wreaking havoc on shark populations worldwide. Small fishing boats used catch sharks as part of the city's ancient tradition.
But this tradition, coupled with modern fishing methods like the advent of strong and long fishing lines, and boats that can go further and stay out of port for longer, is a recipe for disaster for the sharks. According to the Japan Fisheries Agency, the nation's national shark fin catch nearly halved since the late 1960's. In 1969, the total number of sharks caught and landed in Japan was around 65,000 tons. Last year's total was around 35,000 tons, and Kesen-numa accounts for around 90% of

Strait is sometimes referred to as the "King of Country" and some critics call Strait a living legend. Strait was one of the best-selling country singers of the 1980s, and one of the few from that decade who survived the influx of rock-country singers such as Garth Brooks in the early 1990s.
His long-time producer Tony Brown, who has collaborated with Strait on more than 15 albums, attributes Strait's success to his understanding of what types of music work best for his voice and his fans, and his insistence on remaining true to his own style of music without trying to constantly reinvent himself.[3] His signature style consists primarily of hardcore honky-tonk and Western swing.[2]
In 1995, Strait released a four-disc boxed set career retrospective. "Strait out of the Box" became the 2nd best selling box set ever with shipments of 8 million in the United States.
On October 3, 2006, Strait marked his 30th year in the music industry with the release of a new album titled It Just Comes Natural. It contains 15 newly recorded songs using Strait's longtime friend and songwriter, Dean Dillon. The album received positive reviews from critics. People Magazine, in their four-star review, remarked that "If ever there was a natural in country music, it's Strait," while USAToday raved that "He continues to make such consistent quality look easy." The first single off the album, "Give It Away" reached #1 and the title track, "It Just Comes Natural (song)" became his 42nd Billboard #1. In 2007, "Wrapped" reached No. 1 on the Mediabase 24/7 country music charts, giving Strait his 55th overall number-one single.

A possible future in space
This video addresses a the possibility for a future where humanity continuously expands its reach away from the Earth and into the wider Cosmos. It has been noted by smarter people than I, that great civilizational endeavors are motivated by either military, economic or fundamental ideological drivers. If we want space to receive much more funding than it currently does, one of these motivators would need to be mobilized. I claim that this is unrealistic in the case of economic and ideological drivers and that attempting to revive the existential high wire act which underpinned the cold war, would be an unacceptably high risk to take. In the event that I'm being overly pessimistic, and an economic or ideological motivator can be made to drive space exploration, then the remainder of this video is nothing more than an outline of an optional extra feature of future space activities. If however, the opposite is true, then that optional extra becomes critical to supplying humanity with the space program we deserve. Even without a broad civilizational mobilization, some overall global funding boosts are to be expected simply due to an expanding global economy and the emergence of newly industrialized nations. This alone, however will likely not be enough to continuously advance a space frontier. I can't predict the future. I can however see certain trends emerging in the human space Endeavour which seem to have added value - or - give more bang for your buck. It makes sense to <b>...</b>

Carbon dioxide (CO2) is one of three significant human produced greenhouse gasses. Its annual emissions have grown between 1970 and 2004 by about 80%, from 21 gigatonnes to 38 gigatonnes (Gt), and represented 77% of total GHG emissions in 2004. The global atmospheric concentration of CO2 increased from a pre-industrial value of about 280 parts per million to 379 in 2005, 350ppm is the agreed desirable ratio. Projections now indicate co2 emissions by the end of the century will increase by up to 140%, based on emissions in 2000, with a global temperature increase of up to 6.1%. The environmental effects of global warming are vastly detrimental, and include: adverse weather effects such as floods, draughts, wildfires, rises in sea level, ecological damage, changes in biodiversity and irreversible abrupt changes to wildlife, coastlines and the polar caps. These surface level environmental effects are largely publicized through media coverage, and are often used in the promotion of environmental awareness due of their emotional value. Although environmental effects of climate change represent a significant effect on the planet and thus a social and ecological concern, the issue is correlative to a number of Global issues.
