Germany Presses for UN Security Council Reform

The country believes the current Security Council is outdated. Germany hopes to join Brazil and India in pressing for reform of the UN Security Council, while all three countries sit on the council in 2011. Foreign Ministry spokesman Andreas Peschke said that the country believes the current Security Council is outdated. [Andreas Peschke, Foreign Ministry Spokesman]: "It's high time we had a reform of the Security Council, quite simply because the Security Council does not reflect the world as it is today, but as it was at the end of World War Two." Since World War Two, the Security Council has had five permanent members -- the United States, Russia, Britain, France and China. The so-called Group of Four, or G4, nations -- Japan, Brazil, India and Germany, have been pressing for permanent seats on the council for years. Peschke said that all barring Japan would occupy rotating seats this year. Although there has been support from permanent members of the council for certain G4 nations to join, they haven't reached any collective agreement.

UN Security Council Reform: Is it Time?
The permanent membership of the UN Security Council--comprising China, France, Russian Federation, the UK, and the United States--has remained unchanged since 1945, triggering debate over whether it should be reformed to better reflect the world today. Stewart M. Patrick, senior fellow and director of the International Institutions and Global Governance Program at the Council on Foreign Relations, outlines the debate and offers analysis of the promises and obstacles on the path to UNSC reform and expansion. Patrick says US officials are "really ambivalent" on the question of Security Council enlargement despite President Obama's endorsement for India's and Japan's bids for permanent seats. This is in part because the United States is concerned whether the new members will adopt policies broadly consistent with US worldview, he adds. The General Assembly met today (12 November) to debate the Report of the Security Council and the question of equitable representation on, and increase in the membership of, the Council. Egyptian Ambassador Maged Abdelfattah Abdelaziz speaking on behalf of the Non-aligned Movement said that enlarging and reforming the Security Council and its working methods should ensure that the agenda of the Council reflects the needs and interests of both developing and developed countries and should aim at limiting and curtailing the use of the veto with a view to its elimination, leading to a democratic, more representative, more accountable and more effective Security Council. As established in the UN Charter, there are 15 members in the Council, consisting of five veto-wielding permanent members and ten elected non-permanent members holding two-year terms. Indian Member Of Parliament, Manish Tewari, told delegates that in order to make genuine and rapid progress on Security Council reform, it is imperative that institutions of global governance do not remain chained to the balance of global power that existed in 1945. Obama Backs India for UN Security Council Seat
CNN is reporting that, in a show of growing solidarity between the US and India, President Barack Obama has backed India for a permanent seat in the UN Security Council. In Obama's address to the Indian parliament that envisioned closer ties between the two countries, he said, "In the years ahead, I look forward to a reformed UN Security Council that includes India as a permanent member." In response, Pakistan discounted such a development citing India's violations of resolutions with its neighbors, saying, "India's aspirations for recognition as a global power notwithstanding, there are reasons enough to discredit this proposed direction of the process of UNSC reforms." Although Obama's verbal backing indicates that the US sees India as a rising global player, Ben Rhodes, a White House aide, said the US has no time frame for when it would like to see India sit on the council and that it would not push for India to receive vetoing power.

MaximsNewsNetwork: 22 July 2010 - UNTV: United Nations, New York - The United Nations (UN) Security Council today (22 July 2010) voiced concern at the current security situation and "threats to constitutional order" in Guinea-Bissau, and stressed the need for the Government and people of the West African nation to work towards stability and the rule of law. On 1 April the Prime Minister and of the Chief of General Staff and other senior military officers were briefly detained by some members of the armed forces, constituting what UN Secretary-General Ban Ki-moon described as a major setback to efforts to consolidate stability and carry out key reforms. The 15-member body said in a statement read out Ambassador U. Joy Ogwu of Nigeria, which holds the Council's rotating presidency for July, that the Council "calls upon the Government of Guinea-Bissau to release immediately all those detained in the events of 1 April 2010 or prosecute them with full respect for due process." Stressing that genuine security sector reform requires the creation of "effective professional and accountable" security forces and respect for the rule of law, the Council called on the Government to create the conditions for reform of the security services. It also called on the security forces, in particular the military, to fulfil their commitment to abide by civilian control and called on both to implement current programmes for security sector reform on schedule.
