Is Rwanda's president Paul Kagame in serious danger of losing the international community's goodwill for a country still haunted by the ghosts of genocide? Paul Kagame 'Rwanda has its own problems' - Talk to Al Jazeera - Al Jazeera English
Rwanda's President Paul Kagame has told Al Jazeera that his country is not responsible for a mutiny in neighbouring Democratic Republic of Congo. A recent United Nations report accused Rwanda of supporting a rebel group called the M23 led by Bosco Ntaganda. More than 200000 people have been displaced in the North Kivu province of the DRC since the mutiny in March and Ntaganda is wanted by the International Criminal Court. The UN report claims that the group of mutineers allegedly received money, political backing, manpower and weapons from Rwanda. It is a charge that Kagame described as "fictitious". Al Jazeera's Peter Greste has this exclusive report from Kigali, Rwanda.

(CNN) -- Rwandan President Paul Kagame hit back Monday at human rights activists who say he's behaving like an autocrat and fueling a bloody civil war in Rwanda's neighbor, Congo. "If you are talking about people in the human rights community from outside... I have an issue with this," Kagame said, 16 years after he was hailed as a hero for ending a genocide that killed at least 800000 people. "You tend to make a judgment of a country, 11 million people, on what a couple of people have said and (they) don't take into account what Rwandans say." Kagame added, "Nobody has asked the Rwandans ... it's as if they don't matter in the eyes of the human rights people. It's our own decisions in the end." He said everyone in Rwanda has to play by the rules and be accountable. "There has to be leadership to make things move in the right direction," Kagame stated. Kagame's comments came a month after the New York-based group, Human Rights Watch, said opposition activists are facing increasing threats, attacks, and harassment ahead of Rwanda's presidential election in August. Human Rights Watch said opposition party members have suffered serious intimidation by individuals and institutions close to the government and Kagame's ruling Rwandan Patriotic Front (RPF). Talk to Al Jazeera - Paul Kagame: 'Rwanda has its own problems'
www.FaceBook.com In the east of the Democratic Republic of Congo an insurgency by the rebel M23 group of army mutineers threatens to plunge that part of the country into open conflict. The group's leaders all used to fight with another armed group, folded into the army three years ago. And they say, they mutinied to force the government to honour its agreement. But now a panel of UN investigators has accused Rwanda of backing M23, apparently to try and create a friendly semi-autonomous state just over the border. Paul Kagame, Rwanda's president, recently appeared at a parade to celebrate the country's 50th anniversary of independence. Although his country has repeatedly sent troops into the Congo in the past, he denies supporting anyone over the border now. But the United Nations which is helping fight off the M23 rebels say they are too well-equipped and too well-trained to be just another bunch of Congolese soldiers. If the crisis continues, the UN warns that it could spread into a regional crisis. Today on Talk To Al Jazeera, President Paul Kagame defends his record and explains why his country is only interested in peace in the Democratic Republic of Congo.

Is Rwanda the victim of Western conspiracy against the leadership of Paul Kagame?
There are assertions that Paul Kagame has used western aid to build up a killing machine against all those who oppose him. He has also been criticized for his role in human rights abuses in DRC and his support for rebel groups in the area. His operations are financed by western aid and vocal support predominantly from the US and UK. Fears are growing of genocide in the region. When democratic governments choose to ignore human rights abuses committed by an autocrat they support, it is normally in the name of national security or shared economic interests. But in the case of Rwanda's authoritarian president, Paul Kagame, the overwhelming rationale is guilt. The world stood by in 1994 as factions of Rwanda's then army, their allied militia and Hutu civilians shot or hacked to death an estimated 800000 Tutsis and moderate Hutus. While the UN dithered, Kagame's commander of a Tutsi-led rebel army accelerated his military campaign and crushed the murderous regime and militia, some of whom fled into eastern Congo. In 2000, he took office as president, vowing to rebuild Rwanda. Since then, his government has won international praise for its effective use of development aid, while the man himself has drawn endorsements from the likes of Tony Blair and Bill Clinton. Even with a third of government revenues still accounted for by aid money, donor governments have been quick to describe Rwanda as an economic miracle.
