In this Saturday, April 14, 2012 photo, fighters from the Ansar Dine group, flying the group's black flag, instruct local residents in how to follow Shariah, as they stop in a market area of Timbuktu, Mali. West Africa's regional bloc is recommending the deployment of a regional force to Mali after Tuareg rebels declared an independent state, dubbed Azawad, following a military coup last month. The fighters are divided between a secular group and an Islamist faction that wants to impose Shariah law in Mali's moderate north.  Joy Online
