At least 30 people have been killed, and 20 injured as a result of a fire that broke out on a Chennai-bound express train. The fire broke out in the early hours of Monday morning when most of the passengers were asleep. During news conference in Kolkata, India's Railway Minister Mukul Roy said that the injured had been moved to different hospitals. During the news conference Roy announced the amount of compensation that victims of the fire would receive from the Indian Railways: "The death of a man cannot be compensated with anything. However, from the railway side, we have already announced five hundred thousand rupees each for the deceased families as ex-gratia, one hundred thousand rupees for the serious and grievous injuries and 25000 rupees for the minor injuries and railway will also offer appointments for the dependents of the deceased, who have been died in that tragic incident," The Indian Railways is a vital national transportation grid for the country's 1.2 billion people, cramming 18 million people a day on to ageing trains. 20000 railway trains move daily and there 8000 railway stations. Decades of low investment, a patchy safety record and frequent delays mean that India has fallen far behind China in building a network fit for Asia's third largest economy. Roy commented that the one human error can have drastic affects. In addition there is a great need for technological support and help.

US commanders in Iraq ignored evidence of torture and often failed to investigate the killing of civilians. These are the major findings from the leak of 400000 secret American military files from the whistleblowing website, WikiLeaks. The data describes widespread brutal torture of detainees by Iraqi troops - with some documents showing American authorities often turned a blind eye. The files also reveal that 66000 civilians were killed in Iraq since the US invaded - even though Washington had denied it kept any such record. The Pentagon's condemned what is the largest-ever leak of classified documents - saying it will only serve to help America's enemies.
