United Nations, New York, 21 January 2010 - The situation in Côte d'Ivoire. The long-awaited presidential election in Côte d'Ivoire could take place before mid-2010 if solutions could be found to key outstanding issues relating to the electoral list and the countrys reunification, Choi Young-Jin, the senior United Nations official in the country, said in a briefing to the Security Council this morning. Mr. Choi, Special Representative of the Secretary-General and Head of the United Nations Operation in Côte dIvoire (UNOCI), said the electoral process had made remarkable progress in a peaceful environment, with the processing of data for the registration of around 6.3 million voters having been successfully completed in November 2009. That had resulted in the Independent Electoral Commissions publication of the provisional electoral list on 23 November. With about 5.3 million persons confirmed and around 1 million awaiting confirmation, the list was well balanced, credible and consensually agreed by the major political protagonists, he said. An appeals process had resulted in over 500000 persons additionally traced, which would give basis for a definitive electoral list of 5.8 million people. The meeting took place at the residence of Henry Konan Bédié, President of Parti Democratique de la Cote d'Ivoire (PDCI). Alphonse Djédjé Mady from Rally of Houphouétistes for Democracy and Peace (RHDP) said that Compaoré was the country to help find a solution to the current political crisis. Compaoré held meetings with all the actors in the Ivorian crisis as well as with the diplomatic corp. The consultations resulted in the formation of a new 27-member government with the same political configuration as the last government. Compaoré arrived in the country on Monday (22 February). At a press conference, he said the political parties are now given a day to reconstitue the Electoral Independent Commission making way for the Presidential elections later this year. In a few days, the list will be displayed in 10818 voting polls YJ Choi, the head of ONUCI announced during a ceremony after receiving a sample of the provisional voters list ahead of the presidential election. The United Nations Peacekeeping Operation in Cote dIvoire (ONUCI) is expected to carry all hardcopies of the provisional list across the country. The underlying philosophy of the campaign generates from the fact that the 2008 electoral list hosted 40 million ghost voters (multiple entries, voters registered without authentic identification). Bogus votes get casted under the pretext of unverified voters and also under the names of those who fail to show up. In 2008, roughly 35 million votes were casted. The voter population of Pakistan is ~ 80 million. Some quick math, if we remove the 40 million bogus voters from the 2008 electoral list, we're left with 40 million 'genuine' voters. Now out of those 40 million, 35 million casted their votes. A 90% voter turnout? Really? Here's the real question, how many rigged votes were casted using ghost votes or even under our names because we were no-shows? 10 million? 20 million? 30 million? Do you like being taken advantage of? Haven't you had enough? Come election time, if there's no candidate you'd like to vote for, then go to the polling booth regardless and make your vote void (how do you void a vote -- simple -- select multiple candidates on your ballot! Ajmal Ameer Kasav, the lone terrorist captured after the Mumbai strikes, is from Punjab in Pakistan, his parents' names are on the electoral rolls and villagers say they knew "the boy", an investigation by a British newspaper has revealed. Kasav reportedly told Indian security officials that he belonged to Faridkot in Pakistan's Punjab province, his father's name was Mohammed Amir and mother's name was Noor - and an investigation carried out by the Observer newspaper found matching evidence on the ground. "The Observer has obtained electoral lists for Faridkot showing 478 registered voters, including a Mohammed Amir, married to Noor Elahi. Amir's and Noor's national identity card numbers have also been obtained. At the address identified in the list, a man identifying himself as Sultan said he was the father-in-law of Mohammed Amir," said the report, published on Sunday. A villager, who was not named for sake of his protection, said the hamlet was an active recruiting ground for the banned militant group Lashkar-e-Taiba that India has named as being among the organisation's responsible for the Mumbai attacks.

PKR suspects postal voters 'cloned' for double voting

PKR today raised suspicion of "double voting" following its discovery that postal voters, who the Election Commission says have been taken out of the lists of voters in several constituencies, are still listed as voters in those areas on the EC website. According to Batu MP Tian Chua, at least 34 names of postal voters said to have been removed from the Batu constituency because they changed their addresses, were still listed as voters in Batu on the commission's website. This was discovered when the MP compared the electoral roll update for the second quarter of 2011 with the list of voters sent to him by the commission. "For example, one Shakira Ismail, wife to IKD1092267, with the MyKad number 680820025644, is listed as a Batu voter online, but not on the list given to me by the EC," he said.
