United Nations, New York, 21 January 2010 - The situation in Côte d'Ivoire. The long-awaited presidential election in Côte d'Ivoire could take place before mid-2010 if solutions could be found to key outstanding issues relating to the electoral list and the countrys reunification, Choi Young-Jin, the senior United Nations official in the country, said in a briefing to the Security Council this morning. Mr. Choi, Special Representative of the Secretary-General and Head of the United Nations Operation in Côte dIvoire (UNOCI), said the electoral process had made remarkable progress in a peaceful environment, with the processing of data for the registration of around 6.3 million voters having been successfully completed in November 2009. That had resulted in the Independent Electoral Commissions publication of the provisional electoral list on 23 November. With about 5.3 million persons confirmed and around 1 million awaiting confirmation, the list was well balanced, credible and consensually agreed by the major political protagonists, he said. An appeals process had resulted in over 500000 persons additionally traced, which would give basis for a definitive electoral list of 5.8 million people. Violence broke out in the western areas in the country earlier this year during the run-up to the scheduled election which was never held. The fighting followed President Laurent Gbagbos dissolution of the IEC and the government, bringing election preparations to a standstill. UNOCI recently reported some progress with the IEC and the government signing a methodology guide for processing claims related to possibly eligible voters who are currently not on the provisional electoral list. They are part of a list of legal cases known as the grey list. A dozen vehicles left Abidjan this morning as the United Nations mission in Cote dIvoire (ONUCI) began the transport of the provisional voters' lists throughout the country. Over the next two days, the electoral lists will be distributed to polling offices, a step forward towards holding the much-delayed presidential poll in the West African country, split by civil war in 2002 into a Government-ruled south and a rebel-controlled north. Secretary-General Ban Ki-moons Special Representative Young-Jin Choi for ONUCI has called for accelerating the remaining technical steps, such as the printing and distribution of national identity and voter cards. On Tuesday, the Independent Electoral Commission (IEC) handed over the provisional voters list to ONUCI. The elections, originally scheduled for as far back as 2005, are now planned for 29 November after repeated postponements, but UN officials have voiced concern at possible further setbacks. Last week, the Ivorian Constitutional Council validated 14 out of 20 candidates for the presidential election among them President Laurent Gbagbo and opposition leaders Henri Konan Bedie and Alassane Dramane Ouattara. Secretary-General Ban Ki-moon today (24 November) welcomed the publication of the provisional voter list in Cote dIvoires long-delayed elections, and called on all parties to fix a new date as soon as possible for the poll, now postponed yet again from the latest deadline of this month. MaximsNewsNetwork: 24 February 2010 - UNOCI: Côte dIvoire - Facilitator of the Ivorian peace process, President Blaise Compaoré of Burkina Faso, met with leaders of Côte dIvoires various political parties yesterday. The meeting took place at the residence of Henry Konan Bédié, President of Parti Democratique de la Cote d'Ivoire (PDCI). Alphonse Djédjé Mady from Rally of Houphouétistes for Democracy and Peace (RHDP) said that Compaoré was the country to help find a solution to the current political crisis. Compaoré held meetings with all the actors in the Ivorian crisis as well as with the diplomatic corp. The consultations resulted in the formation of a new 27-member government with the same political configuration as the last government. Compaoré arrived in the country on Monday (22 February). At a press conference, he said the political parties are now given a day to reconstitue the Electoral Independent Commission making way for the Presidential elections later this year. Speaking to journalists after his meeting with Compaoré, Secretary-Generals Special Representative Choi Young-Jin stressed the need to preserve the achievements made so far in the electoral process in particular the provisional electoral list. MaximsNewsNetwork: 10 November 2009 - ONUCI: The Electoral Independent Commission hands over the provisional voters list to the mission in Cote d'Ivoire (ONUCI) for the presidential election scheduled for 29 November. In a few days, the list will be displayed in 10818 voting polls YJ Choi, the head of ONUCI announced during a ceremony after receiving a sample of the provisional voters list ahead of the presidential election. The United Nations Peacekeeping Operation in Cote dIvoire (ONUCI) is expected to carry all hardcopies of the provisional list across the country. More than 30 vehicles, UN aircraft and boats are being prepared for the operation. More than 6 million people were registered for the election, but the list couldnt be displayed after about two million people because they couldnt be traced on the historical data base, triggering suspicion of fraud amongst political leaders. Voters have a one month delay to express complaints or corrections about this list. After that period, voters cards will be issued and the actual political campaign will be launched for two weeks. Her team wanted to identify the number of voters who had been taken out of the constituency however while doing so, they stumbled upon a few discrepancies. "I was told that about 10 thousand of these voters were moved (from their original polling place to another). I did not believe at first but after studying it closely, I got the list," she said while showing the thick pieces of paper containing the electoral list for Hulu Selangor.

The underlying philosophy of the campaign generates from the fact that the 2008 electoral list hosted 40 million ghost voters (multiple entries, voters registered without authentic identification). Bogus votes get casted under the pretext of unverified voters and also under the names of those who fail to show up. In 2008, roughly 35 million votes were casted. The voter population of Pakistan is ~ 80 million. Some quick math, if we remove the 40 million bogus voters from the 2008 electoral list, we're left with 40 million 'genuine' voters. Now out of those 40 million, 35 million casted their votes. A 90% voter turnout? Really? Here's the real question, how many rigged votes were casted using ghost votes or even under our names because we were no-shows? 10 million? 20 million? 30 million? Do you like being taken advantage of? Haven't you had enough? Come election time, if there's no candidate you'd like to vote for, then go to the polling booth regardless and make your vote void (how do you void a vote -- simple -- select multiple candidates on your ballot! Did you seriously need to be told how it's done?). Pakistan Votes is not in for the "video hits/likes" -- all the campaign seeks is that you act responsibly by protecting your vote.
