THE PRESIDENT: The 6191st meeting of the Security Council is called to order. The provisional agenda for this meeting is before the Council in document S/Agenda/6191, which reads, "Maintenance of international peace and security, nuclear proliferation, and nuclear disarmament." Unless I hear any objection, I shall consider the agenda adopted. Agenda is adopted. I wish to warmly welcome the distinguished heads of state and government, the General -- the Secretary General, the Director General of the IAEA, ministers and other distinguished representatives present in the Security Council chamber. Your presence is an affirmation of the importance of the subject matter to be discussed. The Security Council summit will now begin its consideration of item two of the agenda. Members of the Council have before them document S/2009/473, which contains the text of a draft resolution prepared in the course of the Council's prior consultations. I wish to draw Council members' attention to document S/2009/463 containing a letter dated 16 September 2009 from the United States of America, transmitting a concept paper on the item under consideration. In accordance with the understanding reached earlier among members, the Security Council will take action on the draft resolution before it prior to hearing statements from the Secretary General and Council members. A draft resolution formed by the Arab League, which is backed by the US and EU, claims Assad's resignation is the only way to bring peace to the war torn country. Assad has been condemned for using government forces to attack anti-government protesters which has brought civil across the country. We Object! Russia and China veto UN resolution on Syria
The United Nations Security Council has just voted on a draft resolution concerning the ongoing violence in Syria. Of the voting members, Russia and China were the only ones to vote against the draft, but as permanent members of the UNSC they both hold veto power, and the resolution has not been passed as a result. The news follows days of heated political debates in the UNSC, with many members supporting a Western-backed draft calling for foreign nations to put an end to what some called the "Syrian killing machine." Russia and China were the only permanent Security Council members opposing the draft, reminding others that it was not their place to intervene in another country's domestic affairs. Russian Ambassador to the United Nations Vitaly Churkin earlier said any proposals including an arms embargo or a demand for Assad's resignation would be vetoed. The Security Council meeting comes amid reports from Syria of a new crackdown in the city of Homs, with hundreds reportedly killed. UN Security Council Reform: Is it Time?
The permanent membership of the UN Security Council--comprising China, France, Russian Federation, the UK, and the United States--has remained unchanged since 1945, triggering debate over whether it should be reformed to better reflect the world today. Stewart M. Patrick, senior fellow and director of the International Institutions and Global Governance Program at the Council on Foreign Relations, outlines the debate and offers analysis of the promises and obstacles on the path to UNSC reform and expansion. Patrick says US officials are "really ambivalent" on the question of Security Council enlargement despite President Obama's endorsement for India's and Japan's bids for permanent seats. This is in part because the United States is concerned whether the new members will adopt policies broadly consistent with US worldview, he adds. 6 December 2011 -- Martin Kobler the United Nations envoy for Iraq today voiced concern over the situation in a camp housing several thousand Iranian exiles and urged the Iraqi Government to extend the deadline for closing down the settlement as efforts continue o find a peaceful solution that conforms with international law. Situated in the eastern Iraqi province of Diyala, Camp Ashraf houses members of a group known as the People's Mojahedeen of Iran. The Iraqi Government has repeatedly stated its intention to close down the camp by 31 December and to transfer residents to another location until countries willing to accept them for resettlement are found. Residents want to remain in the camp until a resettlement solution is found.

Russia and China have vetoed the latest UN Security Council resolution on the ongoing violence in Syria because it leaves out sanctions on the opposition alongside those on the Assad government, and leaves out Russian proposals. Moscow says it had no other option but use its veto right, claiming the draft didn't realistically reflect the situation in Syria, and a result could have sent an unbalanced signal to all sides of the conflict. "The Russian delegation was forced to vote against this draft resolution. We seriously regret this outcome of our joint work," stated Russian UN Ambassador Vitaly Churkin. Russia and China were the only voting members to oppose the draft. And as permanent members of the UNSC, they had the option to use veto power to block the draft's passage. Beijing and Moscow have both taken issue with the draft's vague wording, which they say leaves the door open for possible international military intervention in Syria and creates a picture of the current situation that favors opposition forces over the Assad government. American Ambassador Susan Rice told the Security Council following the vote that the US was "disgusted" at Russia and China's decision to go against the resolution. Ambassadors from the other permanent members of the council -- the United States, France, and the United Kingdom -- said they were furious at Russia and China for failing to halt the worsening, bloody violence that has consumed the Middle Eastern nation. Thirteen Security Council members voted in favor of the resolution. The Local Coordination Committees, a Syrian opposition group, said 90 people had been killed in Syria on Saturday, including 61 in Homs, 10 in Idlib, and 19 in a Damascus suburb. According to initial reports, many of the victims were executed at point blank-range.
