But is it a little too late for that? Gates announced 78 billion dollars in defense cuts over the next 5 years. This is by no means a complete history but does provide some perspective of the events in European military aviation from 1935 - 1939. When Nazi Germany openly started re-armament in 1935, few should have been surprised as Hitler had made it very clear both in his speeches and in "Mein Kampf" that he would break the "unjust" terms of the Treaty of Versailles. For two years, the German military expanded in secret. By March 1935, Hitler felt strong enough to go public on Nazi Germany's military expansion - which broke the terms of the Versailles Treaty. Europe learned that the Nazis had 2500 war planes in its Luftwaffe and an army of 300000 men in its Wehrmacht. Hitler felt confident enough to publicly announce that there would be compulsory military conscription in Nazi Germany and that the army would be increased to 550000 men. How did Europe react to this flagrant violation of Versailles? Essentially, the French and British did nothing. Britain was still recovering from the Depression which had devastated her economy. She could not afford a conflict. The French preferred a defensive policy against a potential German threat and she spent time and money building the vast Maginot Line - a series of vast forts on the French and German border. The most Britain, France and Italy did (at this time, Italy did not view German as a potential ally as the above was pre-Abyssinia) was to form the Stresa Front which issued a protest against Hitler's rearmament policy but did nothing <b>...</b>

"The US and the Philippines have a mutual defence treaty. OK?" It is strong support like this from Lt General Duane Thiessen that has emboldened the Philippines to stand up to China over its dispute with them in the South China Sea, saying that they will "fight China with a sword". Tensions have not been helped by Malaysia being drawn into the territorial dispute and other countries like Vietnam clashing with China as the superpower throws its weight around in the region. All of these countries have reacted by investing in arms, China spending 11% more than it did last year on military investment. All of this has resulted in a real boom for arms dealers. As salesman Mati Hindrekus points out: "The Asian market is a growth market." Despite these fighting words and increased investment no one believes that these rising tensions will lead to war. But as the arms race shows no signs of slowing down and diplomacy continues to fail, it is difficult to see how the growing tensions will be resolved. France - It was in 1936 that the Luftwaffe overtook the French air force in terms of both quality and quantity. When the French premier visited London in November 1937, the British Prime Minister taxed him about the lamentable state of the French air force. A few months later, General Vullemin, France's Chief of Air Staff, warned the government that in a war the French air force would be destroyed in a few days. He kept up these warnings throughout the year, especially after a visit to Germany in 1938 from which he returned very impressed by the strength of the Luftwaffe (as he had been meant to be), When Daladier set off for Munich he was armed with a letter from Vuillemin warning him that France had no air force. Urgent improvements were obviously needed, and so in March 1938 the government decided to, give priority to air rearmament. In that year for the first time the Air Ministry took the largest proportion, of arms spending (42 per cent.) A new plan (Plan V) aimed nearly to double existing production, with the majority of (41 per cent) new planes being fighters and 34 per cent of them bombers. This change in priorities occurred largely because fighters were faster and cheaper to build (and because it was known that the British had bombers). But it was also the case that the French air force was moving away from its doctrinaire commitment to strategic bombing, and becoming more open to the idea of air--army cooperation.
