Spain's Prime Minister Mariano Rajoy reacts during a news conference at the annual Portugal-Spain summit Wednesday, May 9 2012, at the Customs House in Porto, Portugal. The annual summit brings together the two prime ministers of Portugal and Spain. Youth employment and ways to create jobs and to reactivate the economy were some of the main topics for both countries that registered some of the highest unemployment rate of the region.
