privatisation scandal.
Li Zeyuan who purchased Shenzhen Airlines
talked to Zhang Dejiang of the Central Politburo
Standing Committee
when he purchased Shenzhen Airline stock in 2009.

According to mainland website, Caixin, 59-year-old Li
Ruohong was in charge of the Guangdong Development
Bank for ten years from 1994.
Guangdong Development Bank's affiliate Guangkong Group
is the largest shareholder in Shenzhen Airlines.
In 2005, Guangkong Group intended to sell 65% of Shenzhen
Airline stock.
Li Zeyuan, an unknown businessman entered Shenzhen Airlines
with the sky - high price of 2.7 billion Yuan to beat China
International Airlines (Air), CITIC Group, Ping An Insurance
and even a foreign tycoon, making a hit.
Li Zeyuan set up Huirun Company in March 2005.
The shareholders included himself, the director of the General
Logistics Department Admiral Zhao Nanqi's daughter Zhao Li,
and former Minister of National Defense, Admiral Qin Jiwei's
daughter Qin Wanjiang and Jiang Zemin's mistress Song Zuying's
sister Song zuyu.
According to mainland media Southern Weekend's disclosure,
Li Xeyuan had served as a certain Military Commission leader's bodyguard.
Li Zeyuan dropped out at third grade of elementary school,
joined the army at 14 by claiming to be16 years old.
It was arranged for him to work by the Military Commission
leader's side."
And the leader was suspected by the public to be Zhao Nanqi
a member of the Central Military Commission.
At the end of 2009, Li Zeyuan was arrested.
It is said that Li Zeyuan borrowed money to acquire equity
in Shenzhen Airline stock to control the situation.
Then he gradually used Shenzhen Airlines money
to pay off the debt.
Mr Li admitted he took 2 billion RMB
and left a 10 billion Yuan financial black hole in less than
four years.
In January, Li Zeyuan was sentenced to 14 years in prison on
charges of misappropriating funds.
June 5, Li Zeyuan said at his last hearing that he talked

when he bid for Shenzhen Airlines.
At that time, Zhang Dejiang, chairman of Guangdong Party personally had a hand in the Senzhen Airline stock auction.
Li Ruohong was sacked, so they say to save the skin of

Ongoing investigations into the Shenzhen Airlines Case which
involves major funding corruption has made new progress.
Former Executive Supervisor Guo Yingjun, who has been
sentenced to 12 years for fraud, is the first senior executive to be jailed.
As investigations progressed, Zhang Dejiang, a member of
the CCP Politburo Standing Committee who supported the case is now in an embarrassing situation.
Media reports claim that, the CCP leader Xi Jinping
has attacked those that have a Jiang Zemin background, at the Standing Committee.
Zhang is increasingly under more and more pressure.
According to media reports from the Mainland on 8th July,
Guo Yingjun, a former Supervisor of Shenzhen Airlines
was charged with defrauding the company of 3 million yuan.
Guo was sentenced to 12 years in jail at the
Beijing Second Intermediate Court.
Hence, Guo has become the first senior
Executive of Shenzhen Airlines to get jailed.
Those indicted for misappropriating public funds of
2 billion yuan from Shenzhen Airlines,
includes Li Zeyuan, the ringleader, also Zhao Xiang
the Board Director, Li Kun General Manager,
Xu Haiwei the Supervisory Board Chairman, Liu Wenbiao
a Director, and Xie Yunshuang the Chief Financial Officer.
The six of them have gone through the trial and
currently are awaiting sentencing.
On 9th April, The CCP regime bosses suddenly announced
the big case of "Shenzhen's Funding Black Hole"
Alluding that Zhang Dejiang was the actual proponent of
the case to go for the big gun Li Zeyuan.
Zhang was pushed to the frontline. Since then the
"Shenzhen Airlines Case" has escalated continuously.
In the final court hearing on 05th June,
Li Zeyuan confessed that, in a bid for Shenzhen Airlines,
he bribed the head of the Guangdong Provincial Government.

In May 2005, Shenzhen, "Huirun Investment Limited"
which was controlled by Li Zeyuan Holdings,
successfully purchased 65% stake in Shenzhen Airlines
at the price of 2.72 billion.
It became the main controller of Shenzhen Airlines.
In fact, "Huirun Investment Limited" was just a shell company
and it was established just two months before the bid.
According to media reports Zhang Dejiang, the current
Guangdong Party Secretary was very anxious about Shenzhen Airline's auction.
The reports claim that Zhang personally intervened and
helped Li Zeyuan take control of Shenzhen Airline.
Wang Beiji, current affairs commentator told NTD that
Xi Jinping's warning to Zhang doesn't mean that
Zhang will be investigated.
Wang Beiji:"Does the CCP's message mean an
investigation into Zhang Dejiang? I won't be so optimistic.
Zhang's ultimate fate will most likely be the same as
Jia Qinglin: promotion, security and continuing in his position."
Mingjing News revealed that Li Zeyuan
worked for Zhao Nanqi,
a former director of the general logistics
department of the People's Liberations Army.
Zhao was Zhang's right hand man.
The reports said that apart from Zhang,
several high-ranking officials such as Zeng Peiyan,
Luo Zhijun, and daughter of Zhao Nanqi,
singer Song Zuying etc. also played an important
role in Shenzhen Airline's affairs.

On June 18, Zhang Dejiang, twice referred to recently ousted
Bo Xilai as "Comrade" in his speech at Chongqing Congress.
Zhang is a member of the Central Political Bureau,
and party secretary in Chongqing.
According to analysts, Zhang Dejiang
was from Jiang Zemin's faction.
However, he swore to support
Hu and Wen after Bo's downfall.
Zhang's speech contrasts with that of Wen Jiabao
during a press conference at the Two Congresses.
This indicates Zhang hasn't detached himself completely
from Jiang's faction, and may even oppose Wen Jiabao.
At the Chongqing Congress, Zhang Dejiang commented
that the "Wang Lijun event, murder of Neil Heywood,
and 'Comrade' Bo Xilai's severe disciplinary problems,
have hurt both the party and nation's image badly.
They have seriously affected the future
development of Chongqing.
We should distinguish the achievement by Chongqing's
cadres and people in the last five years from the issues of Wang Lijun, and Comrade Bo Xilai."
It is reported that after Bo Xilai's and Wang Lijun's downfall,
Jiang's faction discarded Bo and dispatched Zhang Dejiang
(from Jiang's faction) to replace Bo as Chongqing's mayor.
After the central CCP decided to investigate Bo's case,
Zhang Dejiang immediately claimed "to maintain a high
degree of unity with the central party led by Hu Jintao."

Wen Jiabao said at a press conference during this year's

According to outside analysis, the conflicting speeches
of Zhang Dejiang and Wen Jiabao shows
Zhang has not detached himself completely
from Jiang's faction and may even oppose Wen Jiabao.

South China Morning Post spoke to BBC Chinese.
Several months after Bo Xilai's downfall, Zhang Dejiang,

Wu Jianguo: "This might be for two reasons.
One is that Hu and Wen might compromise with
the blood-debt faction, to maintain stability.
The other is that the blood-debt faction is still too powerful
to be removed, and Hu and Wen have to compromise."
Zhang Jian, China expert: "At this point, he (Zhang Dejiang)
might be using his own way to maintain his position.
He might also be acting under high-level instruction to tell
people that Bo Xilai might still keep power in Jiang's faction, and that it is not completely hopeless."
It is reported that Zhang Dejiang was involved in several
cases of corruption, such as "the Shenzhen Airlines Case."
The inside story of "Shenzhen Airlines," similar
to the Xiamen Yuanhua Smuggling Case a few years ago,
causes nervousness among high-level CCP officials.
Officer Zhao Nanqi used to help Li Zeyuan, owner
of Shenzhen Airlines.

that is not corrupt?

they are highly united on Bo's case. This will not be a soft landing.
Bo Xilai will be dismissed and he and his family
will be punished strictly.

Zhao Nanqi (Chinese name: 趙南起 Korean name: 조남기 Cho Namgi) is a notable military and political figure in modern China. Of Korean descent, he was born in 1927 in Chungcheongbuk-do, in present day South Korea. Zhao was a former director and party secretary of the PLA (People's Liberation Army) from 1987 until 1992.
Zhao was ranked three star general in 1988. He was also named president of the PLA Academy of Military Sciences from 1992 to 1995.
Politically, Zhao was a member of the 12th, 13th and 14th CPC (Communist Party of China) Central Committees. He was named vice-chairman of the Nationalities Committee of the 5th NPC (National Provincial Congress) and vice-chairman of the 9th CPPCC (Chinese People's Political Consultative Conference) National Committee.

However, he swore to support Hu and Wen after Bo's downfall. Zhang's speech contrasts with that of Wen Jiabao during a press conference at the Two Congresses. This indicates Zhang hasn't detached himself completely from Jiang's faction, and may even oppose Wen Jiabao. At the Chongqing Congress, Zhang Dejiang commented that the "Wang Lijun event, murder of Neil Heywood, and 'Comrade' Bo Xilai's severe disciplinary problems, have hurt both the party and nation's image badly. They have seriously affected the future development of Chongqing. Li Zeyuan, an unknown businessman entered Shenzhen Airlines
with the sky - high price of 2.7 billion Yuan to beat China
International Airlines (Air), CITIC Group, Ping An Insurance
and even a foreign tycoon, making a hit.
Li Zeyuan set up Huirun Company in March 2005.
The shareholders included himself, the director of the General
Logistics Department Admiral Zhao Nanqi's daughter Zhao Li,
and former Minister of National Defense, Admiral Qin Jiwei's
daughter Qin Wanjiang and Jiang Zemin's mistress Song Zuying's
sister Song zuyu.
According to mainland media Southern Weekend's disclosure,
Li Xeyuan had served as a certain Military Commission leader's bodyguard.
Li Zeyuan dropped out at third grade of elementary school,
joined the army at 14 by claiming to be16 years old.
It was arranged for him to work by the Military Commission
leader's side."
And the leader was suspected by the public to be Zhao Nanqi
a member of the Central Military Commission.
At the end of 2009, Li Zeyuan was arrested.
It is said that Li Zeyuan borrowed money to acquire equity
in Shenzhen Airline stock to control the situation.
Then he gradually used Shenzhen Airlines money
to pay off the debt.
Mr Li admitted he took 2 billion RMB
and left a 10 billion Yuan financial black hole in less than
four years.
In January, Li Zeyuan was sentenced to 14 years in prison on

At that time, Zhang Dejiang, chairman of Guangdong Party personally had a hand in the Senzhen Airline stock auction.

Zhao Nanqi was appointed minister of the General
Logistics Department South and Central Military Commission
member.Zhang Dejiang was promoted as Jilin, Zhejiang and Guangdong
secretary because of Zhao Nanqi's high recommendation.
Zhang Dejiang was promoted to Vice Premier of the State Council
in 2008 and Politburo Standing Committee member after 2012

chairman of Guangdong Development Bank..
He is under investigation by the authorities
for suspected involvement in the Shenzhen Airlines
privatisation scandal.
Li Zeyuan who purchased Shenzhen Airlines
talked to Zhang Dejiang of the Central Politburo
Standing Committee
when he purchased Shenzhen Airline stock in 2009.
Let's look at the details.
According to mainland website, Caixin, 59-year-old Li
Ruohong was in charge of the Guangdong Development
Bank for ten years from 1994.
Guangdong Development Bank's affiliate Guangkong Group
is the largest shareholder in Shenzhen Airlines.
In 2005, Guangkong Group intended to sell 65% of Shenzhen
Airline stock.
Li Zeyuan, an unknown businessman entered Shenzhen Airlines
with the sky - high price of 2.7 billion Yuan to beat China
International Airlines (Air), CITIC Group, Ping An Insurance
and even a foreign tycoon, making a hit.
Li Zeyuan set up Huirun Company in March 2005.
The shareholders included himself, the director of the General
Logistics Department Admiral Zhao Nanqi's daughter Zhao Li,
and former Minister of National Defense, Admiral Qin Jiwei's
daughter Qin Wanjiang and Jiang Zemin's mistress Song Zuying's
sister Song zuyu.
According to mainland media Southern Weekend's disclosure,
Li Xeyuan had served as a certain Military Commission leader's bodyguard.
Li Zeyuan dropped out at third grade of elementary school,
joined the army at 14 by claiming to be16 years old.
It was arranged for him to work by the Military Commission
leader's side."
And the leader was suspected by the public to be Zhao Nanqi
a member of the Central Military Commission.
At the end of 2009, Li Zeyuan was arrested.
It is said that Li Zeyuan borrowed money to acquire equity
in Shenzhen Airline stock to control the situation.
Then he gradually used Shenzhen Airlines money
to pay off the debt.
Mr Li admitted he took 2 billion RMB
and left a 10 billion Yuan financial black hole in less than
four years.
In January, Li Zeyuan was sentenced to 14 years in prison on
charges of misappropriating funds.
June 5, Li Zeyuan said at his last hearing that he talked
to Guangdong government officials
when he bid for Shenzhen Airlines.
At that time, Zhang Dejiang, chairman of Guangdong Party personally had a hand in the Senzhen Airline stock auction.
Li Ruohong was sacked, so they say to save the skin of
Zhang Dejiang, regarded as a central figure in Jiang
faction's Jilin group.
Hua Po, Beijing political watcher : "Anti-corruption in China
is rarely a pure economic issue but has political considerations.
The great China economic cake has been mastered by the bigwigs.
It involves for sure Zhao Nanqi, Zhang Dejiang and the Jilin
gang because these officials relied on these powerful tools.

Born in Jilin, Zhang Dejiang had studied in North Korea and
served as VP in Yanbian University.
At the time, Zhao Nanqi vigorously promoted Dejiang.
After 1989 June 4th, Jiang Zemin served as general secretary
of the Chinese Communist Party.
Zhao Nanqi was appointed minister of the General
Logistics Department South and Central Military Commission
member.Zhang Dejiang was promoted as Jilin, Zhejiang and Guangdong
secretary because of Zhao Nanqi's high recommendation.
Zhang Dejiang was promoted to Vice Premier of the State Council
in 2008 and Politburo Standing Committee member after 2012
eighteenth national Congress.
Li Shanjian US commentator: "Two possible signals: one is to
attack in an indirect way: if Zhang Dejiang is smart enough
to change faction, Xi Jinping might release him.
Whatever, there might not be pure economic reasons
for the information released from Chinese officialdom,
that someone has a problem."
Zhang Dejiang was reviled by millions of netizens because of
ordering a stop after an 8 hour rescue attempt in the Wenzhou
motor car accident when he served as Zhe Jiang Secretary.
Li Shankjian: "Another possibility is to deal with him.
Especially as Xu Caihou has been arrested and Zhang Dejiang
is considered as a Jiang faction person.
Xi Jinping used the trick of surrounding the city on four sides

Ongoing investigations into the Shenzhen Airlines Case which
involves major funding corruption has made new progress.
Former Executive Supervisor Guo Yingjun, who has been
sentenced to 12 years for fraud, is the first senior executive to be jailed.
As investigations progressed, Zhang Dejiang, a member of
the CCP Politburo Standing Committee who supported the case is now in an embarrassing situation.
Media reports claim that, the CCP leader Xi Jinping
has attacked those that have a Jiang Zemin background, at the Standing Committee.
Zhang is increasingly under more and more pressure.
According to media reports from the Mainland on 8th July,
Guo Yingjun, a former Supervisor of Shenzhen Airlines
was charged with defrauding the company of 3 million yuan.
Guo was sentenced to 12 years in jail at the
Beijing Second Intermediate Court.
Hence, Guo has become the first senior
Executive of Shenzhen Airlines to get jailed.
Those indicted for misappropriating public funds of
2 billion yuan from Shenzhen Airlines,
includes Li Zeyuan, the ringleader, also Zhao Xiang
the Board Director, Li Kun General Manager,
Xu Haiwei the Supervisory Board Chairman, Liu Wenbiao
a Director, and Xie Yunshuang the Chief Financial Officer.
The six of them have gone through the trial and
currently are awaiting sentencing.
On 9th April, The CCP regime bosses suddenly announced
the big case of "Shenzhen's Funding Black Hole"
Alluding that Zhang Dejiang was the actual proponent of
the case to go for the big gun Li Zeyuan.
Zhang was pushed to the frontline. Since then the
"Shenzhen Airlines Case" has escalated continuously.
In the final court hearing on 05th June,
Li Zeyuan confessed that, in a bid for Shenzhen Airlines,
he bribed the head of the Guangdong Provincial Government.
Zhang Dejiang was then the Provincial CCP Secretary.
Li Shankan, an Independent commentator on Chinese Issues:
"They begin by announcing the case,
then begin the trial and investigations.
It ties in closely to the political factions within
the CCP high-ranking groups."
Overseas magazine Epoch Weekly released exclusive news.
During a recent study meeting, Xi Jinping attacked some
conservative Committee members and Politburo members.
It included Liu Yunshan and Zhang Dejiang
who was under great pressure.
It was said that Zhang Dejiang asked for sick leave.
Li Shankan, independent commentator on China issues,
pointed out that;
it's likely Xi Jinping used the case to warn Zhang Dejiang.
Because Xi Jinping had proposed abolition of
re-education through the forced labor system,
but was held-up by Zhang Dejiang at the
NPC (National People's Congress).
Li Shankan: "(Zhang) resisted carrying it out at NPC.
He did not follow up with legislation and the relevant changes.
It was obvious. Xi Jinping is not pleased with the obstructionist
tigers, and Zhang Dejiang definitely is one of them."
In May 2005, Shenzhen, "Huirun Investment Limited"
which was controlled by Li Zeyuan Holdings,
successfully purchased 65% stake in Shenzhen Airlines
at the price of 2.72 billion.
It became the main controller of Shenzhen Airlines.
In fact, "Huirun Investment Limited" was just a shell company
and it was established just two months before the bid.
According to media reports Zhang Dejiang, the current
Guangdong Party Secretary was very anxious about Shenzhen Airline's auction.
The reports claim that Zhang personally intervened and
helped Li Zeyuan take control of Shenzhen Airline.
Wang Beiji, current affairs commentator told NTD that
Xi Jinping's warning to Zhang doesn't mean that
Zhang will be investigated.
Wang Beiji:"Does the CCP's message mean an
investigation into Zhang Dejiang? I won't be so optimistic.
Zhang's ultimate fate will most likely be the same as

On June 18, Zhang Dejiang, twice referred to recently ousted
Bo Xilai as "Comrade" in his speech at Chongqing Congress.
Zhang is a member of the Central Political Bureau,
and party secretary in Chongqing.
According to analysts, Zhang Dejiang
was from Jiang Zemin's faction.
However, he swore to support
Hu and Wen after Bo's downfall.
Zhang's speech contrasts with that of Wen Jiabao
during a press conference at the Two Congresses.
This indicates Zhang hasn't detached himself completely
from Jiang's faction, and may even oppose Wen Jiabao.
At the Chongqing Congress, Zhang Dejiang commented
that the "Wang Lijun event, murder of Neil Heywood,
and 'Comrade' Bo Xilai's severe disciplinary problems,
have hurt both the party and nation's image badly.
They have seriously affected the future
development of Chongqing.
We should distinguish the achievement by Chongqing's
cadres and people in the last five years from the issues of Wang Lijun, and Comrade Bo Xilai."
It is reported that after Bo Xilai's and Wang Lijun's downfall,
Jiang's faction discarded Bo and dispatched Zhang Dejiang
(from Jiang's faction) to replace Bo as Chongqing's mayor.
After the central CCP decided to investigate Bo's case,
Zhang Dejiang immediately claimed "to maintain a high
degree of unity with the central party led by Hu Jintao."
However, recent information says Zhang Dejiang's
attitude towards "Bo and Zhou's punishment" is unclear.
Wen Jiabao said at a press conference during this year's
Two Congresses that if political reform stagnates,
the tragedy of the Cultural Revolution might happen again.
Wen negated "the Cultural Revolution"
and "leftist mistakes" twice.
He criticized the Chongqing government
and vowed to handle the case strictly.
According to outside analysis, the conflicting speeches
of Zhang Dejiang and Wen Jiabao shows
Zhang has not detached himself completely
from Jiang's faction and may even oppose Wen Jiabao.
Wong Chung-Ching, Beijing Branch Chief for Hong Kong's
South China Morning Post spoke to BBC Chinese.
Several months after Bo Xilai's downfall, Zhang Dejiang,
as a member of the Central Political Bureau, still called Bo Xilai "comrade."
This indicates that the CCP wants to maintain stability
by the reducing the effects of these events.
Wu Jianguo, a current affairs commentator, said Zhang
was suggesting that Bo Xilai might only be punished slightly.
Obviously this is not what Hu and Wen intended,
or at least not what Wen Jiabao intends.
Wu Jianguo: "This might be for two reasons.
One is that Hu and Wen might compromise with
the blood-debt faction, to maintain stability.
The other is that the blood-debt faction is still too powerful
to be removed, and Hu and Wen have to compromise."
Zhang Jian, China expert: "At this point, he (Zhang Dejiang)
might be using his own way to maintain his position.
He might also be acting under high-level instruction to tell
people that Bo Xilai might still keep power in Jiang's faction, and that it is not completely hopeless."
It is reported that Zhang Dejiang was involved in several
cases of corruption, such as "the Shenzhen Airlines Case."
The inside story of "Shenzhen Airlines," similar
to the Xiamen Yuanhua Smuggling Case a few years ago,
causes nervousness among high-level CCP officials.
Officer Zhao Nanqi used to help Li Zeyuan, owner
of Shenzhen Airlines.
This was to established his business,
with the support from Zhang Dejiang.
Zhang Jian: "Is there any official in the CCP regime
that is not corrupt?
The CCP is like a huge dye-vat, in which these officials
corrupt each other.
It is a precursor of demons' going to hell.
And of course, they are comrades to each other."
The Daily Telegraph in the UK said Zhang Dejiang's speech
seems to be setting the tone for Bo's case.
It indicates that core policies in Chongqing will not change.
But Hong Kong's Open Magazine published
Jiang Weiping's article in June.
This indicated that at the top-level of the CCP,
they are highly united on Bo's case. This will not be a soft landing.
Bo Xilai will be dismissed and he and his family
will be punished strictly.
After wiping away these obstructions, Hu Jintao, Wen Jiabao
and Xi Jinping will then start a new era of political reform.
