The French forces were responding to a report of a bomb planted under a bridge in the main market area of Kapisa province's Nijrab district when the bomber walked up to them and detonated his explosives, said Qais Qadri, a spokesman for the provincial government. Taliban spokesman Zabiullah Mujahid claimed responsibility for the attack in an email. France's defense ministry confirmed the nationality of the dead and said another five French troops were wounded in blast. The ministry said they were on an operation supporting the Afghan army but did not provide details. Qadri said four Afghan civilians were also wounded. The Kapisa bombing was the second deadly attack on NATO troops reported on Saturday. NATO forces said earlier in the day that a service member was killed in a bomb attack in the east. A spokesman for the international coalition, Maj. Martyn Crighton, said the attacks were not related and happened in different parts of the east. Caracas, Venezuela (NTN24) - Venezuelan President Hugo Chavez and other leaders of the eight-nation Bolivarian Alliance bloc, or ALBA, condemned on Sunday what they called the "systematic interference" of foreign countries in Syria's political future. "ALBA chiefs of state condemn the systematic interference and destabilisation policies in Syria to impose on the Syrian people a change of regime," Chavez said at the conference on Sunday. "The ALBA's countries condemn the violent acts against the Syrian people, taken by 'irregular' groups supported by foreign countries," he told the heads of state at the meeting in Caracas. During the summit, Chavez also predicted that the US, the United Nations and the Organisation for American States would likely not recognise his victory in the presidential elections in October as legitimate, even when polls indicated an easy win for his party. He told the heads of state that he could imagine their response: "'In October, Chavez lost. There was fraud.' And they will try to destabilise us, because what the United States wants is the Orinoco Belt, because there...there is oil there for the next 200 years." Spain's request for a bailout for its banks represents yet another mixed success for the US in its two-year-long effort to press Europe to get on top of its debt crisis. Nuristan, the "land of light", has become a landscape of opportunity for Taliban and al Qaeda insurgents looking to tighten their grip on this unruly province, largely untouched by foreign or Afghan troops, in the twilight of NATO's Afghan war. Carrying supplies including mortars, ammunition and heavy machine guns - a company of US soldiers visit a tiny Afghan army post near Kamdesh village overlooking icy peaks and plunging river valleys as hostile as they are breathtaking.
