An astonishing parking ticket. Just a flaw of the system or intentional? In this case is not only the glaring evidence of flawed procedures that clearly misled me and - I am sure - many other motorists. More importantly is that I am being forced yet again to spend considerable time and effort to prove myself right yet again (it has happened with Wandsworth Council in the past) that municipal authorities such as the City of Westminster can devise frivolous and ill conceived methods of ticketing that are riddled with flaws and they rely on our copious appeals (for videos and time for report writing) that they may then improve the system. And they think we should be happy if they simply let us off. My expenses for proving myself this time have run up to £690. An expense which I didn't bother to make a fuss about in a previous case that "I won" with Wandsworth Council a while ago.

After pragmatically trying to get the affair stopped and being told 'where to go' by the board member. He learnt that the board member had been using his company expenses to hide the affair. A tad unhappy, Ian contacted clients of Guy Carpenter Limited and warned them of his inappropriate behaviour. Guy Carpenter unhappy with calls from uphappy and confused clients decided to stop the matter, they approached Sussex whom confirmed in an email that this was a 'civil matter and that if they persued the case they did not believe Mr ####### would NOT turn up in court'. Guy Carpenter then used a private global investigation company , they then met for a 4 hour meeting at lunch time, this resulted in the deployemnt of counter terrorist directorate. After obtaining a high court order they were able to monitor all phones of , his company and his employees. In August 2009 they obtained a second court order and in dawn raid involving 12 -- 16 counter terrorist officers, they raided his home, office and Ian's company accountants. All computers, laptops, mobile phones, sat nav's, digital cameras etc (they did leave the kettle which was nice). Everything was sent off to the High Tech Crimes Laboratory for forensic examination. The main aim of the City Guardians service is to reduce the effect that anti-social behaviour has on Westminster. The City Guardians work closely with schools and youth clubs to deal with anti-social behaviour and other issues that may arise. Guardians are involved in lunchtime activities with schools, patrols at school closing time and other diversionary activities. City Guardians help to make public areas safer and cleaner by patrolling the street. They help to improve public confidence and safety by showing that public areas are cared for. Working with the Police and other Council staff, their visible presence can help reduce crime. City Guardians also work to address environmental issues by reporting faulty street lights, dangers on the footpath, litter hotspots, graffiti, abandoned cars, commercial and residential waste. This proactive reporting means that areas patrolled by the City Guardians have issues dealt with earlier and more effectively, with businesses and residents noticing the difference in these quality of life issues. A large part of the job of a City Guardian is to interact with the local community. The Guardians get to know local people and understand their concerns. They work with youths to engage them in diversionary activities to reduce the levels of youth disorder. By doing this and helping with local events, they become part of the community.
