The Future of LIHEAP Funding: Will Families Get the Cold Shoulder this Winter? - Select Committee on Energy Independence and Global Warming - 2008-09-25 - The dramatic increase in the price of oil this summer caused consumer havoc at the pump. Now, as the winter months quickly approach, families are facing the cold reality that the cost to heat their homes will skyrocket as well. Home heating oil prices are expected to spike upwards of .60 per gallon this winter, a record. That could drive the total heating costs for average families above ,000. The Select Committee on Energy Independence and Global Warming held a hearing looking into immediate funding concerns of the Low Income Home Energy Assistance Program (LIHEAP) as well as long term reform measures to help families cope with rising prices. The hearing featured Governor Deval Patrick from Massachusetts, where 4 out of 5 homes use heating oil or natural gas. In 2005, 5.3 million households received LIHEAP heating or winter crisis assistance, yet this represented only 15 percent of federally eligible households. Representative Edward J. Markey (D-Mass.) and 94 of his Congressional colleagues sent a letter calling for full funding of LIHEAP at .1 billion to stave off what could be a disastrous winter for millions of American families. Natan Sharansky delivered a talk to Googlers in Mountain View on November 1, 2010 entitled "Identity, Freedom, and Global Responsibility." Natan Sharansky's bio: "Natan Sharansky is a legendary figure who serves as an extraordinary emblem of the battle for freedom of Soviet Jews. Born in the Ukraine in 1948, Sharansky graduated from the Physical Technical Institute in Moscow with a degree in computer science. After being denied an exit visa to Israel in 1973, Sharansky became a human rights activist and was one of the founders of the Refusenik movement to earn freedom for Soviet Jews. Convicted in 1978 of treason, he was sentenced to 13 years in the notorious Gulag prison camp. After years of unsuccessful diplomatic efforts and public outcries, he was released in 1986 as part of the East-West prisoner exchange and immigrated to Israel. Currently serving as the Chairman of the Jewish Agency for Israel, Mr. Sharansky is a former member of the Israeli Knesset (parliament) and Minister in four successive Israeli governments. He was awarded the US Congressional Gold Medal in 1986; and the Presidential Medal of Freedom in 2006. Mr. Sharansky appeared as number eleven on the list of TIME magazine's 100 most influential people of 2005 in the "Scientists and Thinkers" category. He continues to lead human rights efforts through his writings and public activities. His memoir, Fear No Evil, was published in the United States in 1988 and has been translated into nine languages. The United States is in the grip of an epidemic of prescription drug overdoses. Over 27000 people died from overdoses in 2007, a number that has risen five-fold since 1990 and has never been higher. Prescription drugs are now involved in more overdose deaths than heroin and cocaine combined. For health professionals, policymakers and legislators, addressing this problem is complicated—while they push for education, prevention, and enforcement to reverse this epidemic, they must also ensure that patients with a legitimate need for these medications still have access to them. This important session of Public Health Grand Rounds will address these challenges and explore the innovative state and federal policies and interventions that are showing promise in reducing injury and death from this epidemic.
