A statement backed by all 15 members threatens the Assad regime with unspecified 'further steps' if it fails to comply with the UN-Arab League envoy's peace plan. Annan's proposals aim to bring about a ceasefire and full access for aid agencies. The text's approval was a rare moment of global unity, Moscow and Beijing having previously vetoed resolutions that condemned Syria's yearlong assault on rebels. No ultimatums were made, at Russia's request, and the statement falls short of a formal resolution. Nevertheless Russia and China's involvment is a blow to President Assad whose forces have made big gains, turning their firepower on rebel-held areas. The fighting shows no sign of abating and analysts now expect the insurgents to change their tactics and adopt guerrilla warfare. India will enter an exclusive league of nations with a nuclear-capable weapon system. The test firing the Agni five missile was postponed after bad weather conditions today.The test will take place on thursday from Wheeler Island in Odisha. The missile has a range of 5000 kilometres, a marked improvement over India's current missiles which can hit potential enemy targets over a distance of just 3500 kilometres. DRDO plans to conduct more such tests of the missile over the next one year after studying and analyzing the parameters achieved in each subsequent trial. The Agni V is capable of carrying nuclear warheads and will be crucial for India's defence against China. Providing access to sustainable energy to an additional 500 million people by 2030. That's the aim of "Energizing Development", a new initiative unveiled by the European Commission on Monday. With a budget of 50 million euros, the EU will give technical advice to those developing countries who choose to participate in the programme. Led by the United Nations Secretary General Ban Ki-Moon, the plan also seeks to improve energy efficiency and double the amount of renewable energy currently used. The EU wants the private sector to get involved. To encourage companies to participate, Brussels will create guarantee schemes with banks to provide investors more assurance that their money is safe. Mid and long-term private investment has been scarce. Many companies still fear the risks of funding renewable energies are too high while benefits are too slow to emerge.  Around 1.3 billion people around the world have no access to electricity. Almost 3 billion people globally still use wood, charcoal or animal waste to cook and keep warm.

It's not a threat and shouldn't be seen as such', that's the clear message from the Indian government as the country's test launched its first nuclear-capable missile. So here's the science bit: it's called the Agni V and has a range of more than 5000 kilometres, meaning it could hit deep into China and reach Eastern Europe. The missile blasted through the clouds in the early hours off India's east coast to great fanfare, the country's President Manmohan Singh thanking the scientists who made it happen. The flexing of muscles in the missile department comes just days after North Korea tried to do the same thing. That ended in a well-documented flop. And despite memories of the war between India and China 50 years ago, China shrugged off the launch, with its state broadcaster effectively congratulating the 'historic moment' for India, saying it had 'joined the club' of countries that own ballistic missiles. NATO also agreed that the missile is not a threat. India recognises it has a long way to go -- at least 4 or 5 more trials apparently - before it could ever be part of their active defence systems. But there's no doubt the race to show prowess when it comes to long range weapons in Asia is most definitely on.
