Biden was born in Scranton, Pennsylvania and lived there for ten years before moving to Delaware. He became an attorney in 1969, and was elected to a county council in 1970. Biden was first elected to the Senate in 1972 and became the sixth-youngest senator in U.S. history. He was re-elected to the Senate six times, was the fourth most senior senator at the time of his resignation, and is the 14th-longest serving Senator in history. Biden was a long-time member and former chairman of the Foreign Relations Committee. His strong advocacy helped bring about U.S. military assistance and intervention during the Bosnian War. He opposed the Gulf War in 1991. He voted in favor of the Iraq War Resolution in 2002, but later proposed resolutions to alter U.S. strategy there. He has also served as chairman of the Senate Judiciary Committee, dealing with issues related to drug policy, crime prevention, and civil liberties, and led creation of the Violent Crime Control and Law Enforcement Act and Violence Against Women Act. He chaired the Judiciary Committee during the contentious U.S. Supreme Court nominations of Robert Bork and Clarence Thomas.
Biden unsuccessfully sought the Democratic presidential nomination in 1988 and 2008, both times dropping out early in the race. Barack Obama selected Biden to be the Democratic Party nominee for Vice President in the 2008 U.S. presidential election. Biden is the first Roman Catholic and the first Delawarean to become Vice President of the United States. As Vice President, Biden has been heavily involved in Obama's decision-making process and held the oversight role for infrastructure spending from the Obama stimulus package aimed at counteracting the late-2000s recession. His ability to negotiate with Congressional Republicans played a key role in bringing about the bipartisan deals that resulted in the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010 that resolved a taxation deadlock and the Budget Control Act of 2011 that resolved the United States debt ceiling crisis.
Biden's father had been very well-off earlier in his life, but had suffered several business reverses by the time Biden was born, and for several years the family had to live with Biden's maternal grandparents, the Finnegans. When the Scranton area went into economic decline during the 1950s, Biden's father could not find enough work. In 1953, the Biden family moved to an apartment in Claymont, Delaware, where they lived for a few years before moving to a house in Wilmington, Delaware. Joe Biden Sr. then did better as a used car salesman, and the family's circumstances were middle class.
Biden attended the Archmere Academy in Claymont, where he was a standout halfback/wide receiver on the high school football team; he helped lead a perennially losing team to an undefeated season in his senior year. He played on the baseball team as well. During these years, he participated in an anti-segregation sit-in at a Wilmington theatre. Academically, Biden was undistinguished, but he was a natural leader among the students. He graduated in 1961.
Biden attended the University of Delaware in Newark, where he was more interested in sports and socializing than in studying, although his classmates were impressed by his cramming abilities. He played halfback with the Blue Hens freshman football team, but he dropped a junior year plan to play for the varsity team as a defensive back, enabling him to spend more time with his out-of-state girlfriend. He graduated with a Bachelor of Arts with a double major in history and political science in 1965, ranked 506th of 688 in his class.
He went on to receive his Juris Doctor from Syracuse University's College of Law in 1968, where by his own description he found it to be "the biggest bore in the world" and pulled many all-nighters to get by. During his first year there, he was accused of having plagiarized 5 of 15 pages of a law review article. Biden said it was inadvertent due to his not knowing the proper rules of citation, and he was permitted to retake the course after receiving a grade of F, which was subsequently dropped from his record. He was admitted to the Delaware Bar in 1969.
Biden received five student draft deferments during this period, with the first coming in late 1963 and the last in early 1968, at the peak of the Vietnam War. In April 1968, he was reclassified by the Selective Service System as not available for service due to having had asthma as a teenager. Biden was not a part of the anti-Vietnam War movement; he would later say that at the time he was preoccupied with marriage and law school, and that he "wore sports coats ... not tie-dyed".
Negative impressions of drinking alcohol in the Biden and Finnegan families and in the neighborhood led to Joe Biden becoming a teetotaler. Biden suffered from stuttering through much of his childhood and into his twenties; he overcame it via long hours spent reciting poetry in front of a mirror.
In 1969, Biden began practicing law in Wilmington, Delaware, first as a public defender and then with his own firm, Biden and Walsh. Corporate law, however, did not appeal to him and criminal law did not pay well. He supplemented his income by managing properties. He ran as a Democrat for the New Castle County Council on a liberal platform that included support for public housing in the suburban area. He won by a solid margin in the usually Republican district, and served from 1970 to 1972 while continuing his private law practice as well.
His entry into the 1972 U.S. Senate election in Delaware presented Biden with a unique circumstance. Longtime Delaware political figure and Republican incumbent Senator J. Caleb Boggs was considering retirement, which would likely have left U.S. Representative Pete du Pont and Wilmington Mayor Harry G. Haskell, Jr. in a divisive primary fight. To avoid that, U.S. President Richard M. Nixon helped convince Boggs to run again with full party support. No other Democrat wanted to run against Boggs. Biden's campaign had virtually no money and was given no chance of winning. It was managed by his sister Valerie Biden Owens (who would go on to manage his future campaigns as well) and staffed by other members of his family, and relied upon handed-out newsprint position papers and meeting voters face-to-face; the small size of the state and lack of a major media market made the approach feasible. Biden did receive some assistance from the AFL-CIO and Democratic pollster Patrick Caddell. Biden's campaign issues focused on withdrawal from Vietnam, the environment, civil rights, mass transit, more equitable taxation, health care, the public's dissatisfaction with politics-as-usual, and "change". During the summer Biden trailed by almost 30 percentage points, but his energy level, his attractive young family, and his ability to connect with voters' emotions gave the surging Biden an advantage over the ready-to-retire Boggs. Biden won the November 7, 1972 election in an upset by a margin of 3,162 votes.
On December 18, 1972, a few weeks after the election, Biden's wife and one-year-old daughter were killed in an automobile accident while Christmas shopping in Hockessin, Delaware. Neilia Biden's station wagon was hit by a tractor-trailer as she pulled out from an intersection; the truck driver was cleared of any wrongdoing. Biden's two sons, Beau and Hunter, were critically injured in the accident, but both eventually made full recoveries. Biden considered resigning to care for them; he was persuaded not to by Senate Majority Leader Mike Mansfield and others and was sworn into office from one of their bedsides. The accident left Biden filled with both anger and religious doubt: "I liked to [walk around seedy neighborhoods] at night when I thought there was a better chance of finding a fight ... I had not known I was capable of such rage ... I felt God had played a horrible trick on me."
To be at home every day for his young sons, Biden began the practice of commuting every day by Amtrak train for 1½ hours each way from his home in the Wilmington suburbs to Washington, D.C., which he continued to do throughout his Senate career. In the aftermath of the accident, he had trouble focusing on work, and appeared to just go through the motions of being a senator. In his memoirs, Biden notes that staffers were taking bets on how long he would last. A single father for five years, Biden left standing orders that he be interrupted in the Senate at any time if his sons called. In remembrance of his wife and daughter, Biden does not work on December 18, the anniversary of the accident. Biden's elder son, Beau, later became Delaware Attorney General and an Army Judge Advocate serving in Iraq; his younger son, Hunter, became a Washington attorney and lobbyist.
In 1975, Biden met Jill Tracy Jacobs, who grew up in Willow Grove, Pennsylvania, and would become a teacher in Delaware. They had met on a blind date with the help of Biden's brother, although it turned out that Biden had already noticed her in a local advertisement. Biden would credit her with renewing his interest in both politics and life. On June 17, 1977, Biden and Jacobs married. They have one daughter, Ashley Blazer (born 1981), who later became a social worker. The Bidens are Roman Catholics and regularly attend Mass at St. Joseph on the Brandywine in Greenville, Delaware.
Biden was subsequently elected to six additional terms, in the elections of 1978, 1984, 1990, 1996, 2002, and 2008, usually getting about 60 percent of the vote. He did not face strong opposition; Governor Pierre S. du Pont, IV chose not to run against him in 1984. Biden spent 28 years as a junior senator due to the two-year seniority of his Republican colleague William V. Roth, Jr.. After Roth was defeated for re-election by Tom Carper in 2000, Biden became Delaware's senior senator. He then became the longest-serving senator in Delaware history. In May 1999, Biden set the mark for youngest senator to cast 10,000 votes.
In February 1988, after suffering from several episodes of increasingly severe neck pain, Biden was taken by long-distance ambulance to Walter Reed Army Medical Center and given lifesaving surgery to correct an intracranial berry aneurysm that had begun leaking; the situation was serious enough that a priest had administered last rites at the hospital. While recuperating, he suffered a pulmonary embolism, which represented a major complication. Another operation to repair a second aneurysm, which had caused no symptoms but was also at risk from bursting, was performed in May 1988. The hospitalization and recovery kept Biden from his duties in the U.S. Senate for seven months. Biden has had no recurrences or effects from the aneurysms since then.
While chairman, Biden presided over the two most contentious U.S. Supreme Court confirmation hearings in history, those for Robert Bork in 1987 and Clarence Thomas in 1991. In the Bork hearings, Biden stated his opposition to Bork soon after the nomination, reversing an approval in an interview of a hypothetical Bork nomination he had made the previous year and angering conservatives who thought he could not conduct the hearings dispassionately. At the close, Biden won praise for conducting the proceedings fairly and with good humor and courage, as his 1988 presidential campaign collapsed in the middle of the hearings. Rejecting some of the less intellectually honest arguments that other Bork opponents were making, Biden framed his discussion around the belief that the U.S. Constitution provides rights to liberty and privacy that extend beyond those explicitly enumerated in the text, and that Bork's strong originalism was ideologically incompatible with that view. Bork's nomination was rejected in the committee by a 9–5 vote, and then rejected in the full Senate by a 58–42 margin.
In the Thomas hearings, Biden's questions on constitutional issues were often long and convoluted, sometimes such that Thomas forgot the question being asked. Thomas later wrote that despite earlier private assurances from the senator, Biden's questions had been akin to a beanball. The nomination came out of the committee without a recommendation, with Biden opposed. In part due to his own bad experiences in 1987 with his presidential campaign, Biden was reluctant to let personal matters enter into the hearings. Biden initially shared with committee, but not the public, Anita Hill's sexual harassment charges, on the grounds she was not yet willing to testify. After she did, Biden did not permit other witnesses to testify further on her behalf, such as Angela Wright (who made a similar charge) and experts on harassment. Biden said he was striving to preserve Thomas's right to privacy and the decency of the hearings. The nomination was approved by a 52–48 vote in the full Senate, with Biden again opposed. During and afterwards, Biden was strongly criticized by liberal legal groups and women's groups for having mishandled the hearings and having not done enough to support Hill. Biden subsequently sought out women to serve on the Judiciary Committee and emphasized women's issues in the committee's legislative agenda.
Biden was involved in crafting many federal crime laws. In 1984, he was Democratic floor manager for the successful passage of the Comprehensive Crime Control Act; civil libertarians praised him for modifying some of the Act's provisions, and it was his most important legislative accomplishment at that point in time. He later spearheaded the Violent Crime Control and Law Enforcement Act of 1994, also known as the Biden Crime Law, and the landmark Violence Against Women Act of 1994 (VAWA), which contains a broad array of measures to combat domestic violence and provides billions of dollars in federal funds to address gender-based crimes. In 2000, the Supreme Court ruled in ''United States v. Morrison'' that the section of VAWA allowing a federal civil remedy for victims of gender-motivated violence exceeded Congress's authority and therefore was unconstitutional. Congress reauthorized VAWA in 2000 and 2005. Biden has said, "I consider the Violence Against Women Act the single most significant legislation that I’ve crafted during my 35-year tenure in the Senate." In 2004 and 2005, Biden enlisted major American technology companies in diagnosing the problems of the Austin, Texas-based National Domestic Violence Hotline, and to donate equipment and expertise to it in a successful effort to improve its services.
Biden was critical of the actions of Independent Counsel Kenneth Starr during the 1990s Whitewater controversy and Lewinsky scandal investigations, and said "it's going to be a cold day in hell" before another Independent Counsel is granted the same powers. Biden voted to acquit on both charges during the impeachment of President Clinton.
As chairman of the International Narcotics Control Caucus, Biden wrote the laws that created the U.S. "Drug Czar", who oversees and coordinates national drug control policy. In April 2003, he introduced the controversial Reducing Americans' Vulnerability to Ecstasy Act, also known as the RAVE Act. He continued to work to stop the spread of "date rape drugs" such as flunitrazepam, and drugs such as Ecstasy and Ketamine. In 2004, he worked to pass a bill outlawing steroids like androstenedione, the drug used by many baseball players.
Biden's legislation to promote college aid and loan programs allows families to deduct on their annual income tax returns up to $10,000 per year in higher education expenses. His "Kids 2000" legislation established a public/private partnership to provide computer centers, teachers, Internet access, and technical training to young people, particularly to low-income and at-risk youth.
During his first decade in the Senate, Biden focused on arms control issues. In response to the refusal of the U.S. Congress to ratify the SALT II Treaty signed in 1979 by Soviet leader Leonid Brezhnev and President Jimmy Carter, Biden took the initiative to meet the Soviet Foreign Minister Andrei Gromyko, educated him about American concerns and interests, and secured several changes to address objections of the Foreign Relations Committee. When the Reagan administration wanted to interpret the 1972 SALT I Treaty loosely in order to allow the Strategic Defense Initiative to proceed, Biden argued for strict adherence to the treaty's terms. Biden clashed again with the Reagan administration in 1986 over economic sanctions against South Africa, leading to a heated exchange between the senator and Secretary of State George P. Shultz.
Biden became interested in the Yugoslav Wars after hearing about Serbian abuses during the Croatian War of Independence in 1991. Once the Bosnian War broke out, Biden was among the first to call for the "lift and strike" policy of lifting the arms embargo, training Bosnian Muslims and supporting them with NATO air strikes, and investigating war crimes. Both the George H. W. Bush administration and Clinton administration were reluctant to implement the policy, fearing Balkan entanglement. In April 2003, Biden spent a week in the Balkans and held a tense three-hour meeting with Serbian leader Slobodan Milošević. Biden related that he told Milošević, "I think you're a damn war criminal and you should be tried as one." Biden wrote an amendment in 1992 to compel the Bush administration to arm the Bosnians, but deferred in 1994 to a somewhat softer stance preferred by the Clinton administration, before signing on the following year to a stronger measure sponsored by Bob Dole and Joe Lieberman. The 1995 NATO bombing campaign in Bosnia and Herzegovina then led to the Dayton Agreement and a successful NATO peacekeeping effort. Biden has called his role in affecting Balkans policy in the mid-1990s his "proudest moment in public life" that related to foreign policy. In 1999, during the Kosovo War, Biden supported the NATO bombing campaign against Serbia and Montenegro, and co-sponsored with his friend John McCain the McCain-Biden Kosovo Resolution, which called on President Clinton to use all necessary force, including ground troops, to confront Milosevic over Serbian actions in Kosovo. In 1998, ''Congressional Quarterly'' named Biden one of "Twelve Who Made a Difference" for playing a lead role in several foreign policy matters, including NATO enlargement and the successful passage of bills to streamline foreign affairs agencies and punish religious persecution overseas.
Biden had voted against authorization for the Gulf War in 1991, siding with 45 of the 55 Democratic senators; he said the U.S. was bearing almost all the burden in the anti-Iraq coalition. Biden was a strong supporter of the 2001 war in Afghanistan, saying "Whatever it takes, we should do it." Regarding Iraq, Biden stated in 2002 that Saddam Hussein was a threat to national security, and that there was no option but to eliminate that threat. The Bush administration rejected an effort Biden undertook with Senator Richard Lugar to pass a resolution authorizing military action only after the exhaustion of diplomatic efforts. In October 2002, Biden voted in favor of the Authorization for Use of Military Force Against Iraq, justifying the Iraq War. While he soon became a critic of the war and viewed his vote as a "mistake", he did not push to require a U.S. withdrawal. He supported the appropriations to pay for the occupation, but argued repeatedly that the war should be internationalized, that more soldiers were needed, and that the Bush administration should "level with the American people" about the cost and length of the conflict.
By late 2006, Biden's stance had shifted, and he opposed the troop surge of 2007, saying General David Petraeus was "dead, flat wrong" in believing the surge could work. Biden was instead a leading advocate for dividing Iraq into a loose federation of three ethnic states. In November 2006, Biden and Leslie H. Gelb, President Emeritus of the Council on Foreign Relations, released a comprehensive strategy to end sectarian violence in Iraq. Rather than continuing the present approach or withdrawing, the plan called for "a third way": federalizing Iraq and giving Kurds, Shiites, and Sunnis "breathing room" in their own regions. In September 2007, a non-binding resolution passed the Senate endorsing such a scheme. However, the idea was unfamiliar, had no political constituency, and failed to gain traction. Iraq’s political leadership united in denouncing the resolution as a ''de facto'' partitioning of the country, and the U.S. Embassy in Baghdad issued a statement distancing itself.
In March 2004, Biden secured the brief release of Libyan democracy activist and political prisoner Fathi Eljahmi, after meeting with leader Muammar al-Gaddafi in Tripoli. In May 2008, Biden sharply criticized President George W. Bush for his speech to Israel's Knesset in which he suggested that some Democrats were acting in the same way some Western leaders did when they appeased Hitler in the runup to World War II. Biden stated: "This is bullshit. This is malarkey. This is outrageous. Outrageous for the president of the United States to go to a foreign country, sit in the Knesset ... and make this kind of ridiculous statement." Biden later apologized for using the expletive. Biden further stated, "Since when does this administration think that if you sit down, you have to eliminate the word 'no' from your vocabulary?"
In 1975, Biden broke from liberal orthodoxy when he took legislative action to limit desegregation busing. In doing so, he said busing was a "bankrupt idea [that violated] the cardinal rule of common sense," and that his opposition would make it easier for other liberals to follow suit. Three years later, Wilmington's federally-mandated cross-district busing plan generated much turmoil, and in trying to legislate a compromise solution Biden found himself alienating both black and white voters for a while.
Since 1991, Biden has served as an adjunct professor at the Widener University School of Law, Delaware's only law school, where he has taught a seminar on constitutional law. The seminar has been one of Widener's most popular, often with a waiting list for enrollment. Biden has typically co-taught the course with another professor, taking on at least half the course minutes and sometimes flying back from overseas to make one of the classes.
Biden was a sponsor of bankruptcy legislation during the 2000s, which was sought by MBNA, one of Delaware's largest companies, and other credit card issuers. Biden fought for certain amendments to the bill that would indirectly protect homeowners and forbid anti-abortion felons from using bankruptcy to discharge fines; the overall bill was vetoed by Bill Clinton in 2000 but then finally passed as the Bankruptcy Abuse Prevention and Consumer Protection Act in 2005, with Biden supporting. The downstate Sussex County region is the nation's top chicken-producing area, and Biden held up trade agreements with Russia when that country stopped importing U.S. chickens.
In 2007, Biden requested and gained $67 million worth of projects for his constituents through congressional earmarks.
Biden sits on the board of advisors of the Close Up Foundation, which brings high school students to Washington for interaction with legislators on Capitol Hill.
During his years as a senator, Biden amassed a reputation for loquaciousness, with his questions and remarks during Senate hearings being especially known for being long-winded. He has been a strong speaker and debater and a frequent and effective guest on the Sunday morning talk shows. In public appearances, he is known to deviate from prepared remarks at will. According to political analyst Mark Halperin, he has shown "a persistent tendency to say silly, offensive, and off-putting things"; ''The New York Times'' writes that Biden's "weak filters make him capable of blurting out pretty much anything". Nor is Biden known for modesty; journalist James Traub has written that "Biden’s vanity and his regard for his own gifts seem considerable even by the rarefied standards of the U.S. Senate."
Political writer Howard Fineman has said that, "Biden is not an academic, he’s not a theoretical thinker, he’s a great street pol. He comes from a long line of working people in Scranton—auto salesmen, car dealers, people who know how to make a sale. He has that great Irish gift." Political columnist David S. Broder has viewed Biden as having grown since he came to Washington and since his failed 1988 presidential bid: "He responds to real people—that’s been consistent throughout. And his ability to understand himself and deal with other politicians has gotten much much better." Traub concludes that "Biden is the kind of fundamentally happy person who can be as generous toward others as he is to himself."
Having won both races, Biden made a point of holding off his resignation from the Senate so that he could be sworn in for his seventh term on January 6, 2009. He became the youngest senator ever to be sworn in for a seventh full term, and said, "In all my life, the greatest honor bestowed upon me has been serving the people of Delaware as their United States senator." Biden cast his last Senate vote on January 15, supporting the release of the second $350 billion for the Troubled Asset Relief Program. Biden resigned from the Senate later that day; in emotional farewell remarks on the Senate floor, where he had spent most of his adult life, Biden said, "Every good thing I have seen happen here, every bold step taken in the 36-plus years I have been here, came not from the application of pressure by interest groups, but through the maturation of personal relationships."
Delaware's Democratic governor, Ruth Ann Minner, announced on November 24, 2008, that she would appoint Biden's longtime senior adviser Ted Kaufman to succeed Biden in the Senate. Kaufman said he would only serve two years, until Delaware's special senate election in 2010. Biden's son Beau ruled himself out of the 2008 selection process due to his impending tour in Iraq with the Delaware Army National Guard. He was a possible candidate for the 2010 special election, but in early 2010 said he would not run for the seat.
A method that political scientists use for gauging ideology is to compare the annual ratings by the Americans for Democratic Action (ADA) with the ratings by the American Conservative Union (ACU). Biden has a lifetime liberal 72 percent score from the ADA through 2004, while the ACU awarded Biden a lifetime conservative rating of 13 percent through 2008. Using another metric, Biden has a lifetime average liberal score of 77.5 percent, according to a ''National Journal'' analysis that places him ideologically among the center of Senate Democrats. ''The Almanac of American Politics'' rates congressional votes as liberal or conservative on the political spectrum, in three policy areas: economic, social, and foreign. For 2005–2006, Biden's average ratings were as follows: the economic rating was 80 percent liberal and 13 percent conservative, the social rating was 78 percent liberal and 18 percent conservative, and the foreign rating was 71 percent liberal and 25 percent conservative. This has not changed much over time; his liberal ratings in the mid-1980s were also in the 70–80 percent range.
Various advocacy groups have given Biden scores or grades as to how well his votes align with the positions of each group. The American Civil Liberties Union (ACLU) gives him an 86 percent lifetime score, with a 91 percent score for the 110th Congress. Biden received a 91 percent voting record from the National Education Association (NEA) showing a pro-teacher union voting record. Biden opposes drilling for oil in the Arctic National Wildlife Refuge and supports governmental funding to find new energy sources. Biden believes action must be taken on global warming. He co-sponsored the Sense of the Senate resolution calling on the United States to be a part of the United Nations climate negotiations and the Boxer-Sanders Global Warming Pollution Reduction Act, the most stringent climate bill in the United States Senate. Biden cites high health care and energy costs as two major threats to the prosperity of American businesses, and believes that addressing these issues will improve American economic competitiveness. Biden was given a 100 percent approval rating from AFL-CIO indicating a heavily pro-union voting record. Biden is opposed to the privatization of Social Security and was given an 89 percent approval rating from the Alliance for Retired Americans (ARA), an organization of retired union members.
By August 1987, Biden's campaign, whose messaging was confused due to staff rivalries, had begun to lag behind those of Michael Dukakis and Dick Gephardt, although he had still raised more funds than all candidates but Dukakis, and was seeing an upturn in Iowa polls. In September 1987, the campaign ran into trouble when he was accused of plagiarizing a speech that had been made by Neil Kinnock, leader of the British Labour Party. Kinnock’s speech included the lines:
"Why am I the first Kinnock in a thousand generations to be able to get to university? [Then pointing to his wife in the audience] Why is Glenys the first woman in her family in a thousand generations to be able to get to university? Was it because all our predecessors were thick?"While Biden’s speech included the lines:
"I started thinking as I was coming over here, why is it that Joe Biden is the first in his family ever to go to a university? [Then pointing to his wife in the audience] Why is it that my wife who is sitting out there in the audience is the first in her family to ever go to college? Is it because our fathers and mothers were not bright? Is it because I'm the first Biden in a thousand generations to get a college and a graduate degree that I was smarter than the rest?"Though Biden had cited Kinnock as the source for the formulation many times before, he made no reference to the original source at the August 23 Iowa State Fair debate in question or in another appearance. While political speeches often appropriate ideas and language from each other, Biden's use came under more scrutiny because he somewhat distorted his own family's background to match Kinnock's.
A few days later, Biden's plagiarism incident in law school came to public light. It was also revealed that when earlier questioned by a New Hampshire resident about his grades in law school, Biden had falsely stated that he had graduated in the "top half" of his class, that he had attended law school on a full scholarship, and that he had received three degrees in college. He had in fact earned a single B.A. with a double major in history and political science, had received a half scholarship to law school based on financial need with some additional assistance based in part upon academics, and had graduated 76th of 85 in his law school class.
The Kinnock and school revelations were magnified by the limited amount of other news about the nomination race at the time, when most of the public were not yet paying attention to any of the campaigns; Biden thus fell into what ''The Washington Post'' writer Paul Taylor described as that year's trend, a "trial by media ordeal". Biden lacked a strong demographic or political group of support to help him survive the crisis. He withdrew from the nomination race on September 23, 1987, saying his candidacy had been overrun by "the exaggerated shadow" of his past mistakes. After Biden withdrew from the race, it was revealed that the Dukakis campaign had secretly made a video highlighting the Biden–Kinnock comparison and distributed it to news outlets. Also later in 1987, the Delaware Supreme Court's Board of Professional Responsibility cleared Biden of the law school plagiarism charges regarding his standing as a lawyer, saying Biden had "not violated any rules".
During his campaign, Biden focused on the war in Iraq and his support for the implementation of the Biden-Gelb plan to achieve political success. He touted his record in the Senate as the head of major congressional committees and his experience on foreign policy. Despite speculation to the contrary, Biden rejected the notion of accepting the position of Secretary of State, focusing only on the presidency. At a 2007 campaign event, Biden said, "I know a lot of my opponents out there say I'd be a great Secretary of State. Seriously, every one of them. Do you watch any of the debates? 'Joe's right, Joe's right, Joe's right.'" Other candidates' comments that "Joe is right" in the Democratic debates were converted into a Biden campaign theme and ad. In mid-2007, Biden stressed his foreign policy expertise compared to Obama's, saying of the latter, "I think he can be ready, but right now I don't believe he is. The presidency is not something that lends itself to on-the-job training." Biden also said that Obama was copying some of his foreign policy ideas. Biden was noted for his one-liners on the campaign trail, saying of Republican then-frontrunner Rudy Giuliani at the October 30, 2007, debate in Philadelphia, "There's only three things he mentions in a sentence: a noun, and a verb and 9/11." Overall, Biden's debate performances were an effective mixture of humor and sharp and surprisingly disciplined comments.
Biden made remarks during the campaign that attracted controversy. On the day of his January 2007 announcement, he spoke of fellow Democratic candidate and Senator Barack Obama: "I mean, you got the first mainstream African-American who is articulate and bright and clean and a nice-looking guy, I mean, that's a storybook, man." This comment undermined his campaign as soon as it began and significantly damaged his fund-raising capabilities; it later took second place on ''Time'' magazine's list of Top 10 Campaign Gaffes for 2007. Biden had earlier been criticized in July 2006 for a remark he made about his support among Indian Americans: "I've had a great relationship. In Delaware, the largest growth in population is Indian-Americans moving from India. You cannot go to a 7-Eleven or a Dunkin' Donuts unless you have a slight Indian accent. I'm not joking." Biden later said the remark was not intended to be derogatory.
Overall, Biden had difficulty raising funds, struggled to draw people to his rallies, and failed to gain traction against the high-profile candidacies of Obama and Senator Hillary Rodham Clinton; he never rose above single digits in the national polls of the Democratic candidates. In the initial contest on January 3, 2008, Biden placed fifth in the Iowa caucuses, garnering slightly less than one percent of the state delegates. Biden withdrew from the race that evening, saying "There is nothing sad about tonight.... I feel no regret."
Despite the lack of success, Biden's stature in the political world rose as the result of his campaign. In particular, it changed the relationship between Biden and Obama. Although the two had served together on the Senate Foreign Relations Committee, they had not been close, with Biden having resented Obama's quick rise to political stardom and Obama having viewed Biden as garrulous and patronizing. Now, having gotten to know each other during 2007, Obama appreciated Biden's campaigning style and appeal to working class voters, and Biden was convinced that Obama was "the real deal".
Since shortly following Biden's withdrawal from the presidential race, Obama had been privately telling Biden that he was interested in finding an important place for him in a possible Obama administration. Biden declined Obama's first request to vet him for the vice presidential slot, fearing the vice presidency would represent a loss in status and voice from his senate position, but subsequently changed his mind. In a June 22, 2008, interview on NBC's ''Meet the Press'', Biden confirmed that, although he was not actively seeking a spot on the ticket, he would accept the vice presidential nomination if offered. In early August, Obama and Biden met in secret to discuss a possible vice-presidential relationship, and the two hit it off well personally. On August 22, 2008, Barack Obama announced that Biden would be his running mate. ''The New York Times'' reported that the strategy behind the choice reflected a desire to fill out the ticket with someone who has foreign policy and national security experience—and not to help the ticket win a swing state or to emphasize Obama's "change" message. Other observers pointed out Biden's appeal to middle class and blue-collar voters, as well as his willingness to aggressively challenge Republican nominee John McCain in a way that Obama seemed uncomfortable doing at times. In accepting Obama's offer, Biden ruled out to him the possibility of running for president again in 2016 (although comments by Biden a year later seemed to back off that stance).
After his selection as a vice presidential candidate, Biden was criticized by his own Roman Catholic Diocese of Wilmington Bishop Michael Saltarelli over his stance on abortion, which goes against the church's pro-life beliefs and teachings. The diocese confirmed that even if elected vice president, Biden would not be allowed to speak at Catholic schools. Biden was soon barred from receiving Holy Communion by the bishop of his original hometown of Scranton, Pennsylvania, because of his support for abortion rights; however, Biden did continue to receive Communion at his local Delaware parish. Scranton became a flash point in the competition for swing state Catholic voters between the Democratic campaign and liberal Catholic groups, who stressed that other social issues should be considered as much or more than abortion, and many bishops and conservative Catholics, who maintained abortion was paramount. Biden said he believed that life began at conception but that he would not impose his personal religious views on others. Bishop Saltarelli had previously stated regarding stances similar to Biden's: "No one today would accept this statement from any public servant: ‘I am personally opposed to human slavery and racism but will not impose my personal conviction in the legislative arena.’ Likewise, none of us should accept this statement from any public servant: ‘I am personally opposed to abortion but will not impose my personal conviction in the legislative arena.'"
Biden's vice presidential campaigning gained little media visibility, as far greater press attention was focused on the Republican running mate, Alaskan Governor Sarah Palin. During one week in September 2008, for instance, the Pew Research Center's Project for Excellence in Journalism found that Biden was only included in five percent of the news coverage of the race, far less than for the other three candidates on the tickets. Biden nevertheless focused on campaigning in economically challenged areas of swing states and trying to win over blue-collar Democrats, especially those who had supported Hillary Rodham Clinton. Biden attacked McCain heavily, despite a long-standing personal friendship; he would say, "That guy I used to know, he’s gone. It literally saddens me." As the financial crisis of 2007–2010 reached a peak with the liquidity crisis of September 2008 and the proposed bailout of United States financial system became a major factor in the campaign, Biden voted in favor of the $700 billion Emergency Economic Stabilization Act of 2008, which passed the Senate 74–25.
On October 2, 2008, Biden participated in the campaign's one vice presidential debate with Palin. Polling from CNN, Fox and CBS found that while Palin exceeded many voters' expectations, Biden had won the debate overall. On October 5, Biden suspended campaign events for a few days after the death of his mother-in-law. During the final days of the campaign, Biden focused on less-populated, older, less well-off areas of battleground states, especially in Florida, Ohio, and Pennsylvania, where polling indicated he was popular and where Obama had not campaigned or performed well in the Democratic primaries. He also campaigned in some normally Republican states, as well as in areas with large Catholic populations. Under instructions from the Obama campaign, Biden kept his speeches succinct and tried to avoid off-hand remarks, such as one about Obama being tested by a foreign power soon after taking office, which had attracted negative attention. Privately, Obama was frustrated by Biden's remarks, saying "How many times is Biden gonna say something stupid?" Relations between the two campaigns became strained for a month, until Biden apologized on a call to Obama and the two built a stronger partnership. Publicly, Obama strategist David Axelrod said that any unexpected comments had been outweighed by Biden's high popularity ratings. Nationally, Biden had a 60 percent favorability rating in a Pew Research Center poll, compared to Palin's 44 percent.
On November 4, 2008, Obama was elected President and Biden Vice President of the United States. The Obama-Biden ticket won 365 Electoral College votes to McCain-Palin's 173, and had a 53–46 percent edge in the nationwide popular vote.
Biden became the 47th Vice President of the United States on January 20, 2009, when he was inaugurated alongside President Barack Obama. He succeeded Dick Cheney. Biden is the first United States Vice President from Delaware and the first Roman Catholic to attain that office. Supreme Court Justice John Paul Stevens administered the oath of office to Biden.
As Biden headed to Delaware's Return Day tradition following the November 2008 election, and the transition process to an Obama administration began, Biden said he was in daily meetings with Obama and that McCain was still his friend. The U.S. Secret Service codename given to Biden is "Celtic", referencing his Irish roots.
Biden chose veteran Democratic lawyer and aide Ron Klain to be his vice-presidential chief of staff, and ''Time'' Washington bureau chief Jay Carney to be his director of communications. Biden intended to eliminate some of the explicit roles assumed by the vice presidency of Cheney, who had established himself as an autonomous power center. Otherwise, Biden said he would not model his vice presidency on any of the ones before him, but instead would seek to provide advice and counsel on every critical decision Obama would make. Biden said he had been closely involved in all the cabinet appointments that were made during the transition. Biden was also named to head the new White House Task Force on Working Families, an initiative aimed at improving the economic well being of the middle class. As his last act as Chairman of the Foreign Relations Committee, Biden went on a trip to Iraq, Afghanistan and Pakistan during the second week of January 2009, meeting with the leadership of those countries.
In the early months of the Obama administration, Biden assumed the role of an important behind-the-scenes counselor. One role was to adjudicate disputes between Obama's "team of rivals". The president compared Biden's efforts to a basketball player "who does a bunch of things that don’t show up in the stat sheet." Biden played a key role in gaining Senate support for several major pieces of Obama legislation, and was a main factor in convincing Senator Arlen Specter to switch from the Republican to Democratic party. Biden lost an internal debate to Secretary of State Hillary Rodham Clinton regarding his opposition to sending 21,000 new troops to the war in Afghanistan. His skeptical voice was still considered valuable within the administration, however, and later in 2009 Biden's views achieved more prominence within the White House as Obama reconsidered his Afghanistan strategy. Biden made visits to Iraq about once every two months, including trips to Baghdad in August and September 2009 to listen to Prime Minister Nouri al-Maliki and reiterate U.S. stances on Iraq's future; by this time he had become the administration's point man in delivering messages to Iraqi leadership about expected progress in the country. Biden's January 2010 visit to Iraq in the midst of turmoil over banned candidates from the upcoming Iraqi parliamentary election resulted in 59 of the several hundred candidates being reinstated by the Iraqi government two days later. Biden was in charge of the oversight role for infrastructure spending from the Obama stimulus package intended to help counteract the ongoing recession, and stressed that only worthy projects should get funding. During this period, Biden was satisfied that no major instances of waste or corruption had occurred (and when he gave up the role in February 2011, he said that the number of fraud incidents with stimulus monies had been less than one percent).
In late April 2009, Biden's off-message response to a question during the beginning of the swine flu outbreak, that he would advise family members against travelling on airplanes or subways, led to a swift retraction from the White House. The remark revived Biden's reputation for gaffes, and led to a spate of late-night television jokes themed on him being a loose-talking buffoon. In the face of persistently rising unemployment through July 2009, Biden acknowledged that the administration had "misread how bad the economy was" but maintained confidence that the stimulus package would create many more jobs once the pace of expenditures picked up. The same month, Secretary of State Clinton quickly disavowed Biden's remarks disparaging Russia as a power, but despite any missteps, Biden still retained Obama's confidence and was increasingly influential within the administration. On March 23, 2010, a microphone picked up Biden telling the president that his signing of the Patient Protection and Affordable Care Act was "a big fucking deal" during live national news telecasts. White House press secretary Robert Gibbs replied via Twitter "And yes Mr. Vice President, you're right..." Senior Obama advisor Valerie Jarrett said that Biden's loose talk "[is] part of what makes the vice president so endearing ... We wouldn't change him one bit." Former Senate colleague Lindsey Graham said, "If there were no gaffes, there'd be no Joe. He's someone you can't help but like."
Biden's most important role within the administration has been to question assumptions and playing a contrarian role. Obama said that, "The best thing about Joe is that when we get everybody together, he really forces people to think and defend their positions, to look at things from every angle, and that is very valuable for me." Another senior Obama advisor said Biden "is always prepared to be the skunk at the family picnic to make sure we are as intellectually honest as possible." On June 11, 2010, Biden represented the United States at the opening ceremony of the World Cup, attended the England v. U.S. game which was tied 1-1, and visited Egypt, Kenya, and South Africa. Throughout, Joe and Jill Biden maintained a relaxed atmosphere at their official residence in Washington, often entertaining some of their grandchildren, and regularly returned to their home in Delaware.
Biden campaigned heavily for Democrats in the 2010 midterm elections, maintaining an attitude of optimism in the face of general predictions of large-scale losses for the party. In October 2010, Biden stated that Obama had asked him to remain as his running mate for the 2012 presidential election. Following large-scale Republican gains in the elections and the departure of White House Chief of Staff Rahm Emanuel, Biden's past relationships with Republicans in Congress became more important. He led the successful administration effort to gain Senate approval for the New START treaty. In December 2010, Biden's advocacy within the White House for a middle ground, followed by his direct negotiations with Senate Minority Leader Mitch McConnell, were instrumental in producing the administration's compromise tax package that revolved around a temporary extension of the Bush tax cuts. Biden then took the lead in trying to sell the agreement to a reluctant Democratic caucus in Congress, which was passed as the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010.
In March 2011, Obama detailed Biden to lead negotiations between both houses of Congress and the White House in resolving federal spending levels for the rest of the year and avoid a government shutdown. By May 2011, a "Biden panel" with six congressional members was trying to reach a bipartisan deal on raising the U.S. debt ceiling as part of an overall deficit reduction plan. The U.S. debt ceiling crisis developed over the next couple of months, but it was again Biden's relationship with McConnell that proved to be a key factor in breaking a deadlock and finally bringing about a bipartisan deal to resolve it, in the form of the Budget Control Act of 2011, signed on August 2, 2011, the same day that an unprecedented U.S. default had loomed. Biden had spent the most time bargaining with Congress on the debt question of anyone in the administration, and one Republican staffer said, "Biden’s the only guy with real negotiating authority, and [McConnell] knows that his word is good. He was a key to the deal."
Biden received the Chancellor Medal from his alma mater, Syracuse University, in 1980. In 2005, he received the George Arents Pioneer Medal—Syracuse's highest alumni award—"for excellence in public affairs."
In 2008, Biden received the Best of Congress Award, for "improving the American quality of life through family-friendly work policies," from ''Working Mother'' magazine. Also in 2008, Biden shared with fellow Senator Richard Lugar the Hilal-i-Pakistan award from the Government of Pakistan, "in recognition of their consistent support for Pakistan." In 2009, Biden received The Golden Medal of Freedom award from Kosovo, that region's highest award, for his vocal support for their independence in the late 1990s.
Biden is an inductee of the Delaware Volunteer Firemen's Association Hall of Fame. He was named to the Little League Hall of Excellence in 2009.

A native of Illinois, Hillary Rodham first attracted national attention in 1969 for her remarks as the first student commencement speaker at Wellesley College. She embarked on a career in law after graduating from Yale Law School in 1973. Following a stint as a Congressional legal counsel, she moved to Arkansas in 1974 and married Bill Clinton in 1975. Rodham cofounded the Arkansas Advocates for Children and Families in 1977 and became the first female chair of the Legal Services Corporation in 1978. Named the first female partner at Rose Law Firm in 1979, she was twice listed as one of the 100 most influential lawyers in America. First Lady of Arkansas from 1979 to 1981 and 1983 to 1992 with husband Bill as Governor, she successfully led a task force to reform Arkansas's education system. She sat on the board of directors of Wal-Mart and several other corporations.
In 1994 as First Lady of the United States, her major initiative, the Clinton health care plan, failed to gain approval from the U.S. Congress. However, in 1997 and 1999, Clinton played a role in advocating the creation of the State Children's Health Insurance Program, the Adoption and Safe Families Act, and the Foster Care Independence Act. Her years as First Lady drew a polarized response from the American public. The only First Lady to have been subpoenaed, she testified before a federal grand jury in 1996 due to the Whitewater controversy, but was never charged with wrongdoing in this or several other investigations during her husband's administration. The state of her marriage was the subject of considerable speculation following the Lewinsky scandal in 1998.
After moving to the state of New York, Clinton was elected as a U.S. Senator in 2000. That election marked the first time an American First Lady had run for public office; Clinton was also the first female senator to represent the state. In the Senate, she initially supported the Bush administration on some foreign policy issues, including a vote for the Iraq War Resolution. She subsequently opposed the administration on its conduct of the war in Iraq and on most domestic issues. Senator Clinton was reelected by a wide margin in 2006. In the 2008 presidential nomination race, Hillary Clinton won more primaries and delegates than any other female candidate in American history, but narrowly lost to Illinois Senator Barack Obama.
As Secretary of State, Clinton became the first former First Lady to serve in a president's cabinet. She has put into place institutional changes seeking to maximize departmental effectiveness and promote the empowerment of women worldwide, and has set records for most-traveled secretary for time in office. She has been at the forefront of the U.S. response to the 2011 Middle East protests, including advocating for the military intervention in Libya.
As a child, Hillary Rodham was a teacher's favorite at her public schools in Park Ridge. She participated in swimming, baseball, and other sports. She also earned numerous awards as a Brownie and Girl Scout. She attended Maine East High School, where she participated in student council, the school newspaper, and was selected for National Honor Society. For her senior year, she was redistricted to Maine South High School, where she was a National Merit Finalist and graduated in the top five percent of her class of 1965. Her mother wanted her to have an independent, professional career, and her father, otherwise a traditionalist, held the modern notion that his daughter's abilities and opportunities should not be limited by gender.
Raised in a politically conservative household, at age thirteen Rodham helped canvass South Side Chicago following the very close 1960 U.S. presidential election, where she found evidence of electoral fraud against Republican candidate Richard Nixon. She then volunteered to campaign for Republican candidate Barry Goldwater in the U.S. presidential election of 1964. Rodham's early political development was shaped most by her high school history teacher (like her father, a fervent anticommunist), who introduced her to Goldwater's classic ''The Conscience of a Conservative'', and by her Methodist youth minister (like her mother, concerned with issues of social justice), with whom she saw and met civil rights leader Martin Luther King, Jr., in Chicago in 1962.
Returning to Wellesley for her final year, Rodham wrote her senior thesis about the tactics of radical community organizer Saul Alinsky under Professor Schechter (years later while she was First Lady, access to the thesis was restricted at the request of the White House and it became the subject of some speculation). In 1969, she graduated with a Bachelor of Arts, with departmental honors in political science. Following pressure from some fellow students, she became the first student in Wellesley College history to deliver its commencement address. Her speech received a standing ovation lasting seven minutes. She was featured in an article published in ''Life'' magazine, due to the response to a part of her speech that criticized Senator Edward Brooke, who had spoken before her at the commencement. She also appeared on Irv Kupcinet's nationally syndicated television talk show as well as in Illinois and New England newspapers. That summer, she worked her way across Alaska, washing dishes in Mount McKinley National Park and sliming salmon in a fish processing cannery in Valdez (which fired her and shut down overnight when she complained about unhealthy conditions).
In the late spring of 1971, she began dating Bill Clinton, also a law student at Yale. That summer, she interned at the Oakland, California, law firm of Treuhaft, Walker and Burnstein. The firm was well-known for its support of constitutional rights, civil liberties, and radical causes (two of its four partners were current or former Communist Party members); Rodham worked on child custody and other cases. Clinton canceled his original summer plans, in order to live with her in California; the couple continued living together in New Haven when they returned to law school. The following summer, Rodham and Clinton campaigned in Texas for unsuccessful 1972 Democratic presidential candidate George McGovern. She received a Juris Doctor degree from Yale in 1973, having stayed on an extra year to be with Clinton. Clinton first proposed marriage to her following graduation, but she declined. She began a year of postgraduate study on children and medicine at the Yale Child Study Center. Her first scholarly article, "Children Under the Law", was published in the ''Harvard Educational Review'' in late 1973. Discussing the new children's rights movement, it stated that "child citizens" were "powerless individuals" and argued that children should not be considered equally incompetent from birth to attaining legal age, but that instead courts should presume competence except when there is evidence otherwise, on a case-by-case basis. The article became frequently cited in the field.
By then, Rodham was viewed as someone with a bright political future; Democratic political organizer and consultant Betsey Wright had moved from Texas to Washington the previous year to help guide her career; Wright thought Rodham had the potential to become a future senator or president. Meanwhile, Clinton had repeatedly asked her to marry him, and she continued to demur. However, after failing the District of Columbia bar exam and passing the Arkansas exam, Rodham came to a key decision. As she later wrote, "I chose to follow my heart instead of my head". She thus followed Bill Clinton to Arkansas, rather than staying in Washington where career prospects were brighter. Clinton was then teaching law and running for a seat in the U.S. House of Representatives in his home state. In August 1974, she moved to Fayetteville, Arkansas, and became one of only two female faculty members in the School of Law at the University of Arkansas, Fayetteville, where Bill Clinton also was. She gave classes in criminal law, where she was considered a rigorous teacher and tough grader, and was the first director of the school's legal aid clinic. She still harbored doubts about marriage, concerned that her separate identity would be lost and that her accomplishments would be viewed in the light of someone else's.
Rodham maintained her interest in children's law and family policy, publishing the scholarly articles "Children's Policies: Abandonment and Neglect" in 1977 and "Children's Rights: A Legal Perspective" in 1979. The latter continued her argument that children's legal competence depended upon their age and other circumstances and that in serious medical rights cases, judicial intervention was sometimes warranted. An American Bar Association chair later said, "Her articles were important, not because they were radically new but because they helped formulate something that had been inchoate." Historian Garry Wills would later describe her as "one of the more important scholar-activists of the last two decades", while conservatives said her theories would usurp traditional parental authority, allow children to file frivolous lawsuits against their parents, and argued that her work was legal "crit" theory run amok.
In 1977, Rodham cofounded the Arkansas Advocates for Children and Families, a state-level alliance with the Children's Defense Fund. Later that year, President Jimmy Carter (for whom Rodham had been the 1976 campaign director of field operations in Indiana) appointed her to the board of directors of the Legal Services Corporation, and she served in that capacity from 1978 until the end of 1981. From mid-1978 to mid-1980, she served as the chair of that board, the first woman to do so. During her time as chair, funding for the Corporation was expanded from $90 million to $300 million; subsequently she successfully fought President Ronald Reagan's attempts to reduce the funding and change the nature of the organization.
Following her husband's November 1978 election as Governor of Arkansas, Rodham became First Lady of Arkansas in January 1979, her title for twelve years (1979–1981, 1983–1992). Clinton appointed her chair of the Rural Health Advisory Committee the same year, where she successfully secured federal funds to expand medical facilities in Arkansas's poorest areas without affecting doctors' fees.
In 1979, Rodham became the first woman to be made a full partner of Rose Law Firm. From 1978 until they entered the White House, she had a higher salary than her husband. During 1978 and 1979, while looking to supplement their income, Rodham made a spectacular profit from trading cattle futures contracts; an initial $1,000 investment generated nearly $100,000 when she stopped trading after ten months. The couple also began their ill-fated investment in the Whitewater Development Corporation real estate venture with Jim and Susan McDougal at this time.
On February 27, 1980, Rodham gave birth to a daughter, Chelsea, her only child. In November 1980, Bill Clinton was defeated in his bid for reelection.
Clinton continued to practice law with the Rose Law Firm while she was First Lady of Arkansas. She earned less than the other partners, as she billed fewer hours, but still made more than $200,000 in her final year there. She seldom did trial work, but the firm considered her a "rainmaker" because she brought in clients, partly thanks to the prestige she lent the firm and to her corporate board connections. She was also very influential in the appointment of state judges. Bill Clinton's Republican opponent in his 1986 gubernatorial reelection campaign accused the Clintons of conflict of interest, because Rose Law did state business; the Clintons deflected the charge by saying that state fees were walled off by the firm before her profits were calculated.
From 1982 to 1988, Clinton was on board of directors, sometimes as chair, of the New World Foundation, which funded a variety of New Left interest groups. From 1987 to 1991, she chaired the American Bar Association's Commission on Women in the Profession, which addressed gender bias in the law profession and induced the association to adopt measures to combat it. She was twice named by the ''National Law Journal'' as one of the 100 most influential lawyers in America: in 1988 and in 1991. When Bill Clinton thought about not running again for governor in 1990, Hillary considered running, but private polls were unfavorable and, in the end, he ran and was reelected for the final time.
Clinton served on the boards of the Arkansas Children's Hospital Legal Services (1988–1992) and the Children's Defense Fund (as chair, 1986–1992). In addition to her positions with nonprofit organizations, she also held positions on the corporate board of directors of TCBY (1985–1992), Wal-Mart Stores (1986–1992) and Lafarge (1990–1992). TCBY and Wal-Mart were Arkansas-based companies that were also clients of Rose Law. Clinton was the first female member on Wal-Mart's board, added following pressure on chairman Sam Walton to name a woman to the board. Once there, she pushed successfully for Wal-Mart to adopt more environmentally friendly practices, was largely unsuccessful in a campaign for more women to be added to the company's management, and was silent about the company's famously anti-labor union practices.
Some critics called it inappropriate for the First Lady to play a central role in matters of public policy. Supporters pointed out that Clinton's role in policy was no different from that of other White House advisors and that voters were well aware that she would play an active role in her husband's presidency. Bill Clinton's campaign promise of "two for the price of one" led opponents to refer derisively to the Clintons as "co-presidents", or sometimes the Arkansas label "Billary". The pressures of conflicting ideas about the role of a First Lady were enough to send Clinton into "imaginary discussions" with the also-politically-active Eleanor Roosevelt. from the time she came to Washington, she also found refuge in a prayer group of The Fellowship that featured many wives of conservative Washington figures. Triggered in part by the death of her father in April 1993, she publicly sought to find a synthesis of Methodist teachings, liberal religious political philosophy, and ''Tikkun'' editor Michael Lerner's "politics of meaning" to overcome what she saw as America's "sleeping sickness of the soul" and that would lead to a willingness "to remold society by redefining what it means to be a human being in the twentieth century, moving into a new millennium." Other segments of the public focused on her appearance, which had evolved over time from inattention to fashion during her days in Arkansas, to a popular site in the early days of the World Wide Web devoted to showing her many different, and frequently analyzed, hairstyles as First Lady, to an appearance on the cover of ''Vogue'' magazine in 1998.

She privately urged that passage of health care reform be given higher priority than the North American Free Trade Agreement (NAFTA) (which she was also unenthusiastic about the merits of). The recommendation of the task force became known as the Clinton health care plan, a comprehensive proposal that would require employers to provide health coverage to their employees through individual health maintenance organizations. Its opponents quickly derided the plan as "Hillarycare"; some protesters against it became vitriolic, and during a July 1994 bus tour to rally support for the plan, she was forced to wear a bulletproof vest at times.
The plan did not receive enough support for a floor vote in either the House or the Senate, although Democrats controlled both chambers, and the proposal was abandoned in September 1994. Clinton later acknowledged in her book, ''Living History'', that her political inexperience partly contributed to the defeat, but mentioned that many other factors were also responsible. The First Lady's approval ratings, which had generally been in the high-50s percent range during her first year, fell to 44 percent in April 1994 and 35 percent by September 1994. Republicans made the Clinton health care plan a major campaign issue of the 1994 midterm elections, which saw a net Republican gain of fifty-three seats in the House election and seven in the Senate election, winning control of both; many analysts and pollsters found the plan to be a major factor in the Democrats' defeat, especially among independent voters. The White House subsequently sought to downplay Hillary Clinton's role in shaping policy. Opponents of universal health care would continue to use "Hillarycare" as a pejorative label for similar plans by others.
Along with Senators Ted Kennedy and Orrin Hatch, she was a force behind the passage of the State Children's Health Insurance Program in 1997, a federal effort that provided state support for children whose parents could not provide them with health coverage, and conducted outreach efforts on behalf of enrolling children in the program once it became law. She promoted nationwide immunization against childhood illnesses and encouraged older women to seek a mammogram to detect breast cancer, with coverage provided by Medicare. She successfully sought to increase research funding for prostate cancer and childhood asthma at the National Institutes of Health. The First Lady worked to investigate reports of an illness that affected veterans of the Gulf War, which became known as the Gulf War syndrome. Together with Attorney General Janet Reno, Clinton helped create the Office on Violence Against Women at the Department of Justice. In 1997, she initiated and shepherded the Adoption and Safe Families Act, which she regarded as her greatest accomplishment as First Lady. In 1999, she was instrumental in the passage of the Foster Care Independence Act, which doubled federal monies for teenagers aging out of foster care. As First Lady, Clinton hosted numerous White House conferences, including ones on Child Care (1997), on Early Childhood Development and Learning (1997), and on Children and Adolescents (2000). She also hosted the first-ever White House Conference on Teenagers (2000) and the first-ever White House Conference on Philanthropy (1999).
Clinton traveled to 79 countries during this time, breaking the mark for most-traveled First Lady held by Pat Nixon. She did not hold a security clearance or attend National Security Council meetings, but played a soft power role in U.S. diplomacy. A March 1995 five-nation trip to South Asia, on behest of the U.S. State Department and without her husband, sought to improve relations with India and Pakistan. Clinton was troubled by the plight of women she encountered, but found a warm response from the people of the countries she visited and a gained better relationship with the American press corps. The trip was a transformative experience for her and presaged her eventual career in diplomacy. In a September 1995 speech before the Fourth World Conference on Women in Beijing, Clinton argued very forcefully against practices that abused women around the world and in the People's Republic of China itself, declaring "that it is no longer acceptable to discuss women's rights as separate from human rights". Delegates from over 180 countries heard her say: "If there is one message that echoes forth from this conference, let it be that human rights are women's rights and women's rights are human rights, once and for all." In doing so, she resisted both internal administration and Chinese pressure to soften her remarks. She was one of the most prominent international figures during the late 1990s to speak out against the treatment of Afghan women by the Islamist fundamentalist Taliban. She helped create Vital Voices, an international initiative sponsored by the United States to promote the participation of women in the political processes of their countries. It and Clinton's own visits encouraged women to make themselves heard in the Northern Ireland peace process.
Other investigations took place during Hillary Clinton's time as First Lady. Scrutiny of the May 1993 firings of the White House Travel Office employees, an affair that became known as "Travelgate", began with charges that the White House had used audited financial irregularities in the Travel Office operation as an excuse to replace the staff with friends from Arkansas. The 1996 discovery of a two-year-old White House memo caused the investigation to focus more on whether Hillary Clinton had orchestrated the firings and whether the statements she made to investigators about her role in the firings were true. The 2000 final Independent Counsel report concluded she was involved in the firings and that she had made "factually false" statements, but that there was insufficient evidence that she knew the statements were false, or knew that her actions would lead to firings, to prosecute her. Following deputy White House counsel Vince Foster's July 1993 suicide, allegations were made that Hillary Clinton had ordered the removal of potentially damaging files (related to Whitewater or other matters) from Foster's office on the night of his death. Independent Counsel Kenneth Starr investigated this, and by 1999, Starr was reported to be holding the investigation open, despite his staff having told him there was no case to be made. When Starr's successor Robert Ray issued his final Whitewater reports in 2000, no claims were made against Hillary Clinton regarding this.
In March 1994 newspaper reports revealed her spectacular profits from cattle futures trading in 1978–1979; allegations were made in the press of conflict of interest and disguised bribery, and several individuals analyzed her trading records, but no formal investigation was made and she was never charged with any wrongdoing. An outgrowth of the Travelgate investigation was the June 1996 discovery of improper White House access to hundreds of FBI background reports on former Republican White House employees, an affair that some called "Filegate". Accusations were made that Hillary Clinton had requested these files and that she had recommended hiring an unqualified individual to head the White House Security Office. The 2000 final Independent Counsel report found no substantial or credible evidence that Hillary Clinton had any role or showed any misconduct in the matter.
There was a variety of public reactions to Hillary Clinton after this: some women admired her strength and poise in private matters made public, some sympathized with her as a victim of her husband's insensitive behavior, others criticized her as being an enabler to her husband's indiscretions, while still others accused her of cynically staying in a failed marriage as a way of keeping or even fostering her own political influence. Her public approval ratings in the wake of the revelations shot upward to around 70 percent, the highest they had ever been. In her 2003 memoir, she would attribute her decision to stay married to "a love that has persisted for decades" and add: "No one understands me better and no one can make me laugh the way Bill does. Even after all these years, he is still the most interesting, energizing and fully alive person I have ever met."
In the White House, Clinton placed donated handicrafts of contemporary American artisans, such as pottery and glassware, on rotating display in the state rooms. She oversaw the restoration of the Blue Room to be historically authentic to the period of James Monroe, the redecoration of the Treaty Room into the presidential study along 19th century lines, and the redecoration of the Map Room to how it looked during World War II. Clinton hosted many large-scale events at the White House, such as a Saint Patrick's Day reception, a state dinner for visiting Chinese dignitaries, a contemporary music concert that raised funds for music education in public schools, a New Year's Eve celebration at the turn of the 21st century, and a state dinner honoring the bicentennial of the White House in November 2000.
The contest drew national attention. Lazio blundered during a September debate by seeming to invade Clinton's personal space trying to get her to sign a fundraising agreement. The campaigns of Clinton and Lazio, along with Giuliani's initial effort, spent a record combined $90 million. Clinton won the election on November 7, 2000, with 55 percent of the vote to Lazio's 43 percent. She was sworn in as United States Senator on January 3, 2001.
Clinton has served on five Senate committees: Committee on Budget (2001–2002), Committee on Armed Services (since 2003), Committee on Environment and Public Works (since 2001), Committee on Health, Education, Labor and Pensions (since 2001) and Special Committee on Aging. She is also a Commissioner of the Commission on Security and Cooperation in Europe (since 2001).
Following the September 11, 2001, attacks, Clinton sought to obtain funding for the recovery efforts in New York City and security improvements in her state. Working with New York's senior senator, Charles Schumer, she was instrumental in quickly securing $21 billion in funding for the World Trade Center site's redevelopment. She subsequently took a leading role in investigating the health issues faced by 9/11 first responders. Clinton voted for the USA Patriot Act in October 2001. In 2005, when the act was up for renewal, she worked to address some of the civil liberties concerns with it, before voting in favor of a compromise renewed act in March 2006 that gained large majority support.
Clinton strongly supported the 2001 U.S. military action in Afghanistan, saying it was a chance to combat terrorism while improving the lives of Afghan women who suffered under the Taliban government. Clinton voted in favor of the October 2002 Iraq War Resolution, which authorized United States President George W. Bush to use military force against Iraq, should such action be required to enforce a United Nations Security Council Resolution after pursuing with diplomatic efforts.
After the Iraq War began, Clinton made trips to Iraq and Afghanistan to visit American troops stationed there. On a visit to Iraq in February 2005, Clinton noted that the insurgency had failed to disrupt the democratic elections held earlier, and that parts of the country were functioning well. Noting that war deployments were draining regular and reserve forces, she cointroduced legislation to increase the size of the regular United States Army by 80,000 soldiers to ease the strain. In late 2005, Clinton said that while immediate withdrawal from Iraq would be a mistake, Bush's pledge to stay "until the job is done" was also misguided, as it gave Iraqis "an open-ended invitation not to take care of themselves." Her stance caused frustration among those in the Democratic Party who favored immediate withdrawal. Clinton supported retaining and improving health benefits for veterans, and lobbied against the closure of several military bases. Clinton voted against the 2005 confirmation of John G. Roberts as Chief Justice of the United States and the 2006 confirmation of Samuel Alito to the United States Supreme Court.
In 2005, Clinton called for the Federal Trade Commission to investigate how hidden sex scenes showed up in the controversial video game ''Grand Theft Auto: San Andreas''. Along with Senators Joe Lieberman and Evan Bayh, she introduced the Family Entertainment Protection Act, intended to protect children from inappropriate content found in video games. In 2004 and 2006, Clinton voted against the Federal Marriage Amendment that sought to prohibit same-sex marriage.
Looking to establish a "progressive infrastructure" to rival that of American conservatism, Clinton played a formative role in conversations that led to the 2003 founding of former Clinton administration chief of staff John Podesta's Center for American Progress, shared aides with Citizens for Responsibility and Ethics in Washington, founded in 2003, and advised the Clintons' former antagonist David Brock's Media Matters for America, created in 2004. Following the 2004 Senate elections, she successfully pushed new Democratic Senate leader Harry Reid to create a Senate war room to handle daily political messaging.
Clinton opposed the Iraq War troop surge of 2007. In March 2007, she voted in favor of a war-spending bill that required President Bush to begin withdrawing troops from Iraq by a deadline; it passed almost completely along party lines but was subsequently vetoed by President Bush. In May 2007, a compromise war funding bill that removed withdrawal deadlines but tied funding to progress benchmarks for the Iraqi government passed the Senate by a vote of 80–14 and would be signed by Bush; Clinton was one of those who voted against it. Clinton responded to General David Petraeus's September 2007 Report to Congress on the Situation in Iraq by saying, "I think that the reports that you provide to us really require a willing suspension of disbelief."
In March 2007, in response to the dismissal of U.S. attorneys controversy, Clinton called on Attorney General Alberto Gonzales to resign. In May and June 2007, regarding the high-profile, hotly debated comprehensive immigration reform bill known as the Secure Borders, Economic Opportunity and Immigration Reform Act of 2007, Clinton cast several votes in support of the bill, which eventually failed to gain cloture.
As the financial crisis of 2007–2008 reached a peak with the liquidity crisis of September 2008, Clinton supported the proposed bailout of United States financial system, voting in favor of the $700 billion Emergency Economic Stabilization Act of 2008, saying that it represented the interests of the American people. It passed the Senate 74–25.
Clinton had been preparing for a potential candidacy for United States President since at least early 2003. On January 20, 2007, Clinton announced via her web site the formation of a presidential exploratory committee for the United States presidential election of 2008; she stated, "I'm in, and I'm in to win." No woman had ever been nominated by a major party for President of the United States. In April 2007, the Clintons liquidated a blind trust, that had been established when Bill Clinton became president in 1993, to avoid the possibility of ethical conflicts or political embarrassments in the trust as Hillary Clinton undertook her presidential race. Later disclosure statements revealed that the couple's worth was now upwards of $50 million, and that they had earned over $100 million since 2000, with most of it coming from Bill Clinton's books, speaking engagements, and other activities.
Clinton led candidates competing for the Democratic nomination in opinion polls for the election throughout the first half of 2007. Most polls placed Senator Barack Obama of Illinois and former Senator John Edwards of North Carolina as Clinton's closest competitors. Clinton and Obama both set records for early fundraising, swapping the money lead each quarter. By September 2007, polling in the first six states holding Democratic primaries or caucuses showed that Clinton was leading in all of them, with the races being closest in Iowa and South Carolina. By the following month, national polls showed Clinton far ahead of Democratic competitors. At the end of October, Clinton suffered a rare poor debate performance against Obama, Edwards, and her other opponents. Obama's message of "change" began to resonate with the Democratic electorate better than Clinton's message of "experience". The race tightened considerably, especially in the early caucus and primary states of Iowa, New Hampshire, and South Carolina, with Clinton losing her lead in some polls by December.
In the first vote of 2008, she placed third in the January 3 Iowa Democratic caucus to Obama and Edwards. Obama gained ground in national polling in the next few days, with all polls predicting a victory for him in the New Hampshire primary. However, Clinton gained a surprise win there on January 8, defeating Obama narrowly. Explanations for her New Hampshire comeback varied but often centered on her being seen more sympathetically, especially by women, after her eyes welled with tears and her voice broke while responding to a voter's question the day before the election.
The nature of the contest fractured in the next few days. Several remarks by Bill Clinton and other surrogates, and a remark by Hillary Clinton concerning Martin Luther King, Jr., and Lyndon B. Johnson, were perceived by many as, accidentally or intentionally, limiting Obama as a racially oriented candidate or otherwise denying the post-racial significance and accomplishments of his campaign. Despite attempts by both Hillary Clinton and Obama to downplay the issue, Democratic voting became more polarized as a result, with Clinton losing much of her support among African Americans. She lost by a two-to-one margin to Obama in the January 26 South Carolina primary, setting up, with Edwards soon dropping out, an intense two-person contest for the twenty-two February 5 Super Tuesday states. Bill Clinton had made more statements attracting criticism for their perceived racial implications late in the South Carolina campaign, and his role was seen as damaging enough to her that a wave of supporters within and outside of the campaign said the former President "needs to stop."
On Super Tuesday, Clinton won the largest states, such as California, New York, New Jersey and Massachusetts, while Obama won more states; they almost evenly split the total popular vote. But Obama was gaining more pledged delegates for his share of the popular vote due to better exploitation of the Democratic proportional allocation rules.
The Clinton campaign had counted on winning the nomination by Super Tuesday, and was unprepared financially and logistically for a prolonged effort; lagging in Internet fundraising, Clinton began loaning her campaign money. There was continuous turmoil within the campaign staff and she made several top-level personnel changes. Obama won the next eleven February caucuses and primaries across the country, often by large margins, and took a significant pledged delegate lead over Clinton. On March 4, Clinton broke the string of losses by winning in Ohio among other places, where her criticism of NAFTA, a major legacy of her husband's presidency, had been a key issue. Throughout the campaign, Obama dominated caucuses, which the Clinton campaign largely ignored organizing for. Obama did well in primaries where African Americans or younger, college-educated, or more affluent voters were heavily represented; Clinton did well in primaries where Hispanics or older, non-college-educated, or working-class white voters predominated. Some Democratic party leaders expressed concern that the drawn-out campaign between the two could damage the winner in the general election contest against Republican presumptive nominee John McCain, especially if an eventual triumph for Clinton was won via party-appointed superdelegates. On April 22, she won the Pennsylvania primary, and kept her campaign alive. However, on May 6, a narrower-than-expected win in the Indiana primary coupled with a large loss in the North Carolina primary ended any realistic chance she had of winning the nomination. She vowed to stay on through the remaining primaries, but stopped attacks against Obama; as one advisor stated, "She could accept losing. She could not accept quitting." She won some of the remaining contests, and indeed, over the last three months of the campaign she won more delegates, states, and votes than Obama, but it was not enough to overcome Obama's lead.
Following the final primaries on June 3, 2008, Obama had gained enough delegates to become the presumptive nominee. In a speech before her supporters on June 7, Clinton ended her campaign and endorsed Obama, declaring, "The way to continue our fight now to accomplish the goals for which we stand is to take our energy, our passion, our strength and do all we can to help elect Barack Obama." By campaign's end, Clinton had won 1,640 pledged delegates to Obama's 1,763; at the time of the clinching, Clinton had 286 superdelegates to Obama's 395, with those numbers widening to 256 versus 438 once Obama was acknowledged the winner. Clinton and Obama each received over 17 million votes during the nomination process, with both breaking the previous record. Clinton also eclipsed, by a very large margin, Congresswoman Shirley Chisholm's 1972 mark for most primaries and delegates won by a woman. Clinton gave a passionate speech supporting Obama at the 2008 Democratic National Convention and campaigned frequently for him in Fall 2008, which concluded with his victory over McCain in the general election on November 4. Clinton's campaign ended up severely in debt; she owed millions of dollars to outside vendors and wrote off the $13 million that she lent it herself.
The appointment required a Saxbe fix, passed and signed into law in December 2008. Confirmation hearings before the Senate Foreign Relations Committee began on January 13, 2009, a week before the Obama inauguration; two days later, the Committee voted 16–1 to approve Clinton. By this time, Clinton's public approval rating had reached 65 percent, the highest point since the Lewinsky scandal. On January 21, 2009, Clinton was confirmed in the full Senate by a vote of 94–2. Clinton took the oath of office of Secretary of State and resigned from the Senate that same day. She became the first former First Lady to serve in the United States Cabinet.
Clinton spent her initial days as Secretary of State telephoning dozens of world leaders and indicating that U.S. foreign policy would change direction: "We have a lot of damage to repair." She advocated an expanded role in global economic issues for the State Department and cited the need for an increased U.S. diplomatic presence, especially in Iraq where the Defense Department had conducted diplomatic missions. She pushed for a larger international affairs budget; the Obama administration's proposed 2010 budget contained a 7 percent increase for the State Department and other international programs. In March 2009, Clinton prevailed over Vice President Joe Biden on an internal debate to send an additional 20,000 troops to the war in Afghanistan. An elbow fracture and subsequent painful recuperation caused Clinton to miss two foreign trips in June 2009.
Clinton announced the most ambitious of her departmental reforms, the Quadrennial Diplomacy and Development Review, which establishes specific objectives for the State Department’s diplomatic missions abroad; it is modeled after a similar process in the Defense Department that she was familiar with from her time on the Senate Armed Services Committee. (The first such review was issued in late 2010 and called for the U.S. leading through "civilian power" as a cost-effective way of responding to international challenges and defusing crises. It also sought to institutionalize goals of empowering women throughout the world.) In September, Clinton unveiled the Global Hunger and Food Security Initiative at the annual meeting of her husband's Clinton Global Initiative. The new initiative seeks to battle hunger worldwide as a strategic part of U.S. foreign policy, rather than just react to food shortage emergencies as they occur, and emphasizes the role of women farmers. In October, on a trip to Switzerland, Clinton’s intervention overcame last-minute snags and saved the signing of an historic Turkish–Armenian accord that established diplomatic relations and opened the border between the two long-hostile nations. In Pakistan, she engaged in several unusually blunt discussions with students, talk show hosts, and tribal elders, in an attempt to repair the Pakistani image of the U.S.
In a major speech in January 2010, Clinton drew analogies between the Iron Curtain and the free and unfree Internet. Chinese officials reacted negatively towards it, and it garnered attention as the first time a senior American official had clearly defined the Internet as a key element of American foreign policy. By mid-2010, Clinton and Obama had forged a good working relationship; she was a team player within the administration and a defender of it to the outside, and was careful that neither she nor her husband would upstage him. She met with him weekly, but did not have the close, daily relationship that some of her predecessors had had with their presidents. In July 2010, Secretary Clinton visited Korea, Vietnam, Pakistan and Afghanistan, all the while preparing for the July 31 wedding of daughter Chelsea amid much media attention. In late November 2010, Clinton led the U.S. damage control effort after WikiLeaks released confidential State Department cables containing blunt statements and assessments by U.S. and foreign diplomats. A few of the cables released by WikiLeaks concerned Clinton directly: they revealed that directions to members of the foreign service, written by the CIA, had gone out in 2009 under her (systematically attached) name to gather biometric and other personal details on foreign diplomats, including officials of the United Nations and U.S. allies.
The 2011 Egyptian protests posed the biggest foreign policy crisis for the administration yet. Clinton was in the forefront of U.S. public response to it, quickly evolving from an early assessment that the government of Hosni Mubarak was "stable" to a stance that there needed to be an "orderly transition [to] a democratic participatory government" to a condemnation of violence against the protesters. Obama also came to rely upon Clinton's advice, organization, and personal connections in the behind-the-scenes response to developments. As protests spread throughout the region, Clinton was at the forefront of a U.S. response that she recognized was sometimes contradictory, backing some regimes while supporting protesters against others. As the 2011 Libyan uprising took place, Clinton's shift in favor of military intervention was a key turning point in overcoming internal administration opposition and gaining the backing for, and U.N. approval of, the 2011 military intervention in Libya. Following the successful May 2011 U.S. mission to kill Osama bin Laden, Clinton played a key role in the administration's decision not to release photographs of the dead al-Qaeda leader.
In the Mideast turmoil, Clinton saw an opportunity to advance one of the central themes of her tenure, the empowerment and welfare of women and girls worldwide. By now Clinton had set the record for most-traveled Secretary of State for a comparable period of time, logging and visiting 79 countries. Throughout her term, Clinton had indicated she had no interest in running for president again or in holding any other office. In March 2011, she expanded upon that by saying she was not interested in serving a second term as Secretary of State should Obama be re-elected in 2012.
Several organizations attempted to measure Clinton's place on the political spectrum scientifically using her Senate votes.

Interest groups also gave Clinton scores based on how well her Senate votes aligned with the positions of the group. Through 2008, she had an average lifetime 90 percent "Liberal Quotient" from Americans for Democratic Action and a lifetime 8 percent rating from the American Conservative Union.
In 1996, Clinton presented a vision for the children of America in the book ''It Takes a Village: And Other Lessons Children Teach Us''. The book made the New York Times Best Seller list and Clinton received the Grammy Award for Best Spoken Word Album in 1997 for the book's audio recording.
Other books released by Clinton when she was First Lady include ''Dear Socks, Dear Buddy: Kids' Letters to the First Pets'' (1998) and ''An Invitation to the White House: At Home with History'' (2000). In 2001, she wrote an afterword to the children's book ''Beatrice's Goat''.
In 2003, Clinton released a 562-page autobiography, ''Living History''. In anticipation of high sales, publisher Simon & Schuster paid Clinton a near-record advance of $8 million. The book set a first-week sales record for a nonfiction work, went on to sell more than one million copies in the first month following publication, and was translated into twelve foreign languages. Clinton's audio recording of the book earned her a nomination for the Grammy Award for Best Spoken Word Album.
Northern Illinois University political science professor Barbara Burrell's 2000 study found that Clinton's Gallup poll favorability numbers broke sharply along partisan lines throughout her time as First Lady, with 70 to 90 percent of Democrats typically viewing her favorably while 20 to 40 percent of Republicans did not. University of Wisconsin–Madison political science professor Charles Franklin analyzed her record of favorable versus unfavorable ratings in public opinion polls, and found that there was more variation in them during her First Lady years than her Senate years. The Senate years showed favorable ratings around 50 percent and unfavorable ratings in the mid-40 percent range; Franklin noted that, "This sharp split is, of course, one of the more widely remarked aspects of Sen. Clinton's public image." McGill University professor of history Gil Troy titled his 2006 biography of her ''Hillary Rodham Clinton: Polarizing First Lady'', and wrote that after the 1992 campaign, Clinton "was a polarizing figure, with 42 percent [of the public] saying she came closer to their values and lifestyle than previous first ladies and 41 percent disagreeing." Troy further wrote that Hillary Clinton "has been uniquely controversial and contradictory since she first appeared on the national radar screen in 1992" and that she "has alternately fascinated, bedeviled, bewitched, and appalled Americans."
Burrell's study found women consistently rating Clinton more favorably than men by about ten percentage points during her First Lady years. Jacobson's study found a positive correlation across all senators between being women and receiving a partisan-polarized response. Colorado State University communication studies professor Karrin Vasby Anderson describes the First Lady position as a "site" for American womanhood, one ready made for the symbolic negotiation of female identity. In particular, Anderson states there has been a cultural bias towards traditional first ladies and a cultural prohibition against modern first ladies; by the time of Clinton, the First Lady position had become a site of heterogeneity and paradox. Burrell, as well as biographers Jeff Gerth and Don Van Natta, Jr., note that Clinton achieved her highest approval ratings as First Lady late in 1998, not for professional or political achievements of her own, but for being seen as the victim of her husband's very public infidelity. University of Pennsylvania communications professor Kathleen Hall Jamieson saw Hillary Clinton as an exemplar of the double bind, who though able to live in a "both-and" world of both career and family, nevertheless "became a surrogate on whom we projected our attitudes about attributes once thought incompatible", leading to her being placed in a variety of no-win situations. Quinnipiac University media studies professor Lisa Burns found press accounts frequently framing Clinton both as an exemplar of the modern professional working mother and as a political interloper interested in usurping power for herself. University of Indianapolis English professor Charlotte Templin found political cartoonists using a variety of stereotypes such as gender reversal, radical feminist as emasculator, and the wife the husband wants to get rid of to portray Hillary Clinton as violating gender norms.
Over fifty books and scholarly works have been written about Hillary Clinton, from many different perspectives. A 2006 survey by ''The New York Observer'' found "a virtual cottage industry" of "anti-Clinton literature", put out by Regnery Publishing and other conservative imprints, with titles such as ''Madame Hillary: The Dark Road to the White House'', ''Hillary's Scheme: Inside the Next Clinton's Ruthless Agenda to Take the White House'', and ''Can She Be Stopped? : Hillary Clinton Will Be the Next President of the United States Unless ....'' Books praising Clinton did not sell nearly as well (other than the memoirs written by her and her husband). When she ran for Senate in 2000, a number of fundraising groups such as Save Our Senate and the Emergency Committee to Stop Hillary Rodham Clinton sprang up to oppose her. Van Natta, Jr., found that Republican and conservative groups viewed her as a reliable "bogeyman" to mention in fundraising letters, on a par with Ted Kennedy and the equivalent of Democratic and liberal appeals mentioning Newt Gingrich.
Going into the early stages of her presidential campaign for 2008, a ''Time'' magazine cover showed a large picture of her, with two checkboxes labeled "Love Her", "Hate Her", while ''Mother Jones'' titled its profile of her "Harpy, Hero, Heretic: Hillary". Democratic netroots activists consistently rated Clinton very low in polls of their desired candidates, while some conservative figures such as Bruce Bartlett and Christopher Ruddy were declaring a Hillary Clinton presidency not so bad after all and an October 2007 cover of ''The American Conservative'' magazine was titled "The Waning Power of Hillary Hate". By December 2007, communications professor Jamieson observed that there was a large amount of misogyny present about Clinton on the Internet, up to and including Facebook and other sites devoted to depictions reducing Clinton to sexual humiliation. She noted that, in response to widespread comments on Clinton's laugh, that "We know that there's language to condemn female speech that doesn't exist for male speech. We call women's speech shrill and strident. And Hillary Clinton's laugh was being described as a cackle." Use of the "bitch" epithet, which taken place against Clinton going back to her First Lady days and was seen by Karrin Vasby Anderson as a tool of containment against women in American politics, flourished during the campaign, especially on the Internet but via conventional media as well. Following Clinton's "choked up moment" and related incidents before the January 2008 New Hampshire primary, both ''The New York Times'' and ''Newsweek'' found that discussion of gender's role in the campaign had moved into the national political discourse. ''Newsweek'' editor Jon Meacham summed the relationship between Clinton and the American public by saying that the New Hampshire events, "brought an odd truth to light: though Hillary Rodham Clinton has been on the periphery or in the middle of national life for decades ... she is one of the most recognizable but least understood figures in American politics."
Once she became Secretary of State, Clinton's image seemed to dramatically improve among the American public and become one of a respected world figure. She gained consistently high approval ratings (by 2011, the highest of her career except for during the Lewinsky scandal), and her favorable-unfavorable ratings during 2010 were easily the highest of any active, nationally prominent American political figure. She continued to do well in Gallup's most admired man and woman poll; in 2010 she was named the most admired woman by Americans for the ninth straight time and the fifteenth overall.
Clinton has received many awards and honors during her career from American and international organizations for her activities concerning health, women, and children.

Romney is the son of George W. Romney (the former Governor of Michigan) and Lenore Romney. He was raised in Bloomfield Hills, Michigan and then served as a Mormon missionary in France. He received his undergraduate degree from Brigham Young University, and thereafter earned Juris Doctor/Master of Business Administration joint degrees from Harvard Law School and Harvard Business School. Romney entered the management consulting business which led to a position at Bain & Company, eventually serving as its CEO to lead it out of crisis. He was also co-founder and head of the spin-off company Bain Capital, a private equity investment firm which became highly profitable and one of the largest such firms in the nation, and the wealth Romney accumulated there would help fund all of his future political campaigns. He ran as the Republican candidate in the 1994 U.S. Senate election in Massachusetts but lost to incumbent Ted Kennedy. Romney organized and steered the 2002 Winter Olympics as President and CEO of the Salt Lake Organizing Committee, and helped turn the troubled Games into a financial success.
Romney won the election for Governor of Massachusetts in 2002, but did not seek reelection in 2006. During his term, he presided over a series of spending cuts and increases in fees that eliminated a projected $3 billion deficit. He also signed into law the Massachusetts health care reform legislation, which provided near-universal health insurance access via subsidies and state-level mandates and was the first of its kind in the nation. During the course of his political career, his positions or rhetorical emphasis have shifted more towards American conservatism in several areas.
Romney ran for the Republican nomination in the 2008 U.S. presidential election, winning several caucus and primary contests, though he ultimately lost the nomination to John McCain. In the following years he published ''No Apology: The Case for American Greatness'' and gave speeches and raised campaign funds on behalf of fellow Republicans. On June 2, 2011, Romney announced that he would seek the 2012 Republican presidential nomination. Political observers and public opinion polls place him as a front-runner in the race.
When he was five, the family moved from Detroit to the affluent suburb of Bloomfield Hills. His father became CEO of American Motors and turned the company around from the brink of bankruptcy; by the time he was twelve, his father had become a nationally known figure in print and on television. Romney idolozed his father, read automotive trade magazines, kept abreast of automotive developments, and aspired to be an executive in the industry himself one day. His father also presided over the Detroit Stake of The Church of Jesus Christ of Latter-day Saints to which the family belonged. Romney went to public elementary schools and then from seventh grade on, attended Cranbrook School in Bloomfield Hills, a private boys preparatory school of the classic mold where he was the lone Mormon and where many students came from even more privileged backgrounds. He was not particularly athletic and at first did not excel at academics. While a sophomore, he participated in the campaign in which his father was elected Governor of Michigan. George Romney was re-elected twice; Mitt worked for him as an intern in the governor's office, and was present at the 1964 Republican National Convention when his moderate father battled conservative party nominee Barry Goldwater over issues of civil rights and ideological extremism. Romney had a steady set of chores and worked summer jobs, including being a security guard at a Chrysler plant.
Initially a manager for the ice hockey team and a pep squad member, during his final year at Cranbook, Romney joined the cross country running team and improved academically, but was still not a star pupil. His social skills were strong, however, and he won an award for those "whose contributions to school life are often not fully recognized through already existing channels." Romney was an energetic child who enjoyed pranks.|group="nb"}} In March of his senior year, he began dating Ann Davies, two years behind him, whom he had once known in elementary school; she attended the private Kingswood School, the sister school to Cranbrook. The two informally agreed to marriage around the time of his June 1965 graduation.
In July 1966, Romney left for 30 months in France as a Mormon missionary, a traditional duty that his father and other relatives had done. He arrived in Le Havre with ideas about how to change and promote the French Mission, while facing physical and economic deprivation in their cramped quarters. Rules against drinking, smoking, and dating were strictly enforced. Like most Mormon missionaries, he did not gain many converts, with the nominally Catholic but secular, wine-loving French people proving especially resistant to a religion that prohibits alcohol. He became demoralized, and later recalled it as the only time when "most of what I was trying to do was rejected." In Nantes, Romney was bruised defending two female missionaries against a horde of local rugby players. He continued to work hard; having grown up in Michigan rather than the more insular Utah world, Romney was better able to interact with the French. He was promoted to zone leader in Bordeaux in early 1968 and subsequently became assistant to the mission president in Paris, the highest position for a missionary. Romney's support for the U.S. role in the Vietnam War were only reinforced when the French greeted him with hostility over the matter and he debated them in return. He also witnessed the May 1968 general strike and student uprisings.
In June 1968, an automobile Romney was driving in southern France was hit by another vehicle, seriously injuring him and killing one of his passengers, the wife of the mission president. As they drove through the village of Bernos-Beaulac, a Mercedes that was passing a truck missed a curve and suddenly swerved into the opposite lane and hit the Citroën DS Romney was driving in a head-on collision. Trapped between the steering wheel and door, the unconscious and seriously injured Romney had to be pried from the car; a French police officer mistakenly wrote ''Il est mort'' in his passport. The wife of the mission president was killed and other passengers were seriously injured as well. George Romney relied on his friend Sargent Shriver, the U.S. Ambassador to France, to go to the local hospital and discover that Mitt had survived. The fault for the accident was attributed completely to the driver of the other vehicle. Romney had suffered broken ribs, a fractured arm, a concussion, and facial injuries, but recovered quickly without needing surgery.|name="nb-acc"|group="nb"}} Fault for the accident was attributed completely to the other driver. After recovering, Romney became co-acting president of a mission demoralized and disorganized by the May civil disturbances and the car accident. Romney rallied and motivated the others and they met an ambitious goal of 200 baptisms for the year, the most for the mission in a decade. By the end of his stint in December 1968, Romney was overseeing the work of 175 fellow members. The experience in France changed Romney. It showed him the fragility of life and the need for a seriousness of purpose, and he gained a capacity for organization and a record of success that he had theretofore lacked. It also represented a crucible, after having been only a half-hearted Mormon growing up: "On a mission, your faith in Jesus Christ either evaporates or it becomes much deeper. For me it became much deeper."
While he was away, Ann Davies had converted to the LDS Church, guided by George Romney, and had begun attending Brigham Young University. Mitt was nervous that she had been wooed by others while he was away, and indeed she had dated others, but at their first meeting following his return they reconnected and agreed to quickly get married. That happened on March 21, 1969, in a Bloomfield Hills civil ceremony presided over by a church elder; the following day the couple flew to Utah for a wedding ceremony at the Salt Lake Temple.
Romney began attending Brigham Young too. He had missed much of the tumultuous American anti-Vietnam War movement while away, and was surprised to learn that his father had turned against the war during his ill-fated 1968 presidential campaign. Regarding the military draft, Romney had initially gotten a student deferment, then like most other Mormon missionaries had received a ministerial deferment while in France, then got another student deferment. When those ran out, his high number in the December 1969 draft lottery (300) meant he would not be selected.
At culturally conservative Brigham Young, Romney continued to be separated from much of the upheaval of the era, and did not join the few protests against the war or the LDS Church's policy against giving full membership to blacks. He became president and successful fundraiser for the all-male Cougar Club and showed a new-found discipline in his studies. In his senior year he took leave to work as driver and advance man for his mother Lenore Romney's eventually unsuccessful 1970 campaign for U.S. Senator from Michigan. He graduated from Brigham Young in 1971, earning a Bachelor of Arts in English and giving commencement addresses to both his own College of Humanities and to the whole university.
The Romneys' first son, Tagg, was born in 1970 while both were undergraduates at Brigham Young and living in a basement apartment. They subsequently welcomed Matt (1971), Josh (1975), Ben (1978), and Craig (1981). Ann Romney's work as a stay-at-home mom would enable her husband to pursue his career.
Romney still wanted to pursue a business path, but his father, by now serving in President Richard Nixon's cabinet as U.S. Secretary of Housing and Urban Development, advised that a law degree would be valuable. Thus Romney became one of only 15 students to enroll at the recently created joint Juris Doctor/Master of Business Administration four-year program coordinated between Harvard Law School and Harvard Business School. Fellow students noted Romney's strong work ethic and buttoned-down appearance; he lived in a Belmont, Massachusetts house with Ann and by now two children. He graduated in 1975 ''cum laude'' from the law school, in the top third of that class, and was named a Baker Scholar for graduating in the top five percent of his business school class.
In 1977, he was hired away by Bain & Company, a management consulting firm in Boston that had been formed a few years earlier by Bill Bain and other former BCG employees. Bain would later say of the thirty-year-old Romney, "He had the appearance of confidence of a guy who was maybe ten years older." With Bain & Company, Romney proved adept at learning the "Bain way", which consisted of immersing itself in each client's business, and not simply to issue recommendations, but to stay with the company until they were effectively changed for the better. With a record of success with clients such as the Monsanto Company, Outboard Marine Corporation, Burlington Industries, and Corning Incorporated, Romney became a vice president of the firm in 1978 and within a few years one of its best consultants. Romney became a firm believer in Bain's methods; he later said, "The idea that consultancies should not measure themselves by the thickness of their reports, or even the elegance of their writing, but rather by whether or not the report was effectively implemented was an inflection point in the history of consulting."
thumb|right|Logo of company that Romney co-foundedRomney was restless for a company of his own to run, and in 1983 Bill Bain offered him the chance to head a new venture that would buy into companies, have them benefit from Bain techniques, and then reap higher rewards than just consulting fees. Romney was initially cautious about accepting the offer, and Bain re-arranged the terms in a complicated partnership structure so that there was no financial or professional risk to Romney. Thus, in 1984, Romney left Bain & Company to co-found the spin-off private equity investment firm, Bain Capital. Bain and Romney spent a year raising the $37 million in investment money needed to start the new operation, which had fewer than ten employees. As general partner of the new firm, Romney was frugal and cautious, spending little on office appearance and finding the weak spots in so many potential deals that by 1986, very few had been done. At first, Bain Capital focused on venture capital opportunities. Their first big success came with a 1986 investment to help start Staples Inc., after founder Thomas G. Stemberg convinced Romney of the market size for office supplies; Bain Capital eventually reaped a nearly sevenfold return on its investment, and Romney sat on the Staples board of directors for over a decade.
Romney soon switched Bain Capital's focus from startups to the relatively new business of leveraged buyouts: buying existing firms with money mostly borrowed against their assets, partnering with existing management to apply the "Bain way" to their operations (rather than the hostile takeovers practiced in other leverage buyout scenarios), and then selling them off in a few years. Bain Capital lost most of its money in many of its early leveraged buyouts, but then started finding successes with spectacular returns. Indeed, during the 14 years Romney headed the company, Bain Capital's average annual internal rate of return on realized investments was 113 percent. Romney excelled at presenting and selling the deals the company made. The firm initially gave a cut of its profits to Bain & Company, but Romney later persuaded Bain to give that up.
The firm successfully invested in or acquired many well-known companies such as Accuride, Brookstone, Domino's Pizza, Sealy Corporation, Sports Authority, and Artisan Entertainment, as well as lesser-known companies in the industrial and medical sectors. Romney's cautious instincts were still in force at times; he wanted to drop a Bain Capital hedge fund that initially lost money, but other partners prevailed and it eventually gained billions. He also personally opted out of the Artisan Entertainment deal, not wanting to profit from a studio that produced R-rated films. Romney was on the board of directors of Damon Corporation, a medical testing company later found guilty of defrauding the government; Bain Capital tripled its investment before selling off the company, with the fraud being discovered by the new owners (Romney was never implicated). In some cases Romney had little involvement with a company once acquired.
Bain Capital's leveraged buyouts sometimes led to layoffs, either soon after acquisition or later after the firm had left. Bain Capital officials later said that overall, more jobs were added than lost due to these buyouts. In any case, maximizing the value of acquired companies and the return to Bain's investors, not job creation, was the firm's fundamental goal, as it was for most private equity operations. Regarding job losses, Romney later said, "Sometimes the medicine is a little bitter but it is necessary to save the life of the patient. My job was to try and make the enterprise successful, and in my view the best security a family can have is that the business they work for is strong." Bain Capital's acquisition of Ampad exemplified a deal where it profited handsomely from early payments and management fees, even though the subject company itself ended up going into bankruptcy. Bain was among the private equity firms that took the most such fees, and more cases happened as Romney was leaving the firm. He said in retrospect, "It is one thing that if I had a chance to go back I would be more sensitive to. It is always a balance. Great care has got to be taken not to take a dividend or a distribution from a company that puts that company at risk. [Having taken a big payment from a company that later failed] would make me sick, sick at heart."
In 1990, Romney was asked to return to Bain & Company, which was facing financial collapse. He was announced as its new CEO in January 1991 (but drew only a symbolic salary of one dollar). Romney managed an effort to restructure the firm's employee stock-ownership plan, real-estate deals and bank loans, while rallying the firm's thousand employees, imposing a new governing structure that included Bain and the other founding partners giving up control, and increasing fiscal transparency. Within about a year, he had led Bain & Company through a highly successful turnaround and returned the firm to profitability without further layoffs or partner defections. He turned Bain & Company over to new leadership and returned to Bain Capital in December 1992.
During his years in business, Romney tithed by giving millions of dollars to the LDS Church. He served as ward bishop for Belmont from 1984 to 1986, acting as the ecclesiastical and administrative head of his congregation. From 1986 to 1994 he presided over the Boston Stake, which included more than a dozen congregations in eastern Massachusetts.
Romney left Bain Capital in February 1999 to serve as the President and CEO of the 2002 Salt Lake City Olympic Games Organizing Committee. By that time, Bain Capital was on its way to being one of the top private equity firms in the nation, having increased its number of partners from 5 to 18, having 115 employees overall, and having $4 billion under its management. Bain Capital's approach of applying consulting expertise to the companies it invested in became widely copied within the private equity industry. His experience at Bain & Company and Bain Capital gave Romney a business-oriented world view – centering around a hate of waste and inefficiency, a love for data and charts and analysis and presentation, and a belief in keeping an open mind and seeking opposing points of view – that he would take with him to the public sector. As a result of his business career, by 2007 Romney and his wife had a net worth of between $190 and $250 million, most of it held in blind trusts. Although gone, Romney received a passive profit share as a retired partner in some Bain Capital entities. An additional blind trust existed in the name of the Romneys' children and grandchildren that was valued at between $70 and $100 million as of 2007. The couple's net worth remained in the same range as of 2011, and was still held in blind trusts.
Romney came from behind to win the Massachusetts Republican Party's nomination for U.S. Senate after buying substantial television time to get out his message, gaining overwhelming support in the state party convention, and then defeating businessman John Lakian in the September 1994 primary with over 80 percent of the vote. In the general election, Kennedy faced the first serious re-election challenger of his career in the young, telegenic, and very well-funded Romney. Romney ran as a fresh face, as a successful entrepreneur who stated he had created ten thousand jobs, and as a Washington outsider with a strong family image and moderate stands on social issues. Romney stated: "Ultimately, this is a campaign about change." After two decades out of public view, his father George re-emerged during the campaign as well.
Romney's campaign was effective in portraying Kennedy as soft on crime, but had trouble establishing its own positions in a consistent manner. By mid-September 1994, polls showed the race to be approximately even. Kennedy responded with a series of attack ads, which focused both on Romney's seemingly shifting political views on issues such as abortion and on the treatment of workers at a paper products plant owned by Romney's Bain Capital. Kennedy and Romney held a widely watched late October debate without a clear winner, but by then Kennedy had pulled ahead in polls and stayed ahead afterward. Romney spent over $7 million of his own money, with Kennedy spending more than $10 million from his campaign fund, mostly in the last weeks of the campaign (this was the second-most expensive race of the 1994 election cycle, after the Dianne Feinstein–Michael Huffington Senate race in California).
In the November general election, despite a disastrous showing for Democrats overall, Kennedy won the election with 58 percent of the vote to Romney's 41 percent, the smallest margin in Kennedy's eight re-election campaigns for the Senate.
Before Romney came on, the event was running $379 million short of its revenue benchmarks. Plans were being made to scale back the games to compensate for the fiscal crisis and there were fears the games might be moved away entirely. The Games had also been damaged by allegations of bribery involving top officials, including prior Salt Lake Olympic Committee president and CEO Frank Joklik. Joklik and committee vice president Dave Johnson were forced to resign. Romney's appointment faced some initial criticism from non-Mormons, and fears from Mormons, that it represented cronyism or gave the games too Mormon an image.
Romney revamped the organization's leadership and policies, reduced budgets, and boosted fund raising. He soothed worried corporate sponsors and recruited many new ones. He admitted past problems, listened to local critics, and rallied Utah's citizenry with a sense of optimism. Romney worked to ensure the safety of the Games following the September 11, 2001 terrorist attacks by ignoring those who suggested the games be called off and coordinating a $300 million security budget. He became the public face of the Olympic effort, appearing in countless photographs and news stories and even on Olympics souvenir pins. Romney's omnipresence irked those who thought he was taking too much of the credit for the success, or had exaggerated the state of initial distress, or was primarily looking to improve his own image. Overall he oversaw a $1.32 billion budget, 700 employees, and 26,000 volunteers.
Despite the initial fiscal shortfall, the Games ended up clearing a profit of $100 million, not counting the $224.5 million in security costs contributed by outside sources. Romney broke the record for most private money raised by any individual for an Olympics games, summer or winter. His performance as Olympics head was rated positively by 87 percent of Utahns. Romney and his wife contributed $1 million to the Olympics, and he donated to charity the $1.4 million in salary and severance payments he received for his three years as president and CEO.
Romney was widely praised for his successful efforts with the 2002 Winter Olympics including by President George W. Bush, and it solidified his reputation as a turnaround artist. Harvard Business School taught a case study based around Romney's successful actions. Romney wrote a book about his experience titled ''Turnaround: Crisis, Leadership, and the Olympic Games'', published in 2004. The role gave Romney experience in dealing with federal, state, and local entities, a public persona he had previously lacked, and the chance to re-launch his political aspirations. Indeed, he was mentioned as a possible candidate for statewide office in both Massachusetts and Utah, and also as possibly joining the Bush administration.
Massachusetts Democratic Party officials contested Romney's eligibility to run for governor, citing residency issues involving Romney's time in Utah as president of the Salt Lake City Olympic Committee. In June 2002, the Massachusetts State Ballot Law Commission unanimously ruled that Romney was eligible to run for office.
Romney ran as a political outsider again. Supporters of Romney hailed his business record, especially his success with the 2002 Olympics, as the record of someone who would be able to bring a new era of efficiency into Massachusetts politics. The campaign was the first to use microtargeting techniques, in which fine-grained groups of voters were reached with narrowly tailored messaging. Romney contributed over $6 million to his own campaign during the election, a state record at the time. Romney was elected Governor in November 2002 with 50 percent of the vote over his Democratic opponent, Massachusetts State Treasurer Shannon O'Brien, who received 45 percent.

Romney increased a special gasoline retailer fee by 2 cents per gallon, generating about $60 million per year in additional revenue. (Opponents said the reliance on fees sometimes imposed a hardship on those who could least afford them.) Romney also closed tax loopholes that brought in another $181 million from businesses over the next two years. The state legislature, with Romney's support, also cut spending by $1.6 billion, including $700 million in reductions in state aid to cities and towns. The cuts also included a $140 million reduction in state funding for higher education, which led state-run colleges and universities to increase tuition by 63 percent over four years. Romney sought additional cuts in his last year as Massachusetts governor by vetoing nearly 250 items in the state budget, but all of them were overridden by the Democratic-dominated legislature.
The cuts in state spending put added pressure on local property taxes; the share of town and city revenues coming from property taxes rose from 49 percent to 53 percent. The combined state and local tax burden in Massachusetts increased during Romney's governorship but still was below the national average. According to the Tax Foundation, that per capita burden was 9.8 percent in 2002 (below the national average of 10.3 percent), and 10.5 percent in 2006 (below the national average of 10.8 percent).
Romney was at the forefront of a movement to bring near-universal health insurance coverage to the state, after a business executive told him at the start of his term that doing so would be the best way he could help people and after the federal government, due to the rules of Medicaid funding, threatened to cut $385 million in those payments to Massachusetts if the state did not reduce the number of uninsured recipients of health care services. Despite not having campaigned on the idea of universal health insurance, Romney decided that because people without insurance still received expensive health care, the money spent by the state for such care could be better used to subsidize insurance for the poor.
After positing that any measure adopted not raise taxes and not resemble the previous decade's failed "Hillarycare" proposal, Romney formed a team of consultants from different political backgrounds that beginning in late 2004 came up with a set of innovative proposals more ambitious than an incremental one from the Massachusetts Senate and more acceptable to him than one from the Massachusetts House of Representatives that incorporated a new payroll tax. In particular, Romney successfully pushed for incorporating an individual mandate at the state level. Past rival Ted Kennedy, who had made universal heath coverage his life's work and who over time developed a warm relationship with Romney, gave Romney's plan a positive reception, which encouraged Democratic legislators to work with it. The effort eventually gained the support of all major stakeholders within the state, and Romney helped break a logjam between rival Democratic leaders in the legislature.
On April 12, 2006, Romney signed the resulting Massachusetts health reform law, which requires nearly all Massachusetts residents to buy health insurance coverage or face escalating tax penalties such as the loss of their personal income tax exemption. The bill also establishes means-tested state subsidies for people who do not have adequate employer insurance and who make below an income threshold, by using funds previously designated to compensate for the health costs of the uninsured. He vetoed eight sections of the health care legislation, including a controversial $295-per-employee assessment on businesses that do not offer health insurance and provisions guaranteeing dental benefits to Medicaid recipients. The legislature overrode all eight vetoes; Romney's communications director Eric Fehrnstrom responded by saying, "These differences with the Legislature are not essential to the goal of getting everyone covered with insurance." Romney said of the measure overall, "There really wasn't Republican or Democrat in this. People ask me if this is conservative or liberal, and my answer is yes. It's liberal in the sense that we're getting our citizens health insurance. It's conservative in that we're not getting a government takeover." The law was the first of its kind in the nation and became the signature achievement of Romney's term in office.|group="nb"}}
At the beginning of his governorship, Romney opposed same-sex marriage and civil unions, but advocated tolerance and supported some domestic partnership benefits. Faced with the dilemma of choosing between same-sex marriage or civil unions after the November 2003 Massachusetts Supreme Judicial Court decision legalizing same-sex marriages (''Goodridge v. Department of Public Health''), Romney reluctantly backed a state constitutional amendment in February 2004 that would have banned same-sex marriage but still allow civil unions, viewing it as the only feasible way to ban same-sex marriage in Massachusetts. In May 2004 Romney instructed town clerks to begin issuing marriage licenses to same-sex couples, but citing a 1913 law that barred out-of-state residents from getting married in Massachusetts if their union would be illegal in their home state, no marriage licenses were to be issued to out-of-state same-sex couples not planning to move to Massachusetts. In June 2005, Romney abandoned his support for the compromise amendment, stating that the amendment confused voters who oppose both same-sex marriage and civil unions. Instead, Romney endorsed a petition effort led by the Coalition for Marriage & Family that would have banned same-sex marriage and made no provisions for civil unions. In 2004 and 2006 he urged the U.S. Senate to vote in favor of the Federal Marriage Amendment.
In 2005, Romney revealed a change of view regarding abortion, moving from an "unequivocal" pro-choice position expressed during his 2002 campaign to a pro-life one where he opposed ''Roe v. Wade''. He vetoed a bill on pro-life grounds that would expand access to emergency contraception in hospitals and pharmacies.
Romney generally used the bully pulpit approach towards promoting his agenda, staging well-organized media events to appeal directly to the public rather than pushing his proposals in behind-doors sessions with the state legislature. Romney was especially effective in dealing with a crisis of confidence in Boston's Big Dig project following a fatal ceiling collapse in 2006, wresting control of the project from the Massachusetts Turnpike Authority and helping ensure that it would eventually complete.
During 2004, Romney spent considerable effort trying to bolster the state Republican Party, but it failed to gain any seats in the state legislative elections that year. Given a prime-time appearance at the 2004 Republican National Convention, Romney was already being discussed as a potential 2008 presidential candidate. Midway through his term, Romney decided that he wanted to stage a full-time run for president, and on December 14, 2005, Romney announced that he would not seek re-election for a second term as governor. As chair of the Republican Governors Association, Romney traveled around the country, meeting prominent Republicans and building a national political network; he spent part or all of more than 200 days out of state during 2006, preparing for his run. Romney's frequent out-of-state travel contributed towards his approval rating declining in public polls towards the end of his term. He conceded that 2006 would be a difficult year for Republicans and that they would likely lose gubernatorial seats, including possibly his own. The weak condition of the Republican state party was one of several factors that led to Democrat Deval Patrick's lopsided win over Republican Kerry Healey in the 2006 Massachusetts gubernatorial election.
Romney filed to register a presidential campaign committee with the Federal Election Commission on his penultimate day in office as governor. Romney's term ended January 4, 2007.

Romney also had solid political experience as governor together with a political pedigree courtesy of his father, a strong work ethic and energy level, and a large, wholesome-looking family that seemed so perfect as to be off-putting to some voters. Ann Romney, who had become an outspoken advocate for those with multiple sclerosis, was in remission and would be an active participant in his campaign, helping to soften his political personality. Moreover, with his square jaw, handsome face, and ample hair graying at the temples, Mitt Romney matched one of the common images of what a president should look like. Romney's liabilities included having run for senator and served as governor in one of the nation's most liberal states, having taken some positions there that were opposed by the party's conservative base, and subsequently shifting those positions. The candidate's Mormon religion was also viewed with suspicion and skepticism by some in the Evangelical portion of the party.
Romney assembled for his campaign a veteran group of Republican staffers, consultants, and pollsters. He was little-known nationally, though, and stayed around the 10 percent range in Republican preference polls for the first half of 2007. Romney's strategy was to win the first two big contests, the Iowa caucuses and the New Hampshire primary, and carry the momentum and visibility gained through the big Super Tuesday primaries and on to the nomination. He proved the most effective fundraiser of any of the Republican candidates, with his Olympics ties helping him with fundraising from Utah residents and from sponsors and trustees of the games. He also partly financed his campaign with his own personal fortune. These resources, combined with his August 2007 win in the Iowa Straw Poll and the mid-year near-collapse of nominal front-runner John McCain's campaign, made Romney a threat to win the nomination and the focus of the other candidates' attacks. Romney's staff suffered from internal strife and the candidate himself was indecisive at times, constantly asking for more data before making a decision. Persistent questions about the role of religion in Romney's life, as well as Southern Baptist minister and former Governor of Arkansas Mike Huckabee's rise in the polls based upon an explicitly Christian-themed campaign, led to the December 6, 2007, "Faith in America" speech.

Of the 60 percent of caucus-goers who were evangelical Christians, Huckabee was supported by about half of them while Romney by only a fifth. A couple of days later, Romney won the lightly contested Wyoming Republican caucuses. At a Saint Anselm College debate, Huckabee and McCain pounded away at Romney's image as a flip flopper. Indeed, this label would stick to Romney through the campaign (but was one that Romney rejected as unfair and inaccurate, except for his acknowledged change of mind on abortion). Romney seemed to approach the campaign as a management consulting exercise, and showed a lack of personal warmth and political feel; journalist Evan Thomas wrote that Romney "came off as a phony, even when he was perfectly sincere." Romney's staff would conclude that competing as a candidate of social conservatism and ideological purity rather than of pragmatic competence had been a mistake.
Romney finished in second place by five percentage points to the resurgent McCain in the next-door-to-his-home-state New Hampshire primary on January 8. Romney rebounded to win the January 15 Michigan primary over McCain by a solid margin, capitalizing on his childhood ties to the state and his vow to bring back lost automotive industry jobs which was seen by several commentators as unrealistic.|group="nb"}} On January 19, Romney won the lightly contested Nevada caucuses, but placed fourth in the intense South Carolina primary, where he had effectively ceded the contest to his rivals. McCain gained further momentum with his win in South Carolina, leading to a showdown between him and Romney in the Florida primary.

Although many Republican officials were now lining up behind McCain, Romney persisted through the nationwide Super Tuesday contests on February 5. There he won primaries or caucuses in several states, including Massachusetts, Alaska, Minnesota, Colorado and Utah, but McCain won more, including large states such as California and New York. Trailing McCain in delegates by a more than two-to-one margin, Romney announced the end of his campaign on February 7 during a speech before the Conservative Political Action Conference in Washington. Altogether, Romney had won 11 primaries and caucuses, received about 4.7 million total votes, and garnered about 280 delegates.
Romney endorsed McCain for president a week later. He soon founded the Free and Strong America PAC, a political action committee whose stated mission was to raise money for other Republican candidates and to promote Republican policies. Romney became one of the McCain campaign's most visible surrogates, appearing on behalf of the GOP nominee at fundraisers, state Republican party conventions, and on cable news programs. His efforts earned McCain's respect and the two developed a warmer relationship; he was on the nominee's short list for the vice presidential running mate slot, where his experience in matters economic would have balanced one of McCain's weaknesses. McCain, behind in the polls, opted instead for a high-risk, high-reward "game changer" and selected Alaska Governor Sarah Palin. Romney continued to work for McCain's eventually unsuccessful general election campaign.
The Romneys sold their main home in Belmont and their ski house in Utah, leaving them an estate along Lake Winnipesaukee in Wolfeboro, New Hampshire, and an oceanfront home in the La Jolla district of San Diego, California, that they had bought the year before. Both locations were near some of the Romneys' grandchildren, who by 2010 numbered fourteen. The San Diego location was also ideal for Ann Romney's multiple sclerosis therapies and for recovering from her late 2008 diagnosis and lumpectomy for mammary ductal carcinoma in situ. Romney maintained his voting registration in Massachusetts, however, and bought a smaller condominium in Belmont during 2010. Following the August 2009 death of his past rival and sometime ally Senator Edward M. Kennedy, Romney declared that he had no interest in running in the special January 2010 election to replace him. Romney was an early supporter of Scott Brown, the successful Republican candidate in that race. Some of Romney's former aides were used by Brown's campaign and Romney raised funds for Brown. In February 2010, Romney had a minor altercation with LMFAO musical group member Skyler Gordy, known as Sky Blu, on an airplane flight.
Romney's book, ''No Apology: The Case for American Greatness'', was released on March 2, 2010; an 18-state promotional book tour was undertaken. The book, which debuted atop the New York Times Best Seller list, avoided anecdotes about Romney's personal or political life and focused much of its attention on a presentation of his views on economic and geopolitical matters. Earnings from the book were donated to charity.
Polls of various kinds showed Romney remaining in the forefront of possible 2012 presidential contenders. In nationwide opinion polling for the 2012 Republican Presidential primaries, he has often led polls or been in the top three along with Palin and Huckabee. He finished first in the CPAC straw poll in 2009 and second in 2010 and 2011 behind Ron Paul, won the Southern Republican Leadership Conference straw poll in 2010, and won the New Hampshire Straw Poll in 2011. A January 2010 ''National Journal'' poll of political insiders found that a majority of Republican insiders, and a plurality of Democratic insiders, predicted Romney would become the party's 2012 nominee. Pew Research Center and Gallup Poll results showed that during 2009 and 2010, more in the general public were viewing him favorably (36 to 40 percent) than unfavorably (28 to 29 percent); this was a marked improvement from the days of his 2008 presidential campaign, when the reverse had been true.
Romney campaigned heavily for Republican candidates around the nation in the 2010 midterm elections, and raised the most funds of any of the prospective 2012 Republican presidential candidates. Appearances during early 2011 found Romney emphasizing how his experience could be applied towards solving the nation's economic problems and presenting a more relaxed visual image.
Romney stood to possibly gain from the Republican electorate's tendency to nominate candidates who had previously run for president and were "next in line" to be chosen. Perhaps his greatest hurdle in gaining the Republican nomination was opposition to the Massachusetts health care reform law that he had signed five years earlier. The early stages of the race found Romney as the apparent front-runner in a weak field, especially in terms of fundraising prowess and organization. As many potential Republican candidates decided not to run (including Mike Pence, John Thune, Haley Barbour, Mike Huckabee, and Mitch Daniels), Republican party figures searched for plausible alternatives to Romney.
On June 2, 2011, Romney formally announced the start of his campaign. Speaking on a farm in Stratham, New Hampshire, he stressed economic issues and said that the nation was suffering from "President Obama's own misery index". He said that, "In the campaign to come, the American ideals of economic freedom and opportunity need a clear and unapologetic defense, and I intend to make it – because I have lived it."
Romney took the early fundraising lead, raising four times more in the second quarter of 2011 than his nearest Republican opponent. He ran a low-key, low-profile campaign at first and avoided statements about the ongoing U.S. debt ceiling crisis until the final days, when he said he opposed the Budget Control Act of 2011 that resolved it.
For much of his business career, Romney had no tangible record of political positions taken. He followed national politics avidly in college, and the circumstances of his father's presidential campaign loss would grate on him for decades, but his early philosophical influences were often non-political, such as in his missionary days when he read and absorbed Napoleon Hill's pioneering self-help tome ''Think and Grow Rich'' and encouraged his colleagues to do the same. Until his 1994 U.S. Senate campaign, he was registered as an Independent. In the 1992 Democratic Party presidential primaries, he had voted for the Democratic former senator from the state, Paul Tsongas.
In the 1994 Senate race, Romney explicitly aligned himself with Republican Massachusetts Governor William Weld, who believed in fiscal conservatism and supported abortion rights and gay rights, saying "I think Bill Weld's fiscal conservatism, his focus on creating jobs and employment and his efforts to fight discrimination and assure civil rights for all is a model that I identify with and aspire to."
As a gubernatorial candidate, and then as the newly elected Governor of Massachusetts, Romney again generally operated in the mold established by Weld and followed by Weld's two other Republican successors, Paul Cellucci and Jane Swift: restrain spending and taxing, be tolerant or permissive on social issues, protect the environment, be tough on crime, try to appear post-partisan.
Romney has been consistent in many of his political positions. However, Romney's position or choice of emphasis on certain social issues, including abortion, some aspects of gay rights,|group="nb"}} some aspects of stem cell research,|group="nb"}} and some aspects of abstinence-only sex education,|group="nb"}} evolved into a more conservative stance during his time as governor. The change in 2005 on abortion drew particular attention and was the result of what Romney described as an epiphany experienced while investigating stem cell research issues. He later said, "Changing my position was in line with an ongoing struggle that anyone has that is opposed to abortion personally, vehemently opposed to it, and yet says, 'Well, I'll let other people make that decision.' And you say to yourself, but if you believe that you're taking innocent life, it's hard to justify letting other people make that decision."
This increased alignment with traditional conservatives on social issues coincided with Romney's becoming a candidate for the 2008 Republican nomination for President, and also included a new-found admiration for the National Rifle Association paired with ineptly attempting to portray himself as a lifelong hunter, rarely mentioning his Massachusetts health care law, being a convert on signing an anti-tax pledge, and displaying bluster or boldness on foreign policy matters (such as wanting to double the number of detainees at the Guantanamo Bay detention camp). In response, many skeptics, including a number of Republicans, charged Romney with opportunism and having a lack of core principles. The fervor with which Romney adopted his new stances and attitudes contributed to the perception of inauthenticity which hampered that campaign. Romney generally responds to criticisms of ideological pandering with remarks like, "The older I get, the smarter Ronald Reagan gets."
While there have been many biographical parallels between the lives of George Romney and his son Mitt, There are also obvious differences in their paths, including that George had a hardscrabble upbringing while Mitt's was affluent, and that Mitt far exceeded George's accomplishments in formal education.|group="nb"}} one particular difference is that while George was willing to defy political trends, Mitt has been much more willing to adapt to them. Mitt Romney has said that learning from experience and changing views accordingly is a virtue, and that, "If you're looking for someone who's never changed any positions on any policies, then I'm not your guy." Journalist and author Daniel Gross sees Romney as approaching politics in the same terms as a business competing in markets, in that successful executives do not hold firm to public stances over long periods of time, but rather constantly devise new strategies and plans to deal with new geographical regions and ever-changing market conditions. Political profiler Ryan Lizza sees the same question regarding whether Romney's business skills can be adapted to politics, saying that "while giving customers exactly what they want may be normal in the corporate world, it can be costly in politics". Writer Robert Draper holds a somewhat similar perspective: "The Romney curse was this: His strength lay in his adaptability. In governance, this was a virtue; in a political race, it was an invitation to be called a phony."
Immediately following the March 2010 passage of the Patient Protection and Affordable Care Act, Romney attacked the landmark legislation as "an unconscionable abuse of power" and said the act should be repealed. The hostile attention it held among Republicans created a potential problem for the former governor, since the new federal law was in many ways similar to the Massachusetts health care reform passed during Romney's term; as one Associated Press article stated, "Obamacare ... looks a lot like Romneycare." While acknowledging that his plan was not perfect and still was a work in progress, Romney did not back away from it, and has consistently defended the state-level health insurance mandate that underpins it. He has focused on its having had bipartisan support in the state legislature, while the Obama plan received no Republican support at all in Congress, and upon it being the right answer to Massachusetts' specific problems at the time. A Romney spokesperson has stated: "Mitt Romney has been very clear in all his public statements that he is opposed to a national individual mandate. He believes those decisions should be left to the states." While Romney has not explicitly argued for a federally-imposed mandate, during his 1994 Senate campaign he indicated he would vote for an overall health insurance proposal that contained one, and he suggested during his time as governor and during his 2008 presidential campaign that the Massachusetts plan was a model for the nation and that over time mandate plans might be adopted by most or all of the nation.
Throughout his business, Olympics, and political career, Romney's instinct has been to apply the "Bain way" towards problems. Romney has said, "There were two key things I learned at Bain. One was a series of concepts for approaching tough problems and a problem-solving methodology; the other was an enormous respect for data, analysis, and debate." He has written, "There are answers in numbers – gold in numbers. Pile the budgets on my desk and let me wallow." Romney believes the Bain approach is not only effective in the business realm but also in running for office and, once there, in solving political conundrums such as proper Pentagon spending levels and the future of Social Security. Former Bain and Olympics colleague Fraser Bullock has said of Romney, "He's not an ideologue. He makes decisions based on researching data more deeply than anyone I know." Romney's technocratic instincts have thus always been with him; in his public appearances during the 2002 gubernatorial campaign he sometimes gave PowerPoint presentations rather than conventional speeches. Upon taking office he became, in the words of ''The Boston Globe'', "the state's first self-styled CEO governor". During his 2008 presidential campaign he was constantly asking for data, analysis, and opposing arguments, and has been viewed as a potential "CEO president" should he get that far.
Romney is a sixth-generation member of The Church of Jesus Christ of Latter-day Saints (LDS Church, colloquially known as the Mormon church). He has avoided speaking publicly about specific church doctrines, and pointed out that the U.S. Constitution prohibits religious tests for public office. Polls in 2007 and 2011 indicated that about a quarter of Republican voters, and a quarter of voters overall, said they were less likely to vote for a candidate who was a Mormon. Romney's "Faith in America" speech, delivered in December 2007, addressed the matter. In it, Romney said he should neither be elected nor rejected based upon his religion, and echoed Senator John F. Kennedy's famous speech during his 1960 presidential campaign in saying "I will put no doctrine of any church above the plain duties of the office and the sovereign authority of the law." Instead of discussing the specific tenets of his faith, he said that he would be informed by it and that, "Freedom requires religion just as religion requires freedom. Freedom and religion endure together, or perish alone."
One academic study, based upon research conducted throughout the 2008 primaries, showed that a negative perception of Mormonism was widespread during the election, and that perception was often resistant to factual information that would correct mistaken notions about the religion or Romney's relationship to it. The authors concluded that, "For Romney ... religion ''is'' the central story." Another study, analyzing a survey conducted during January 2008 (when an African American, a woman, and a Mormon all had realistic chances of becoming the first president from that group), found that voters had internally accepted the notion of black equality, paving the way for Barack Obama's election; had partially established but not fully internalized the notion of gender equality, making Hillary Rodham Clinton's task somewhat more difficult; but had only selectively internalized the notion of religious equality, and in particular not extended it to Mormons, thus making Romney's run significantly more difficult. Those authors concluded that, "for a Mormon candidate, the road to the presidency remains very rough ... The bias against a Mormon candidate is substantial."
The June 13, 2011, issue of ''Newsweek'' magazine featured a Romney-themed cover based on the popular ''Book of Mormon'' Broadway musical, and dubbed the summer of 2011 "The Mormon Moment". Analysts expect Romney's Mormonism to become an issue again in the 2012 campaign.
''People'' magazine included Romney in its 50 Most Beautiful People list for 2002. In 2004, Romney received the inaugural Truce Ideal Award for his role in the 2002 Winter Olympics. In 2008, he shared with his wife Ann the Canterbury Medal from The Becket Fund for Religious Liberty, for "refus[ing] to compromise their principles and faith" during the presidential campaign.

Jon Stevens Corzine (born January 1, 1947) is the former CEO of Goldman Sachs and a one time American politician, who served as the 54th Governor of New Jersey from 2006 to 2010. A Democrat, Corzine served five years of a six-year U.S. Senate term representing New Jersey before being elected Governor in 2005. He was defeated for re-election in 2009 by Republican Chris Christie. In March 2010, Corzine was named chairman and CEO of MF Global Inc., a financial services firm specializing in futures brokerage.
Corzine began his career in banking and finance. In the early and mid 1970s, he worked for Midwestern banks (Continental-Illinois National Bank in Chicago, Illinois and BancOhio National Bank in Columbus, Ohio) during and after his master of business administration (MBA) studies at the University of Chicago Booth School of Business. In 1975 he moved to New Jersey to work for Goldman Sachs. He became Chairman and CEO of Goldman Sachs and the leading advocate in the firm's decision to go public. In 1999, having lost a power struggle with Henry M. Paulson, Corzine left the firm. After his departure from Goldman Sachs, he earned what has been estimated to be $500 million during the 1999 initial public offering of the company.
Corzine has participated in meetings of the Bilderberg Group, a network of leaders in the fields of politics, business, and banking, from 1995–1997, 1999, 2003 and 2004.
During the campaign, Corzine refused to release his income tax return records. He claimed an interest in doing so, but he cited a confidentiality agreement with Goldman Sachs. Skeptics argued that he should have followed the example of his predecessor Robert Rubin, who converted his equity stake into debt upon leaving Goldman.
Corzine campaigned for state government programs including universal health care, universal gun registration, mandatory public preschool, and more taxpayer funding for college education. He pushed affirmative action and same-sex marriage. David Brooks considered Corzine so liberal that although his predecessor was also a Democrat, his election helped shift of the Senate to the left.
During Corzine's campaign for the United States Senate, he made some controversial off-color statements. When introduced to a man with an Italian name who said he was in the construction business, Corzine quipped: “Oh, you make cement shoes!" according to Emanuel Alfano, chairman of the Italian-American One Voice Committee. Alfano also reported that when introduced to a lawyer named David Stein, Corzine said: "He's not Italian, is he? Oh, I guess he's your Jewish lawyer who is here to get the rest of you out of jail." Corzine denied mentioning religion, but did not deny the quip about Italians, claiming that some of his own ancestors were probably Italian, or maybe French.
Also in 2000, Corzine denied having paid off African-American ministers, when in fact the foundation controlled by him and his wife had paid one influential black church $25,000. Rev. Reginald T. Jackson, director of the Black Ministers Council, had campaigned against a form of racial profiling whereby police officers stop minority drivers and had gotten New Jersey state police superintendent, Carl A. Williams, fired. Corzine had donated to Jackson prior to getting what appears to be a reciprocal endorsement.
In the Senate, Corzine was a member of the Committees on Banking, Intelligence, the Budget, and Energy and Natural Resources. He co-authored the Sarbanes-Oxley Act. In the aftermath of Enron, he co-sponsored (with Barbara Boxer) legislation, which was later propounded by Ted Kennedy, that reforms the 401(k) plan to minimize the risk of investment portfolios. The plan was opposed by United States President George W. Bush and faced strong opposition in Congress. Restrictions on retirement account allocations were in direct opposition to the contemporaneous movement towards self-directed individual retirement accounts for social security.
He was a sponsor of the Start Healthy, Stay Healthy Act. Corzine supported providing a two-year tax break to victims of the September 11, 2001 attacks and help grant citizenship to victims who were legal resident aliens. He supported gun control laws, outlawing racial profiling, and subsidies for Amtrak. He was the chief sponsor, along with U.S. Senator Sam Brownback, of the Darfur Accountability Act. He voted against the Iraq War Resolution. Corzine was the prime sponsor, along with U.S. Senator Frank Lautenberg, of a federal version of John's Law, in memory of Navy Ensign John R. Elliott of New Jersey, a graduate of the U.S. Naval Academy who was killed by a drunk driver. The legislation provides federal highway safety grant incentives to encourage states to impound the cars of DUI suspects. He was an early contributing blogger at The Huffington Post. In the aftermath of the September 11, 2001 attacks, Corzine and Peter Fitzgerald attempted to mold a more disciplined bailout of the airline industry, but even the redesigned plan was not entirely satisfactory to Corzine. Corzine opposed the reduction in low-income student eligibility for Pell Grant funding caused by changes in the "expected family contribution".
Corzine tried and failed to introduce legislation for chemical plant regulation six weeks after the September 11, 2001 attacks. Subsequent efforts by then-Administrator of the Environmental Protection Agency and former New Jersey Governor Christine Todd Whitman in 2002 were also squelched. Along with Hillary Clinton, he was one of the few senators who attempted to pressure the Bush administration to clamp down on regulation of the chemical and nuclear-power industries. His efforts helped make New Jersey one of the stricter states in the nation in terms of chemical plant regulation.
In 2001, he coauthored (with Bob Graham) a tax cut proposal aimed at lowering the marginal tax bracket from 15% to 10% on the first $19,000 of taxable income. In 2002, he proposed a tax cut that exempted the first $10,000 of income from the $765 of Social Security taxes for both employers and employees. Despite his liberal tax cut suggestions, he is also a proponent of eliminating double taxation by making dividend payments tax deductible to companies as a form of economic stimulus.
While in the Senate, he chaired the Democratic Senatorial Campaign Committee from 2003–2005. In this role he was influential in convincing certain potential candidates to not run in order to avoid costly primaries in three key states during the 2004 United States Senate elections. He also played a role in the selection of Senator John Edwards as a running mate for Senator John Kerry. Oddly, his resolution to congratulate Bruce Springsteen on the 30th Anniversary of ''Born to Run'' for his contribution to American culture was derailed in all likelihood due to Springsteen's support of Kerry.
In 2002, Corzine called for the resignation of United States Securities and Exchange Commission Chairman Harvey Pitt.
Corzine and his opponent, Republican Doug Forrester, spent $73 million on their gubernatorial campaigns by the week before Election day. This included $38 million by Corzine and $19 million by Forrester for the general election. The primaries accounted for the difference. Since Corzine had spent over $62 million on his 2000 United States Senate elections, the combined expenditures for Corzine's run for the Senate and Governorship exceeded $100 million. The main campaign issues were property taxes and the Bush administration. New Jersey had averaged $5,500 in 2004 property taxes, and Corzine tried to link his opponent to Bush.
The campaign for the post of Governor of New Jersey was successful with 54% of the vote. Forrester, a businessman and a former Mayor of West Windsor Township, in Mercer County, won 43%. Corzine received 1,224,493 votes to Forrester's 985,235. A total of 80,277 votes, or 3%, were scattered among other candidates. Corzine won 13 of New Jersey's 21 counties: Atlantic, Bergen, Burlington, Camden, Cumberland, Essex, Gloucester, Hudson, Mercer, Middlesex, Passaic, Salem, and Union. Corzine won the three most populous counties (Bergen, Essex, and Middlesex), five of the top six, and seven of the top nine.
Corzine ran for re-election in the 2009 New Jersey gubernatorial election. Early on, Rasmussen Reports indicated that Republican challenger Chris Christie led Corzine 47% to 38%. Later polls showed Corzine closing the gap, and in some cases, ahead. In the end, Corzine lost the race to Christie by a margin of 48.5% to 44.9%, with 5.8% of the vote going to independent candidate Chris Daggett.
Corzine declined his $175,000 salary in 2006.
After taking office in January 2006, Corzine's approval numbers were low. Many polls seemed to indicate that much of this negative polling was a result of the 2006 New Jersey State Government shutdown. An April 26, 2006, polls from Quinnipiac University Polling Institute showed Corzine at a 35% approval with a 42% disapproval. A February 28, 2007, poll from Quinnipiac University showed Corzine at 50% approval with 34% disapproval. When Corzine released a controversial plan to monetize the New Jersey Turnpike and the Garden State Parkway, his approval rating fell to 40% in January 2008. In conjunction with this fall in approval rating, an initiative to recall the Governor was started for the first and only time in New Jersey history. The recall effort failed after gathering less than 100,000 of the required 1.2 million signatures.
One of Corzine's first political tests as governor was the threat to New Jersey ports, of shipping operation control by a company from the United Arab Emirates. Although President George W. Bush supported the sale of the business of operating the United States' ports, Corzine viewed this transaction as a national security threat.
Corzine had long insisted that state employees must bear part of the cost of their health benefits after retirement. As of July 1, 2007, in agreements with the Communications Workers of America, the American Federation of State, County, and Municipal Employees, and the International Federation of Professional and Technical Engineers, active State employees in those unions (as well as certain other non-union employees) are now required to contribute 1.5% of their salary to offset health care costs. State and local employees’ contributions to the two largest pension systems by 10%, from 5% to 5.5% of their annual salaries and increased the retirement benefit age for new public employees, from 55 to 60 years. In 2008, Corzine approved a law that increased the retirement age from 60 to 62, required that government workers and teachers earn $7,500 per year to qualify for a pension, eliminated Lincoln's Birthday as a state worker holiday, allowed the state to offer incentives not to take health insurance and required municipal employees work 20 hours per week to get health benefits.
As part of his attempt to balance the budget, Corzine has decreased funding to most programs and localities including state universities and colleges. The first of these decreases came with the 2007 budget. Rutgers University and other New Jersey state universities have raised tuition, cut hundreds of sections of classes, and several sports teams. With the latest decrease in funding for 2009, most state institutions have funding that is less than the amount they had a decade ago.
Corzine has been the only New Jersey Governor in recent memory to make any headway in addressing the crisis of municipal funding. While not directly touching the third rail of New Jersey governance – property taxes – Corzine's reform of the school funding formula (passed and signed in January 2008) resulted in significant relief to many New Jersey towns with outsize school costs but limited tax base. The plan survived a legal challenge and was declared constitutional by the New Jersey Supreme Court on May 28, 2009.
Corzine has championed expanding government health and education programs. He planned to require every resident to enroll in a health plan and have taxpayers help pick up the tab for low and middle income residents. In June 2008 state legislators voted for the first phase of that program mandating heath care coverage for children and Corzine signed it into law in July.
Corzine spent some $200,000 of his own money on advertisements to promote a referendum on the 2007 New Jersey ballot to borrow $450 million to fund stem cell research. The referendum faced strong opposition and was rejected despite the fact that $270 million had previously been approved to build stem cell research centers.
Corzine, a death penalty opponent, as Governor supported and presided over abolition of the capital punishment in New Jersey and replacing it with life imprisonment. After the legislature passed and he signed it into law, New Jersey became the first state to legislatively eliminate capital punishment since 1965. Although the bill was not passed until late in 2007, New Jersey had not executed any criminals since 1963. Because the penalty was never used and often reversed upon appeal it was viewed as a form of extended suffering for victims' families by some supporters of its abolition. Before the enactment of the new law, he commuted the death sentences of all death row inmates to life in prison. Corzine also has supported early New Jersey efforts at gun control.
Corzine (along with governors Martin O'Malley (MD), Mike Beebe (AR), and Eliot Spitzer (NY)) was one of several United States Governors who was an early supporter of Hillary Clinton's 2008 presidential campaign. He raised $1 million for her campaign. He, Bill Clinton, Eliot Spitzer, Chuck Schumer, and Charlie Rangel co-hosted Clinton's October 25, 2007 60th-birthday party. He remained a committed Clinton superdelegate late into the 2008 Democratic Party presidential primary season. In the event the Democratic National Committee would have decided to recontest the Michigan and Florida primaries, Corzine and Ed Rendell were prepared to spearhead Clinton's fundraising in for those races. Towards the end of the primary season in April 2008, Corzine made it clear that although he was a Clinton supporter, his superdelegate vote would be determined by the popular vote. After her win in the April 22, 2008 Pennsylvania Democratic primary and a calculation of popular votes that excluded caucuses and included the controversial Michigan and Florida Democratic primaries, Corzine reaffirmed his support for her. Once Barack Obama became the presumptive nominee, Corzine became a prominent spokesperson for Obama's agenda.
Corzine was among a group of big (in terms of population) state governors, such as Arnold Schwarzenegger, who moved his state Republican and Democratic primaries to February 5, 2008, the date of Super Tuesday, 2008. He was also among a group of prominent politicians (that included Ted Kennedy and Barack Obama) who received political contributions from Norman Hsu that he ended up donating to charity.
In November 2008, in response to the ongoing economic downturn, Corzine proposed an economic recovery package consisting of additional spending, accelerated capital improvement spending and reforms and cuts to the corporate income tax. As of December 2008 many elements of the plan had been approved. On January 2, 2009, Corzine joined the governors of four other states in urging the federal government to provide $1 trillion in aid to the country's 50 state governments to help pay for education, welfare and infrastructure as states struggle with steep budget deficits amid a deepening recession.
After six days of state government shut down, Corzine and Assembly Democrats agreed to raise the state sales tax from 6% to 7% with half of the 1% increase going to the state budget and the other half going to property tax relief. On July 8, 2006, the $30 billion state budget, with the sales tax agreement, passed both houses and Governor Corzine signed the budget into law ending the budget impasse.
After Corzine's breakup with Katz, their lawyers negotiated a financial payout in November 2004. According to press accounts, the settlement for Katz exceeded $6 million, including cash (in part used to buy her $1.1 million condominium in Hoboken), a college trust fund to educate her children, a 2005 Volvo sport utility vehicle, and Corzine forgave a $470,000 loan that he had made to Katz in 2002 so that she could buy out her ex-husband's share of their home in Alexandria Township. Katz enrolled in Seton Hall University School of Law on a full scholarship in 2004. Corzine later admitted that he had also given $15,000 to Carla Katz's brother-in-law, Rocco Riccio, a former state employee who had resigned, after being accused of examining income tax returns for political purposes. At the time, Katz was president of the Communications Workers of America Local 1034, which bargains on behalf of many state employees.
In the summer of 2005, when Corzine was running in the New Jersey gubernatorial election, news first emerged of his relationship with Katz and the money she had received. Corzine was elected governor despite the scandal. In the fall of 2006, during an impasse in contract negotiations between the Corzine administration and the state's seven major state employee unions (including the CWA), Katz contacted the governor by phone and e-mail to lobby for a renewal of the negotiations. Their relationship and the financial settlement Katz received after their breakup led to criticism of potential conflicts of interest in labor negotiations while Corzine was governor. A state ethics panel, acting on a complaint from Bogota mayor Steve Lonegan, ruled in May 2007 that Katz's contact with Corzine during negotiations did not violate the governor's code of conduct. Separately, New Jersey Republican State Committee Chairman Tom Wilson filed a lawsuit to release all e-mail correspondence between Corzine and Katz during the contract negotiations. On May 30, 2008, New Jersey Superior Court Judge Paul Innes ruled that at least 745 pages of e-mail records should be made public, but Corzine's lawyers immediately appealed the decision.
Corzine won his case on appeal, and on March 18, 2009, the New Jersey Supreme Court ruled that it would not hear arguments in the case, effectively ending the legal battle to make his e-mails with Katz public. Corzine spent approximately $127,000 of taxpayer funds to keep the e-mails secret. Despite these efforts, on August 1, 2010, ''The Star-Ledger'' published 123 of the Corzine-Katz e-mails, revealing the extent of their personal contact during negotiations over a new state workers contract in early 2007.
One of Corzine's first nominations was that of Zulima Farber as New Jersey Attorney General. Farber had been nominated to serve on the New Jersey Supreme Court by former Governor James E. McGreevey who resigned in August 2004 amidst a plethora of scandals, but McGreevey withdrew the nomination after learning that Farber had bench warrants issued for her arrest for numerous motor vehicle infractions. Despite criticism, Corzine nominated her as Attorney General. She served for approximately seven months until an ethics investigation concluded that she had improperly influenced local police in Fairview, New Jersey who had stopped her boyfriend Hamlet Gore for driving with a suspended license and an expired vehicle registration. Corzine insisted he did not ask for Farber's resignation.
On February 9, 2006, after many scandals regarding financial mishandling at the University of Medicine and Dentistry of New Jersey, Corzine nominated Robert Del Tufo, the former Attorney General of New Jersey and U.S. Attorney, as chairman of the board of trustees. Corzine also nominated Oliver Quinn, Prudential Financial's vice president and chief ethics officer, as vice chairman of the board.
Corzine's commissioner of the Department of Environmental Protection and Chief of Staff, Lisa P. Jackson was nominated as the administrator of the United States Environmental Protection Agency. She was confirmed by the Senate on January 22, 2009.
The New Jersey State Police determined that Corzine's SUV, driven by a state trooper, was traveling in excess of 90 MPH (147 km/h) in a 65 MPH (105 km/h) zone with its emergency lights flashing when the collision occurred. A pickup truck drifted onto the shoulder and swerved back onto the lane, and another pickup truck swerved to avoid the truck and hit the Governor's SUV, causing the SUV to hit the guardrail. The State Police reviewed roadside camera recordings and E-ZPass records to track down the driver of the truck; he was not charged with any violation.
Corzine and the trooper were flown by helicopter to Cooper University Hospital in Camden, a Level I trauma center. The aide was taken by ambulance to Atlantic City Medical Center. Neither the trooper nor the aide was seriously injured, but Corzine suffered broken bones, including an open fracture of the left femur, 11 broken ribs, a broken sternum, a broken collarbone, a fractured lower vertebra, and a facial cut that required plastic surgery. The Governor was not wearing a seat belt. Friends had long said that they had rarely seen him wear one. When asked why the state trooper who was driving would not have asked Corzine to put on his seat belt, a staffer said the governor was "not always amenable to suggestion". The Superintendent of State Police has also noted that the trooper could be charged if the crash was preventable.
By April 23, 2007, Corzine's doctors had upgraded him from critical to stable condition. He was sedated and unable to speak because of a breathing tube in his throat, and as such, was unable to perform his duties as Governor. In accordance with the New Jersey State Constitution, New Jersey Senate President Richard Codey assumed the position of acting governor from April 12 until May 7, 2007. In 2005, voters had approved an amendment to the state constitution to provide for a Lieutenant Governor who would succeed the governor in the event of a vacancy, but that position would not be filled until 2010.
Corzine left the hospital on April 30, 2007. He sped to Drumthwacket “in a van clocked at fifteen miles [per hour] over the speed limit.” ''New York Post'' columnist Leonard Greene reported that the Governor's motorcade, while traveling on Interstate 295 en route to his mansion, was clocked by unnamed motorists at a speed of 70 MPH while in a 55 MPH zone. Corzine recuperated at Drumthwacket, which had been outfitted with a videoconferencing center (at his expense) so he could communicate with legislators. He issued an apology, paid a $46 ticket (issued at the behest of his staff) for not wearing a seatbelt, and he appeared in a public service announcement advocating seat belts which opened with the words "I’m New Jersey Gov. Jon Corzine, and I should be dead."
It was reported that Corzine would pay his own medical bills rather than bill taxpayers.
In January of 2008, prior to the State of the State address Corzine was at 48% approving 32% disapproving. But another FDU PublicMind poll taken in late January, after the State of the State address, showed that governor’s ratings were slipping: 41% of voters approved of the job Corzine was doing while 39% reported that they disapproved. The decline was largely in response to the governor’s plan to raise tolls on the New Jersey Turnpike and the Garden State Parkway. February of 2008 was not any kinder, as a PublicMind poll indicated that his numbers continued to slip with disapprovals catching up to approvals with 42% of voters approving and 43% of voters disapproving. Dr. Woolley of the PublicMind remarked on the decline saying, “Considering the beating he has taken on his toll plan, it’s remarkable that his numbers are not a good deal worse.” The governor’s approval ratings showed no recovery through September 2008 with his approvals and disapprovals averaging 42% and 43% respectively. Coincident with the presidential campaign, Corzine’s approval ratings saw some improvement.
In January 2009 he stood at 46% approving and 40% disapproving. Dr. Woolley asserted that the governor was faring relatively well in public opinion considering “the enormous and growing pressure on the state budget and on the governor to protect various constituencies.” Come March 2009, the PublicMind Poll found that, “Gov. Jon Corzine’s standing with the New Jersey public is suffering along with the economy,” and as a result his approvals began to slip with 40% of voters approving and 43% disapproving. His approvals continued to decline in April as he contended with the budget and the financial crisis with 40% approving and 49% disapproving. At the end of his term, in January 2010, Corzine’s approvals landed at their lowest point during the administration with 33% approving and 58% disapproving.
Corzine also plans to teach a class on public policy at Princeton University fall 2010.
Corzine had lived with his wife in Summit. After their separation, Corzine moved to a condominium apartment building in Hoboken, in the same building as quarterbacks Eli Manning and Jesse Palmer.
In April 2010, ''The Huffington Post'' announced the engagement of Corzine and psychotherapist Sharon Elghanayan, whom he had been dating since 2004. On November 23, 2010, Corzine married Elghanayan in a ceremony presided over by Chief Justice of the New Jersey Supreme Court Stuart Rabner, according to an announcement in ''The New York Times''.

He was first elected to the Missouri House of Representatives in 1996, and served there through 2002. He was first elected to the Missouri State Senate in 2004, and served as the party's Assistant Minority Floor Leader. He had been mentioned as a possible candidate in the 2006 U.S. Senate Election, but dropped out in support of then State Auditor and present Senator Claire McCaskill.

In 1998, Graham proposed a bill which would have permitted death row prisoners awaiting execution to donate organs (kidneys or bone marrow) in exchange for a commutation of their death sentence. He is a strong supporter of stem-cell research.
On October 20, 2007, Graham was arrested by Columbia Police on suspicion of driving while intoxicated after rear-ending a vehicle near his home in Southwest Columbia. His license was subsequently suspended. On January 10, 2008, his license was reinstated and he is free to drive again after one month, despite the state mandated period of suspension for refusing the chemical blood alcohol test being one year.
Graham is a paraplegic following an automobile accident at age 16. He received national attention during a 2008 televised campaign rally in Columbia. Vice Presidential nominee Joe Biden asked him to stand up, apparently unaware of his paralysis.
On November 4, 2008, Graham lost his seat after being defeated in the general election by Republican Kurt Schaefer. He announced that he has no plans to run for office in the near future.
