A republic is a form of government in which the people, or some significant portion of them, retain supreme control over the government, at least in theory, and where offices of state are not granted through heritage. The common modern definition of a republic is a government having a head of state who is not a monarch. The word "republic" is derived from the Latin phrase ''res publica'', which can be translated as "a public affair", and often used to describe a state using this form of government.
Both modern and ancient republics vary widely in their ideology and composition. In classical and medieval times the archetype of all republics was the Roman Republic, which referred to Rome in between the period when it had kings, and the periods when it had emperors. The Italian medieval and Renaissance political tradition today referred to as "civic humanism" is sometimes considered to derive directly from Roman republicans such as Sallust and Tacitus. But Greek-influenced authors about Rome, such as Polybius and Cicero, also sometimes used the term as a translation for Greek ''politeia'' which could mean regime generally, but could also be applied to certain specific types of regime, not exactly corresponding to the Roman Republic, for example including Sparta, which had two kings but was not considered a normal monarchy as it also had ephors representing the common people. Republics were not equated with classical democracies such as Athens, but had a democratic aspect to them.
In modern republics such as the United States and India, the executive is legitimized both by a constitution and by popular suffrage. James Madison, the fourth President of the United States, compared ''republican'' government to ''democratic'' government, and found democracy wanting. Montesquieu included both democracies, where all the people have a share in rule, and aristocracies or oligarchies, where only some of the people rule, as republican forms of government.Most often a republic is a sovereign country, but there are also subnational entities that are referred to as republics, or which have governments that are described as "republican" in nature. For instance, Article IV of the Constitution of the United States "guarantee[s] to every State in this Union a Republican form of Government". The Soviet Union was a single state composed of distinct and nominally sovereign Soviet Socialist Republics.
While Bruni and Machiavelli used the term to describe the states of Northern Italy, which were not monarchies, the term ''res publica'' has a set of interrelated meanings in the original Latin. The term can quite literally be translated as "public matter". It was most often used by Roman writers to refer to the state and government, even during the period of the Roman Empire. The English word ''commonwealth'' is a calque ''res publica,'' and its use in English is closer to how the Romans used the term ''res publica.''
Today the term republic still most commonly means a system of government which derives its power from the people rather than from another basis, such as heredity or divine right. This remains the primary definition of republic in most contexts.
This bipartite division of government types differs from the classical sources, and also the earlier of Machiavelli's own works, which divided governments into three types: monarchy, aristocracy, and democracy. As Machiavelli wrote, the distinction between an aristocracy ruled by a select elite and a democracy ruled by a council appointed by the people became cumbersome. By the time Machiavelli began work on ''The Prince'', he had decided to refer to both aristocracy and democracies as republics.
A further set of meanings for the term comes from the Greek word ''politeia''. Cicero, among other Latin writers, translated ''politeia'' as ''res publica'' and it was in turn translated by Renaissance scholars as ''republic.'' This is not a very accurate translation and the term ''politeia'' is today usually translated as ''form of government'' or ''regime.'' One continued use of this archaic translation is the title of Plato's major work on political science. In Greek it was titled ''Politeia'' and in English is thus known as ''The Republic''. This naming is preserved for historic reasons, but is not considered accurate. Within the text of modern translations of ''The Republic'', alternative translations of ''politeia'' are used.
In English the word first came to prominence during The Protectorate era of Oliver Cromwell. While ''commonwealth'' was the most common term to call the new monarchless state, ''republic'' was also in common use.
Several republics also developed during the Middle Ages in the merchant-dominated city states.
The political philosophy of the classical republics has had a central influence on republican thought throughout the subsequent centuries. A number of classical writers discussed forms of government alternative to monarchies and later writers have treated these as foundational works on the nature of republics. Philosophers and politicians advocating for republics, such as Machiavelli, Montesquieu, Adams, and Madison, relied heavily on these sources.
Aristotle's ''Politics'' discusses various forms of government. One form Aristotle named ''politeia'', which consisted of a mixture of the other forms. He argued that this was one of the ideal forms of government. Polybius expanded on many of these ideas, again focusing on the idea of mixed government. The most important Roman work in this tradition is Cicero's ''De re publica''.
Over time, the classical republics were either conquered by empires or became one themselves. Most of the Greek republics were annexed to the Macedonian Empire of Alexander. The Roman Republic expanded dramatically conquering the other states of the Mediterranean that could be considered republics, such as Carthaginian Republic. The Roman Republic itself then became the Roman Empire.
A second form of evidence comes from Greeks writing about India during the period of contact following the conquests of Alexander. Greek writers about India such as Megasthenes and Arrian describe many of the states having republican governments akin to those of Greece. Beginning around 700 BCE, republics developed in a band running along the Indus Valley in the northwest and along the Ganges Plain in the northeast. They were mainly small states, though some confederations of republics seem to have formed that covered large areas, such as Vajjian Confederacy, which had Vaishali as its capital around 600 BCE.
As in Greece, the republican era came to an end in the 4th century with the rise of a monarchical empire. The Maurya Empire conquered almost the entire subcontinent, ending the autonomy of the small republics. Some did remain republics under Mauryan suzerainty, or returned to being republics after the fall of the empire. Madra, for instance, survived as a republic until the 4th century CE. The final end of republics in India came with the rise of the Gupta Empire, and an associated philosophy of the divine nature of monarchy.
In the early 13th century, the Sturlung era, the Commonwealth began to suffer from long conflicts between warring clans. This, combined with pressure from the Norwegian king Haakon IV for the Icelanders to re-join the Norwegian "family", led the Icelandic chieftains to accept Haakon IV as king by the signing of the ''Gamli sáttmáli'' ("Old Covenant") in 1262. This effectively brought the Commonwealth to an end. The Althing, however, is still Iceland's parliament, almost 800 years later.
In Europe new republics appeared in the late Middle Ages when a number of small states embraced republican systems of government. These were generally small, but wealthy, trading states, like the Italian city-states and the Hanseatic League, in which the merchant class had risen to prominence. Knud Haakonssen has noted that, by the Renaissance, Europe was divided with those states controlled by a landed elite being monarchies and those controlled by a commercial elite being republics.
Across Europe a wealthy merchant class developed in the important trading cities. Despite their wealth they had little power in the feudal system dominated by the rural land owners, and across Europe began to advocate for their own privileges and powers. The more centralized states, such as France and England, granted limited city charters.
In the more loosely governed Holy Roman Empire, 51 of the largest towns became free imperial cities. While still under the dominion of the Holy Roman Emperor most power was held locally and many adopted republican forms of government. The same rights to imperial immediacy were secured by the major trading cities of Switzerland. The towns and villages of alpine Switzerland had, courtesy of geography, also been largely excluded from central control. Unlike Italy and Germany, much of the rural area was thus not controlled by feudal barons, but by independent farmers who also used communal forms of government. When the Habsburgs tried to reassert control over the region both rural farmers and town merchants joined the rebellion. The Swiss were victorious, and the Swiss Confederacy was proclaimed, and Switzerland has retained a republican form of government to the present.
Italy was the most densely populated area of Europe, and also one with the weakest central government. Many of the towns thus gained considerable independence and adopted commune forms of government. Completely free of feudal control, the Italian city-states expanded, gaining control of the rural hinterland. The two most powerful were the Republic of Venice and its rival the Republic of Genoa. Each were large trading ports, and further expanded by using naval power to control large parts of the Mediterranean. It was in Italy that an ideology advocating for republics first developed. Writers such as Bartholomew of Lucca, Brunetto Latini, Marsilius of Padua, and Leonardo Bruni saw the medieval city-states as heirs to the legacy of Greece and Rome.
Two Russian cities with powerful merchant class — Novgorod and Pskov — also adopted republican forms of government in 12th and 13th centuries, respectively, which ended when the republics were conquered by Moscow at the end 15th - beginning of 16th century.
The dominant form of government for these early republics was control by a limited council of elite patricians. In those areas that held elections, property qualifications or guild membership limited both who could vote and who could run. In many states no direct elections were held and council members were hereditary or appointed by the existing council. This left the great majority of the population without political power, and riots and revolts by the lower classes were common. The late Middle Ages saw more than 200 such risings in the towns of the Holy Roman Empire. Similar revolts occurred in Italy, notably the Ciompi Revolt in Florence.
Calvinism played an important role in the republican revolts in England and the Netherlands. Like the city-states of Italy and the Hanseatic League, both were important trading centres, with a large merchant class prospering from the trade with the New World. Large parts of the population of both areas also embraced Calvinism. The Dutch Revolt, beginning in 1568, saw the Dutch Republic reject the rule of Habsburg Spain in a conflict that lasted until 1648.
In 1641 the English Civil War began. Spearheaded by the Puritans and funded by the merchants of London, the revolt was a success, and King Charles I was executed. In England James Harrington, Algernon Sydney, and John Milton became some of the first writers to argue for rejecting monarchy and embracing a republican form of government. The English Commonwealth was short lived, and the monarchy soon restored. The Dutch Republic continued in name until 1795, but by the mid-18th century the stadholder had become a ''de facto'' monarch. Calvinists were also some of the earliest settlers of the British and Dutch colonies of North America.
Most of these Enlightenment thinkers were far more interested in ideas of constitutional monarchy than in republics. The Cromwell regime had discredited republicanism, and most thinkers felt that republics ended in either anarchy or tyranny. Thus philosophers like Voltaire opposed absolutism while at the same time being strongly pro-monarchy.
Jean-Jacques Rousseau and Montesquieu praised republics, and looked on the city-states of Greece as a model. However, both also felt that a nation-state like France, with 20 million people, would be impossible to govern as a republic. Rousseau described his ideal political structure of small self-governing communes. Montesquieu felt that a city-state should ideally be a republic, but maintained that a limited monarchy was better suited to a large nation.
The American Revolution began as a rejection only of the authority of British parliament over the colonies, not of the monarchy. The failure of the British monarch to protect the colonies from what they considered the infringement of their rights to representative government, the monarch's branding of those requesting redress as traitors, and his support for sending combat troops to demonstrate authority resulted in widespread perception of the British monarchy as tyrannical. With the United States Declaration of Independence the leaders of the revolt firmly rejected the monarchy and embraced republicanism. The leaders of the revolution were well versed in the writings of the French liberal thinkers, and also in history of the classical republics. John Adams had notably written a book on republics throughout history. In addition, the widely distributed and popularly read-aloud tract ''Common Sense'', by Thomas Paine, succinctly and eloquently laid out the case for republican ideals and independence to the larger public. The Constitution of the United States ratified in 1789 created a relatively strong federal republic to replace the relatively weak confederation under the first attempt at a national government with the Articles of Confederation and Perpetual Union ratified in 1783. The first ten amendments to the Constitution, called the United States Bill of Rights, guaranteed certain natural rights fundamental to republican ideals that justified the Revolution.
The French Revolution was also not republican at its outset. Only after the Flight to Varennes removed most of the remaining sympathy for the king was a republic declared and Louis XVI sent to the guillotine. The stunning success of France in the French Revolutionary Wars saw republics spread by force of arms across much of Europe as a series of client republics were set up across the continent. The rise of Napoleon saw the end of the First French Republic, and his eventual defeat allowed the victorious monarchies to put an end to many of the oldest republics on the continent, including Venice, Genoa, and the Dutch.
Outside of Europe another group of republics was created as the Napoleonic Wars allowed the states of Latin America to gain their independence. Liberal ideology had only a limited impact on these new republics. The main impetus was the local European descended Creole population in conflict with the Peninsulares governors sent from overseas. The majority of the population in most of Latin America was of either African or Amerindian decent, and the Creole elite had little interest in giving these groups power and broad-based popular sovereignty. Simón Bolívar was both the main instigator of the revolts and one of its most important theorists was sympathetic to liberal ideals, but felt that Latin America lacked the social cohesion for such a system to function and advocated autocracy as necessary.
In Mexico this autocracy briefly took the form of a monarchy in the First Mexican Empire. Due to the Peninsular War, the Portuguese court was relocated to Brazil in 1808. Brazil gained independence as a monarchy on September 7, 1822, and the Empire of Brazil lasted until 1889. In the other states various forms of autocratic republic existed until most were liberalized at the end of the 20th century.
The Second French Republic was created in 1848, and the Third French Republic in 1871. Spain briefly became the First Spanish Republic, but the monarchy was soon restored. By the start of the 20th century France and Switzerland remained the only republics in Europe. Before World War I, the Portuguese Republic, established by the revolution of October 5, 1910, was the first of the 20th century. This would encourage new republics in the aftermath of the war, when several of the largest European empires collapsed. The German Empire, Austro-Hungarian Empire, Russian Empire, and Ottoman Empire were then replaced by republics. New states gained independence during this turmoil, and many of these, such as Ireland, Poland, Finland and Czechoslovakia, chose republican forms of government. In 1931, the Second Spanish Republic (1931–1939) turned into a civil war would be the prelude of World War II.
Republican ideas were spreading, especially in Asia. The United States began to have considerable influence in East Asia in the later part of the 19th century, with Protestant missionaries playing a central role. The liberal and republican writers of the west also exerted influence. These combined with native Confucian inspired political philosophy that had long argued that the populace had the right to reject unjust government that had lost the Mandate of Heaven.
Two short lived republics were proclaimed in East Asia, the Republic of Formosa and the First Philippine Republic. China had seen considerable anti-Qing sentiment, and a number of protest movements developed calling for constitutional monarchy. The most important leader of these efforts was Sun Yat-sen, whose Three Principles of the People combined American, European, and Chinese ideas. The Republic of China was proclaimed on January 1, 1912.
In the years following World War II, most of the remaining European colonies gained their independence, and most became republics. The two largest colonial powers were France and the United Kingdom. Republican France encouraged the establishment of republics in its former colonies. Great Britain attempted to follow the model it had for its earlier settler colonies of creating independent commonwealth realms still linked under the same monarchy. While most of the settler colonies and the smaller states of the Caribbean retained this system, it was rejected by the newly independent countries in Africa and Asia, which revised their constitutions and became republics.
Britain followed a different model in the Middle East; it installed local monarchies in several colonies and mandates including Iraq, Jordan, Kuwait, Bahrain, Oman, Yemen and Libya. In subsequent decades revolutions and coups overthrew a number of monarchs and installed republics. Several monarchies remain, and the Middle East is the only part of the world where several large states are ruled by monarchs with almost complete political control.
Communism also intermingled with other ideologies. It was embraced by many national liberation movements during decolonization. In Vietnam communist republicans pushed aside the Nguyễn Dynasty, and monarchies in neighbouring Laos and Cambodia were overthrown by communist regimes in the 1970s. Arab socialism contributed to a series of revolts and coups that saw the monarchies of Egypt, Iraq, Libya, and Yemen ousted. In Africa Marxist-Leninism and African socialism led to the end of monarchy and the proclamation of republics in states such as Burundi and Ethiopia.
Islamic political philosophy has a long history of opposition to absolute monarchy, notably in the work of Al-Farabi. Sharia law took precedence over the will of the ruler, and electing rulers by means of the Shura was an important doctrine. While the early caliphate maintained the principles of an elected ruler, later states became hereditary or military dictatorships though many maintained some pretense of a consultative shura.
None of these states are typically referred to as republics. The current usage of republic in Muslim countries is borrowed from the western meaning, adopted into the language in the late 19th century. The 20th century saw republicanism become an important idea in much of the Middle East, as monarchies were removed in many states of the region. Some such as Iraq and Turkey became secular republics. Some nations, such as Indonesia and Azerbaijan, began as secular. In Iran, the 1979 revolution overthrew the monarchy and created an Islamic Republic based the ideas of Islamic democracy.
If the head of state of a republic is also the head of government, this is called a presidential system. There are a number of forms of presidential government. A full-presidential system has a president with substantial authority and a central political role. In other states the legislature is dominant and the president's role is almost purely ceremonial and apolitical, such as in Germany and India.
These states are parliamentary republics and operate similarly to constitutional monarchies with parliamentary systems where the power of the monarch is also greatly circumscribed. In parliamentary systems the head of government, most often titled prime minister, exercises the most real political power. Semi-presidential systems have a president as an active head of state, but also have a head of government with important powers.
The rules for appointing the president and the leader of the government, in some republics permit the appointment of a president and a prime minister who have opposing political convictions: in France, when the members of the ruling cabinet and the president come from opposing political factions, this situation is called cohabitation.
In some countries, like Switzerland and San Marino, the head of state is not a single person but a committee (council) of several persons holding that office. The Roman Republic had two consuls, appointed for a year.
In states with a parliamentary system the president is usually elected by the parliament. This indirect elections subordinates the president to the parliament, and also gives the president limited legitimacy and turns most presidential powers into reserve powers that can only be exercised under rare circumstance. There are exceptions where elected presidents have only ceremonial powers, such as in the Republic of Ireland.
Terms such as ''liberal republic'' are also used to describe all of the modern liberal democracies.
There are also self proclaimed republics that act similarly to monarchies with absolute power vested in the leader and passed down from father to son. North Korea and Syria are two notable examples where a son has inherited political control. Neither of these states are officially monarchies. There is no constitutional requirement that power be passed down within one family, but it has occurred in practice.
There are also elective monarchy where ultimate power is vested in a monarch, but the monarch is chosen by some manner of election. A current example of such a state is Malaysia where the Yang di-Pertuan Agong is elected every five years by the Conference of Rulers composed of the nine hereditary rulers of the Malay states. While rare today, elective monarchs were common in the past. The Holy Roman Empire is an important example, where each new emperor was chosen by a group of electors. Islamic states also rarely employed primogeniture instead relying on various forms of election to chose a monarch's successor.
The Polish–Lithuanian Commonwealth had an elective monarchy, with a wide suffrage of some 500,000 nobles. The system, known as the Golden Liberty, had developed as a method for powerful landowners to control the crown. The proponents of this system looked to classical examples, and the writings of the Italian Renaissance, and called their elective monarchy a ''rzeczpospolita'', based on ''res publica.''
There is a variety of republics which differ on how the head of state is chosen and how much power they have.
States of the United States are required, like the federal government, to be republican in form, with final authority resting with the people. This was required because the states were intended to create and enforce most domestic laws, with the exception of areas delegated to the federal government and prohibited to the states. The founding fathers of the country intended most domestic laws to be handled by the states, although, over time, the federal government has gained more and more influence over domestic law. Requiring the states to be a republic in form was seen as protecting the citizens' rights and preventing a state from becoming a dictatorship or monarchy, and reflected unwillingness on the part of the original 13 states (all independent republics) to unite with other states that were not republics. Additionally, this requirement ensured that only other republics could join the union.
In the example of the United States, the original 13 British colonies became independent states after the American Revolution, each having a republican form of government. These independent states initially formed a loose confederation called the United States and then later formed the current United States by ratifying the current U.S. Constitution, creating a union of sovereign states with the union or federal government also being a republic. Any state joining the union later was also required to be a republic.
The term ''republic'' originated from the writers of the Renaissance as a descriptive term for states that were not monarchies. These writers, such as Machiavelli, also wrote important prescriptive works describing how such governments should function. These ideas of how a government and society should be structured is the basis for an ideology known as classical republicanism or civic humanism. This ideology is based on the Roman Republic and the city states of Ancient Greece and focuses on ideals such as civic virtue, rule of law, and mixed government.
This understanding of a republic as a distinct form of government from a liberal democracy is one of the main theses of the Cambridge School of historical analysis. This grew out of the work of J.G.A. Pocock who in 1975 argued that a series of scholars had expressed a consistent set of republican ideals. These writers included Machiavelli, Milton, Montesquieu, and the founders of the United States of America.
Pocock argued that this was an ideology with a history and principles distinct from liberalism. These ideas were embraced by a number of different writers Quentin Skinner, Philip Pettit and Cass Sunstein. These subsequent writers have further explored the history of the idea, and also outlined how a modern republic should function.
A distinct set of definitions for the word ''republic'' evolved in the United States. In common parlance a republic is a state that does not practice direct democracy but rather has a government indirectly controlled by the people. This is known as representative democracy. This understanding of the term was originally developed by James Madison, and notably employed in Federalist Paper No. 10. This meaning was widely adopted early in the history of the United States, including in Noah Webster's dictionary of 1828. It was a novel meaning to the term; representative democracy was not an idea mentioned by Machiavelli and did not exist in the classical republics.
The term ''republic'' does not appear in the Declaration of Independence, but does appear in Article IV of the Constitution which "guarantee[s] to every State in this Union a Republican form of Government." What exactly the writers of the constitution felt this should mean is uncertain. The Supreme Court, in ''Luther v. Borden'' (1849), declared that the definition of ''republic'' was a "political question" in which it would not intervene. In two later cases, it did establish a basic definition. In ''United States v. Cruikshank'' (1875), the court ruled that the "equal rights of citizens" were inherent to the idea of republic.
However, the term ''republic'' is not synonymous with the republican form. The republican form is defined as one in which the powers of sovereignty are vested in the people and are exercised by the people, either directly, or through representatives chosen by the people, to whom those powers are specially delegated. In re Duncan, 139 U.S. 449, 11 S.Ct. 573, 35 L.Ed. 219; Minor v. Happersett, 88 U.S. (21 Wall.) 162, 22 L.Ed. 627.
Beyond these basic definitions the word ''republic'' has a number of other connotations. W. Paul Adams observes that ''republic'' is most often used in the United States as a synonym for state or government, but with more positive connotations than either of those terms. Republicanism is often referred to as the founding ideology of the United States. Traditionally scholars believed this American republicanism was a derivation of the liberal ideologies of John Locke and others developed in Europe.
The political philosophy of republicanism initiated by Machiavelli was thought to have had little impact on the founders of the United States. In the 1960s and 1970s a revisionist school led by the likes of Bernard Bailyn began to argue that republicanism was just as or even more important than liberalism in the creation of the United States. This issue is still much disputed and scholars like Kramnick completely reject this view.

Ronald Wilson Reagan (; February 6, 1911 – June 5, 2004) was the 40th President of the United States (1981–1989), the 33rd Governor of California (1967–1975) and, prior to that, a radio, film and television actor.
Reagan was born in Tampico in Whiteside County, Illinois, reared in Dixon in Lee County, Illinois, and educated at Eureka College in Eureka, Illinois, with a Bachelor of Arts degree in economics and sociology. Upon his graduation, Reagan first moved to Iowa to work as a radio broadcaster and then in 1937 to Los Angeles, California. He began a career as an actor, first in films and later television, appearing in over 50 movie productions and earning enough success to become a famous, publicly recognized figure. Some of his most notable roles are in ''Knute Rockne, All American'' and ''Kings Row''. Reagan served as president of the Screen Actors Guild, and later spokesman for General Electric; his start in politics occurred during his work for GE. Originally a member of the Democratic Party, he began to support Republican Party candidates in the early 1950s and eventually switched to the Republican Party in 1962. After delivering a rousing speech in support of Barry Goldwater's presidential candidacy in 1964, he was persuaded to seek the California governorship, winning two years later and again in 1970. He was defeated in his run for the Republican presidential nomination in 1968 as well as 1976, but won both the nomination and election, defeating incumbent Jimmy Carter, in 1980.
As president, Reagan implemented sweeping new political and economic initiatives. His supply-side economic policies, dubbed "Reaganomics", advocated reducing tax rates to spur economic growth, controlling the money supply to reduce inflation, deregulation of the economy, and reducing government spending. In his first term he survived an assassination attempt, took a hard line against labor unions, and ordered an invasion of Grenada. He was reelected in a landslide in 1984, proclaiming that it was "Morning in America". His second term was primarily marked by foreign matters, such as the ending of the Cold War, the 1986 bombing of Libya, and the revelation of the Iran-Contra affair. Publicly describing the Soviet Union as an "evil empire", he supported anti-communist movements worldwide and spent his first term forgoing the strategy of détente by ordering a massive military buildup in an arms race with the USSR. Reagan negotiated with General Secretary of the Communist Party of the Soviet Union Mikhail Gorbachev, culminating in the INF Treaty and the decrease of both countries' nuclear arsenals.
Reagan left office in 1989. In 1994, the former president disclosed that he had been diagnosed with Alzheimer's disease earlier in the year; he died ten years later at the age of 93. He ranks highly in public opinion polls of U.S. Presidents. He is also credited for generating an ideological renaissance on the American political right.
According to Paul Kengor, author of ''God and Ronald Reagan'', Reagan had a particularly strong faith in the goodness of people, which stemmed from the optimistic faith of his mother, Nelle, and the Disciples of Christ faith, which he was baptized into in 1922. For the time, Reagan was unusual in his opposition to racial discrimination, and recalled a time in Dixon when the local inn would not allow black people to stay there. Reagan brought them back to his house, where his mother invited them to stay the night and have breakfast the next morning.
Following the closure of the Pitney Store in late 1920, the Reagans moved to Dixon; the midwestern "small universe" had a lasting impression on Reagan. He attended Dixon High School, where he developed interests in acting, sports, and storytelling. His first job was as a lifeguard at the Rock River in Lowell Park, near Dixon, in 1927. Reagan performed 77 rescues as a lifeguard, noting that he notched a mark on a wooden log for every life he saved. Reagan attended Eureka College, where he became a member of the Tau Kappa Epsilon fraternity, and majored in economics and sociology. He developed a reputation as a jack of all trades, excelling in campus politics, sports and theater. He was a member of the football team, captain of the swim team and was elected student body president. As student president, Reagan notably led a student revolt against the college president after he tried to cut back the faculty.
Reagan was ordered to active duty for the first time on April 18, 1942. Due to his nearsightedness, he was classified for limited service only, which excluded him from serving overseas. His first assignment was at the San Francisco Port of Embarkation at Fort Mason, California, as a liaison officer of the Port and Transportation Office. Upon the approval of the Army Air Force (AAF), he applied for a transfer from the Cavalry to the AAF on May 15, 1942, and was assigned to AAF Public Relations and subsequently to the First Motion Picture Unit (officially, the "18th AAF Base Unit") in Culver City, California. On January 14, 1943 he was promoted to First Lieutenant and was sent to the Provisional Task Force Show Unit of ''This Is The Army'' at Burbank, California. He returned to the First Motion Picture Unit after completing this duty and was promoted to Captain on July 22, 1943.
In January 1944, Captain Reagan was ordered to temporary duty in New York City to participate in the opening of the sixth War Loan Drive. He was re-assigned to the First Motion Picture Unit on November 14, 1944, where he remained until the end of World War II. He was recommended for promotion to Major on February 2, 1945, but this recommendation was disapproved on July 17 of that year. He returned to Fort MacArthur, California, where he was separated from active duty on December 9, 1945. By the end of the war, his units had produced some 400 training films for the AAF.
While traveling with the Cubs in California, Reagan took a screen test in 1937 that led to a seven-year contract with Warner Brothers studios. He spent the first few years of his Hollywood career in the "B film" unit, where, Reagan joked, the producers "didn't want them good, they wanted them Thursday". While sometimes overshadowed by other actors, Reagan's screen performances did receive many good reviews.
His first screen credit was the starring role in the 1937 movie ''Love Is on the Air'', and by the end of 1939 he had already appeared in 19 films, including ''Dark Victory''. Before the film ''Santa Fe Trail'' in 1940, he played the role of George "The Gipper" Gipp in the film ''Knute Rockne, All American''; from it, he acquired the lifelong nickname "the Gipper". Reagan's favorite acting role was as a double amputee in 1942's ''Kings Row'', in which he recites the line, "Where's the rest of me?", later used as the title of his 1965 autobiography. Many film critics considered ''Kings Row'' to be his best movie, though the film was condemned by ''New York Times'' critic Bosley Crowther.
Reagan called ''Kings Row'' the film that "made me a star". However, he was unable to capitalize on his success because he was ordered to active duty with the U.S. Army at San Francisco two months after its release, and never regained "star" status in motion pictures.
Amid the Red Scare in the late 1940s, Reagan provided the FBI with names of actors whom he believed to be communist sympathizers within the motion picture industry. Reagan testified before the House Un-American Activities Committee on the subject as well. A fervent anti-communist, he reaffirmed his commitment to democratic principles, stating, "I never as a citizen want to see our country become urged, by either fear or resentment of this group, that we ever compromise with any of our democratic principles through that fear or resentment."
Though an early critic of television, Reagan landed fewer film roles in the late 1950s and decided to join the medium. He was hired as the host of ''General Electric Theater'', a series of weekly dramas that became very popular. His contract required him to tour GE plants sixteen weeks out of the year, often demanding of him fourteen speeches per day. He earned approximately $125,000 per year (about $1.07 million in 2010 dollars) in this role. His final work as a professional actor was as host and performer from 1964 to 1965 on the television series ''Death Valley Days''. Reagan and Nancy Davis appeared together several times, including an episode of GE Theater in 1958 called ''A Turkey for the President''.
Reagan met actress Nancy Davis (born 1921) in 1949 after she contacted him in his capacity as president of the Screen Actors Guild to help her with issues regarding her name appearing on a communist blacklist in Hollywood (she had been mistaken for another Nancy Davis). She described their meeting by saying, "I don't know if it was exactly love at first sight, but it was pretty close." They were engaged at Chasen's restaurant in Los Angeles and were married on March 4, 1952, at the Little Brown Church in the San Fernando Valley. Actor William Holden served as best man at the ceremony. They had two children: Patti (born October 21, 1952) and Ron (born May 20, 1958).
Observers described the Reagans' relationship as close, real, and intimate. During his presidency they were reported as frequently displaying their affection for one another; one press secretary said, "They never took each other for granted. They never stopped courting." He often called her "Mommy;" she called him "Ronnie". He once wrote to her, "whatever I treasure and enjoy ... all would be without meaning if I didn’t have you." When he was in the hospital in 1981, she slept with one of his shirts to be comforted by his scent. In a letter to U.S. citizens written in 1994, Reagan wrote "I have recently been told that I am one of the millions of Americans who will be afflicted with Alzheimer's disease.... I only wish there was some way I could spare Nancy from this painful experience," and in 1998, while Reagan was stricken by Alzheimer's, Nancy told ''Vanity Fair'', "Our relationship is very special. We were very much in love and still are. When I say my life began with Ronnie, well, it's true. It did. I can't imagine life without him."
Reagan opposed certain civil rights legislation, saying "If an individual wants to discriminate against Negroes or others in selling or renting his house, it is his right to do so". He later reversed his opposition to voting rights and fair housing laws. He strongly denied having racist motives. When legislation that would become Medicare was introduced in 1961, Reagan created a recording for the American Medical Association warning that such legislation would mean the end of freedom in America. Reagan said that if his listeners did not write letters to prevent it, "we will awake to find that we have socialism. And if you don't do this, and if I don't do it, one of these days, you and I are going to spend our sunset years telling our children, and our children's children, what it once was like in America when men were free."
Reagan endorsed the campaign of conservative presidential contender Barry Goldwater in 1964. Speaking for Goldwater, Reagan stressed his belief in the importance of smaller government. He revealed his ideological motivation in a famed speech delivered on October 27, 1964: "The Founding Fathers knew a government can't control the economy without controlling people. And they knew when a government sets out to do that, it must use force and coercion to achieve its purpose. So we have come to a time for choosing." This "Time for Choosing" speech raised $1 million for Goldwater's campaign and is considered the event that launched Reagan's political career.
Reagan was a Life Member of the National Rifle Association.
Shortly after the beginning of his term, Reagan tested the presidential waters in 1968 as part of a "Stop Nixon" movement, hoping to cut into Nixon's Southern support and be a compromise candidate if neither Nixon nor second-place Nelson Rockefeller received enough delegates to win on the first ballot at the Republican convention. However, by the time of the convention Nixon had 692 delegate votes, 25 more than he needed to secure the nomination, followed by Rockefeller with Reagan in third place.
Reagan was involved in high-profile conflicts with the protest movements of the era. On May 15, 1969, during the People's Park protests at UC Berkeley, Reagan sent the California Highway Patrol and other officers to quell the protests, in an incident that became known as "Bloody Thursday." Reagan then called out 2,200 state National Guard troops to occupy the city of Berkeley for two weeks in order to crack down on the protesters. When the Symbionese Liberation Army kidnapped Patty Hearst in Berkeley and demanded the distribution of food to the poor, Reagan joked, "It's just too bad we can't have an epidemic of botulism."
Early in 1967, the national debate on abortion was beginning. Democratic California state senator Anthony Beilenson introduced the "Therapeutic Abortion Act," in an effort to reduce the number of "back-room abortions" performed in California. The State Legislature sent the bill to Reagan's desk where, after many days of indecision, he signed it. About two million abortions would be performed as a result, most because of a provision in the bill allowing abortions for the well-being of the mother. Reagan had been in office for only four months when he signed the bill, and stated that had he been more experienced as governor, it would not have been signed. After he recognized what he called the "consequences" of the bill, he announced that he was pro-life. He maintained that position later in his political career, writing extensively about abortion.
Despite an unsuccessful attempt to recall him in 1968, Reagan was re-elected in 1970, defeating "Big Daddy" Jesse Unruh. He chose not to seek a third term in the following election cycle. One of Reagan's greatest frustrations in office concerned capital punishment, which he strongly supported. His efforts to enforce the state's laws in this area were thwarted when the Supreme Court of California issued its ''People v. Anderson'' decision, which invalidated all death sentences issued in California prior to 1972, though the decision was later overturned by a constitutional amendment. The only execution during Reagan's governorship was on April 12, 1967, when Aaron Mitchell's sentence was carried out by the state in San Quentin's gas chamber.
In 1969, Reagan, as Governor, signed the ''Family Law Act'' which was the first no fault divorce legislation in the United States.
Reagan's terms as governor helped to shape the policies he would pursue in his later political career as president. By campaigning on a platform of sending "the welfare bums back to work," he spoke out against the idea of the welfare state. He also strongly advocated the Republican ideal of less government regulation of the economy, including that of undue federal taxation.
Reagan did not seek re-election to a third term as governor in 1974 and was succeeded by Democratic California Secretary of State Jerry Brown on January 6, 1975.
In 1976, Reagan challenged incumbent President Gerald Ford in a bid to become the Republican Party's candidate for president. Reagan soon established himself as the conservative candidate with the support of like-minded organizations such as the American Conservative Union which became key components of his political base, while President Ford was considered a more moderate Republican.
Reagan's campaign relied on a strategy crafted by campaign manager John Sears of winning a few primaries early to damage the inevitability of Ford's likely nomination. Reagan won North Carolina, Texas, and California, but the strategy failed, as he ended up losing New Hampshire, Florida, and his native Illinois. The Texas campaign lent renewed hope to Reagan, when he swept all ninety-six delegates chosen in the May 1 primary, with four more awaiting at the state convention. Much of the credit for that victory came from the work of three co-chairmen, including Ernest Angelo, the mayor of Midland, and Ray Barnhart of Houston, whom President Reagan tapped in 1981 as director of the Federal Highway Administration.
However, as the GOP convention neared, Ford appeared close to victory. Acknowledging his party's moderate wing, Reagan chose moderate Senator Richard Schweiker of Pennsylvania as his running mate if nominated. Nonetheless, Ford prevailed with 1,187 delegates to Reagan's 1,070. Ford would go on to lose the 1976 Presidential election to the Democrat Jimmy Carter.
Reagan's concession speech emphasized the dangers of nuclear war and the threat posed by the Soviet Union. Though he lost the nomination, he received 307 write-in votes in New Hampshire, 388 votes as an Independent on Wyoming's ballot, and a single electoral vote from a faithless elector in the November election from the state of Washington, which Ford had won over Democratic challenger Jimmy Carter.
The 1980 presidential campaign between Reagan and incumbent President Jimmy Carter was conducted during domestic concerns and the ongoing Iran hostage crisis. His campaign stressed some of his fundamental principles: lower taxes to stimulate the economy, less government interference in people's lives, states' rights, and a strong national defense.
Reagan launched his campaign by declaring "I believe in states' rights," in Philadelphia, Mississippi, known at the time for the murder of three civil rights workers who had been trying to register African-Americans to vote during the civil rights movement. After receiving the Republican nomination, Reagan selected one of his primary opponents, George H.W. Bush, to be his running mate. His showing in the October televised debate boosted his campaign. Reagan won the election, carrying 44 states with 489 electoral votes to 49 electoral votes for Carter (representing six states and Washington, D.C.). Reagan received 50.7% of the popular vote while Carter took 41%, and Independent John B. Anderson (a liberal Republican) received 6.7%. Republicans captured the Senate for the first time since 1952, and gained 34 House seats, but the Democrats retained a majority.
During the presidential campaign, questions were raised by reporters on Reagan's stance on the Briggs Initiative, also known as Proposition 6, a ballot initiative in Reagan's home state of California where he was governor, which would have banned gays, lesbians, and supporters of LGBT rights from working in public schools in California. His opposition to the initiative was instrumental in its landslide defeat by Californian voters. Reagan published an editorial in which he stated "homosexuality is not a contagious disease like the measles..." and that prevailing scientific opinion was that a child's sexual orientation cannot be influenced by someone else.
During his Presidency, Reagan pursued policies that reflected his personal belief in individual freedom, brought changes domestically, both to the U.S. economy and expanded military, and contributed to the end of the Cold War. Termed the Reagan Revolution, his presidency would reinvigorate American morale and reduce the people's reliance upon government. As president, Reagan kept a series of diaries in which he commented on daily occurrences of his presidency and his views on the issues of the day. The diaries were published in May 2007 in the bestselling book, ''The Reagan Diaries''.
The Reagan Presidency began in a dramatic manner; as Reagan was giving his inaugural address, 52 U.S. hostages, held by Iran for 444 days were set free.
President Reagan announced on January 10, 1984 that full diplomatic relations between the United States and the Vatican had been established. The President did this over the opposition of the office of the Secretary of State.
In summer 1981 PATCO, the union of federal air traffic controllers went on strike, violating a federal law prohibiting government unions from striking. Declaring the situation an emergency as described in the 1947 Taft Hartley Act, Reagan stated that if the air traffic controllers "do not report for work within 48 hours, they have forfeited their jobs and will be terminated." They did not return and on August 5, Reagan fired 11,345 striking air traffic controllers who had ignored his order, and used supervisors and military controllers to handle the nation's commercial air traffic until new controllers could be hired and trained. As a leading reference work on public administration concluded, "The firing of PATCO employees not only demonstrated a clear resolve by the president to take control of the bureaucracy, but it also sent a clear message to the private sector that unions no longer needed to be feared."
During Jimmy Carter's last year in office (1980), inflation averaged 12.5%, compared to 4.4% during Reagan's last year in office (1988). Over those eight years, the unemployment rate declined from 7.1% to 5.5%, hitting annual rate highs of 9.7% (1982) and 9.6% (1983) and averaging 7.5% during Reagan's administration.
Reagan implemented policies based on supply-side economics and advocated a classical liberal and ''laissez-faire'' philosophy, seeking to stimulate the economy with large, across-the-board tax cuts. Citing the economic theories of Arthur Laffer, Reagan promoted the proposed tax cuts as potentially stimulating the economy enough to expand the tax base, offsetting the revenue loss due to reduced rates of taxation, a theory that entered political discussion as the Laffer curve. Reaganomics was the subject of debate with supporters pointing to improvements in certain key economic indicators as evidence of success, and critics pointing to large increases in federal budget deficits and the national debt. His policy of "peace through strength" (also described as "firm but fair") resulted in a record peacetime defense buildup including a 40% real increase in defense spending between 1981 and 1985.
During Reagan's presidency, federal income tax rates were lowered significantly with the signing of the bipartisan Economic Recovery Tax Act of 1981 which lowered the top marginal tax bracket from 70% to 50% and the lowest bracket from 14% to 11%, however other tax increases signed by Reagan ensured that tax revenues over his two terms were 18.2% of GDP as compared to 18.1% over the past 40 years. Then, in 1982 the Job Training Partnership Act of 1982 was signed into law, initiating one of the nation's first public/private partnerships and a major part of the president's job creation program. Reagan's Assistant Secretary of Labor and Chief of Staff, Al Angrisani, was a primary architect of the bill. The Tax Reform Act of 1986, another bipartisan effort championed by Reagan, reduced the top rate further to 28% while raising the bottom bracket from 11% to 15% and reducing the quantity of brackets to 4. Conversely, Congress passed and Reagan signed into law tax increases of some nature in every year from 1981 to 1987 to continue funding such government programs as TEFRA, Social Security, and the Deficit Reduction Act of 1984. Despite the fact that TEFRA was the "largest peacetime tax increase in American history," Reagan is better known for his tax cuts and lower-taxes philosophy. Real gross domestic product (GDP) growth recovered strongly after the early 1980s recession ended in 1982, and grew during his eight years in office at an annual rate of 3.85% per year. Unemployment peaked at 10.8% monthly rate in December 1982—higher than any time since the Great Depression—then dropped during the rest of Reagan's presidency. Sixteen million new jobs were created, while inflation significantly decreased. The net effect of all Reagan-era tax bills was a 1% decrease in government revenues when compared to Treasury Department revenue estimates from the Administration's first post-enactment January budgets. However, federal Income Tax receipts increased from 1980 to 1989, rising from $308.7Bn to $549.0Bn.
During the Reagan Administration, federal receipts grew at an average rate of 8.2% (2.5% attributed to higher Social Security receipts), and federal outlays grew at an annual rate of 7.1%. Reagan also revised the tax code with the bipartisan Tax Reform Act of 1986.
Reagan's policies proposed that economic growth would occur when marginal tax rates were low enough to spur investment, which would then lead to increased economic growth, higher employment and wages. Critics labeled this "trickle-down economics"—the belief that tax policies that benefit the wealthy will create a "trickle-down" effect to the poor. Questions arose whether Reagan's policies benefited the wealthy more than those living in poverty, and many poor and minority citizens viewed Reagan as indifferent to their struggles. These views were exacerbated by the fact that Reagan's economic regimen included freezing the minimum wage at $3.35 an hour, slashing federal assistance to local governments by 60 percent, cutting the budget for public housing and Section 8 rent subsidies in half, and eliminating the antipoverty Community Development Block Grant program.
Further following his less-government intervention views, Reagan cut the budgets of non-military programs including Medicaid, food stamps, federal education programs and the EPA. While he protected entitlement programs, such as Social Security and Medicare, his administration attempted to purge many people with disabilities from the Social Security disability rolls.
The administration's stance toward the Savings and Loan industry contributed to the Savings and loan crisis. It is also suggested, by a minority of Reaganomics critics, that the policies partially influenced the stock market crash of 1987, but there is no consensus regarding a single source for the crash. In order to cover newly spawned federal budget deficits, the United States borrowed heavily both domestically and abroad, raising the national debt from $997 billion to $2.85 trillion. Reagan described the new debt as the "greatest disappointment" of his presidency.
He reappointed Paul Volcker as Chairman of the Federal Reserve, and in 1987 he appointed monetarist Alan Greenspan to succeed him. Reagan ended the price controls on domestic oil which had contributed to energy crises in the early 1970s. The price of oil subsequently dropped, and the 1980s did not see the fuel shortages that the 1970s had. Reagan also fulfilled a 1980 campaign promise to repeal the Windfall profit tax in 1988, which had previously increased dependence on foreign oil. Some economists, such as Nobel Prize winners Milton Friedman and Robert A. Mundell, argue that Reagan's tax policies invigorated America's economy and contributed to the economic boom of the 1990s.
During Reagan's presidency a program was initiated within the US intelligence community to ensure America's economic strength. The program, Project Socrates, developed and demonstrated the means required for the US to generate and lead the next evolutionary leap in technology acquisition and utilization for a competitive advantage—automated innovation. To ensure that the US acquired the maximum benefit from automated innovation, President Reagan during his second term had an executive order drafted creating a new Federal agency to implement the Project Socrates results on a nation-wide basis. President Reagan's term came to end before the executive order could be coordinated and signed. President Bush terminated Project Socrates due to pressure from US allies.
On October 25, 1983, only two days later, Reagan ordered U.S. forces to invade Grenada, code named Operation Urgent Fury, where a 1979 ''coup d'état'' had established an independent non-aligned Marxist-Leninist government. A formal appeal from the Organization of Eastern Caribbean States (OECS) led to the intervention of U.S. forces; President Reagan also cited an allegedly regional threat posed by a Soviet-Cuban military build-up in the Caribbean and concern for the safety of several hundred American medical students at St. George's University as adequate reasons to invade. ''Operation Urgent Fury'' was the first major military operation conducted by U.S. forces since the Vietnam War, several days of fighting commenced, resulting in a U.S. victory, with 19 American fatalities and 116 wounded American soldiers. In mid-December, after a new government was appointed by the Governor-General, U.S. forces withdrew.
Together with the United Kingdom's prime minister Margaret Thatcher, Reagan denounced the Soviet Union in ideological terms. In a famous address on June 8, 1982 to the British Parliament in the Royal Gallery of the Palace of Westminster, Reagan said, "the forward march of freedom and democracy will leave Marxism-Leninism on the ash-heap of history." On March 3, 1983, he predicted that communism would collapse, stating, "Communism is another sad, bizarre chapter in human history whose last pages even now are being written." In a speech to the National Association of Evangelicals on March 8, 1983, Reagan called the Soviet Union "an evil empire".
After Soviet fighters downed Korean Air Lines Flight 007 near Moneron Island on September 1, 1983, carrying 269 people, including Georgia congressman Larry McDonald, Reagan labeled the act a "massacre" and declared that the Soviets had turned "against the world and the moral precepts which guide human relations among people everywhere". The Reagan administration responded to the incident by suspending all Soviet passenger air service to the United States, and dropped several agreements being negotiated with the Soviets, wounding them financially. As result of the shootdown, and the cause of KAL 007's going astray thought to be inadequacies related to its navigational system, Reagan announced on September 16, 1983 that the Global Positioning System would be made available for civilian use, free of charge, once completed in order to avert similar navigational errors in future.
Under a policy that came to be known as the Reagan Doctrine, Reagan and his administration also provided overt and covert aid to anti-communist resistance movements in an effort to "rollback" Soviet-backed communist governments in Africa, Asia, and Latin America. Reagan deployed the CIA's Special Activities Division to Afghanistan and Pakistan. They were instrumental in training, equipping and leading Mujaheddin forces against the Soviet Army. President Reagan's Covert Action program has been given credit for assisting in ending the Soviet occupation of Afghanistan, though the US funded armaments introduced then would later pose a threat to US troops in the 2000s war in Afghanistan. However, in a break from the Carter policy of arming Taiwan under the Taiwan Relations Act. Reagan also agreed with the communist government in China to reduce the sale of arms to Taiwan.
In March 1983, Reagan introduced the Strategic Defense Initiative, a defense project Reagan believed that this defense shield could make nuclear war impossible, but disbelief that the technology could ever work led opponents to dub SDI "Star Wars" and argue that the technological objective was unattainable. For those reasons, David Gergen, former aide to President Reagan, believes that in retrospect, SDI hastened the end of the Cold War.
Critics labeled Reagan's foreign policies as aggressive, imperialistic, and chided them as "warmongering," though they were supported by leading American conservatives who argued that they were necessary to protect U.S. security interests. A reformer, Mikhail Gorbachev, would later rise to power in the Soviet Union in 1985, implementing new policies for openness and reform that were called ''glasnost'' and ''perestroika''.
Reagan accepted the Republican nomination in Dallas, Texas, on a wave of positive feeling. He proclaimed that it was "morning again in America," regarding the recovering economy and the dominating performance by the U.S. athletes at the 1984 Summer Olympics, among other things. He became the first American president to open an Olympic Games held in the United States.
Reagan's opponent in the 1984 presidential election was former Vice President Walter Mondale. With questions about Reagan's age, and a weak performance in the first presidential debate, his ability to perform the duties of president for another term was questioned. His apparent confused and forgetful behavior was evident to his supporters; they had previously known him clever and witty. Rumors began to circulate that he had Alzheimer's disease. Reagan rebounded in the second debate, and confronted questions about his age, quipping, "I will not make age an issue of this campaign. I am not going to exploit, for political purposes, my opponent's youth and inexperience," which generated applause and laughter, even from Mondale himself.
That November, Reagan was re-elected, winning 49 of 50 states. The president's overwhelming victory saw Mondale carry only his home state of Minnesota (by 3800 votes) and the District of Columbia. Reagan won a record 525 electoral votes, the most of any candidate in United States history, and received 58.8% of the popular vote to Mondale's 40.6%.
In the summer of 1982, several conservative activists, including Howard Phillips of The Conservative Caucus and Clymer Wright of Houston, Texas, had urged Reagan to remove his White House chief of staff James Baker, also of Houston, on grounds that Baker, a political intimate of George H. W. Bush, was undercutting conservative initiatives in the administration. Not only did Reagan reject the Wright-Phillips request, but in 1985, after his reelection, he named Baker as United States Secretary of the Treasury, at Baker's request in a job-swap with then Secretary Donald T. Regan, a former Merrill Lynch officer who became chief of staff. Reagan also rebuked Wright and Phillips for having waged a "campaign of sabotage" against Baker.
In 1985, Reagan visited a German military cemetery in Bitburg to lay a wreath with West German Chancellor Helmut Kohl. It was determined that the cemetery held the graves of forty-nine members of the Waffen-SS. Reagan issued a statement that called the Nazi soldiers buried in that cemetery as themselves "victims," a designation which ignited a stir over whether Reagan had equated the SS men to victims of the Holocaust; Patrick J. Buchanan, Reagan's Director of Communications, argued that the president did not equate the SS members with the actual Holocaust. Now strongly urged to cancel the visit, the president responded that it would be wrong to back down on a promise he had made to Chancellor Kohl. He ultimately attended the ceremony where two military generals laid a wreath.
The disintegration of the Space Shuttle Challenger on January 28, 1986 proved a pivotal moment in Reagan's presidency. All seven astronauts aboard were killed. On the night of the disaster, Reagan delivered a speech written by Peggy Noonan in which he said (quoting the first and last lines of John Gillespie Magee's 1941 poem ''High Flight''):

In 1986, Reagan signed a drug enforcement bill that budgeted $1.7 billion to fund the War on Drugs and specified a mandatory minimum penalty for drug offenses. The bill was criticized for promoting significant racial disparities in the prison population and critics also charged that the policies did little to reduce the availability of drugs on the street, while resulting in a great financial burden for America. Defenders of the effort point to success in reducing rates of adolescent drug use. First Lady Nancy Reagan made the War on Drugs her main priority by founding the "Just Say No" drug awareness campaign, which aimed to discourage children and teenagers from engaging in recreational drug use by offering various ways of saying "no". Mrs. Reagan traveled to 65 cities in 33 states, raising awareness about the dangers of drugs including alcohol.
President Reagan professed ignorance of the plot's existence. He appointed two Republicans and one Democrat (John Tower, Brent Scowcroft and Edmund Muskie, known as the "Tower Commission") to investigate the scandal. The commission could not find direct evidence that Reagan had prior knowledge of the program, but criticized him heavily for his disengagement from managing his staff, making the diversion of funds possible. A separate report by Congress concluded that "If the president did not know what his national security advisers were doing, he should have." Reagan's popularity declined from 67 percent to 46 percent in less than a week, the greatest and quickest decline ever for a president. The scandal resulted in fourteen indictments within Reagan's staff, and eleven convictions.
Many Central Americans criticize Reagan for his support of the Contras, calling him an anti-communist zealot, blinded to human rights abuses, while others say he "saved Central America". Daniel Ortega, Sandinistan and current president of Nicaragua, said that he hoped God would forgive Reagan for his "dirty war against Nicaragua". In 1986 the USA was found guilty by the International Court of Justice (World Court) of war crimes against Nicaragua.
Reagan recognized the change in the direction of the Soviet leadership with Mikhail Gorbachev, and shifted to diplomacy, with a view to encourage the Soviet leader to pursue substantial arms agreements. Reagan's personal mission was to achieve "a world free of nuclear weapons," which he regarded as "totally irrational, totally inhumane, good for nothing but killing, possibly destructive of life on earth and civilization." He was able to start discussions on nuclear disarmament with General Secretary Gorbachev. Gorbachev and Reagan held four summit conferences between 1985 and 1988: the first in Geneva, Switzerland, the second in Reykjavík, Iceland, the third in Washington, D.C., and the fourth in Moscow. Reagan believed that if he could persuade the Soviets to allow for more democracy and free speech, this would lead to reform and the end of Communism.
Speaking at the Berlin Wall on June 12, 1987, Reagan challenged Gorbachev to go further, saying:
Prior to Gorbachev visiting Washington, D.C., for the third summit in 1987, the Soviet leader announced his intention to pursue significant arms agreements. The timing of the announcement led Western diplomats to contend that Gorbachev was offering major concessions to the U.S. on the levels of conventional forces, nuclear weapons, and policy in Eastern Europe. He and Reagan signed the Intermediate-Range Nuclear Forces (INF) Treaty at the White House, which eliminated an entire class of nuclear weapons. The two leaders laid the framework for the Strategic Arms Reduction Treaty, or START I; Reagan insisted that the name of the treaty be changed from Strategic Arms Limitation Talks to Strategic Arms Reduction Talks.
When Reagan visited Moscow for the fourth summit in 1988, he was viewed as a celebrity by the Soviets. A journalist asked the president if he still considered the Soviet Union the evil empire. "No," he replied, "I was talking about another time, another era." At Gorbachev's request, Reagan gave a speech on free markets at the Moscow State University. In his autobiography, ''An American Life'', Reagan expressed his optimism about the new direction that they charted and his warm feelings for Gorbachev. In November 1989, the Berlin Wall was torn down, the Cold War was officially declared over at a Malta Summit on December 3, 1989 and two years later, the Soviet Union collapsed.
On July 13, 1985, Reagan underwent surgery at Bethesda Naval Hospital to remove cancerous polyps from his colon. He relinquished presidential power to the Vice President for eight hours in a similar procedure as outlined in the 25th Amendment, which he specifically avoided invoking. The surgery lasted just under three hours and was successful. Reagan resumed the powers of the presidency later that day. In August of that year, he underwent an operation to remove skin cancer cells from his nose. In October, additional skin cancer cells were detected on his nose and removed.
In January 1987, Reagan underwent surgery for an enlarged prostate which caused further worries about his health. No cancerous growths were found, however, and he was not sedated during the operation. In July of that year, aged 76, he underwent a third skin cancer operation on his nose.
Reagan also nominated Vaughn R. Walker, who would later be revealed to be the earliest known gay federal judge, to the United States District Court for the Central District of California. However, the nomination stalled in the Senate, and Walker was not confirmed until he was renominated by Reagan's successor, George H. W. Bush.
After his diagnosis, letters of support from well-wishers poured into his California home, but there was also speculation over how long Reagan had demonstrated symptoms of mental degeneration. In her memoirs, former CBS White House correspondent Lesley Stahl recounts her final meeting with the president, in 1986: "Reagan didn't seem to know who I was. ... Oh, my, he's gonzo, I thought. I have to go out on the lawn tonight and tell my countrymen that the president of the United States is a doddering space cadet." But then, at the end, he regained his alertness. As she described it, "I had come ''that'' close to reporting that Reagan was senile." However, Dr. Lawrence K. Altman, a physician employed as a reporter for the ''New York Times'', noted that "the line between mere forgetfulness and the beginning of Alzheimer's can be fuzzy" and all four of Reagan's White House doctors said that they saw no evidence of Alzheimer's while he was president. Dr. John E. Hutton, Reagan's primary physician from 1984 to 1989, said the president "absolutely" did not "show any signs of dementia or Alzheimer's". Reagan did experience occasional memory lapses, though, especially with names. Once, while meeting with Japanese Prime Minister Yasuhiro Nakasone, he repeatedly referred to Vice President Bush as "Prime Minister Bush". Reagan's doctors, however, note that he only began exhibiting overt symptoms of the illness in late 1992 or 1993, several years after he had left office. His former Chief of Staff James Baker considered "ludicrous" the idea of Reagan sleeping during cabinet meetings. Other staff members, former aides, and friends said they saw no indication of Alzheimer's while he was President. In contrast, Reagan's son, Ron Reagan, wrote in his 2011 memoir that he had noticed evidence of dementia as early as Reagan's first Presidential term, and that by 1986 Reagan was unable to recall the names of previously familiar landmarks near Los Angeles.
Complicating the picture, Reagan suffered an episode of head trauma in July 1989, five years prior to his diagnosis. After being thrown from a horse in Mexico, a subdural hematoma was found and surgically treated later in the year. Nancy Reagan asserts that her husband's 1989 fall hastened the onset of Alzheimer's disease, citing what doctors told her, although acute brain injury has not been conclusively proven to accelerate Alzheimer's or dementia. Reagan's one-time physician Dr. Daniel Ruge has said it is possible, but not certain, that the horse accident affected the course of Reagan's memory.
Reagan suffered a fall at his Bel Air home on January 13, 2001, resulting in a broken hip. The fracture was repaired the following day and the 89 year old Reagan returned home later that week, although he faced difficult physical therapy at home. On February 6, 2001, Reagan reached the age of 90, becoming the third former president to do so (the other two being John Adams and Herbert Hoover, with Gerald Ford later reaching 90). Reagan's public appearances became much less frequent with the progression of the disease, and as a result, his family decided that he would live in quiet isolation. Nancy Reagan told CNN's Larry King in 2001 that very few visitors were allowed to see her husband because she felt that "Ronnie would want people to remember him as he was." Since her husband's diagnosis and death, Mrs. Reagan has become a stem-cell research advocate, urging Congress and President George W. Bush to support federal funding for embryonic stem-cell research, something President Bush opposed. Mrs. Reagan has said that she believes that it could lead to a cure for Alzheimer's.
On June 9, Reagan's body was flown to Washington, D.C. where he became the tenth United States president to lie in state; in thirty-four hours, 104,684 people filed past the coffin.
On June 11, a state funeral was conducted in the Washington National Cathedral, and presided over by President George W. Bush. Eulogies were given by former British Prime Minister Margaret Thatcher, former Canadian Prime Minister Brian Mulroney, and both Presidents Bush. Also in attendance were Mikhail Gorbachev, and many world leaders, including British Prime Minister Tony Blair, German Chancellor Gerhard Schröder, Italian Prime Minister Silvio Berlusconi, and interim presidents Hamid Karzai of Afghanistan, and Ghazi al-Yawer of Iraq.
After the funeral, the Reagan entourage was flown back to the Ronald Reagan Presidential Library in California, where another service was held, and President Reagan was interred. At the time of his death, Reagan was the longest-lived president in U.S. history, having lived 93 years and 120 days (2 years, 8 months, and 23 days longer than John Adams, whose record he surpassed). He is now the second longest-lived president, just 45 days fewer than Gerald Ford. He was the first United States president to die in the 21st century, and his was the first state funeral in the United States since that of President Lyndon B. Johnson in 1973.
His burial site is inscribed with the words he delivered at the opening of the Ronald Reagan Presidential Library: "I know in my heart that man is good, that what is right will always eventually triumph and that there is purpose and worth to each and every life."
Edwin Feulner, President of The Heritage Foundation, said that Reagan "helped create a safer, freer world" and said of his economic policies: "He took an America suffering from 'malaise'... and made its citizens believe again in their destiny." However, Mark Weisbrot, co-Director of the Center for Economic and Policy Research, said that Reagan's "economic policies were mostly a failure"; with Reagan's detractors accusing him of creating a range of fiscal calamities such as widening the wealth inequality to the point where the richest 1% of Americans held 39% of the nation's wealth, a rise in the poverty population from 26.1 million in 1979 to 32.7 million in 1988, and an increase in homelessness to 600,000 Americans on any given night.
Despite the continuing debate surrounding his legacy, many conservative and liberal scholars agree that Reagan has been the most influential president since Franklin D. Roosevelt, leaving his imprint on American politics, diplomacy, culture, and economics. Since he left office, historians have reached a consensus, as summarized by British historian M. J. Heale, who finds that scholars now concur that Reagan rehabilitated conservatism, turned the nation to the right, practiced a pragmatic conservatism that balanced ideology and the constraints of politics, revived faith in the presidency and in American self respect, and contributed to victory in the Cold War. In response, Howard Kurtz of ''The Washington Post'' has opined that Reagan was "a far more controversial figure in his time than the largely gushing obits on television would suggest."
He was notable amongst post–World War II presidents as being convinced that the Soviet Union could be defeated rather than simply negotiated with, a conviction that was vindicated by Gennadi Gerasimov, the Foreign Ministry spokesman under Gorbachev, who said that Star Wars was "very successful blackmail. ... The Soviet economy couldn't endure such competition." Reagan's strong rhetoric toward the nation had mixed effects; Jeffery W. Knopf, PhD observes that being labeled "evil" probably made no difference to the Soviets but gave encouragement to the East-European citizens opposed to communism. That Reagan had little or no effect in ending the Cold War is argued with equal weight; that Communism's internal weakness had become apparent, and the Soviet Union would have collapsed in the end regardless of who was in power. President Harry Truman's policy of containment is also regarded as a force behind the fall of the U.S.S.R., and the Soviet invasion of Afghanistan undermined the Soviet system itself. and deemed him "a great President." Gorbachev does not acknowledge a win or loss in the war, but rather a peaceful end; he said he was not intimidated by Reagan's harsh rhetoric. Margaret Thatcher, former Prime Minister of the United Kingdom, said of Reagan, "he warned that the Soviet Union had an insatiable drive for military power... but he also sensed it was being eaten away by systemic failures impossible to reform." She later said, "Ronald Reagan had a higher claim than any other leader to have won the Cold War for liberty and he did it without a shot being fired." Said Brian Mulroney, former Prime Minister of Canada: "He enters history as a strong and dramatic player [in the Cold War]." Former President Lech Wałęsa of Poland acknowledged, "Reagan was one of the world leaders who made a major contribution to communism's collapse."
Since leaving office, Reagan has become an iconic influence within the Republican party. His policies and beliefs have been frequently invoked by Republican presidential candidates since 1989. The 2008 Republican presidential candidates were no exception, for they aimed to liken themselves to him during the primary debates, even imitating his campaign strategies. Republican nominee John McCain frequently stated that he came to office as "a foot soldier in the Reagan Revolution". Lastly, Reagan's most famous statement that "Government is not a solution to our problem, government is the problem", has become the unofficial slogan for the rise of conservative commentators like Glenn Beck and Rush Limbaugh; as well as the emergence of the Tea Party Movement.

As a sitting president, Reagan did not have the highest approval ratings, but his popularity has increased since 1989. Gallup polls in 2001 and 2007 ranked him number one or number two when correspondents were asked for the greatest president in history, and third of post–World War II presidents in a 2007 Rasmussen Reports poll, fifth in an ABC 2000 poll, ninth in another 2007 Rasmussen poll, and eighth in a late 2008 poll by United Kingdom newspaper ''The Times''. In a Siena College survey of over 200 historians, however, Reagan ranked sixteenth out of 42. While the debate about Reagan's legacy is ongoing, the 2009 Annual ''C-SPAN Survey of Presidential Leaders'' ranked Reagan the 10th greatest president. The survey of leading historians rated Reagan number 11 in 2000.
In 2011, the Institute for the Study of the Americas released the first ever U.K. academic survey to rate U.S. presidents. This poll of U.K. specialists in U.S. history and politics placed Reagan as the 8th greatest U.S. president.
Reagan's ability to connect with the American people earned him the laudatory moniker "The Great Communicator". Of it, Reagan said, "I won the nickname the great communicator. But I never thought it was my style that made a difference—it was the content. I wasn't a great communicator, but I communicated great things." His age and soft-spoken speech gave him a warm grandfatherly image.
Reagan also earned the nickname "the Teflon President," in that public perceptions of him were not tarnished by the controversies that arose during his administration. According to Congresswoman Patricia Schroeder, who coined the phrase, and reporter Howard Kurtz, the epithet referred to Reagan's ability to "do almost anything wrong and not get blamed for it."
Public reaction to Reagan was always mixed; the oldest president was supported by young voters, and began an alliance that shifted many of them to the Republican party. Reagan did not fare well with minority groups, especially African-Americans. This was largely due to his opposition to affirmative action policies. However, his support of Israel throughout his presidency earned him support from many Jews. He emphasized family values in his campaigns and during his presidency, although he was the first president to have been divorced. The combination of Reagan's speaking style, unabashed patriotism, negotiation skills, as well as his savvy use of the media, played an important role in defining the 1980s and his future legacy.
Reagan was known to gibe frequently during his lifetime, displayed humor throughout his presidency, and was famous for his storytelling. His numerous jokes and one-liners have been labeled "classic quips" and "legendary". Among the most notable of his jokes was one regarding the Cold War. As a sound check prior to his weekly radio address in August 1984, Reagan made the following joke as a way to test the microphone: "My fellow Americans, I'm pleased to tell you today that I've signed legislation that will outlaw Russia forever. We begin bombing in five minutes." Former aide David Gergen commented, "It was that humor... that I think endeared people to Reagan."
In 1989, Reagan was made an Honorary Knight Grand Cross of the Order of the Bath, one of the highest British orders (this entitled him to the use of the post-nominal letters "GCB" but, by not being the citizen of a Commonwealth realm, not to be known as "Sir Ronald Reagan"); only two American presidents have received this honor, Reagan and George H.W. Bush. Reagan was also named an honorary Fellow of Keble College, Oxford. Japan awarded him the Grand Cordon of the Order of the Chrysanthemum in 1989; he was the second American president to receive the order and the first to have it given to him for personal reasons (Dwight D. Eisenhower received it as a commemoration of U.S.-Japanese relations).
On January 18, 1993, Reagan's former Vice-President and sitting President George H. W. Bush awarded him the Presidential Medal of Freedom, the highest honor that the United States can bestow. Reagan was also awarded the Republican Senatorial Medal of Freedom, the highest honor bestowed by Republican members of the Senate.
On Reagan's 87th birthday, in 1998, Washington National Airport was renamed Ronald Reagan Washington National Airport by a bill signed into law by President Clinton. That year, the Ronald Reagan Building and International Trade Center was dedicated in Washington, D.C. He was among 18 included in Gallup's List of Widely Admired People of the 20th Century, from a poll conducted of the American people in 1999; two years later, USS ''Ronald Reagan'' was christened by Nancy Reagan and the United States Navy. It is one of few Navy ships christened in honor of a living person and the first aircraft carrier to be named in honor of a living former president.
Congress authorized the creation of the Ronald Reagan Boyhood Home National Historic Site in Dixon, Illinois in 2002, pending federal purchase of the property. On May 16 of that year, Nancy Reagan accepted the Congressional Gold Medal, the highest civilian honor bestowed by Congress, on behalf of the president and herself.
Following Reagan's death, the United States Postal Service issued a President Ronald Reagan commemorative postage stamp in 2005. Later in the year, CNN, along with the editors of ''TIME'' magazine, named him the "most fascinating person" of the network's first 25 years; ''Time'' listed Reagan one of the 100 Most Important People of the 20th century as well. The Discovery Channel asked its viewers to vote for The Greatest American in an unscientific poll on June 26, 2005; Reagan received the honorary title.
In 2006, Reagan was inducted into the California Hall of Fame, located at The California Museum for History, Women, and the Arts. Every year since 2002, California Governors Gray Davis and Arnold Schwarzenegger have proclaimed February 6 "Ronald Reagan Day" in the state of California in honor of their most famous predecessor. In 2010, Schwarzenegger signed Senate Bill 944, authored by Senator George Runner, to make every February 6 Ronald Reagan Day in California.
In 2007, Polish President Lech Kaczyński posthumously conferred on Reagan the highest Polish distinction, the Order of the White Eagle, saying that Reagan had inspired the Polish people to work for change and helped to unseat the repressive communist regime; Kaczyński said it "would not have been possible if it was not for the tough-mindedness, determination, and feeling of mission of President Ronald Reagan". Reagan backed the nation of Poland throughout his presidency, supporting the anti-communist Solidarity movement, along with Pope John Paul II.
On June 3, 2009, Nancy Reagan unveiled a statue of her late husband in the United States Capitol rotunda. The statue represents the state of California in the National Statuary Hall Collection. Following Reagan's death, both major American political parties agreed to erect a statue of Reagan in the place of that of Thomas Starr King. The day before, President Obama signed the Ronald Reagan Centennial Commission Act into law, establishing a commission to plan activities to mark the upcoming centenary of Reagan's birth.
Independence Day 2011 saw the unveiling of another statue to Reagan this time in the British capital of London, outside the American Embassy, Grosvenor Square. The unveiling was supposed to be attended by Reagan's wife Nancy, but she did not attend; former Secretary of State Condoleezza Rice took her place and read a statement on her behalf; further to the former First Lady's absence President Reagan's friend and the British Prime Minister during Reagan's presidency Baroness Thatcher was also unable to attend due to frail health.

Born in Honolulu, Hawaii, Obama is a graduate of Columbia University and Harvard Law School, where he was the president of the ''Harvard Law Review''. He was a community organizer in Chicago before earning his law degree. He worked as a civil rights attorney in Chicago and taught constitutional law at the University of Chicago Law School from 1992 to 2004. He served three terms representing the 13th District in the Illinois Senate from 1997 to 2004.
Following an unsuccessful bid against the Democratic incumbent for a seat in the United States House of Representatives in 2000, Obama ran for the United States Senate in 2004. Several events brought him to national attention during the campaign, including his victory in the March 2004 Illinois Democratic primary for the Senate election and his keynote address at the Democratic National Convention in July 2004. He won election to the U.S. Senate in Illinois in November 2004. His presidential campaign began in February 2007, and after a close campaign in the 2008 Democratic Party presidential primaries against Hillary Rodham Clinton, he won his party's nomination. In the 2008 presidential election, he defeated Republican nominee John McCain, and was inaugurated as president on January 20, 2009. In October 2009, Obama was named the 2009 Nobel Peace Prize laureate.
President Obama signed economic stimulus legislation in the form of the American Recovery and Reinvestment Act of 2009 and the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010. Other domestic policy initiatives include the Patient Protection and Affordable Care Act, the Dodd–Frank Wall Street Reform and Consumer Protection Act, the Don't Ask, Don't Tell Repeal Act of 2010 and the Budget Control Act of 2011. In foreign policy, he ended the war in Iraq, increased troop levels in Afghanistan, signed the New START arms control treaty with Russia, ordered US involvement in the 2011 Libya military intervention, and ordered the military operation that resulted in the death of Osama bin Laden. In April 2011, Obama declared his intention to seek re-election in the 2012 presidential election.
After her divorce, Dunham married Indonesian student Lolo Soetoro, who was attending college in Hawaii. When Suharto, a military leader in Soetoro's home country, came to power in 1967, all Indonesian students studying abroad were recalled, and the family moved to the Menteng neighborhood of Jakarta. From ages six to ten, Obama attended local schools in Jakarta, including Besuki Public School and St. Francis of Assisi School. Because of his childhood background, today Obama is quite popular in Indonesia.
In 1971, Obama returned to Honolulu to live with his maternal grandparents, Madelyn and Stanley Armour Dunham, and with the aid of a scholarship he attended Punahou School, a private college preparatory school, from the fifth grade until his graduation from high school in 1979. Obama's mother returned to Hawaii in 1972, remaining there until 1977 when she went back to Indonesia to work as an anthropological field worker. She finally returned to Hawaii in 1994 and lived there for one year, before dying of ovarian cancer.
Of his early childhood, Obama recalled, "That my father looked nothing like the people around me—that he was black as pitch, my mother white as milk—barely registered in my mind." He described his struggles as a young adult to reconcile social perceptions of his multiracial heritage. Reflecting later on his formative years in Honolulu, Obama wrote: "The opportunity that Hawaii offered—to experience a variety of cultures in a climate of mutual respect—became an integral part of my world view, and a basis for the values that I hold most dear." Obama has also written and talked about using alcohol, marijuana and cocaine during his teenage years to "push questions of who I was out of my mind." At the 2008 Civil Forum on the Presidency, Obama identified his high-school drug use as a great moral failure.
Following high school, Obama moved to Los Angeles in 1979 to attend Occidental College. In February 1981, he made his first public speech, calling for Occidental's disinvestment from South Africa due to its policy of apartheid. In mid-1981, Obama traveled to Indonesia to visit his mother and sister Maya, and visited the families of college friends in Pakistan and India for three weeks.
Later in 1981, he transferred to Columbia University in New York City, where he majored in political science with a specialty in international relations and graduated with a Bachelor of Arts in 1983. He worked for a year at the Business International Corporation, then at the New York Public Interest Research Group.
In late 1988, Obama entered Harvard Law School. He was selected as an editor of the ''Harvard Law Review'' at the end of his first year, and president of the journal in his second year. During his summers, he returned to Chicago, where he worked as an associate at the law firms of Sidley Austin in 1989 and Hopkins & Sutter in 1990. After graduating with a J.D. ''magna cum laude'' from Harvard in 1991, he returned to Chicago. Obama's election as the first black president of the ''Harvard Law Review'' gained national media attention and led to a publishing contract and advance for a book about race relations, which evolved into a personal memoir. The manuscript was published in mid-1995 as ''Dreams from My Father''.
From April to October 1992, Obama directed Illinois's Project Vote, a voter registration drive with ten staffers and seven hundred volunteer registrars; it achieved its goal of registering 150,000 of 400,000 unregistered African Americans in the state, and led to ''Crain's Chicago Business'' naming Obama to its 1993 list of "40 under Forty" powers to be. In 1993 he joined Davis, Miner, Barnhill & Galland, a 13-attorney law firm specializing in civil rights litigation and neighborhood economic development, where he was an associate for three years from 1993 to 1996, then of counsel from 1996 to 2004, with his law license becoming inactive in 2002.
From 1994 to 2002, Obama served on the boards of directors of the Woods Fund of Chicago, which in 1985 had been the first foundation to fund the Developing Communities Project; and of the Joyce Foundation. Once elected, Obama gained bipartisan support for legislation reforming ethics and health care laws. He sponsored a law increasing tax credits for low-income workers, negotiated welfare reform, and promoted increased subsidies for childcare. In 2001, as co-chairman of the bipartisan Joint Committee on Administrative Rules, Obama supported Republican Governor Ryan's payday loan regulations and predatory mortgage lending regulations aimed at averting home foreclosures.
Obama was reelected to the Illinois Senate in 1998, defeating Republican Yesse Yehudah in the general election, and was reelected again in 2002. In 2000, he lost a Democratic primary run for the U.S. House of Representatives to four-term incumbent Bobby Rush by a margin of two to one.
In January 2003, Obama became chairman of the Illinois Senate's Health and Human Services Committee when Democrats, after a decade in the minority, regained a majority. He sponsored and led unanimous, bipartisan passage of legislation to monitor racial profiling by requiring police to record the race of drivers they detained, and legislation making Illinois the first state to mandate videotaping of homicide interrogations. During his 2004 general election campaign for U.S. Senate, police representatives credited Obama for his active engagement with police organizations in enacting death penalty reforms. Obama resigned from the Illinois Senate in November 2004 following his election to the U.S. Senate.
In May 2002, Obama commissioned a poll to assess his prospects in a 2004 U.S. Senate race; he created a campaign committee, began raising funds and lined up political media consultant David Axelrod by August 2002, and formally announced his candidacy in January 2003.
Obama was an early opponent of the George W. Bush administration's 2003 invasion of Iraq. On October 2, 2002, the day President Bush and Congress agreed on the joint resolution authorizing the Iraq War, Obama addressed the first high-profile Chicago anti-Iraq War rally, and spoke out against the war. He addressed another anti-war rally in March 2003 and told the crowd that "it's not too late" to stop the war. Decisions by Republican incumbent Peter Fitzgerald and his Democratic predecessor Carol Moseley Braun to not participate in the election resulted in wide-open Democratic and Republican primary contests involving fifteen candidates. In the March 2004 primary election, Obama won in an unexpected landslide—which overnight made him a rising star within the national Democratic Party, started speculation about a presidential future, and led to the reissue of his memoir, ''Dreams from My Father''.
In July 2004, Obama delivered the keynote address at the 2004 Democratic National Convention in Boston, Massachusetts, and it was seen by 9.1 million viewers. His speech was well received and elevated his status within the Democratic Party.
Obama's expected opponent in the general election, Republican primary winner Jack Ryan, withdrew from the race in June 2004. Six weeks later, Alan Keyes accepted the Illinois Republican Party's nomination to replace Ryan. In the November 2004 general election, Obama won with 70% of the vote.
Obama was sworn in as a senator on January 3, 2005, becoming the only Senate member of the Congressional Black Caucus. ''CQ Weekly'' characterized him as a "loyal Democrat" based on analysis of all Senate votes in 2005–2007. Obama announced on November 13, 2008, that he would resign his Senate seat on November 16, 2008, before the start of the lame-duck session, to focus on his transition period for the presidency.
Obama cosponsored the Secure America and Orderly Immigration Act. He introduced two initiatives bearing his name: Lugar–Obama, which expanded the Nunn–Lugar cooperative threat reduction concept to conventional weapons; and the Federal Funding Accountability and Transparency Act of 2006, which authorized the establishment of USAspending.gov, a web search engine on federal spending. On June 3, 2008, Senator Obama—along with Senators Tom Carper, Tom Coburn, and John McCain—introduced follow-up legislation: Strengthening Transparency and Accountability in Federal Spending Act of 2008.
Obama sponsored legislation that would have required nuclear plant owners to notify state and local authorities of radioactive leaks, but the bill failed to pass in the full Senate after being heavily modified in committee. Regarding tort reform, Obama voted for the Class Action Fairness Act of 2005 and the FISA Amendments Act of 2008, which grants immunity from civil liability to telecommunications companies complicit with NSA warrantless wiretapping operations.
In December 2006, President Bush signed into law the Democratic Republic of the Congo Relief, Security, and Democracy Promotion Act, marking the first federal legislation to be enacted with Obama as its primary sponsor. In January 2007, Obama and Senator Feingold introduced a corporate jet provision to the Honest Leadership and Open Government Act, which was signed into law in September 2007. Obama also introduced Deceptive Practices and Voter Intimidation Prevention Act, a bill to criminalize deceptive practices in federal elections, and the Iraq War De-Escalation Act of 2007, neither of which has been signed into law.
Later in 2007, Obama sponsored an amendment to the Defense Authorization Act adding safeguards for personality-disorder military discharges. This amendment passed the full Senate in the spring of 2008. He sponsored the Iran Sanctions Enabling Act supporting divestment of state pension funds from Iran's oil and gas industry, which has not passed committee; and co-sponsored legislation to reduce risks of nuclear terrorism. Obama also sponsored a Senate amendment to the State Children's Health Insurance Program, providing one year of job protection for family members caring for soldiers with combat-related injuries.
A large number of candidates entered the Democratic Party presidential primaries. The field narrowed to a duel between Obama and Senator Hillary Rodham Clinton after early contests, with the race remaining close throughout the primary process but with Obama gaining a steady lead in pledged delegates due to better long-range planning, superior fundraising, dominant organizing in caucus states, and better exploitation of delegate allocation rules. On June 7, 2008, Clinton ended her campaign and endorsed Obama.
On August 23, Obama announced his selection of Delaware Senator Joe Biden as his vice presidential running mate. Biden was selected from a field speculated to include former Indiana Governor and Senator Evan Bayh and Virginia Governor Tim Kaine. At the Democratic National Convention in Denver, Colorado, Hillary Clinton called for her delegates and supporters to endorse Obama, and she and Bill Clinton gave convention speeches in support of Obama. Obama delivered his acceptance speech, not at the convention center where the Democratic National Convention was held, but at Invesco Field at Mile High to a crowd of over 75,000 and presented his policy goals; the speech was viewed by over 38 million people worldwide.
During both the primary process and the general election, Obama's campaign set numerous fundraising records, particularly in the quantity of small donations. On June 19, 2008, Obama became the first major-party presidential candidate to turn down public financing in the general election since the system was created in 1976.
McCain was nominated as the Republican candidate and the two engaged in three presidential debates in September and October 2008. On November 4, Obama won the presidency with 365 electoral votes to 173 received by McCain. Obama won 52.9% of the popular vote to McCain's 45.7%. He became the first African American to be elected president. Obama delivered his victory speech before hundreds of thousands of supporters in Chicago's Grant Park.
In March 2009, Obama reversed a Bush-era policy which had limited funding of embryonic stem cell research. Obama stated that he believed "sound science and moral values ... are not inconsistent" and pledged to develop "strict guidelines" on the research.
Obama appointed two women to serve on the Supreme Court in the first two years of his Presidency. Sonia Sotomayor, nominated by Obama on May 26, 2009, to replace retiring Associate Justice David Souter, was confirmed on August 6, 2009, becoming the first Hispanic to be a Supreme Court Justice. Elena Kagan, nominated by Obama on May 10, 2010, to replace retiring Associate Justice John Paul Stevens, was confirmed on August 5, 2010, bringing the number of women sitting simultaneously on the Court to three, for the first time in American history.
On September 30, 2009, the Obama administration proposed new regulations on power plants, factories and oil refineries in an attempt to limit greenhouse gas emissions and to curb global warming.
On October 8, 2009, Obama signed the Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act, a measure that expands the 1969 United States federal hate-crime law to include crimes motivated by a victim's actual or perceived gender, sexual orientation, gender identity, or disability.
On March 30, 2010, Obama signed the Health Care and Education Reconciliation Act, a reconciliation bill which ends the process of the federal government giving subsidies to private banks to give out federally insured loans, increases the Pell Grant scholarship award, and makes changes to the Patient Protection and Affordable Care Act.
In a major space policy speech in April 2010, Obama announced a planned change in direction at NASA, the U.S. space agency. He ended plans for a return of human spaceflight to the moon and ended development of the Ares I rocket, Ares V rocket and Constellation program. He is focusing funding (which is expected to rise modestly) on Earth science projects and a new rocket type, as well as research and development for an eventual manned mission to Mars. Missions to the International Space Station are expected to continue until 2020.
On December 22, 2010, Obama signed the Don't Ask, Don't Tell Repeal Act of 2010, a bill that provides for repeal of the Don't ask, don't tell policy of 1993 that has prevented gay and lesbian people from serving openly in the United States Armed Forces. Repealing "Don't ask, don't tell" had been a key campaign promise that Obama had made during the 2008 presidential campaign.
On January 25, 2011, in his 2011 State of the Union Address, President Obama focused strongly on the themes of education and innovation, stressing the importance of innovation economics in working to make the United States more competitive globally. Among other plans and goals, Obama spoke of enacting a five-year freeze in domestic spending, eliminating tax breaks for oil companies and tax cuts for the wealthiest 2 percent of Americans, banning congressional earmarks, and reducing healthcare costs. Looking to the future, Obama promised that by 2015, the United States would have 1 million electric vehicles on the road and by 2035, clean-energy sources would be providing 80 percent of U.S. electricity.

Obama intervened in the troubled automotive industry in March 2009, renewing loans for General Motors and Chrysler to continue operations while reorganizing. Over the following months the White House set terms for both firms' bankruptcies, including the sale of Chrysler to Italian automaker Fiat and a reorganization of GM giving the U.S. government a temporary 60% equity stake in the company, with the Canadian government shouldering a 12% stake. In June 2009, dissatisfied with the pace of economic stimulus, Obama called on his cabinet to accelerate the investment. He signed into law the Car Allowance Rebate System, known colloquially as "Cash for Clunkers", that temporarily boosted the economy.
Although spending and loan guarantees from the Federal Reserve and the Treasury Department authorized by the Bush and Obama administrations totaled about $11.5 trillion, only $3 trillion had actually been spent by the end of November 2009. However, Obama and the Congressional Budget Office predict that the 2010 budget deficit will be $1.5 trillion or 10.6% of the nation's gross domestic product (GDP) compared to the 2009 deficit of $1.4 trillion or 9.9% of GDP. For 2011, the administration predicted the deficit will slightly shrink to $1.34 trillion, while the 10-year deficit will increase to $8.53 trillion or 80% of GDP. The most recent increase in the U.S. debt ceiling to $14.3 trillion was signed into law on February 12, 2010. On August 2, 2011, after a lengthy congressional debate over whether to raise the nation's debt limit, Obama signed the bipartisan Budget Control Act of 2011. The legislation enforces limits on discretionary spending until 2021, establishes a procedure to increase the debt limit, creates a Congressional Joint Select Committee on Deficit Reduction to propose further deficit reduction with a stated goal of achieving at least $1.5 trillion in budgetary savings over 10 years, and establishes automatic procedures for reducing spending by as much as $1.2 trillion if legislation originating with the new joint select committee does not achieve such savings. By passing the legislation, Congress was able to prevent an unprecedented U.S. government default on its obligations.
The unemployment rate rose in 2009, reaching a peak in October at 10.1% and averaging 10.0% in the fourth quarter. Following a decrease to 9.7% in the first quarter of 2010, the unemployment rate fell to 9.6% in the second quarter, where it remained for the rest of the year. Between February and December 2010, employment rose by 0.8%, which was less than the average of 1.9% experienced during comparable periods in the past four employment recoveries. GDP growth returned in the third quarter of 2009, expanding at a 1.6% pace, followed by a 5.0% increase in the fourth quarter. Growth continued in 2010, posting an increase of 3.7% in the first quarter, with lesser gains throughout the rest of the year. In July 2010, the Federal Reserve expressed that although economic activity continued to increase, its pace had slowed and its Chairman, Ben Bernanke, stated that the economic outlook was "unusually uncertain." Overall, the economy expanded at a rate of 2.9% in 2010.
The Congressional Budget Office and a broad range of economists credit Obama's stimulus plan for economic growth. The CBO released a report stating that the stimulus bill increased employment by 1–2.1 million, while conceding that "It is impossible to determine how many of the reported jobs would have existed in the absence of the stimulus package." Although an April 2010 survey of members of the National Association for Business Economics showed an increase in job creation (over a similar January survey) for the first time in two years, 73% of the 68 respondents believed that the stimulus bill has had no impact on employment.
Within a month of the 2010 midterm elections, Obama announced a compromise deal with the Congressional Republican leadership that included a temporary, two-year extension of the 2001 and 2003 income tax rates, a one-year payroll tax reduction, continuation of unemployment benefits, and a new rate and exemption amount for estate taxes. The compromise overcame opposition from some in both parties, and the resulting $858 billion Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010 passed with bipartisan majorities in both houses of Congress before Obama signed it on December 17, 2010.
Obama called for Congress to pass legislation reforming health care in the United States, a key campaign promise and a top legislative goal. He proposed an expansion of health insurance coverage to cover the uninsured, to cap premium increases, and to allow people to retain their coverage when they leave or change jobs. His proposal was to spend $900 billion over 10 years and include a government insurance plan, also known as the public option, to compete with the corporate insurance sector as a main component to lowering costs and improving quality of health care. It would also make it illegal for insurers to drop sick people or deny them coverage for pre-existing conditions, and require every American carry health coverage. The plan also includes medical spending cuts and taxes on insurance companies that offer expensive plans.
On July 14, 2009, House Democratic leaders introduced a 1,017-page plan for overhauling the U.S. health care system, which Obama wanted Congress to approve by the end of 2009. After much public debate during the Congressional summer recess of 2009, Obama delivered a speech to a joint session of Congress on September 9 where he addressed concerns over his administration's proposals. In March 2009, Obama lifted a ban on stem cell research.
On November 7, 2009, a health care bill featuring the public option was passed in the House. On December 24, 2009, the Senate passed its own bill—without a public option—on a party-line vote of 60–39. On March 21, 2010, the health care bill passed by the Senate in December was passed in the House by a vote of 219 to 212. Obama signed the bill into law on March 23, 2010.
On March 19, Obama continued his outreach to the Muslim world, releasing a New Year's video message to the people and government of Iran. This attempt at outreach was rebuffed by the Iranian leadership. In April, Obama gave a speech in Ankara, Turkey, which was well received by many Arab governments. On June 4, 2009, Obama delivered a speech at Cairo University in Egypt calling for "a new beginning" in relations between the Islamic world and the United States and promoting Middle East peace.
On June 26, 2009, in response to the Iranian government's actions towards protesters following Iran's 2009 presidential election, Obama said: "The violence perpetrated against them is outrageous. We see it and we condemn it." On July 7, while in Moscow, he responded to a Vice President Biden comment on a possible Israeli military strike on Iran by saying: "We have said directly to the Israelis that it is important to try and resolve this in an international setting in a way that does not create major conflict in the Middle East."
On September 24, 2009, Obama became the first sitting U.S. president to preside over a meeting of the United Nations Security Council.
In March 2010, Obama took a public stance against plans by the government of Israeli Prime Minister Benjamin Netanyahu to continue building Jewish housing projects in predominantly Arab neighborhoods of East Jerusalem. During the same month, an agreement was reached with the administration of Russian President Dmitry Medvedev to replace the 1991 Strategic Arms Reduction Treaty with a new pact reducing the number of long-range nuclear weapons in the arsenals of both countries by about one-third. The New START treaty was signed by Obama and Medvedev in April 2010, and was ratified by the U.S. Senate in December 2010.
During his presidential transition, President-elect Obama announced that he would retain the incumbent Defense Secretary, Robert Gates, in his Cabinet.
On February 27, 2009, Obama declared that combat operations would end in Iraq within 18 months. His remarks were made to a group of Marines preparing for deployment to Afghanistan. Obama said, "Let me say this as plainly as I can: By August 31, 2010, our combat mission in Iraq will end." The Obama administration scheduled the withdrawal of combat troops to be completed by August 2010, decreasing troops levels from 142,000 while leaving a transitional force of 35,000 to 50,000 in Iraq until the end of 2011. On August 19, 2010, the last United States combat brigade exited Iraq. The plan is to transition the mission of the remaining troops from combat operations to counter-terrorism and the training, equipping, and advising of Iraqi security forces. On August 31, 2010, Obama announced that the United States combat mission in Iraq was over. On October 21, 2011 President Obama announced that all U.S. troops would leave Iraq in time to be, "home for the holidays".
Early in his presidency, Obama moved to bolster U.S. troop strength in Afghanistan. He announced an increase to U.S. troop levels of 17,000 in February 2009 to "stabilize a deteriorating situation in Afghanistan", an area he said had not received the "strategic attention, direction and resources it urgently requires". He replaced the military commander in Afghanistan, General David D. McKiernan, with former Special Forces commander Lt. Gen. Stanley A. McChrystal in May 2009, indicating that McChrystal's Special Forces experience would facilitate the use of counterinsurgency tactics in the war. On December 1, 2009, Obama announced the deployment of an additional 30,000 military personnel to Afghanistan. He also proposed to begin troop withdrawals 18 months from that date. McChrystal was replaced by David Petraeus in June 2010 after McChrystal's staff criticized White House personnel in a magazine article.
In 2011, Obama's Ambassador to the United Nations vetoed a resolution condemning Israeli settlements, with the U.S. the only nation on the Security Council doing so. Like previous American presidential administrations, Obama supports the two-state solution to the Arab-Israeli conflict based on the 1967 borders with land swaps.
In March 2011, as forces loyal to Muammar Gaddafi advanced on rebels across Libya, formal calls for a no-fly zone came in from around the world, including Europe, the Arab League, and a resolution passed unanimously by the U.S. Senate. In response to the unanimous passage of United Nations Security Council Resolution 1973 on March 17, Gaddafi who had previously vowed to "show no mercy" to the citizens of Benghazi—announced an immediate cessation of military activities, yet reports came in that his forces continued shelling Misrata. The next day, on Obama's orders, the U.S. military took a lead role in air strikes to destroy the Libyan government's air defense capabilities in order to protect civilians and enforce a no-fly-zone, including the use of Tomahawk missiles, B-2 Spirits, and fighter jets. Six days later, on March 25, by unanimous vote of all of its 28 members, NATO took over leadership of the effort, dubbed Operation Unified Protector. Some Representatives questioned whether Obama had the constitutional authority to order military action in addition to questioning its cost, structure and aftermath.

Starting with information received in July 2010, intelligence developed by the CIA over the next several months determined what they believed to be the location of Osama bin Laden in a large compound in Abbottabad, Pakistan, a suburban area 35 miles from Islamabad. CIA head Leon Panetta reported this intelligence to President Obama in March 2011. Meeting with his national security advisers over the course of the next six weeks, Obama rejected a plan to bomb the compound, and authorized a "surgical raid" to be conducted by United States Navy SEALs. The operation took place on May 1, 2011, resulting in the death of bin Laden and the seizure of papers and computer drives and disks from the compound. Bin Laden's body was identified through DNA testing, and buried at sea several hours later. Within minutes of the President's announcement from Washington, DC, late in the evening on May 1, there were spontaneous celebrations around the country as crowds gathered outside the White House, and at New York City's Ground Zero and Times Square. Reaction to the announcement was positive across party lines, including from former Presidents Bill Clinton and George W. Bush, and from many countries around the world.
Obama called the November 2, 2010 election, where the Democratic Party lost 63 seats in, and control of, the House of Representatives, "humbling" and a "shellacking". He said that the results came because not enough Americans had felt the effects of the economic recovery.
Obama is frequently referred to as an exceptional orator. During his pre-inauguration transition period and continuing into his presidency, Obama has delivered a series of weekly Internet video addresses.
According to the Gallup Organization, Obama began his presidency with a 68% approval rating before gradually declining for the rest of the year, and eventually bottoming out at 41% in August 2010, a trend similar to Ronald Reagan's and Bill Clinton's first years in office. He experienced a small poll bounce shortly after the death of Osama bin Laden, which lasted until around June 2011, when his approval numbers dropped back to where they were prior to the operation. In a February 2009 poll conducted by Harris Interactive for France 24 and the International Herald Tribune, Obama was rated as the most respected world leader, as well as the most powerful. In a similar poll conducted by Harris in May 2009, Obama was rated as the most popular world leader, as well as the one figure most people would pin their hopes on for pulling the world out of the economic downturn.
Obama won Best Spoken Word Album Grammy Awards for abridged audiobook versions of ''Dreams from My Father'' in February 2006 and for ''The Audacity of Hope'' in February 2008. His concession speech after the New Hampshire primary was set to music by independent artists as the music video "Yes We Can", which was viewed 10 million times on YouTube in its first month and received a Daytime Emmy Award. In December 2008, ''Time'' magazine named Obama as its Person of the Year for his historic candidacy and election, which it described as "the steady march of seemingly impossible accomplishments".
On October 9, 2009, the Norwegian Nobel Committee announced that Obama had won the 2009 Nobel Peace Prize "for his extraordinary efforts to strengthen international diplomacy and cooperation between peoples". Obama accepted this award in Oslo, Norway on December 10, 2009, with "deep gratitude and great humility." The award drew a mixture of praise and criticism from world leaders and media figures. Obama is the fourth U.S. president to be awarded the Nobel Peace Prize and the third to become a Nobel laureate while in office.
In a 2010 Siena College poll of 238 presidential scholars, Obama was ranked 15th out of 43, with high ratings for imagination, communication ability and intelligence and a low rating for background (family, education and experience).
In a 2006 interview, Obama highlighted the diversity of his extended family: "It's like a little mini-United Nations", he said. Obama was known as "Barry" in his youth, but asked to be addressed with his given name during his college years. Besides his native English, Obama speaks Indonesian at the conversational level, which he learned during his four childhood years in Jakarta. He plays basketball, a sport he participated in as a member of his high school's varsity team.
Obama is a well known supporter of the Chicago White Sox, and threw out the first pitch at the 2005 ALCS when he was still a senator. In 2009, he threw out the ceremonial first pitch at the all star game while wearing a White Sox jacket. He is also primarily a Chicago Bears fan in the NFL, but in his childhood and adolesence was a fan of the Pittsburgh Steelers, and recently rooted for them ahead of their victory in Super Bowl XLIII 12 days after Obama took office as President.
In June 1989, Obama met Michelle Robinson when he was employed as a summer associate at the Chicago law firm of Sidley Austin. Assigned for three months as Obama's adviser at the firm, Robinson joined him at group social functions, but declined his initial requests to date. They began dating later that summer, became engaged in 1991, and were married on October 3, 1992. The couple's first daughter, Malia Ann, was born on July 4, 1998, followed by a second daughter, Natasha ("Sasha"), on June 10, 2001. The Obama daughters attended the private University of Chicago Laboratory Schools. When they moved to Washington, D.C., in January 2009, the girls started at the private Sidwell Friends School. The Obamas have a Portuguese Water Dog named Bo, a gift from Senator Ted Kennedy.
Applying the proceeds of a book deal, the family moved in 2005 from a Hyde Park, Chicago condominium to a $1.6 million house in neighboring Kenwood, Chicago. The purchase of an adjacent lot—and sale of part of it to Obama by the wife of developer, campaign donor and friend Tony Rezko—attracted media attention because of Rezko's subsequent indictment and conviction on political corruption charges that were unrelated to Obama.
In December 2007, ''Money'' magazine estimated the Obama family's net worth at $1.3 million. Their 2009 tax return showed a household income of $5.5 million—up from about $4.2 million in 2007 and $1.6 million in 2005—mostly from sales of his books.

In an interview with the evangelical periodical ''Christianity Today'', Obama stated: "I am a Christian, and I am a devout Christian. I believe in the redemptive death and resurrection of Jesus Christ. I believe that that faith gives me a path to be cleansed of sin and have eternal life."
On September 27, 2010, Obama released a statement commenting on his religious views saying "I'm a Christian by choice. My family didn't—frankly, they weren't folks who went to church every week. And my mother was one of the most spiritual people I knew, but she didn't raise me in the church. So I came to my Christian faith later in life, and it was because the precepts of Jesus Christ spoke to me in terms of the kind of life that I would want to lead—being my brothers' and sisters' keeper, treating others as they would treat me."
Obama was baptized at the Trinity United Church of Christ, a black liberation church, in 1988, and was an active member there for two decades. Obama resigned from Trinity during the Presidential campaign after controversial statements made by Rev. Jeremiah Wright became public. After a prolonged effort to find a church to attend regularly in Washington, Obama announced in June 2009 that his primary place of worship would be the Evergreen Chapel at Camp David.

From early 2009 through the spring of 2010, Cohn edited and was the primary writer for The Treatment, a blog about health care for ''The New Republic''. In May, 2010, he started a new blog for "The New Republic" called Citizen Cohn. It focuses on domestic policy and politics.
Cohn is the author of a book, ''Sick: The Untold Story of America's Health Care Crisis - and the People Who Pay the Price'' (2007). In ''Sick'', Cohn advocates for universal health insurance, financed by the government. It presents case studies that demonstrate how America's current system causes even many middle class Americans serious financial or medical hardship. It lays out a history of health insurance in America and points to the record of systems abroad, particularly in France, as proof that universal coverage works.
Cohn has also written extensively about the labor movement and the automobile industry.

He is a director of the Edmond J. Safra Foundation Center for Ethics at Harvard University and a professor of law at Harvard Law School. Prior to rejoining Harvard, he was a professor of law at Stanford Law School and founder of its Center for Internet and Society. Lessig is a founding board member of Creative Commons, a board member of the Software Freedom Law Center, an advisory board member of the Sunlight Foundation and a former board member of the Electronic Frontier Foundation.
Lessig started his academic career at the University of Chicago Law School, where he was Professor from 1991 to 1997. From 1997 to 2000 he was at Harvard Law School, holding for a year the chair of Berkman Professor of Law, affiliated with the Berkman Center for Internet & Society. He subsequently joined Stanford Law School, where he established the school's Center for Internet and Society. Lessig returned to Harvard in December 2008 as Professor and Director of the "Edmond J. Safra Foundation Center for Ethics".
Lessig has emphasized in interviews that his philosophy experience at Cambridge radically changed his values and career path. Previously, he had held strong conservative or libertarian political views, desired a career in business, was a highly active Teenage Republican serving as the Youth Governor for Pennsylvania through the YMCA Youth & Government program in 1978 and almost pursued a Republican political career.
What was intended to be a year abroad at Cambridge convinced him instead to stay another two years to complete an undergraduate degree in philosophy there and develop his changed political values. During this time, he also traveled in the Eastern Bloc, so acquiring a lifelong interest in Eastern European law and politics.
Lessig refuses to embrace conventional libertarianism. While Lessig remains skeptical of government intervention, he favors regulation by calling himself “a constitutionalist”. In his blog, Lessig came out in favor of then-Democratic primary candidate Barack Obama, citing the transformative nature of Obama's campaign as one of his chief reasons. On one occasion Lessig also commended the McCain campaign for discussing fair use rights in a letter to YouTube where they took issue with YouTube indulging overreaching copyright claims leading to the removal of various campaign videos.
A campaign to draft Lessig to run for the US Congress from the Bay Area began in February 2008.
Lessig claimed in 2009 that because 70% of young people obtain digital information from illegal sources that the law should be changed.
Lessig, along with Mark McKinnon, wrote the following in an e-mail proposing their idea of a constitutional convention to the public:
The framers left open a path to amendment that doesn't require the approval of Congress: a convention. Article V of the Constitution requires Congress to call a convention to propose amendments if 34 state legislatures demand it. Any proposed amendment would then have to be ratified by both houses of 38 state legislatures (three-fourths of the states). This entails 76 separate votes in the affirmative by two houses of 38 state legislatures.Easy to do? No. But possible? Certainly, yes. There hasn't been a time when there has been such anger and frustration directed at our nation's capitol. There hasn't been a moment when the opportunity to organize to build a movement among the states has been as real. The beauty of a convention is that it would provide a forum of possibility for conservative Tea Party types who might want an amendment calling for a balanced budget, or a line-item veto for the president as well as progressives who would like to amend the constitution to make it possible to enact meaningful campaign finance reform. The only requirement is that two-thirds of the states apply, and then begins the drama of an unscripted national convention to debate questions of fundamental law. It would be a grand circus of democracy at its best.
He proposed the concept of "Free Culture". He also supports free software and open spectrum. At his "Free culture" keynote at OSCON 2002, half of his speech was also about software patents, which he views as a rising threat to both free/open source software and innovation.
A few months later, Lessig gave a talk on the ethics of the Free Culture Movement at the 2006 Wikimania conference.
Despite having decided to forgo running for Congress himself, Lessig remained interested in attempting to change Congress to reduce corruption. To this end, he worked with political consultant Joe Trippi to launch a web based project called "Change Congress". In a press conference on March 20, 2008, Lessig explained that he hoped the Change Congress website would help provide technological tools voters could use to hold their representatives accountable and reduce the influence of money on politics. He is a board member of MAPLight.org, a nonprofit research group illuminating the connection between money and politics.
