Burma is home to some of the major civilizations of Southeast Asia including Pyu and Mon. In 9th century, the Burmans of the Nanzhao Kingdom, entered the upper Irrawaddy valley and established the Pagan Empire in 1057. The Burmese language and culture slowly came to intertwine with Pyu and Mon norms. During this period, Pagan Kings adopted Buddhism as the predominant religion of the country. After Pagan's fall in 1287, several warring states emerged. In the second half of the 16th century, the Toungoo Dynasty reunified the country, and founded the largest empire in the history of Southeast Asia for a brief period. In the 18th century, the Konbaung Dynasty restored the kingdom, and went to war with all its neighbors. The kingdom fought three wars with the British and was eventually annexed into British Raj.
The British rule brought several enduring social, economic, cultural and administrative changes that completely transformed the once-feudal society. Since independence in 1948, the country has been in one of the longest running civil wars among the country's myriad ethnic groups that remains unresolved. From 1962 to 2011, the country was under military rule and in the process has become one of the least developed nations in the world. The military junta finally dissolved in 2011 following a general election in 2010 and the subsequent inauguration of Burma's civilian government.
Burma is a resource rich country. However, since the reformations of 1962, the Burmese economy has become one of the least developed in the world. Burma’s GDP stands at $42.953 billion and grows at an average rate of 2.9% annually – the lowest rate of economic growth in the Greater Mekong Subregion. Among others, the EU, United States and Canada, have imposed economic sanctions on Burma. Burma's health care system is one of the worst in the world: World Health Organization ranked Burma at 190th, the worst performing of all countries.
The United Nations and several other organizations have reported consistent and systematic human rights violations in the country, including child labour, human trafficking and a lack of freedom of speech.
"Burma" is derived from the Burmese word "Bamar" (ဗမာ|30px), which in turn is the colloquial form of Myanmar (မြန်မာ|30px) (or Mranma in old Burmese), both of which historically referred to the majority Burmans (or the Bamar). Depending on the register used the pronunciation would be "Bama" (), or "Myamah" (). The name "Burma" has been in use in English since the time of British colonial rule.
In 1989, the military government officially changed the English translations of many colonial-era names, including the name of the country to "Myanmar". This prompted one scholar to coin the term "Myanmarification" to refer to the top-down programme of political and cultural reform in the context of which the renaming was done. The renaming remains a contested issue.
While most of the name changes are closer to their actual Burmese pronunciations, many opposition groups and countries continue to oppose their use in English because they recognise neither the legitimacy of the ruling military government nor its authority to rename the country or towns in English. Various non-Burman ethnic groups choose not to recognise the name because the term Myanmar has historically been used as a label for the majority ethnic group, the Bamar, rather than for the country.
Various world entities have chosen to accept or reject the name change. The United Nations, of which Burma (under the name Myanmar) is a member, endorsed the name change five days after its announcement by the junta. However, governments of many countries including Australia, Canada, France, the United Kingdom and the United States still refer to the country as "Burma", with varying levels of recognition of the validity of the name change itself.
Others, including the Association of Southeast Asian Nations and the governments of Germany, India, Japan, Russia, Brazil and the People's Republic of China recognise "Myanmar" as the official name.
Media usage is also mixed. In spite of the usage by the United States government, some American news outlets including ''The New York Times'', ''The Wall Street Journal'', The ''International Herald Tribune'' and ''CNN'', and international news agencies the ''Associated Press'', ''Reuters'' and ''Agence France-Presse'' have adopted the name "Myanmar". The name "Burma" is still widely used by other news outlets, including ''Voice of America'', ''The Washington Post'', the ''BBC'', ''ITN'', most British newspapers, ''The Times of India'' and ''Time''. Other sources often use combined terms such as "Burma, also known as Myanmar." Some media outlets that use "Myanmar" refer to "Burma" as the nation's "colonial name."
Uncertainty among English speakers about how to pronounce "Myanmar" gives rise to pronunciations such as , , and . The BBC recommends . The common pronunciation in Burmese is .
On 21 October 2010 some media reported that the government changed the official name to ''Republic of the Union of Myanmar'', which was established as part of the 2008 Constitution. But this information was not confirmed by any Burmese government sources nor any other credible sources till 30 March 2011 – the new name ''Republic of the Union of Myanmar'' is in effect as of inauguration of new government. Prior to this, the country was known formally as the ''Union of Myanmar'' since 1989. This had itself replaced the previous designation of the ''Socialist Republic of the Union of Burma'' used in the 1974 Constitution, which in turn had replaced the 1947 Constitution adopted following independence, which had referred simply to the ''Union of Burma''.
Burma, which has a total area of , is the largest country in mainland Southeast Asia, and the 40th-largest in the world. It lies between latitudes 9° and 29°N, and longitudes 92° and 102°E.
It is bordered to the northwest by Chittagong Division of Bangladesh and Mizoram, Manipur, Nagaland and Arunachal Pradesh of India to the northwest. Its north and northeast border straddles the Tibet and Yunnan regions of China for a Sino-Burman border total of . It is bounded by Laos and Thailand to the southeast. Burma has of contiguous coastline along the Bay of Bengal and Andaman Sea to the southwest and the south, which forms one quarter of its total perimeter.
In the north, the Hengduan Shan mountains form the border with China. Hkakabo Razi, located in Kachin State, at an elevation of , is the highest point in Burma. Three mountain ranges, namely the Rakhine Yoma, the Bago Yoma, and the Shan Plateau exist within Burma, all of which run north-to-south from the Himalayas. The mountain chains divide Burma's three river systems, which are the Irrawaddy, Salween (Thanlwin), and the Sittaung rivers. The Irrawaddy River, Burma's longest river, nearly long, flows into the Gulf of Martaban. Fertile plains exist in the valleys between the mountain chains. The majority of Burma's population lives in the Irrawaddy valley, which is situated between the Rakhine Yoma and the Shan Plateau.
Typical jungle animals, particularly tigers and leopards, occur sparsely in Burma. In upper Burma, there are rhinoceros, wild buffalo, wild boars, deer, antelope, and elephants, which are also tamed or bred in captivity for use as work animals, particularly in the lumber industry. Smaller mammals are also numerous, ranging from gibbons and monkeys to flying foxes and tapirs. The abundance of birds is notable with over 800 species, including parrots, peafowl, pheasants, crows, herons, and paddybirds. Among reptile species there are crocodiles, geckos, cobras, Burmese pythons, and turtles. Hundreds of species of freshwater fish are wide-ranging, plentiful and are very important food sources. The Mon people are thought to be the earliest group to migrate into the lower Irrawaddy valley, and by the mid-10th century BC were dominant in southern Burma.
The Tibeto-Burman speaking Pyu arrived later in the 1st century BC, and established several city states – of which Sri Ksetra was the most powerful – in central Irrawaddy valley. The Mon and Pyu kingdoms were an active overland trade route between India and China. The Pyu kingdoms entered a period of rapid decline in early 9th century AD when the powerful kingdom of Nanzhao (in present-day Yunnan) invaded the Irrawaddy valley several times.
After Anawrahta's capture of the Mon capital of Thaton in 1057, the Burmans adopted Theravada Buddhism from the Mons. The Burmese script was created, based on the Mon script, during the reign of King Kyanzittha (1084–1112). Prosperous from trade, Bagan kings built many magnificent temples and pagodas throughout the country – many of which can still be seen today.
Bagan's power slowly waned in the 13th century. Kublai Khan's Mongol forces invaded northern Burma starting in 1277, and sacked Bagan city itself in 1287. Bagan's over two century reign of Irrawaddy valley and its periphery was over.
The Bagan empire was irreparably broken up into several small kingdoms:
This period was characterised by constant warfare between Ava and Bago, and to a lesser extent, Ava and the Shans. Ava briefly controlled Rakhine (1379–1430) and came close to defeating Bago a few times, but could never quite reassemble the lost empire. Nevertheless, Burmese culture entered a golden age. Hanthawady Bago prospered. Bago's Queen Shin Saw Bu (1453–1472) raised the gilded Shwedagon Pagoda to its present height.
By the late-15th century, constant warfare had left Ava greatly weakened. Its peripheral areas became either independent or autonomous. In 1486, King Minkyinyo (1486–1531) of Taungoo broke away from Ava and established a small independent kingdom. In 1527, ''Mohnyin'' (Shan: Mong Yang) Shans finally captured Ava, upsetting the delicate power balance that had existed for nearly two centuries. The Shans would rule Upper Burma until 1555.
Bayinnaung's massive empire unravelled soon after his death in 1581. Ayutthaya Siamese had driven out the Burmese by 1593 and went on to take Tanintharyi. In 1599, Rakhine forces aided by Portuguese mercenaries sacked the kingdom's capital Bago. Chief Portuguese mercenary Filipe de Brito e Nicote (Burmese: ''Nga Zinga'') promptly rebelled against his Rakhine masters and established Portuguese rule in Thanlyin (Syriam), then the most important seaport in Burma. The country was in chaos.
The Burmese under King Anaukpetlun (1605–1628) regrouped and defeated the Portuguese in 1611. Anaukpetlun reestablished a smaller reconstituted kingdom based in Ava covering Upper Burma, Lower Burma and Shan states (but without Rakhine or Taninthayi). After the reign of King Thalun (1629–1648), who rebuilt the war-torn country, the kingdom experienced a slow and steady decline for the next 100 years. The Mons successfully rebelled starting in 1740 with French help and Siamese encouragement, broke away Lower Burma by 1747, and finally put an end to the House of Taungoo in 1752 when they took Ava.
King Alaungpaya (1752–1760), established the Konbaung Dynasty in Shwebo in 1752. He founded Yangon in 1755. By his death in 1760, Alaungpaya had reunified the country. In 1767, King Hsinbyushin (1763–1777) sacked Ayutthya. The Qing Dynasty of China invaded four times from 1765 to 1769 without success. The Chinese invasions allowed the new Siamese kingdom based in Bangkok to repel the Burmese out of Siam by the late 1770s.
King Bodawpaya (1782–1819) failed repeatedly to reconquer Siam in 1780s and 1790s. Bodawpaya did manage to capture the western kingdom of Rakhine State, which had been largely independent since the fall of Bagan, in 1784. Bodawpaya also formally annexed Manipur, a rebellion-prone protectorate, in 1813.
King Bagyidaw's (1819–1837) general Maha Bandula put down a rebellion in Manipur in 1819 and captured then independent kingdom of Assam in 1819 (again in 1821). The new conquests brought the Burmese adjacent to the British India. The British defeated the Burmese in the First Anglo-Burmese War (1824–1826). Burma had to cede Assam, Manipur, Rakhine State (Arakan) and Tanintharyi (Tenessarim).
In 1852, the British attacked a much weakened Burma during a Burmese palace power struggle. After the Second Anglo-Burmese War, which lasted 3 months, the British had captured the remaining coastal provinces: Ayeyarwady, Yangon and Bago, naming the territories as Lower Burma.
King Mindon (1853–1878) founded Mandalay in 1859 and made it his capital. He skilfully navigated the growing threats posed by the competing interests of Britain and France. In the process, Mindon had to renounce Kayah (Karenni) states in 1875. His successor, King Thibaw (1878–1885), was largely ineffectual. In 1885, the British, alarmed by the French conquest of neighbouring Laos, occupied Upper Burma. The Third Anglo-Burmese War (1885) lasted a mere one month insofar as capturing the capital Mandalay was concerned. The Burmese royal family was exiled to Ratnagiri, India. British forces spent at least another four years pacifying the country: not only in the Burmese heartland but also in the Shan, Chin and Kachin hill areas. By some accounts, minor insurrections did not end until 1896.
Much of the discontent was caused by a disrespect for Burmese culture and traditions, for example, what the British termed the Shoe Question: the colonisers' refusal to remove their shoes upon entering Buddhist temples or other holy places. In October 1919, Eindawya Pagoda in Mandalay was the scene of violence when tempers flared after scandalised Buddhist monks attempted to physically expel a group of shoe-wearing British visitors. The leader of the monks was later sentenced to life imprisonment for attempted murder. Such incidents inspired the Burmese resistance to use Buddhism as a rallying point for their cause. Buddhist monks became the vanguards of the independence movement, and many died while protesting. One monk-turned-martyr was U Wisara, who died in prison after a 166-day hunger strike to protest a rule that forbade him from wearing his Buddhist robes while imprisoned.
During the colonial period, intermarriage between European male settlers and Burmese women, as well as between Anglo-Indians (who arrived with the British) and Burmese caused the birth of the Anglo-Burmese community. This influential community was to dominate the country during colonial rule and through the mid-1960s. On 1 April 1937, Burma became a separately administered territory, independent of the Indian administration, and elected Ba Maw as the first Prime Minister and Premier of Burma from 1937 to February 1939. Ba Maw became an outspoken advocate for Burmese self-rule and he opposed the participation of Great Britain, and by extension Burma, in World War II. He resigned from the Legislative Assembly and was arrested for sedition. Many issues continued to divide the population, and laid the groundwork for the insurgencies to come after independence, later in 1948. In the 1940s, the Thirty Comrades, commanded by Aung San, founded the Burma Independence Army. The Thirty Comrades received training in Japan. During World War II, Burma became a major front-line in the Southeast Asian Theatre. The British administration collapsed ahead of the advancing Japanese troops, jails and asylums were opened and Rangoon was deserted except for the many Anglo-Burmese and Indians who remained at their posts. A stream of some 300,000 refugees fled across the jungles into India; known as 'The Trek', all but 30,000 of those 300,000 arrived in India. During the Japanese occupation of Burma, Ba Maw was asked by the Japanese to head a provisional civilian administration to manage day-to-day administrative activities subordinate to the Japanese military administration. This Burmese Executive Administration was established on August 1, 1942. Initially the Japanese-led Burma Campaign succeeded and the British were expelled from most of Burma, but the British counter-attacked using primarily troops of the British Indian Army. By July 1945, the British had retaken the country.
Although many Burmese fought initially for the Japanese, some Burmese, mostly from the ethnic minorities, also served in the British Burma Army. In 1943, the Chin Levies and Kachin Levies were formed in the border districts of Burma still under British administration. The Burma Rifles fought as part of the Chindits under General Orde Wingate from 1943 to 1945. Later in the war, the Americans created American-Kachin Rangers who also fought against the Japanese. Many others fought with the British Special Operations Executive. The Burma Independence Army under the command of Aung San and the Arakan National Army fought with the Japanese from 1942–1944, but switched allegiance to the Allied side in 1945.
British soldiers waged a guerrilla war against Japanese forces in Burma. Chindits were formed into long-range penetration groups trained to operate deep behind Japanese lines. A similar American unit, Merrill's Marauders, followed the Chindits into the jungle in 1943. Overall, the Japanese lost some 150,000 men in Burma. Only 1,700 prisoners were taken.
In 1947, Aung San became Deputy Chairman of the Executive Council of Burma, a transitional government. But in July 1947, political rivals assassinated Aung San and several cabinet members.
The geographical area Burma encompasses today can be traced to the Panglong Agreement, which combined Burma Proper, which consisted of Lower Burma and Upper Burma, and the Frontier Areas, which had been administered separately by the British.
In 1961, U Thant, then the Union of Burma's Permanent Representative to the United Nations and former Secretary to the Prime Minister, was elected Secretary-General of the United Nations; he was the first non-Westerner to head any international organisation and would serve as UN Secretary-General for ten years. Among the Burmese to work at the UN when he was Secretary-General was a young Aung San Suu Kyi, who went on to become winner of the 1991 Nobel Peace Prize.
Between 1974 and 1988, Burma was effectively ruled by Ne Win through the Burma Socialist Programme Party (BSPP), which from 1964 until 1988 was the sole political party. During this period, Burma became one of the world's most impoverished countries. The Burmese Way to Socialism combined Soviet-style nationalisation and central planning with the governmental implementation of superstitious beliefs. Criticism was scathing, such as an article published in a February 1974 issue of ''Newsweek'' magazine describing the Burmese Way to Socialism as 'an amalgam of Buddhist and Marxist illogic'.
Almost from the beginning, there were sporadic protests against the military rule, many of which were organised by students, and these were almost always violently suppressed by the government. On 7 July 1962, the government broke up demonstrations at Rangoon University, killing 15 students. In 1974, the military violently suppressed anti-government protests at the funeral of U Thant. Student protests in 1975, 1976 and 1977 were quickly suppressed by overwhelming force.
Ne Win's rise to power in 1962 and his relentless persecution of "resident aliens" (immigrant groups not recognised as citizens of the ''Union of Burma'') led to an exodus/expulsion of some 300,000 Burmese Indians. They migrated to escape racial discrimination and wholesale nationalisation of private enterprise a few years later in 1964. The Anglo-Burmese at this time either fled the country or changed their names and blended in with the broader Burmese society.
A new constitution of the Socialist Republic of the Union of Burma was adopted in 1974.
Hundreds of thousands of Rohingya Muslims fled Burma and many refugees inundated neighbouring Bangladesh including 200,000 in 1978 as a result of the King Dragon operation in Arakan.
In May 1990, the government held free elections for the first time in almost 30 years. The National League for Democracy (NLD), the party of Aung San Suu Kyi, won 392 out of a total 489 seats(i.e., 80% of the seats), but the election results were annulled by SLORC, which refused to step down. Led by Than Shwe since 1992, the military regime has made cease-fire agreements with most ethnic guerilla groups. In 1992, SLORC unveiled plans to create a new constitution through the National Convention, which began 9 January 1993. In 1997, the State Law and Order Restoration Council was renamed the State Peace and Development Council (SPDC).
On 23 June 1997, Burma was admitted into the Association of Southeast Asian Nations (ASEAN). The National Convention continues to convene and adjourn. Many major political parties, particularly the NLD, have been absent or excluded, and little progress has been made. On 27 March 2006, the military junta, which had moved the national capital from Yangon to a site near Pyinmana in November 2005, officially named the new capital Naypyidaw, meaning "city of the kings". The ''CIA World Factbook'', however, still considers the capital to be Rangoon.
In November 2006, the International Labour Organization (ILO) announced it will be seeking at the International Criminal Court "to prosecute members of the ruling Myanmar junta for crimes against humanity" over the continuous forced labour of its citizens by the military. According to the ILO, an estimated 800,000 people are subject to forced labour in Burma.
World governments remain divided on how to deal with the military junta. Calls for further sanctions by Canada, the United Kingdom, the United States and France are opposed by neighbouring countries; in particular, China has stated its belief that "sanctions or pressure will not help to solve the issue". There is some disagreement over whether sanctions are the most effective approach to dealing with the junta, such as from a Cato Institute study and from prominent Burmese such as Thant Myint-U (a former senior UN official and Cambridge historian), who have opined that sanctions may have caused more harm than good to the Burmese people.
In early August 2009, a conflict known as the Kokang incident broke out in Shan State in northern Burma. For several weeks, junta troops fought against ethnic minorities including the Han Chinese, Va, and Kachin. From 8–12 August, the first days of the conflict, as many as 10,000 Burmese civilians fled to Yunnan province in neighbouring China.
The legislature, called the Pyidaungsu Hluttaw, is bicameral and made up of two houses: The 224-seat upper house Amyotha Hluttaw ( House of Nationalities) and the 440-seat lower house Pyithu Hluttaw ( House of Representatives). The upper house consists of 224 member of which 168 are directly elected and 56 are appointed by the Burmese Armed Forces while the lower house consists of 440 members of which 330 are directly elected and 110 are appointed by the armed forces. The major political parties are the National Democratic Force and the two backed by the military: the National Unity Party, and the Union Solidarity and Development Party. The National League for Democracy, the party of Aung San Suu Kyi, was declared illegal before the 2010 elections for failing to register for the elections.
Burma's army-drafted constitution was approved in a referendum in May 2008. The results, 92.4% of the 22 million voters with an official turnout of 99%, are considered suspect by many international observers and by the National league of democracy with reports of widespread fraud, ballot stuffing, and voter intimidation.
The elections of 2010 resulted in a victory for the military-backed Union Solidarity and Development Party and various foreign observers questioned the fairness of the elections. One criticism of the election was that only government sanctioned political parties were allowed to contest in it and the popular National League for Democracy was declared illegal and is still barred from political activities. However, immediately following the elections, the government ended the house arrest of the democracy advocate and leader of the National League for Democracy, Aung San Suu Kyi. and her ability to move freely around the country is considered an important test of the military's movement toward more openness.
Burma has a high level of corruption, and ranks 176th out of 180 countries worldwide on the Corruption Perceptions Index.
Several human rights organisations, including Human Rights Watch and Amnesty International, and the American Association for the Advancement of Science have reported on human rights abuses by the military government. They have claimed that there is no independent judiciary in Burma. The military government restricts Internet access through software-based censorship that limits the material citizens can access on-line. Forced labour, human trafficking, and child labour are common. The military is also notorious for rampant use of sexual violence as an instrument of control, including allegations of systematic rapes and taking of sex slaves as porters for the military. A strong women's pro-democracy movement has formed in exile, largely along the Thai border and in Chiang Mai. There is a growing international movement to defend women's human rights issues.
The ''Freedom in the World 2004'' report by Freedom House notes that "The junta rules by decree, controls the judiciary, suppresses all basic rights, and commits human rights abuses with impunity. Military officers hold all cabinet positions, and active or retired officers hold all top posts in all ministries. Official corruption is reportedly rampant both at the higher and local levels."
Brad Adams, director of Human Rights Watch's Asia division, in a 2004 address described the human rights situation in the country as appalling: "Burma is the textbook example of a police state. Government informants and spies are omnipresent. Average Burmese people are afraid to speak to foreigners except in most superficial of manners for fear of being hauled in later for questioning or worse. There is no freedom of speech, assembly or association."
Evidence has been gathered suggesting that the Burmese regime has marked certain ethnic minorities such as the Karen for extermination or 'Burmisation'. This, however, has received little attention from the international community since it has been more subtle and indirect than the mass killings in places like Rwanda.
In April 2007, the U.S. Government Accountability Office (GAO) identified financial and other restrictions that the military government places on international humanitarian assistance. The GAO report, entitled "Assistance Programs Constrained in Burma", outlined the specific efforts of the government to hinder the humanitarian work of international organisations, including restrictions on the free movement of international staff within the country. The report notes that the regime has tightened its control over assistance work since former Prime Minister Khin Nyunt was purged in October 2004. The military junta passed guidelines in February 2006, which formalised these restrictive policies. According to the report, the guidelines require that programs run by humanitarian groups "enhance and safeguard the national interest" and that international organisations coordinate with state agents and select their Burmese staff from government-prepared lists of individuals. United Nations officials have declared these restrictions unacceptable.
Burma's government spends the least percentage of its GDP on health care of any country in the world, and international donor organisations give less to Burma, per capita, than any other country except India. According to the report named "Preventable Fate", published by Doctors without Borders, 25,000 Burmese AIDS patients died in 2007, deaths that could largely have been prevented by Anti Retroviral Therapy drugs and proper treatment.
The country is divided into seven states () and seven regions (), formerly called divisions. The announcement on the renaming of division to regions was made on 20 August 2010. Regions are predominantly Bamar (that is, mainly inhabited by the dominant ethnic group). States, in essence, are regions which are home to particular ethnic minorities. The administrative divisions are further subdivided into districts, which are further subdivided into townships, wards, and villages.

Despite Western isolation, Asian corporations have generally remained willing to continue investing in the country and to initiate new investments, particularly in natural resource extraction. The country has close relations with neighbouring India and China with several Indian and Chinese companies operating in the country. There remains active debate as to the extent to which the American-led sanctions have had adverse effects on the civilian population or on the military rulers. Burma has also received extensive military aid from India and China in the past. According to some estimates, Burma has received more than US$200 million in military aid from India. Under India's Look East policy, fields of cooperation between India and Burma include remote sensing, oil and gas exploration, information technology, hydro power and construction of ports and buildings. In 2008, India suspended military aid to Burma over the issue of human rights abuses by the ruling junta, although it has preserved extensive commercial ties which provide the regime with much needed revenue.
The country's armed forces are known as the Tatmadaw, which numbers 488,000. The Tatmadaw comprises the Army, the Navy, and the Air Force. The country ranked twelfth in the world for its number of active troops in service. The military is very influential in the country, with top cabinet and ministry posts held by military officers. Official figures for military spending are not available. Estimates vary widely because of uncertain exchange rates, but military spending is very high. The country imports most of its weapons from Russia, Ukraine, China and India.
The country is building a research nuclear reactor near May Myo (Pyin Oo Lwin) with help from Russia. It is one of the signatories of the nuclear non-proliferation pact since 1992 and a member of the International Atomic Energy Agency (IAEA) since 1957. The military junta had informed the IAEA in September 2000 of its intention to construct the reactor. The research reactor outbuilding frame was built by ELE steel industries limited of Yangon and water from Anisakhan/BE water fall will be used for the reactor cavity cooling system.
ASEAN will not defend the country in any international forum following the military regime's refusal to restore democracy. In April 2007, the Malaysian Foreign Ministry parliamentary secretary Ahmad Shabery Cheek said Malaysia and other ASEAN members had decided not to defend Burma if the country's issue was raised for discussion at any international conference. "Now Myanmar has to defend itself if it is bombarded in any international forum", he said when winding up a debate at committee stage for the Foreign Ministry. He was replying to queries from opposition leader Lim Kit Siang on the next course of action to be taken by Malaysia and ASEAN with the military junta. Lim had said Malaysia must play a proactive role in pursuing regional initiatives to bring about a change in Burma and support efforts to bring the situation in Burma to the UN Security Council's attention. In November 2008, Burma's political situation with neighbouring Bangladesh became tense as they began searching for natural gas in a disputed block of the Bay of Bengal.
Until 2005, the United Nations General Assembly annually adopted a detailed resolution about the situation in Burma by consensus. But in 2006 a divided United Nations General Assembly voted through a resolution that strongly called upon the government of Burma to end its systematic violations of human rights. In January 2007, Russia and China vetoed a draft resolution before the United Nations Security Council calling on the government of Burma to respect human rights and begin a democratic transition. South Africa also voted against the resolution.
In 2010 as part of the Wikileaks leaked cables, Burma was suspected of using North Korean construction teams to build a fortified Surface-to-Air Missile facility.
The country is one of the poorest nations in Southeast Asia, suffering from decades of stagnation, mismanagement and isolation. The lack of an educated workforce skilled in modern technology contributes to the growing problems of the economy. The country lacks adequate infrastructure. Goods travel primarily across the Thai border, where most illegal drugs are exported and along the Irrawaddy River. Railways are old and rudimentary, with few repairs since their construction in the late 19th century. Highways are normally unpaved, except in the major cities. Energy shortages are common throughout the country including in Yangon.
Under British administration, Burma was the second-wealthiest country in South-East Asia. It had been the world's largest exporter of rice. Burma also had a wealth of natural and labour resources. It produced 75% of the world's teak and had a highly literate population. The country was believed to be on the fast track to development.
During World War II, the British destroyed the major oil wells and mines for tungsten, tin, lead and silver to keep them from the Japanese. Burma was bombed extensively by both sides. After a parliamentary government was formed in 1948, Prime Minister U Nu embarked upon a policy of nationalization and the state was declared the owner of all land. The government also tried to implement a poorly thought out Eight-Year plan. By the 1950s, rice exports had fallen by two thirds and mineral exports by over 96% (as compared to the pre-World War II period). Plans were partly financed by printing money, which led to inflation. The 1962 coup d'état was followed by an economic scheme called the Burmese Way to Socialism, a plan to nationalise all industries, with the exception of agriculture. The catastrophic program turned Burma into one of the world's most impoverished countries. Burma's admittance to Least Developed Country status by the UN in 1987 highlighted its economic bankruptcy.
The national currency is Kyat. Burma has a dual exchange rate system similar to Cuba. The market rate was around two hundred times below the government-set rate in 2006. Inflation averaged 30.1% between 2005 and 2007. Inflation is a serious problem for the economy. In recent years, both China and India have attempted to strengthen ties with the government for economic benefit. Many nations, including the United States and Canada, and the European Union, have imposed investment and trade sanctions on Burma. The United States has banned all imports from Burma. Foreign investment comes primarily from People's Republic of China, Singapore, South Korea, India, and Thailand.
Burma is also the world's second largest producer of opium, accounting for 8% of entire world production and is a major source of illegal drugs, including amphetamines. Opium bans implemented since 2002 after international pressure have left ex-poppy farmers without sustainable sources of income in the Kokang and Wa regions. They depend on casual labour for income.
Other industries include agricultural goods, textiles, wood products, construction materials, gems, metals, oil and natural gas.
Burma has a population of about 56 million. Population figures are rough estimates because the last partial census, conducted by the Ministry of Home and Religious Affairs under the control of the military junta, was taken in 1983. No trustworthy nationwide census has been taken in Burma since 1931. There are over 600,000 registered migrant workers from Burma in Thailand, and millions more work illegally. Burmese migrant workers account for 80% of Thailand's migrant workers. Burma has a population density of , one of the lowest in Southeast Asia. Refugee camps exist along Indian, Bangladeshi and Thai borders while several thousand are in Malaysia. Conservative estimates state that there are over 295,800 refugees from Burma, with the majority being Rohingya, Kayin, and Karenni and are principally located along the Thai-Burma border. There are nine permanent refugee camps along the Thai-Burma border, most of which were established in the mid-1980s. The refugee camps are under the care of the Thai-Burma Border Consortium (TBBC). In FY 2009, the U.S. resettled 18,275 refugees from Burma.
Burma is home to four major language families: Sino-Tibetan, Tai–Kadai, Austro-Asiatic, and Indo-European. Sino-Tibetan languages are most widely spoken. They include Burmese, Karen, Kachin, Chin, and Chinese. The primary Tai–Kadai language is Shan. Mon, Palaung, and Wa are the major Austroasiatic languages spoken in Burma. The two major Indo-European languages are Pali, the liturgical language of Theravada Buddhism, and English.
According to the UNESCO Institute of Statistics, Burma's official literacy rate as of 2000 was 89.9%. Historically, Burma has had high literacy rates. To qualify for least developed country status by the UN in order to receive debt relief, Burma lowered its official literacy rate from 78.6% to 18.7% in 1987.
Burma is ethnically diverse. The government recognises 135 distinct ethnic groups. While it is extremely difficult to verify this statement, there are at least 108 different ethnolinguistic groups in Burma, consisting mainly of distinct Tibeto-Burman peoples, but with sizeable populations of Daic, Hmong–Mien, and Austroasiatic (Mon–Khmer) peoples. The Bamar form an estimated 68% of the population. 10% of the population are Shan. The Kayin make up 7% of the population. The Rakhine people constitute 4% of the population. Overseas Chinese form approximately 3% of the population. Burma's ethnic minority groups prefer the term "ethnic nationality" over "ethnic minority" as the term "minority" furthers their sense of insecurity in the face of what is often described as "Burmanisation"--the proliferation and domination of the dominant Bamar culture over minority cultures.
Mon, who form 2% of the population, are ethno-linguistically related to the Khmer. Overseas Indians comprise 2%. The remainder are Kachin, Chin, Anglo-Indians and other ethnic minorities. Included in this group are the Anglo-Burmese. Once forming a large and influential community, the Anglo-Burmese left the country in steady streams from 1958 onwards, principally to Australia and the U.K.. Today, it is estimated that only 52,000 Anglo-Burmese remain in the country. There are 110,000 Burmese refugees in Thai border camps.
89% of the country's population are Buddhist, according to a report on ABC World News Tonight in May 2008 and the Buddha Dharma Education Association.
A diverse range of indigenous cultures exist in Burma, the majority culture is primarily Buddhist and Bamar. Bamar culture has been influenced by the cultures of neighbouring countries. This is manifested in its language, cuisine, music, dance and theatre. The arts, particularly literature, have historically been influenced by the local form of Theravada Buddhism. Considered the national epic of Burma, the ''Yama Zatdaw'', an adaptation of India's ''Ramayana'', has been influenced greatly by Thai, Mon, and Indian versions of the play. Buddhism is practised along with nat worship which involves elaborate rituals to propitiate one from a pantheon of 37 nats.
In a traditional village, the monastery is the centre of cultural life. Monks are venerated and supported by the lay people. A novitiation ceremony called shinbyu is the most important coming of age events for a boy when he enters the monastery for a short period of time. All boys of Buddhist family need to be a novice (beginner for Buddhism) before the age of twenty and to be a monk after the age of twenty. It is compulsory for all boys of Buddhism. The duration can be as little as one week. Girls have ear-piercing ceremonies (File:Nathwin.gif) at the same time. Burmese culture is most evident in villages where local festivals are held throughout the year, the most important being the pagoda festival. Many villages have a guardian nat, and superstition and taboos are commonplace. British colonial rule also introduced Western elements of culture to Burma. Burma's educational system is modelled after that of the United Kingdom. Colonial architectural influences are most evident in major cities such as Yangon. Many ethnic minorities, particularly the Karen in the southeast, and the Kachin and Chin (people) who populate the north and north-east, practice Christianity. According to CIA World Factbook, the Burman population is 68%, and the Ethnic groups comprise of 32%. However, the exiled leaders and organisations claims that Ethnic population is 40% which is implicitly contrasted with CIA report (official U.S report).
Many religions are practised in Burma. Religious edifices and orders have been in existence for many years. Festivals can be held on a grand scale. The Christian and Muslim populations do, however, face religious persecution and it is hard, if not impossible, for non-Buddhists to join the army or get government jobs, the main route to success in the country. Such persecution and targeting of civilians is particularly notable in Eastern Burma, where over 3000 villages have been destroyed in the past ten years. More than 200,000 Rohingya Muslims have settled in Bangladesh, to escape persecution, over the past 20 years.
89% of the population embraces Buddhism (mostly Theravada). Other religions are practiced largely without obstruction, with the notable exception of some ethnic minorities such as the Muslim Rohingya people, who have continued to have their citizenship status denied and therefore do not have access to education, and Christians in Chin State. 4 percent of the population practices Christianity; 4 percent, Islam; 1 percent, traditional animistic beliefs; and 2 percent follow other religions, including Mahayana Buddhism, Hinduism, East Asian religions and the Bahá'í Faith. However, according to a U.S. State Department's 2010 international religious freedom report, official statistics are alleged to underestimate the non-Buddhist population. Independent researchers put the Muslim population at 6 to 10% of the population,. A tiny Jewish community in Rangoon had a synagogue but no resident rabbi to conduct services.
The educational system of Burma is operated by the government Ministry of Education. Universities and professional institutes from upper Burma and lower Burma are run by two separate entities, the Department of Higher Education of Upper Burma and the Department of Higher Education of Lower Burma. Headquarters are based in Yangon and Mandalay respectively. The education system is based on the United Kingdom's system, due to nearly a century of British and Christian presences in Burma. Nearly all schools are government-operated, but there has been a recent increase in privately funded English language schools. Schooling is compulsory until the end of elementary school, probably about 9 years old, while the compulsory schooling age is 15 or 16 at international level.
There are 101 universities, 12 institutes, 9 degree colleges and 24 colleges in Burma, a total of 146 higher education institutions. There are 10 Technical Training Schools, 23 nursing training schools, 1 sport academy and 20 midwifery schools.
There are 2047 Basic Education High Schools, 2605 Basic Education Middle Schools, 29944 Basic Education Primary Schools and 5952 Post Primary Schools. 1692 multimedia classrooms exist within this system.
There are four international schools which are acknowledged by WASC and College Board – The International School Yangon (ISY), Crane International School Yangon (CISM), Yangon International School (YIS) and International School of Myanmar (ISM) in Yangon.
Due to Burma's political climate, there are not many media companies in relation to the country's population, although a certain number exists. Some are privately owned, but all programming must meet with the approval of the censorship board.
Burma is the primary subject of a 2007 graphic novel titled ''Chroniques Birmanes'' by Québécois author and animator, Guy Delisle. The graphic novel was translated into English under the title ''Burma Chronicles'' in 2008. In 2009, a documentary about Burmese videojournalists called ''Burma VJ'' was released. This film was nominated for Best Documentary Feature at the 2010 Academy Awards.

Kevin Michael Rudd (born 21 September 1957) is an Australian politician. He is the incumbent Minister for Foreign Affairs and 26th Prime Minister of Australia who served from 2007 to 2010. He has been an Australian Labor Party member of the House of Representatives since the 1998 federal election, representing Griffith, Queensland.
Rudd was born in Queensland and grew up on a dairy farm. He joined the Australian Labor Party at the age of 15 and was dux of Nambour State High School in 1974. He studied an arts degree in Asian studies at the Australian National University, majoring in Chinese language and Chinese history. In 1981, he married Thérèse Rein and they have three children. He worked for the Department of Foreign Affairs from 1981 and from 1988 he was Chief of Staff to the Queensland Labor Opposition Leader and later Premier, Wayne Goss. After the Goss government lost office in 1995, Rudd was hired as a Senior China Consultant by the accounting firm KPMG Australia.
Rudd was elected to Parliament in 1998 and was promoted to the Labor frontbench in 2001 as Shadow Minister for Foreign Affairs. In December 2006 he had become the leader of the Labor party and Leader of the Opposition; the party overtook the incumbent Liberal/National coalition government led by John Howard, in both party and leadership polling. Rudd made policy announcements on areas such as industrial relations, climate change, an "education revolution", a National Broadband Network, and health. Labor won the 2007 election, with a 23-seat swing. The Rudd government's first acts included signing the Kyoto Protocol and delivering an apology to Indigenous Australians for the stolen generations. The previous government's industrial relations legislation, WorkChoices, was largely dismantled, Australia's remaining Iraq War combat personnel were withdrawn, and the "Australia 2020 Summit" was held. In response to the Global Financial Crisis, the government provided economic stimulus packages, and Australia was one of the few western countries to avoid the late-2000s recession.
Beginning with Rudd's election to the Labor leadership, the party enjoyed a long period of high popularity in the opinion polls. However, a significant fall in Rudd's personal electoral standing was blamed on a proposed Resource Super Profits Tax and the deferral of the Senate-rejected Carbon Pollution Reduction Scheme. The decline in his government's support in opinion polls and growing dissatisfaction of his leadership within the Labor Party led his deputy, Julia Gillard, to announce on 23 June 2010 that she would contest the leadership in a caucus ballot the following day. Knowing he would be defeated if he contested the leadership, Rudd stepped down as party leader and Prime Minister on the morning of the ballot. He successfully recontested his parliamentary seat at the 2010 election, and was subsequently promoted back to cabinet as Minister for Foreign Affairs in Gillard's Labor minority government.
Rudd is of English and Irish descent. His paternal 4th great-grandparents were English and of convict heritage: Thomas Rudd and Mary Cable (she was from Essex). Thomas arrived from London, England in 1801, Mary in 1804. Thomas Rudd, a convict, arrived in NSW on board the Earl Cornwallis in 1801. He was convicted of stealing a bag of sugar.
Rudd studied at the Australian National University in Canberra where he resided at Burgmann College and graduated with First Class Honours in Arts (Asian Studies). He majored in Chinese language and Chinese history, became proficient in Mandarin and acquired a Chinese name, Lù Kèwén ( or in ).
Rudd's thesis on Chinese democracy activist Wei Jingsheng was supervised by Pierre Ryckmans, the eminent Belgian-Australian sinologist. During his studies Rudd cleaned the house of political commentator Laurie Oakes to earn money. In 1980 he continued his Chinese studies at the Mandarin Training Center of National Taiwan Normal University in Taipei, Taiwan, Republic of China. Delivering the annual Gough Whitlam Lecture at Sydney University on "The Reforming Centre of Australian Politics" in 2008, Rudd praised the former Labor Prime Minister for implementing educational reforms, saying he was:
... a kid who lived Gough Whitlam's dream that every child should have a desk with a lamp on it where he or she could study. A kid whose mum told him after the 1972 election that it might just now be possible for the likes of him to go to university. A kid from the country of no particular means and of no political pedigree who could therefore dream that one day he could make a contribution to our national political life.
In 1981, Rudd married Thérèse Rein whom he had met at a gathering of the Australian Student Christian Movement during his university years. They have three children: Jessica (born 1984), Nicholas (born 1986) and Marcus (born 1993). Rudd's nephew, Van Thanh Rudd is a Melbourne-based artist and activist.
Returning to Australia in 1988, he was appointed Chief of Staff to the Labor Opposition Leader in Queensland, Wayne Goss. He became Chief of Staff to the Premier when the Labor Party won office in 1989, a position he held until 1992, when Goss appointed him Director-General of the Office of Cabinet. In this position Rudd was arguably Queensland's most powerful bureaucrat. In this role he presided over a number of reforms including development of a national program for teaching foreign languages in schools. Rudd was influential in both promoting a policy of developing an Asian languages and cultures program which was unanimously accepted by the Council of Australian Governments (COAG) in 1992 and later chaired a high level Working Group which provided the foundation of the strategy in its report, which is frequently cited as "the Rudd Report".
During this time he underwent a cardiac valve transplant operation (Ross procedure), receiving a cadaveric aortic valve replacement for rheumatic heart disease.
After the Goss government lost office in 1995, Rudd was hired as a Senior China Consultant by the accounting firm KPMG Australia. While in this position, he won the Labor preselection for the Brisbane-area seat of Griffith at the 1996 federal election. Despite being endorsed by the retiring Labor MP, Ben Humphreys, Rudd was defeated by Liberal Graeme McDougall on the eighth count, largely due to a massive swing against Labor in Queensland. Rudd sought a rematch against McDougall in the 1998 election and won on the fifth count.
There is no debate or dispute as to whether Saddam Hussein possesses weapons of mass destruction. He does. There's no dispute as whether he's in violation of UN Security Council resolutions. He is.
After the fall of Saddam he would criticise the Howard Government over its support for the United States, while maintaining Labor's position of support for the Australian-American alliance.
Well, what Secretary Powell and the US seems to have said is that he now has grave doubts about the accuracy of the case he put to the United Nations about the claim that Iraq possessed biological weapons laboratories – the so-called mobile trailers. And here in Australia, that formed also part of the government's argument on the war. I think what it does is it adds to the fabric of how the Australian people were misled about the reasons for going to war.
Rudd's policy experience and parliamentary performances during the Iraq war made him one of the better known members of the Labor front bench. When Opposition Leader Simon Crean was challenged by his predecessor Kim Beazley in June, Rudd did not publicly commit himself to either candidate. When Crean finally resigned in late November, Rudd was considered a possible candidate for the Labor leadership, however, he announced that he would not run in the leadership ballot, and would instead vote for Kim Beazley.
Rudd was predicted by some commentators to be demoted or moved as a result of his support for Beazley following the election of Mark Latham as Leader, but he retained his portfolio. Relations between Latham and Rudd deteriorated during 2004, especially after Latham made his pledge to withdraw all Australian forces from Iraq by Christmas 2004 without consulting Rudd. After Latham failed to win the October 2004 federal election, Rudd was again spoken of as a possible alternative leader. He retained his foreign affairs portfolio and disavowed any intention of challenging Latham.
When Latham suddenly resigned in January 2005, Rudd was visiting Indonesia and refused to say whether he would be a candidate for the Labor leadership. Such a candidacy would have required him to run against Beazley, his factional colleague. "The important thing for me to do is to consult with my colleagues in the party", he said. After returning from Indonesia, Rudd consulted with Labor MPs in Sydney and Melbourne and announced that he would not contest the leadership. Kim Beazley was subsequently elected leader.
In June 2005 Rudd was given expanded responsibilities as the Shadow Minister for Foreign Affairs and International Security and, also, the Shadow Minister for Trade.
At his first press conference as leader, having thanked Beazley and former deputy leader Jenny Macklin, Rudd said he would offer a "new style of leadership" and would be an "alternative, not just an echo" of the Howard government. He outlined the areas of industrial relations, the war in Iraq, climate change, Australian federalism, social justice and the future of Australia's manufacturing industry as major policy concerns. Rudd also stressed his long experience in state government and also as a diplomat and in business before entering federal politics.
Rudd and the Labor Party soon overtook the government in both party and leadership polling. The new leader maintained a high media profile with major announcements on an "education revolution", federalism, climate change, a National Broadband Network, and the domestic car industry. In March 2007 the government raised questions over a series of meetings Rudd had had with former West Australian Labor Premier Brian Burke during 2005, alleging that Rudd had been attempting to use Burke's influence to become Labor leader (after losing office, Burke had spent time in prison before returning to politics as a lobbyist). Rudd said that this had not been the purpose of the three meetings and said that they had been arranged by his colleague Graham Edwards, the Member for Cowan.
From 2002, Rudd appeared regularly in interviews and topical discussions on the popular breakfast television program ''Sunrise'', along with federal Liberal MP Joe Hockey. This was credited with helping raise Rudd's public profile. Rudd and Hockey ended these appearances in April 2007 citing the increasing political pressures of an election year.
On 19 August 2007, it was revealed that Rudd, while on a visit to New York as opposition foreign affairs spokesman, had visited a strip club, in September 2003, with ''New York Post'' editor Col Allan and Labor backbencher Warren Snowdon. By way of explanation, Rudd said: "I had had too much to drink, I have no recollection (nor does Mr Snowdon) of any incident occurring at the nightclub – or of being asked to leave". "It is our recollection that we left within about an hour". The incident generated a lot of media coverage, but made no impact on Rudd's popularity in the polls. Indeed, some people believe that the incident may have enabled Rudd to appear "more human" and lifted his popularity.
Electoral writs were issued for an Australian federal election on 17 October 2007.
On 21 October 2007, Rudd presented strongly in a televised debate against incumbent prime minister John Howard.
On 14 November 2007, Kevin Rudd officially launched the Labor Party's election campaign with a policy of fiscal restraint, usually considered the electoral strength of the opposing Liberal party. Rudd proposed Labor spending measures totalling $2.3 billion, contrasting them to $9.4 billion Rudd claimed the Liberals had promised, declaring: ''"Today, I am saying loud and clear that this sort of reckless spending must stop."''
The election was held on 24 November 2007. Labor's win was coined a 'Ruddslide' by the media and was underpinned by the considerable support from Rudd's home state of Queensland, with the state result recording a two party preferred swing of 7.53 percent. The nationwide swing was 5.44 percent to Labor, the 3rd largest swing at a federal election since two party estimates began in 1949.
As foreshadowed during the election campaign, on 29 November Rudd directly chose his frontbench, breaking with more than a century of Labor tradition whereby the frontbench was elected by the Labor caucus, with the leader then given the right to allocate portfolios.
Kevin Rudd was the second Queenslander to lead his party to a federal election victory, the first being Andrew Fisher in 1910. Rudd was the first Prime Minister since World War II not to come from either New South Wales or Victoria and the fourth prime minister from Queensland.
Early initiatives of the Rudd Government included the signing of the Kyoto Protocol, a Parliamentary Apology to the Stolen Generations and the 2020 Summit.
During their first two years in office, Rudd and his government set records for popularity in Newspoll polling.
By 2010, the Prime Minister's approval ratings had dropped significantly and controversies had arisen over management of economic stimulus following the Global Financial Crisis; the delay of the government's proposed Carbon Pollution Reduction Scheme; asylum seeker policies; and debate over a proposed "super profits" tax on the mining industry.
The United States diplomatic cables leaks reveal that Robert McCallum, the former US ambassador to Australia, described Rudd as a ‘control freak’ and ‘a micro-manager’ obsessed with managing the media cycle rather than engaging in collaborative decision making". Diplomats also criticized Rudd's foreign policy record and considered Rudd's ‘missteps’ largely arose from his propensity to make ‘snap announcements without consulting other countries or within the Australian government’.
On 23 June 2010, following significant media speculation and after it became apparent Rudd had lost the support of key factional heads within the Labor Party, deputy prime minister Julia Gillard requested a leadership ballot for the following day, which Rudd announced he would himself contest.
Rudd was unable to achieve any significant action on a national response to climate change, and abandoned his vision in the face of political opposition. Many of Rudd's minor climate change initiatives were scrapped or slashed by Julia Gillard.

As Prime Minister, Rudd has continued to support Australian military involvement in Afghanistan, despite the growing number of Australian casualties. On 29 April 2009, Rudd committed 450 extra troops to the region bringing the total to 1550. Explaining the deployment he said:
:A measured increase in Australian forces in Afghanistan will enhance the security of Australian citizens, given that so many terrorists attacking Australians in the past have been trained in Afghanistan.
On a November 2009 visit to Afghanistan, Rudd told Australian troops: "We from Australia will remain for the long haul." In April 2010, the Australian Government decided not to commit further troops to Uruzgan province to replace Dutch forces when they withdraw, but increased the numbers of diplomatic, development aid, and police personnel to around 50 with military effort and civilian work focussed on Uruzgan.
The United States diplomatic cables leak reported Rudd's criticisms of Australia's European allies in the Afghanistan campaign.
As the parliament's first order of business, on 13 February 2008, Rudd read an apology directed to Indigenous Australians for the ''stolen generations''. The apology, for the policies of successive parliaments and governments, passed unanimously as a motion by both houses of parliament, and was publicly well received; most criticisms were of Labor for refusing to provide victims with monetary compensation as recommended in the ''Bringing them Home'' report, and that the apology would not alleviate disadvantage amongst Indigenous Australians. Rudd pledged the government to bridging the gap between Indigenous and Non-Indigenous Australian health, education and living conditions, and in a way that respects their rights to self-determination.
Some unions claim it to be "WorkChoices Lite", although the most fundamental elements will be reversed and since then, changes have been made to the legislation which accommodate some union demands. This led to criticism of the legislation by employer groups, who claimed in April 2009 that more rigid and expensive wage and other outcomes with employees would be particularly difficult for many businesses to afford during an economic downturn.

Upon election to office, the Rudd government announced a five point plan to combat inflation. The first budget of the Rudd government was delivered by Treasurer Wayne Swan in May 2008 and a projected surplus of $21.7 billion was announced. As the global recession began to take hold, the Government guaranteed bank deposits and announced two stimulatory spending packages. The first was worth $10.4 billion and announced in late 2008, and the second worth $42 billion was announced in February 2009 and included $900 dollar cash payments to resident taxpayers who paid net tax in the 2007–08 financial year. After initially raising interest rates to combat inflation, The Reserve Bank cut official interest rates several times in increments of up to 1 percent, and fell to 3 percent in May 2009, the lowest since 1960. The second budget, released in May 2009, projected a $57.6 billion deficit for 2009–10. The majority of the deficit was created by a loss of taxation revenue as a result of the recession, with the rest made up in stimulus and other spending. The downturn was expected to remove $210 billion in taxation revenue from the budget over the next four years.
Following the start of the Global Financial Crisis in 2008, increased exports and consumer spending helped the Australian economy avoid recession in 2009. Australia was the only western economy to do so.
As part of its economic stimulus program, the government offered householders a rebate for ceiling insulation. Rudd demoted Peter Garrett, the minister responsible for the program, before abandoning the program altogether in 2010 after the scheme was blamed for housefires and 4 deaths. The Building the Education Revolution program sought to stimulate the nationwide economy by employing construction workers in school building developments, but came under media scrutiny following allegations of overpricing and bad value for money.
The Rudd Government's third budget in 2010 projected a $40.8 billion deficit for 2010–11 but forecast that Australia would return to surplus by 2012–13. The government proposed a "super profits" tax on the mining industry and included $12 billion in revenue from the proposal in the forecast, although the tax had not been passed by the Senate.
Findings released in April 2009 reported that nine out of the 1000 submitted ideas were to be immediately enacted and that the government was deliberating on other ideas proposed. By mid-2010, among the key reform ideas suggested, Prime Minister Rudd had sought to introduce an ETS, but postponed it after failing to secure passage through the senate; formed a consultative committee on a Bill of Rights then rejected its recommendation for implementation; established the National Congress of Australia's First Peoples in 2010; commissioned the Henry Review of taxation (on the basis of which the Rudd Government proposed a new "super-profits" tax on mining); and Rudd had described the issue of a vote on a republic as not being "a priority".
In 2008, the government adjusted the Mandatory detention policies established by the Keating and Howard governments and declared an end to the Pacific Solution. Boat arrivals increased considerably during 2009 and the Opposition said this was due to the government's policy adjustments, the Government said it was due to "push factors". After a fatal explosion on an asylum seeker boat in April 2009, Rudd said: "People smugglers are the vilest form of human life." Opposition frontbencher Tony Abbott said that Kevin Rudd was inept and hypocritical in his handling of the issue during the Oceanic Viking affair of October 2009. In April 2010, the Rudd government suspended processing new claims by Sri Lankan and Afghan asylum seekers, who comprised 80 per cent of all boat arrivals, for three and six months respectively.
Competitive markets are massive and generally efficient generators of economic wealth. They must therefore have a central place in the management of the economy. But markets sometimes fail, requiring direct government intervention through instruments such as industry policy. There are also areas where the public good dictates that there should be no market at all. We are not afraid of a vision in the Labor Party, but nor are we afraid of doing the hard policy yards necessary to turn that vision into reality. Parties of the Centre Left around the world are wrestling with a similar challenge – the creation of a competitive economy while advancing the overriding imperative of a just society. Some call this the 'third way'. The nomenclature is unimportant. What is important is that it is a repudiation of Thatcherism and its Australian derivatives represented opposite. It is in fact a new formulation of the nation's economic and social imperatives.Rudd is critical of free market economists such as Friedrich Hayek, although Rudd describes himself as "basically a conservative when it comes to questions of public financial management", pointing to his slashing of public service jobs as a Queensland governmental advisor.
In ''The Longest Decade'' by George Megalogenis, Rudd reflected on his views of economic reform undertaken in the past couple of decades:
The Hawke and Keating governments delivered a massive program of economic reform, and they didn't shy away from taking on their own political base when they knew it was in the national interest. Think tariffs. Think cuts to the marginal tax rate. Think enterprise bargaining. Think how unpopular all of those were with the trade union movement of Australia. Mr Howard, on the other hand, never took on his own political base in the prosecution of any significant economic reform. His reform agenda never moved out of the ideological straitjacket of the 1970s and 1980s. Think industrial relations. Think consumption tax. And think also of the explosion in untargeted welfare... When the economic circumstances change, and the demands of a competitive economy change, Mr Howard never adjusted and never took the lead when it came to new ideas. Look at climate change. Look at infrastructure policy. Look at education policy. Look at early childhood education. There's a mountain of economic evidence about the importance of those policy domains to Australia's future.
In early 2009, in the wake of the global financial crisis, Rudd stated "that the great neo-liberal experiment of the past 30 years has failed", and that "Neo-liberalism and the free-market fundamentalism it has produced has been revealed as little more than personal greed dressed up as an economic philosophy. And, ironically, it now falls to social democracy to prevent liberal capitalism from cannibalising itself." Rudd called for a new era of "social capitalism" from social democrats such as himself and U.S. President Barack Obama to "support a global financial system that properly balances private incentive with public responsibility".
Although disagreeing with the original commitment to the Iraq War, Rudd supports the continued deployment of Australian troops in Iraq, but not the continued deployment of combat troops. Rudd was also in favour of Australia's military presence in Afghanistan.
Rudd backs the road map for peace plan and defended Israel's actions during the 2006 Israel-Lebanon conflict, condemning Hezbollah and Hamas for violating Israeli territory.
As Prime Minister, he also pledged support for East Timor, stating that Australian troops would remain in East Timor for as long as East Timor's government wanted them to.
Rudd also gave his support for the independence of Kosovo from Serbia, before Australia officially recognised the republic. This decision sparked protests of the Serbian Australian community against Rudd.
The question of Republicanism in Australia was raised following the failed 1999 referendum, and although Rudd is a republican, he indicated that no referendum would take place in the near future. In 2008 Rudd recommended the appointment of Quentin Bryce as the first female Governor-General of Australia to Queen Elizabeth II.
I have a pretty basic view on this, as reflected in the position adopted by our party, and that is, that marriage is between a man and a woman.
In a conscience vote in 2006, Rudd supported legislation to transfer regulatory authority for the abortion-inducing drug RU486 from the federal Minister For Health to the Therapeutic Goods Administration, removing the minister's veto on the use of RU486 in Australia. Rudd said that "For me and for the reasons I have outlined, the life of the unborn is of great importance. And having tested these reasons with men and women of faith, and men and women of science, that I've decided not to oppose this bill. "

Rudd and his family attend the Anglican church of St John the Baptist in Bulimba in his electorate. Although raised a Roman Catholic, Rudd began attending Anglican services in the 1980s with his wife. A report by The Australian quoted that Rudd embraced Anglicanism but at the same time did not formally renounce his Catholic faith.
Rudd is the mainstay of the parliamentary prayer group in Parliament House, Canberra. He is vocal about his Christianity and has given a number of prominent interviews to the Australian religious press on the topic. Rudd has defended church representatives engaging with policy debates, particularly with respect to WorkChoices legislation, climate change, global poverty, therapeutic cloning and asylum seekers. In an essay in ''The Monthly'', he argued:
A [truly] Christian perspective on contemporary policy debates may not prevail. It must nonetheless be argued. And once heard, it must be weighed, together with other arguments from different philosophical traditions, in a fully contestable secular polity. A Christian perspective, informed by a social gospel or Christian socialist tradition, should not be rejected contemptuously by secular politicians as if these views are an unwelcome intrusion into the political sphere. If the churches are barred from participating in the great debates about the values that ultimately underpin our society, our economy and our polity, then we have reached a very strange place indeed.
He cites Dietrich Bonhoeffer as a personal inspiration in this regard.
In May 2008, Rudd was drawn into the controversy over photographic artist Bill Henson and his work depicting naked adolescents as part of a show due to open at an inner-city gallery in Sydney. In a televised interview, Rudd stated that he found the images "absolutely revolting" and that they had "no artistic merit". These views swiftly drew censure from members of the 'creative stream' who attended the recent 2020 Summit convened by Rudd, led by actor Cate Blanchett.
When in Canberra, Rudd and Rein worship at St John the Baptist Church, Reid, where they were married. Rudd often does a "door stop" interview for the media when leaving the church yard.
Following the leadership challenge, Bill Shorten, the Parliamentary Secretary for Disabilities and Children's Services and key Parliamentary member of the Labor Party's Right faction, nominated the government's handling of the insulation program; the sudden announcement of change of policy on the Carbon Pollution Reduction Scheme; and the way in which they had "introduced the debate" about the Resource Super Profits Tax as the key considerations which had led to a collapse in support for Rudd's leadership of the party.
Barry Cohen, a former minister in the Hawke government, said that many in the Labor party caucus felt ignored by Rudd's centralist leadership style, and his at times insulting and rude treatment of staff and other ministers. Many were willing to overlook this due to his immense popularity, but when Rudd's poll numbers began to drop in late 2009 and 2010, they wanted to install a leader more able to establish consensus and involve the party caucus as a whole. Rudd is the first Australian Prime Minister to be removed from office by his own party during his first term.
Material relating to Kevin Rudd's term as prime minister was included in the United States diplomatic cables leaks released en masse by Wikileaks in 2010. As foreign minister, Rudd denounced the publication of classified documents by wikileaks. The Australian media extensively reported purported references to Rudd in the cables — including frank discussions between Rudd and US officials regarding China and Afghanistan; and negative assessments of some of Rudd's foreign policy initiatives and leadership style, written in confidence for the US government by the US Ambassador to Australia. Prior to his December 2010 visit to Israel, Rudd informed the ''The Australian'' newspaper of a new policy position on Israeli nuclear facilities, saying that they should be subject to International Atomic Energy Agency inspection. Israeli Foreign Minister Avigdor Lieberman rejected the call.
Following the 2011 Egyptian revolution and resignation of Egyptian president Hosni Mubarak, Rudd called for "constitutional reform and a clear timetable towards free and fair elections".
In response to the 2011 Libyan uprising, Rudd announced in early March 2011 that a no-fly zone should be enforced by the international community as a "lesser of two evils" to prevent dictator Muammar Gaddafi from using the Libyan airforce to attack protesters and rebels. ''The Age'' and other media outlets reported this as representing a rift between Rudd and Prime Minister Gillard, and said that US officials in Canberra had sought official clarification on what the Australian government was proposing. Speaking from Washington, Ms Gillard said in response that the United Nations Security Council should consider a "full range" of options to deal with the situation, and that Australia was not planning to send forces to enforce a no-fly zone.
Following the devastating 2011 Tōhoku earthquake and tsunami in Japan, Rudd announced that in his conversation with Japanese foreign minister Takeaki Matsumoto, he had offered Australian field hospitals and disaster victim identification teams to assist with recovery. He also said he had offered Australian atomic expertise and requested urgent briefings following an explosion at a nuclear plant, telling ABC TV: "We and the rest of the international community need urgent briefings on the precise status of these reactors".

His policy decisions have addressed a global financial crisis and have included changes in tax policies, legislation to reform the United States health care industry, foreign policy initiatives and the phasing out of detention of prisoners at the Guantanamo Bay detention camp in Cuba. He attended the G-20 London summit and later visited U.S. troops in Iraq. On the tour of various European countries following the G-20 summit, he announced in Prague that he intended to negotiate substantial reduction in the world's nuclear arsenals, en route to their eventual extinction. In October 2009, Obama was awarded the Nobel Peace Prize for "his extraordinary efforts to strengthen international diplomacy and cooperation between peoples."
Cabinet nominations included former Democratic primary opponents Hillary Rodham Clinton for Secretary of State and Bill Richardson for Secretary of Commerce (although the latter withdrew on January 4, 2009). Obama appointed Eric Holder as his Attorney General, the first African-American appointed to that position. He also nominated Timothy F. Geithner to serve as Secretary of the Treasury. On December 1, Obama announced that he had asked Robert Gates to remain as Secretary of Defense, making Gates the first Defense head to carry over from a president of a different party. He nominated former Assistant Secretary of State for African Affairs Susan Rice to the United States Ambassador to the United Nations, which he restored to a Cabinet-level position.
During his transition, he maintained a website Change.gov, on which he wrote blogs to readers and uploaded video addresses by many of the members of his new cabinet. He announced strict rules for federal lobbyists, restricting them from financially contributing to his administration and forcing them to stop lobbying while working for him. The website also allowed individuals to share stories and visions with each other and the transition team in what was called the Citizen's Briefing Book, which was given to Obama shortly after his inauguration. Most of the information from Change.gov was transferred to the official White House website whitehouse.gov just after Obama's inauguration.
In administering the oath, Chief Justice John G. Roberts misplaced the word "faithfully" and erroneously replaced the phrase "President of the United States" with "President to the United States" before restating the phrase correctly; since Obama initially repeated the incorrect form, some scholars argued the President should take the oath again. On January 21, Roberts readministered the oath to Obama in a private ceremony in the White House Map Room, making him the seventh U.S. president to retake the oath; White House Counsel Greg Craig said Obama took the oath from Roberts a second time out of an "abundance of caution".
Obama's first 100 days were highly anticipated ever since he became the presumptive nominee. Several news outlets created web pages dedicated to covering the subject. Commentators weighed in on challenges and priorities within domestic, foreign, economic, and environmental policy. CNN lists a number of economic issues that "Obama and his team will have to tackle in their first 100 days", foremost among which is passing and implementing a recovery package to deal with the financial crisis. Clive Stafford Smith, a British human rights lawyer, expressed hopes that the new president will close Guantanamo Bay detention camp in his first 100 days in office. After aides of the president announced his intention to give a major foreign policy speech in the capital of an Islamic country, there were speculations in Jakarta that he might return to his former home city within the first 100 days.
''The New York Times'' devoted a five-part series, which was spread out over two weeks, to anticipatory analysis of Obama's first hundred days. Each day, the analysis of a political expert was followed by freely edited blog postings from readers. The writers compared Obama's prospects with the situations of Franklin D. Roosevelt (January 16, Jean Edward Smith), John F. Kennedy (January 19, Richard Reeves), Lyndon B. Johnson (January 23, Robert Dallek), Ronald Reagan (January 27, Lou Cannon), and Richard Nixon.
In his first week in office, Obama signed Executive Order 13492 suspending all the ongoing proceedings of Guantanamo military commission and ordering the detention facility to be shut down within the year. He also signed Executive Order 13491 - Ensuring Lawful Interrogations requiring the Army Field Manual to be used as a guide for terror interrogations, banning torture and other coercive techniques, such as waterboarding. Obama also issued an executive order entitled "Ethics Commitments by Executive Branch Personnel", setting stricter limitations on incoming executive branch employees and placing tighter restrictions on lobbying in the White House. Obama signed two Presidential Memoranda concerning energy independence, ordering the Department of Transportation to establish higher fuel efficiency standards before 2011 models are released and allowing states to raise their emissions standards above the national standard. He also ended the Mexico City Policy, which banned federal grants to international groups that provide abortion services or counseling.
In his first week he also established a policy of producing a weekly Saturday morning video address available on whitehouse.gov and YouTube, much like those released during his transition period. The first address had been viewed by 600,000 YouTube viewers by the next afternoon.
The first piece of legislation Obama signed was the Lilly Ledbetter Fair Pay Act of 2009 on January 29, which revised the statute of limitations for filing pay discrimination lawsuits. Lilly Ledbetter joined Obama and his wife, Michelle, as he signed the bill, fulfilling his campaign pledge to nullify ''Ledbetter v. Goodyear''. On February 3, he signed the Children's Health Insurance Program Reauthorization Act (CHIP), expanding health care from 7 million children under the plan to 11 million.
| format = Ogg | type = speech }} After much debate, the American Recovery and Reinvestment Act (ARRA) was passed by both the House and Senate on February 13, 2009. Originally intended to be a bipartisan bill, the passage of the bill was largely along party lines. No Republicans voted for it in the House, and three moderate Republicans voted for it in the Senate (Susan Collins and Olympia Snowe of Maine and Arlen Specter of Pennsylvania). The bill combined tax breaks with spending on infrastructure projects, extension of welfare benefits, and education. The final cost of the bill was $787 billion, and almost $1.2 trillion with debt service included. Obama signed the Act into law on February 17, 2009, in Denver, Colorado.
On March 9, 2009, Obama lifted restrictions on federal funding of embryonic stem cell research, and in doing so, called into question some of George W. Bush's signing statements. Obama stated that he too would employ signing statements if he deems upon review that a portion of a bill is unconstitutional, and he has issued several signing statements.
Early in his presidency, Obama signed a law raising the tobacco tax 62 cents on a pack of cigarettes. The tax is to be "used to finance a major expansion of health insurance for children", and "help some [smokers] to quit and persuade young people not to start".
In October 2011, Obama instituted the We Can't Wait program, which involved using executive orders, administrative rulemaking, and recess appointments to institute policies without the support of Congress. The initiative was developed in response to Congress's unwillingness to pass economic legislation proposed by Obama, and conflicts in Congress during the 2011 debt ceiling crisis.
Throughout early February polls showed scattered approval ratings: 62% (CBS News), 64% (USA Today/Gallup), 66% (Gallup), and 76% in an outlier poll (CNN/Opinion Research). Gallup reported the congressional address in late February boosted his approval from a term-low of 59% to 67%.
Throughout autumn 2009, Rasmussen estimated Obama's approval as fluctuating between 45% and 52% and his disapproval between 48% and 54%; as of November 11, Pew Research estimated Obama's approval between 51% and 55% and his disapproval between 33% and 37% since July.
Fox News released the results of two polls on April 8–9, 2010. The first showed a drop in Obama's approval rating to 43%, with 48% disapproving. In that poll, Democrats approved of Obama's performance 80–12%, while independents disapproved 49–38%. The other poll, which concentrated on the economy, showed disapproval of Obama's handling of the economy by a 53–42% margin, with 62% saying they were dissatisfied with the handling of the federal deficit. According to a Gallup Poll released April 10, 2010, President Obama had a 45% approval rating, with 48% disapproving. In a poll from Rasmussen Reports, released April 10, 2010, 47% approved of the President's performance, while 53% disapproved.
At the conclusion of Obama's first week as President, Hilda Solis, Tom Daschle, Ron Kirk, and Eric Holder had yet to be confirmed, and there had been no second appointment for Secretary of Commerce. Holder was confirmed by a vote of 75–21 on February 2, and on February 3, Obama announced Senator Judd Gregg as his second nomination for Secretary of Commerce. Daschle withdrew later that day amid controversy over his failure to pay income taxes and potential conflicts of interest related to the speaking fees he accepted from health care interests. Solis was later confirmed by a vote of 80-17 on February 24, and Ron Kirk was confirmed on March 18 by a 92-5 vote in the Senate.
Gregg, who was the leading Republican negotiator and author of the TARP program in the Senate, after publication that he had a multi-million dollar investment in the Bank of America, on February 12, withdrew his nomination as Secretary of Commerce, citing "irresolvable conflicts" with President Obama and his staff over how to conduct the 2010 census and the American Recovery and Reinvestment Act of 2009. Former Washington governor Gary Locke was nominated on February 26 as Obama's third choice for Commerce Secretary and confirmed on March 24 by voice vote.
On March 2, Obama introduced Kansas governor Kathleen Sebelius as his second choice for Secretary of Health and Human Services. He also introduced Nancy-Ann DeParle as head of the new White House Office of Health Reform, which he suggested would work closely with the Department of Health and Human Services. At the end of March, Sebelius was the only remaining Cabinet member yet to be confirmed.
Six high-ranking cabinet nominees in the Obama administration had their confirmations delayed or rejected among reports that they did not pay all of their taxes, including Tom Daschle, Obama's original nominee for Health and Human Services Secretary, and Treasury Secretary Timothy Geithner. Though Geithner was confirmed, and Senator Max Baucus, chairman of the Senate Finance Committee, thought Daschle would have been confirmed, Daschle withdrew his nomination on February 3. Obama had nominated Nancy Killefer for the position of Chief Performance Officer, but Killefer also withdrew on February 3, citing unspecified problems with District of Columbia unemployment tax. A senior administration official said that Killefer's tax issues dealt with household help. Hilda Solis, Obama's nominee for Secretary of Labor, faced delayed confirmation hearings due to tax lien concerns pertaining to her husband's auto repair business, but she was later confirmed on February 24. While pundits puzzled over U.S. Trade Representative-designate Ron Kirk's failure to be confirmed by March 2009, it was reported on March 2 that Kirk owed over $10,000 in back taxes. Kirk agreed to pay them in exchange for Senate Finance Committee Chairman Max Baucus's aid in speeding up the confirmation process; he was later confirmed on March 18. On March 31, Kathleen Sebelius, Obama's nominee for Health and Human Services secretary, revealed in a letter to the Senate Finance Committee that her Certified Public Accountant found errors in her tax returns for years 2005-2007. She, along with her husband, paid more than $7,000 in back taxes, along with $878 in interest.
As of July 2010, Obama's nominees to the district and circuit courts had been confirmed at a rate of only 43.5 percent, compared to 87.2 percent during Bill Clinton's administration and 91.3 percent for George W. Bush. The Center for American Progress, which compiled the data, commented:
Judicial confirmations slowed to a trickle on the day President Barack Obama took office. Filibusters, anonymous holds, and other obstructionary tactics have become the rule. Uncontroversial nominees wait months for a floor vote, and even district court nominees—low-ranking judges whose confirmations have never been controversial in the past—are routinely filibustered into oblivion. Nominations grind to a halt in many cases even after the Senate Judiciary Committee has unanimously endorsed a nominee.
As part of the 2010 budget proposal, the Obama administration has proposed additional measures to attempt to stabilize the economy, including a $2–3 trillion measure aimed at stabilizing the financial system and freeing up credit. The program includes up to $1 trillion to buy toxic bank assets, an additional $1 trillion to expand a federal consumer loan program, and the $350 billion left in the Troubled Assets Relief Program. The plan also includes $50 billion intended to slow the wave of mortgage foreclosures. The 2011 budget includes a three-year freeze on discretionary spending, proposes several program cancellations, and raises taxes on high income earners to bring down deficits during the economic recovery.
In a July 2009 interview with ABC News, Biden was asked about the sustained increase of the U.S. unemployment rate from May 2007 to October 2009 despite the administration's multi-year economic stimulus package passed five months earlier. He responded "The truth is, we and everyone else, misread the economy. The figures we worked off of in January were the consensus figures and most of the blue chip indexes out there ... the truth is, there was a misreading of just how bad an economy we inherited." The White House indicates that 2 million jobs were created or saved due to the stimulus package in 2009 and self reporting by recipients of the grants, loans, and contracts portion of the package report that the package saved or created 608,317 jobs in the final three months of 2009.
The unemployment rate rose in 2009, reaching a peak in October at 10.1% and averaging 10.0% in the fourth quarter. Following a decrease to 9.7% in the first quarter of 2010, the unemployment rate fell to 9.6% in the second quarter, where it remained for the rest of the year. Between February and December 2010, employment rose by 0.8%, which was less than the average of 1.9% experienced during comparable periods in the past four employment recoveries. GDP growth returned in the third quarter of 2009, expanding at a 1.6% pace, followed by a 5.0% increase in the fourth quarter. Growth continued in 2010, posting an increase of 3.7% in the first quarter, with lesser gains throughout the rest of the year. Overall, the economy expanded at a rate of 2.9% in 2010.
During November–December 2010, Obama and a lame duck session of the 111th Congress focused on a dispute about the temporary Bush tax cuts, which were due to expire at the end of the year. Obama wanted to extend the tax cuts for taxpayers making less than $250,000 a year. Congressional Republicans agreed but also wanted to extend the tax cuts for those making over that amount, and refused to support any bill that did not do so. All the Republicans in the Senate also joined in saying that, until the tax dispute was resolved, they would filibuster to prevent consideration of any other legislation, except for bills to fund the U.S. government. On 7 December, Obama strongly defended a compromise agreement he had reached with the Republican congressional leadership that included a two-year extension of all the tax cuts, a 13-month extension of unemployment insurance, a one-year reduction in the FICA payroll tax, and other measures. On December 10, Senator Bernie Sanders (I-VT) led a filibuster against the compromise tax proposal, which lasted over eight hours. Obama persuaded many wary Democrats to support the bill, but not all; of the 148 votes against the bill in the House, 112 were cast by Democrats and only 36 by Republicans. The $858 billion Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010, which ''The Washington Post'' called "the most significant tax bill in nearly a decade", passed with bipartisan majorities in both houses of Congress and was signed into law by Obama on December 17, 2010.
Not all recent former lobbyists require waivers; those without waivers write letters of recusal stating issues from which they must refrain because of their previous jobs. ''USA Today'' reported that 21 members of the Obama administration have at some time been registered as federal lobbyists, although most have not within the previous two years. Lobbyists in the administration include William Corr, an anti-tobacco lobbyist, as Deputy Secretary of Health and Human Services and Tom Vilsack, who lobbied in 2007, for a national teachers union, as Secretary of Agriculture. Also, the Secretary of Labor nominee, Hilda Solis, formerly served as a board member of American Rights at Work, which lobbied Congress on two bills Solis co-sponsored, and Mark Patterson, Treasury Secretary Timothy Geithner's chief of staff, is a former lobbyist for Goldman Sachs.
The Citizens for Responsibility and Ethics in Washington have criticized the administration, claiming that Obama is retreating from his own ethics rules barring lobbyists from working on the issues about which they lobbied during the previous two years by issuing waivers. According to Melanie Sloan, the group's executive director, "It makes it appear that they are saying one thing and doing another."
During his first week in office, Obama announced plans to post a video address each week on the site, and on YouTube, informing the public of government actions each week. During his speech at the 2008 Democratic National Convention, Obama stated, "I will also go through the federal budget, line by line, eliminating programs that no longer work and making the ones we do need work better and cost less - because we cannot meet twenty-first century challenges with a twentieth century bureaucracy."
On January 21, 2009, by executive order, Obama revoked Executive Order 13233, which had limited access to the records of former United States Presidents. Obama issued instructions to all agencies and departments in his administration to "adopt a presumption in favor" of Freedom of Information Act requests. In April 2009, the United States Department of Justice released four legal memos from the Bush administration to comply voluntarily with a Freedom of Information Act lawsuit filed by the American Civil Liberties Union. The memos were written by John Yoo and signed by Jay Bybee and Steven Bradbury, then Principal Assistant Attorneys General to the Department of Justice, and addressed to John A. Rizzo, general counsel of the Central Intelligence Agency. The memos describe in detail controversial interrogation methods the CIA used on prisoners suspected of terrorism. Obama became personally involved in the decision to release the memos, which was opposed by former CIA directors Michael Hayden, Porter Goss, George Tenet and John Deutch. Former Vice President Dick Cheney criticized Obama for not releasing more memos; Cheney claimed that unreleased memos detail successes of CIA interrogations.
The American Recovery and Reinvestment Act requires all recipients of the funds provided by the act to publish a plan for using the funds, along with purpose, cost, rationale, net job creation, and contact information about the plan to a website Recovery.gov so that the public can review and comment. Inspectors General from each department or executive agency will then review, as appropriate, any concerns raised by the public. Any findings of an Inspector General must be relayed immediately to the head of each department and published on Recovery.gov.
On June 16, 2009, Citizens for Responsibility and Ethics in Washington (CREW) filed a lawsuit against the Obama administration in order to get information about the visits of coal company executives. Anne Weismann, the chief counsel for CREW, stated "The Obama administration has now taken exactly the same position as the Bush administration... I don't see how you can keep people from knowing who visits the White House and adhere to a policy of openness and transparency." On June 16, MSNBC reported that its more comprehensive request for visitor logs since Obama's January 20 inauguration had been denied. The administration announced that White House visitor logs will be made available to the public on an ongoing basis, with certain limitations, for visits occurring after September 15, 2009. Beginning on January 29, 2010, the White House did begin to release the names of its visitor records. Since that time, names of visitors (which includes not only tourists, but also names of union leaders, Wall Street executives, lobbyists, party chairs, philanthropists and celebrities), have been released. The names are released in huge batches up to 75,000 names at a time. Names are released 90–120 days after having visited the White House. The complete list of names is available online by accessing the official White House website.
Obama stated during the 2008 Presidential campaign that he would have negotiations for health care reform televised on C-SPAN, citing transparency as being the leverage needed to ensure that people stay involved in the process taking place in Washington. This did not fully happen and Politifact gives President Obama a "Promise Broken" rating on this issue. After White House press secretary Robert Gibbs initially avoided addressing the issue, President Obama himself acknowledged that he met with Democratic leaders behind closed doors to discuss how best to garner enough votes in order to merge the two (House and Senate) passed versions of the health care bill. Doing this violated the letter of the pledge, although Obama maintains that negotiations in several congressional committees were open, televised hearings. Obama also cited an independent ethics watchdog group describe his administration as the most transparent in recent history.
The Obama administration has been characterized as much more aggressive than the Bush and other previous administrations in their response to whistleblowing and leaks to the press. Three people have been prosecuted under the rarely used Espionage Act of 1917. They include Thomas Andrews Drake, a former National Security Agency (NSA) employee who was critical of the NSA's Trailblazer Project, Stephen Jin-Woo Kim, a State Department contractor who allegedly had a conversation about North Korea with James Rosen of Fox News, and Jeffrey Sterling, who allegedly was a source for James Risen's book State of War. Risen has also been subpoenaed to reveal his sources, another rare action by the government.
Obama declared his plan for ending the Iraq War on February 27, 2009, in a speech at Camp Lejeune, North Carolina, before an audience of Marines stationed there. According to the president, combat troops will be withdrawn from Iraq by August 2010, leaving a contingent of up to 50,000 servicemen and servicewomen to continue training, advisory, and counterterrorism operations until as late as the end of 2011.
Other characteristics of the Obama administration on foreign policy include a tough stance on tax havens, continuing military operation in Pakistan, and avowed focus on diplomacy to prevent nuclear proliferation in Iran and North Korea.
On April 1, 2009, Obama and China's President, Hu Jintao, announced the establishment of the U.S.-China Strategic and Economic Dialogue and agreed to work together to build a positive, cooperative, and comprehensive U.S.-China relationship for the 21st century.
In that same month, Obama requested that Congress approve $83.4 billion of supplemental military funding, mostly for the war in Iraq and to increase troop levels in Afghanistan. The request also includes $2.2 billion to increase the size of the US military, $350 million to upgrade security along the US-Mexico border, and $400 million in counterinsurgency aid for Pakistan.
In May 2009, it was reported that Obama plans to expand the military by 20,000 employees.
On June 4, 2009, Obama delivered a speech at Cairo University in Egypt. The wide ranging speech called for a "new beginning" in relations between the Islamic world and the United States. The speech received both praise and criticism from leaders in the region. In March 2010, Secretary of State Clinton criticized the Israeli government for approving expansion of settlements in East Jerusalem.
On April 8, 2010, Obama and Russian President Dmitry Medvedev signed the latest Strategic Arms Reduction Treaty (START), a "major" nuclear arms control agreement that reduces the nuclear weapons stockpiles of both countries.
In March 2011, international reaction to Muammar Gaddafi's military crackdown on rebel forces and civilians in Libya culminated in a United Nations resolution to enforce a no fly zone in Libya. Obama authorized U.S. forces to participate in international air attacks on Libyan air defenses using Tomahawk cruise missiles to establish the protective zone.
The case review of detainee files by administration officials and prosecutors was made more difficult than expected as the Bush administration had failed to establish a coherent repository of the evidence and intelligence on each prisoner. By September 2009, prosecutors recommended to the Justice Department which detainees are eligible for trial, and the Justice Department and the Pentagon worked together to determine which of several now-scheduled trials will go forward in military tribunals and which in civilian courts. While 216 international terrorists are already held in maximum security prisons in the U.S., Congress was denying the administration funds to shut down the camp and adapt existing facilities elsewhere, arguing that the decision was "too dangerous to rush". In November, Obama stated that the U.S. would miss the January 2010 date for closing the Guantánamo Bay prison as he had ordered, acknowledging that he "knew this was going to be hard". Obama did not set a specific new deadline for closing the camp, citing that the delay was due to politics and lack of congressional cooperation. The state of Illinois has offered to sell to the federal government the Thomson Correctional Center, a new but largely unused prison, for the purpose of housing detainees. Federal officials testified at a December 23 hearing that if the state commission approves the sale for that purpose, it could take more than six months to ready the facility.
Starting with information received in July 2010, intelligence developed by the CIA over the next several months determined what they believed to be the location of Osama bin Laden in a large compound in Abbottabad, Pakistan, a suburban area 35 miles from Islamabad. CIA head Leon Panetta reported this intelligence to Obama in March 2011. Meeting with his national security advisers over the course of the next six weeks, Obama rejected a plan to bomb the compound, and authorized a "surgical raid" to be conducted by United States Navy SEALs. The operation took place on May 1, 2011, resulting in the death of bin Laden and the seizure of papers and computer drives and disks from the compound. Bin Laden's body was identified through DNA testing, and buried at sea several hours later. Within minutes of Obama's announcement from Washington, DC, late in the evening on May 1, there were spontaneous celebrations around the country as crowds gathered outside the White House, and at New York City's Ground Zero and Times Square. Reaction to the announcement was positive across party lines, including from predecessors George W. Bush and Bill Clinton, and from many countries around the world.
In April 2010, the Obama administration took the extraordinary step of authorizing the targeted killing of an American citizen, the radical Muslim cleric Anwar al-Awlaki, who was believed to have shifted from encouraging attacks on the United States to directly participating in them.
''The New York Times'' reported in 2009, that the NSA is intercepting communications of American citizens including a Congressman, although the Justice Department believed that the NSA had corrected its errors. United States Attorney General Eric Holder resumed the wiretapping according to his understanding of the Foreign Intelligence Surveillance Act of 1978 Amendments Act of 2008 that Congress passed in July 2008, but without explaining what had occurred.
The American Recovery and Reinvestment Act of 2009 provides $54 billion in funds to double domestic renewable energy production, renovate federal buildings making them more energy-efficient, improve the nation's electricity grid, repair public housing, and weatherize modest-income homes.
On February 10, 2009, Obama overturned a Bush administration policy that had opened up a five-year period of offshore drilling for oil and gas near both the Atlantic and Pacific coasts. Interior Secretary Ken Salazar has been quoted as saying, "To establish an orderly process that allows us to make wise decisions based on sound information, we need to set aside" the plan "and create our own timeline".
On May 19, 2009, Obama announced a plan to increase the CAFE national standards for gasoline mileage, by creating a single new national standard that will create a car and light truck fleet in the United States that is almost 40 percent cleaner and more fuel-efficient by 2016, than it is today, with an average of 35.5 miles per gallon. Environmental advocates and industry officials welcomed the new program, but for different reasons. Environmentalists called it a long-overdue tightening of emissions and fuel economy standards after decades of government delay and industry opposition. Auto industry officials said it would provide the single national efficiency standard they have long desired, a reasonable timetable to meet it and the certainty they need to proceed with product development plans.
On March 30, 2010, Obama partially reinstated Bush administration proposals to open certain offshore areas along the Atlantic coastline, the eastern Gulf of Mexico and the north coast of Alaska to oil and natural gas drilling. The proposals had earlier been set aside by President Obama after they were challenged in court on environmental grounds.
On May 27, 2010, Obama extended a moratorium on offshore drilling permits after the April 20, 2010 Deepwater Horizon oil spill which is considered to be the worst oil spill in U.S. history. Although BP took responsibility for the disaster and its ongoing after effects, Obama began a federal investigation along with forming a bipartisan commission to review the incident and methods to avoid it in the future. Obama visited the Gulf Coast on May 2 and May 28 and expressed his frustration on the June 8 ''NBC Today Show'', by saying "I don't sit around just talking to experts because this is a college seminar. We talk to these folks because they potentially have the best answers, so I know whose ass to kick." Obama's response to the disaster has drawn confusion and criticism within segments of the media and public.
Obama set up the Augustine panel to review the Constellation program in 2009, and announced in February 2010, that he was cutting the program from the 2011 United States federal budget, describing it as "over budget, behind schedule, and lacking in innovation." After the decision drew criticism in the United States, a new "Flexible path to Mars" plan was unveiled at a space conference in April 2010. It included new technology programs, increased R&D; spending, a focus on the International Space Station and contracting out flying crew to space to commercial providers. The new plan also increased NASA's 2011 budget to $19 billion from $18.3 billion in 2010.
In July 2009, Obama appointed Charles Bolden, a former astronaut, to be administrator of NASA.
On June 17, 2009, Obama authorized the extension of some benefits (but not health insurance or pension benefits) to same-sex partners of federal employees. Obama has chosen to leave larger changes, such as the repeal of Don't ask, don't tell and the Defense of Marriage Act, to Congress.
On October 19, 2009, the U.S. Department of Justice issued a directive to federal prosecutors in states with medical marijuana laws not to investigate or prosecute cases of marijuana use or production done in compliance with those laws.
On December 16, 2009, President Obama signed the Consolidated Appropriations Act, 2010, which repealed a 21-year-old ban on federal funding of needle exchange programs.
On December 22, 2010, Obama signed the Don't Ask, Don't Tell Repeal Act of 2010, a bill that provides for repeal of the Don't ask, don't tell policy of 1993, that has prevented gay and lesbian people from serving openly in the United States Armed Forces. Repealing "Don't ask, don't tell" had been a key campaign promise that Obama had made during the 2008 presidential campaign.
Once the stimulus bill was enacted, health care reform became Obama's top domestic priority. On July 14, 2009, House Democratic leaders introduced a 1,000 page plan for overhauling the US health care system, which Obama wanted Congress to approve by the end of the year.
The U.S. Congressional Budget Office (CBO) estimated the ten-year cost to the federal government of the major insurance-related provisions of the bill at approximately $1.0 trillion. In mid-July 2009, Douglas Elmendorf, director of the CBO, testified that the proposals under consideration would significantly increase federal spending and did not include the "fundamental changes" needed to control the rapid growth in health care spending. However after reviewing the final version of the bill introduced after 14 months of debate the CBO estimated that it would reduce federal budget deficits by $143 billion over 10 years and by more than a trillion in the next decade.
After much public debate during the Congressional summer recess of 2009, Obama delivered a speech to a joint session of Congress on September 9 where he addressed concerns over his administration's proposals. In March 2010, Obama gave several speeches across the country to argue for the passage of health care reform. On March 21, 2010, after Obama announced an executive order reinforcing the current law against spending federal funds for elective abortion services, the House, by a vote of 219 to 212, passed the version of the bill previously passed on December 24, 2009, by a 60-vote supermajority in the Senate. The bill, which includes over 200 Republican amendments, was passed without a single Republican vote. On March 23, 2010, President Obama signed the bill into law. Immediately following the bill's passage, the House voted in favor of a reconciliation measure to make significant changes and corrections to the Patient Protection and Affordable Care Act, which was passed by both houses with two minor alterations on March 25, 2010, and signed into law on March 30, 2010.
Obama called the elections "humbling" and a "shellacking". He said that the results came because not enough Americans had felt the effects of the economic recovery.

A native of Illinois, Hillary Rodham first attracted national attention in 1969 for her remarks as the first student commencement speaker at Wellesley College. She embarked on a career in law after graduating from Yale Law School in 1973. Following a stint as a Congressional legal counsel, she moved to Arkansas in 1974 and married Bill Clinton in 1975. Rodham cofounded the Arkansas Advocates for Children and Families in 1977 and became the first female chair of the Legal Services Corporation in 1978. Named the first female partner at Rose Law Firm in 1979, she was twice listed as one of the 100 most influential lawyers in America. First Lady of Arkansas from 1979 to 1981 and 1983 to 1992 with husband Bill as Governor, she successfully led a task force to reform Arkansas's education system. She sat on the board of directors of Wal-Mart and several other corporations.
In 1994 as First Lady of the United States, her major initiative, the Clinton health care plan, failed to gain approval from the U.S. Congress. However, in 1997 and 1999, Clinton played a role in advocating the creation of the State Children's Health Insurance Program, the Adoption and Safe Families Act, and the Foster Care Independence Act. Her years as First Lady drew a polarized response from the American public. The only First Lady to have been subpoenaed, she testified before a federal grand jury in 1996 due to the Whitewater controversy, but was never charged with wrongdoing in this or several other investigations during her husband's administration. The state of her marriage was the subject of considerable speculation following the Lewinsky scandal in 1998.
After moving to the state of New York, Clinton was elected as a U.S. Senator in 2000. That election marked the first time an American First Lady had run for public office; Clinton was also the first female senator to represent the state. In the Senate, she initially supported the Bush administration on some foreign policy issues, including a vote for the Iraq War Resolution. She subsequently opposed the administration on its conduct of the war in Iraq and on most domestic issues. Senator Clinton was reelected by a wide margin in 2006. In the 2008 presidential nomination race, Hillary Clinton won more primaries and delegates than any other female candidate in American history, but narrowly lost to Illinois Senator Barack Obama.
As Secretary of State, Clinton became the first former First Lady to serve in a president's cabinet. She has put into place institutional changes seeking to maximize departmental effectiveness and promote the empowerment of women worldwide, and has set records for most-traveled secretary for time in office. She has been at the forefront of the U.S. response to the 2011 Middle East protests, including advocating for the military intervention in Libya.
As a child, Hillary Rodham was a teacher's favorite at her public schools in Park Ridge. She participated in swimming, baseball, and other sports. She also earned numerous awards as a Brownie and Girl Scout. She attended Maine East High School, where she participated in student council, the school newspaper, and was selected for National Honor Society. For her senior year, she was redistricted to Maine South High School, where she was a National Merit Finalist and graduated in the top five percent of her class of 1965. Her mother wanted her to have an independent, professional career, and her father, otherwise a traditionalist, held the modern notion that his daughter's abilities and opportunities should not be limited by gender.
Raised in a politically conservative household, at age thirteen Rodham helped canvass South Side Chicago following the very close 1960 U.S. presidential election, where she found evidence of electoral fraud against Republican candidate Richard Nixon. She then volunteered to campaign for Republican candidate Barry Goldwater in the U.S. presidential election of 1964. Rodham's early political development was shaped most by her high school history teacher (like her father, a fervent anticommunist), who introduced her to Goldwater's classic ''The Conscience of a Conservative'', and by her Methodist youth minister (like her mother, concerned with issues of social justice), with whom she saw and met civil rights leader Martin Luther King, Jr., in Chicago in 1962.
Returning to Wellesley for her final year, Rodham wrote her senior thesis about the tactics of radical community organizer Saul Alinsky under Professor Schechter (years later while she was First Lady, access to the thesis was restricted at the request of the White House and it became the subject of some speculation). In 1969, she graduated with a Bachelor of Arts, with departmental honors in political science. Following pressure from some fellow students, she became the first student in Wellesley College history to deliver its commencement address. Her speech received a standing ovation lasting seven minutes. She was featured in an article published in ''Life'' magazine, due to the response to a part of her speech that criticized Senator Edward Brooke, who had spoken before her at the commencement. She also appeared on Irv Kupcinet's nationally syndicated television talk show as well as in Illinois and New England newspapers. That summer, she worked her way across Alaska, washing dishes in Mount McKinley National Park and sliming salmon in a fish processing cannery in Valdez (which fired her and shut down overnight when she complained about unhealthy conditions).
In the late spring of 1971, she began dating Bill Clinton, also a law student at Yale. That summer, she interned at the Oakland, California, law firm of Treuhaft, Walker and Burnstein. The firm was well-known for its support of constitutional rights, civil liberties, and radical causes (two of its four partners were current or former Communist Party members); Rodham worked on child custody and other cases. Clinton canceled his original summer plans, in order to live with her in California; the couple continued living together in New Haven when they returned to law school. The following summer, Rodham and Clinton campaigned in Texas for unsuccessful 1972 Democratic presidential candidate George McGovern. She received a Juris Doctor degree from Yale in 1973, having stayed on an extra year to be with Clinton. Clinton first proposed marriage to her following graduation, but she declined. She began a year of postgraduate study on children and medicine at the Yale Child Study Center. Her first scholarly article, "Children Under the Law", was published in the ''Harvard Educational Review'' in late 1973. Discussing the new children's rights movement, it stated that "child citizens" were "powerless individuals" and argued that children should not be considered equally incompetent from birth to attaining legal age, but that instead courts should presume competence except when there is evidence otherwise, on a case-by-case basis. The article became frequently cited in the field.
By then, Rodham was viewed as someone with a bright political future; Democratic political organizer and consultant Betsey Wright had moved from Texas to Washington the previous year to help guide her career; Wright thought Rodham had the potential to become a future senator or president. Meanwhile, Clinton had repeatedly asked her to marry him, and she continued to demur. However, after failing the District of Columbia bar exam and passing the Arkansas exam, Rodham came to a key decision. As she later wrote, "I chose to follow my heart instead of my head". She thus followed Bill Clinton to Arkansas, rather than staying in Washington where career prospects were brighter. Clinton was then teaching law and running for a seat in the U.S. House of Representatives in his home state. In August 1974, she moved to Fayetteville, Arkansas, and became one of only two female faculty members in the School of Law at the University of Arkansas, Fayetteville, where Bill Clinton also was. She gave classes in criminal law, where she was considered a rigorous teacher and tough grader, and was the first director of the school's legal aid clinic. She still harbored doubts about marriage, concerned that her separate identity would be lost and that her accomplishments would be viewed in the light of someone else's.
Rodham maintained her interest in children's law and family policy, publishing the scholarly articles "Children's Policies: Abandonment and Neglect" in 1977 and "Children's Rights: A Legal Perspective" in 1979. The latter continued her argument that children's legal competence depended upon their age and other circumstances and that in serious medical rights cases, judicial intervention was sometimes warranted. An American Bar Association chair later said, "Her articles were important, not because they were radically new but because they helped formulate something that had been inchoate." Historian Garry Wills would later describe her as "one of the more important scholar-activists of the last two decades", while conservatives said her theories would usurp traditional parental authority, allow children to file frivolous lawsuits against their parents, and argued that her work was legal "crit" theory run amok.
In 1977, Rodham cofounded the Arkansas Advocates for Children and Families, a state-level alliance with the Children's Defense Fund. Later that year, President Jimmy Carter (for whom Rodham had been the 1976 campaign director of field operations in Indiana) appointed her to the board of directors of the Legal Services Corporation, and she served in that capacity from 1978 until the end of 1981. From mid-1978 to mid-1980, she served as the chair of that board, the first woman to do so. During her time as chair, funding for the Corporation was expanded from $90 million to $300 million; subsequently she successfully fought President Ronald Reagan's attempts to reduce the funding and change the nature of the organization.
Following her husband's November 1978 election as Governor of Arkansas, Rodham became First Lady of Arkansas in January 1979, her title for twelve years (1979–1981, 1983–1992). Clinton appointed her chair of the Rural Health Advisory Committee the same year, where she successfully secured federal funds to expand medical facilities in Arkansas's poorest areas without affecting doctors' fees.
In 1979, Rodham became the first woman to be made a full partner of Rose Law Firm. From 1978 until they entered the White House, she had a higher salary than her husband. During 1978 and 1979, while looking to supplement their income, Rodham made a spectacular profit from trading cattle futures contracts; an initial $1,000 investment generated nearly $100,000 when she stopped trading after ten months. The couple also began their ill-fated investment in the Whitewater Development Corporation real estate venture with Jim and Susan McDougal at this time.
On February 27, 1980, Rodham gave birth to a daughter, Chelsea, her only child. In November 1980, Bill Clinton was defeated in his bid for reelection.
Clinton continued to practice law with the Rose Law Firm while she was First Lady of Arkansas. She earned less than the other partners, as she billed fewer hours, but still made more than $200,000 in her final year there. She seldom did trial work, but the firm considered her a "rainmaker" because she brought in clients, partly thanks to the prestige she lent the firm and to her corporate board connections. She was also very influential in the appointment of state judges. Bill Clinton's Republican opponent in his 1986 gubernatorial reelection campaign accused the Clintons of conflict of interest, because Rose Law did state business; the Clintons deflected the charge by saying that state fees were walled off by the firm before her profits were calculated.
From 1982 to 1988, Clinton was on board of directors, sometimes as chair, of the New World Foundation, which funded a variety of New Left interest groups. From 1987 to 1991, she chaired the American Bar Association's Commission on Women in the Profession, which addressed gender bias in the law profession and induced the association to adopt measures to combat it. She was twice named by the ''National Law Journal'' as one of the 100 most influential lawyers in America: in 1988 and in 1991. When Bill Clinton thought about not running again for governor in 1990, Hillary considered running, but private polls were unfavorable and, in the end, he ran and was reelected for the final time.
Clinton served on the boards of the Arkansas Children's Hospital Legal Services (1988–1992) and the Children's Defense Fund (as chair, 1986–1992). In addition to her positions with nonprofit organizations, she also held positions on the corporate board of directors of TCBY (1985–1992), Wal-Mart Stores (1986–1992) and Lafarge (1990–1992). TCBY and Wal-Mart were Arkansas-based companies that were also clients of Rose Law. Clinton was the first female member on Wal-Mart's board, added following pressure on chairman Sam Walton to name a woman to the board. Once there, she pushed successfully for Wal-Mart to adopt more environmentally friendly practices, was largely unsuccessful in a campaign for more women to be added to the company's management, and was silent about the company's famously anti-labor union practices.
Some critics called it inappropriate for the First Lady to play a central role in matters of public policy. Supporters pointed out that Clinton's role in policy was no different from that of other White House advisors and that voters were well aware that she would play an active role in her husband's presidency. Bill Clinton's campaign promise of "two for the price of one" led opponents to refer derisively to the Clintons as "co-presidents", or sometimes the Arkansas label "Billary". The pressures of conflicting ideas about the role of a First Lady were enough to send Clinton into "imaginary discussions" with the also-politically-active Eleanor Roosevelt. from the time she came to Washington, she also found refuge in a prayer group of The Fellowship that featured many wives of conservative Washington figures. Triggered in part by the death of her father in April 1993, she publicly sought to find a synthesis of Methodist teachings, liberal religious political philosophy, and ''Tikkun'' editor Michael Lerner's "politics of meaning" to overcome what she saw as America's "sleeping sickness of the soul" and that would lead to a willingness "to remold society by redefining what it means to be a human being in the twentieth century, moving into a new millennium." Other segments of the public focused on her appearance, which had evolved over time from inattention to fashion during her days in Arkansas, to a popular site in the early days of the World Wide Web devoted to showing her many different, and frequently analyzed, hairstyles as First Lady, to an appearance on the cover of ''Vogue'' magazine in 1998.

She privately urged that passage of health care reform be given higher priority than the North American Free Trade Agreement (NAFTA) (which she was also unenthusiastic about the merits of). The recommendation of the task force became known as the Clinton health care plan, a comprehensive proposal that would require employers to provide health coverage to their employees through individual health maintenance organizations. Its opponents quickly derided the plan as "Hillarycare"; some protesters against it became vitriolic, and during a July 1994 bus tour to rally support for the plan, she was forced to wear a bulletproof vest at times.
The plan did not receive enough support for a floor vote in either the House or the Senate, although Democrats controlled both chambers, and the proposal was abandoned in September 1994. Clinton later acknowledged in her book, ''Living History'', that her political inexperience partly contributed to the defeat, but mentioned that many other factors were also responsible. The First Lady's approval ratings, which had generally been in the high-50s percent range during her first year, fell to 44 percent in April 1994 and 35 percent by September 1994. Republicans made the Clinton health care plan a major campaign issue of the 1994 midterm elections, which saw a net Republican gain of fifty-three seats in the House election and seven in the Senate election, winning control of both; many analysts and pollsters found the plan to be a major factor in the Democrats' defeat, especially among independent voters. The White House subsequently sought to downplay Hillary Clinton's role in shaping policy. Opponents of universal health care would continue to use "Hillarycare" as a pejorative label for similar plans by others.
Along with Senators Ted Kennedy and Orrin Hatch, she was a force behind the passage of the State Children's Health Insurance Program in 1997, a federal effort that provided state support for children whose parents could not provide them with health coverage, and conducted outreach efforts on behalf of enrolling children in the program once it became law. She promoted nationwide immunization against childhood illnesses and encouraged older women to seek a mammogram to detect breast cancer, with coverage provided by Medicare. She successfully sought to increase research funding for prostate cancer and childhood asthma at the National Institutes of Health. The First Lady worked to investigate reports of an illness that affected veterans of the Gulf War, which became known as the Gulf War syndrome. Together with Attorney General Janet Reno, Clinton helped create the Office on Violence Against Women at the Department of Justice. In 1997, she initiated and shepherded the Adoption and Safe Families Act, which she regarded as her greatest accomplishment as First Lady. In 1999, she was instrumental in the passage of the Foster Care Independence Act, which doubled federal monies for teenagers aging out of foster care. As First Lady, Clinton hosted numerous White House conferences, including ones on Child Care (1997), on Early Childhood Development and Learning (1997), and on Children and Adolescents (2000). She also hosted the first-ever White House Conference on Teenagers (2000) and the first-ever White House Conference on Philanthropy (1999).
Clinton traveled to 79 countries during this time, breaking the mark for most-traveled First Lady held by Pat Nixon. She did not hold a security clearance or attend National Security Council meetings, but played a soft power role in U.S. diplomacy. A March 1995 five-nation trip to South Asia, on behest of the U.S. State Department and without her husband, sought to improve relations with India and Pakistan. Clinton was troubled by the plight of women she encountered, but found a warm response from the people of the countries she visited and a gained better relationship with the American press corps. The trip was a transformative experience for her and presaged her eventual career in diplomacy. In a September 1995 speech before the Fourth World Conference on Women in Beijing, Clinton argued very forcefully against practices that abused women around the world and in the People's Republic of China itself, declaring "that it is no longer acceptable to discuss women's rights as separate from human rights". Delegates from over 180 countries heard her say: "If there is one message that echoes forth from this conference, let it be that human rights are women's rights and women's rights are human rights, once and for all." In doing so, she resisted both internal administration and Chinese pressure to soften her remarks. She was one of the most prominent international figures during the late 1990s to speak out against the treatment of Afghan women by the Islamist fundamentalist Taliban. She helped create Vital Voices, an international initiative sponsored by the United States to promote the participation of women in the political processes of their countries. It and Clinton's own visits encouraged women to make themselves heard in the Northern Ireland peace process.
Other investigations took place during Hillary Clinton's time as First Lady. Scrutiny of the May 1993 firings of the White House Travel Office employees, an affair that became known as "Travelgate", began with charges that the White House had used audited financial irregularities in the Travel Office operation as an excuse to replace the staff with friends from Arkansas. The 1996 discovery of a two-year-old White House memo caused the investigation to focus more on whether Hillary Clinton had orchestrated the firings and whether the statements she made to investigators about her role in the firings were true. The 2000 final Independent Counsel report concluded she was involved in the firings and that she had made "factually false" statements, but that there was insufficient evidence that she knew the statements were false, or knew that her actions would lead to firings, to prosecute her. Following deputy White House counsel Vince Foster's July 1993 suicide, allegations were made that Hillary Clinton had ordered the removal of potentially damaging files (related to Whitewater or other matters) from Foster's office on the night of his death. Independent Counsel Kenneth Starr investigated this, and by 1999, Starr was reported to be holding the investigation open, despite his staff having told him there was no case to be made. When Starr's successor Robert Ray issued his final Whitewater reports in 2000, no claims were made against Hillary Clinton regarding this.
In March 1994 newspaper reports revealed her spectacular profits from cattle futures trading in 1978–1979; allegations were made in the press of conflict of interest and disguised bribery, and several individuals analyzed her trading records, but no formal investigation was made and she was never charged with any wrongdoing. An outgrowth of the Travelgate investigation was the June 1996 discovery of improper White House access to hundreds of FBI background reports on former Republican White House employees, an affair that some called "Filegate". Accusations were made that Hillary Clinton had requested these files and that she had recommended hiring an unqualified individual to head the White House Security Office. The 2000 final Independent Counsel report found no substantial or credible evidence that Hillary Clinton had any role or showed any misconduct in the matter.
There was a variety of public reactions to Hillary Clinton after this: some women admired her strength and poise in private matters made public, some sympathized with her as a victim of her husband's insensitive behavior, others criticized her as being an enabler to her husband's indiscretions, while still others accused her of cynically staying in a failed marriage as a way of keeping or even fostering her own political influence. Her public approval ratings in the wake of the revelations shot upward to around 70 percent, the highest they had ever been. In her 2003 memoir, she would attribute her decision to stay married to "a love that has persisted for decades" and add: "No one understands me better and no one can make me laugh the way Bill does. Even after all these years, he is still the most interesting, energizing and fully alive person I have ever met."
In the White House, Clinton placed donated handicrafts of contemporary American artisans, such as pottery and glassware, on rotating display in the state rooms. She oversaw the restoration of the Blue Room to be historically authentic to the period of James Monroe, the redecoration of the Treaty Room into the presidential study along 19th century lines, and the redecoration of the Map Room to how it looked during World War II. Clinton hosted many large-scale events at the White House, such as a Saint Patrick's Day reception, a state dinner for visiting Chinese dignitaries, a contemporary music concert that raised funds for music education in public schools, a New Year's Eve celebration at the turn of the 21st century, and a state dinner honoring the bicentennial of the White House in November 2000.
The contest drew national attention. Lazio blundered during a September debate by seeming to invade Clinton's personal space trying to get her to sign a fundraising agreement. The campaigns of Clinton and Lazio, along with Giuliani's initial effort, spent a record combined $90 million. Clinton won the election on November 7, 2000, with 55 percent of the vote to Lazio's 43 percent. She was sworn in as United States Senator on January 3, 2001.
Clinton has served on five Senate committees: Committee on Budget (2001–2002), Committee on Armed Services (since 2003), Committee on Environment and Public Works (since 2001), Committee on Health, Education, Labor and Pensions (since 2001) and Special Committee on Aging. She is also a Commissioner of the Commission on Security and Cooperation in Europe (since 2001).
Following the September 11, 2001, attacks, Clinton sought to obtain funding for the recovery efforts in New York City and security improvements in her state. Working with New York's senior senator, Charles Schumer, she was instrumental in quickly securing $21 billion in funding for the World Trade Center site's redevelopment. She subsequently took a leading role in investigating the health issues faced by 9/11 first responders. Clinton voted for the USA Patriot Act in October 2001. In 2005, when the act was up for renewal, she worked to address some of the civil liberties concerns with it, before voting in favor of a compromise renewed act in March 2006 that gained large majority support.
Clinton strongly supported the 2001 U.S. military action in Afghanistan, saying it was a chance to combat terrorism while improving the lives of Afghan women who suffered under the Taliban government. Clinton voted in favor of the October 2002 Iraq War Resolution, which authorized United States President George W. Bush to use military force against Iraq, should such action be required to enforce a United Nations Security Council Resolution after pursuing with diplomatic efforts.
After the Iraq War began, Clinton made trips to Iraq and Afghanistan to visit American troops stationed there. On a visit to Iraq in February 2005, Clinton noted that the insurgency had failed to disrupt the democratic elections held earlier, and that parts of the country were functioning well. Noting that war deployments were draining regular and reserve forces, she cointroduced legislation to increase the size of the regular United States Army by 80,000 soldiers to ease the strain. In late 2005, Clinton said that while immediate withdrawal from Iraq would be a mistake, Bush's pledge to stay "until the job is done" was also misguided, as it gave Iraqis "an open-ended invitation not to take care of themselves." Her stance caused frustration among those in the Democratic Party who favored immediate withdrawal. Clinton supported retaining and improving health benefits for veterans, and lobbied against the closure of several military bases. Clinton voted against the 2005 confirmation of John G. Roberts as Chief Justice of the United States and the 2006 confirmation of Samuel Alito to the United States Supreme Court.
In 2005, Clinton called for the Federal Trade Commission to investigate how hidden sex scenes showed up in the controversial video game ''Grand Theft Auto: San Andreas''. Along with Senators Joe Lieberman and Evan Bayh, she introduced the Family Entertainment Protection Act, intended to protect children from inappropriate content found in video games. In 2004 and 2006, Clinton voted against the Federal Marriage Amendment that sought to prohibit same-sex marriage.
Looking to establish a "progressive infrastructure" to rival that of American conservatism, Clinton played a formative role in conversations that led to the 2003 founding of former Clinton administration chief of staff John Podesta's Center for American Progress, shared aides with Citizens for Responsibility and Ethics in Washington, founded in 2003, and advised the Clintons' former antagonist David Brock's Media Matters for America, created in 2004. Following the 2004 Senate elections, she successfully pushed new Democratic Senate leader Harry Reid to create a Senate war room to handle daily political messaging.
Clinton opposed the Iraq War troop surge of 2007. In March 2007, she voted in favor of a war-spending bill that required President Bush to begin withdrawing troops from Iraq by a deadline; it passed almost completely along party lines but was subsequently vetoed by President Bush. In May 2007, a compromise war funding bill that removed withdrawal deadlines but tied funding to progress benchmarks for the Iraqi government passed the Senate by a vote of 80–14 and would be signed by Bush; Clinton was one of those who voted against it. Clinton responded to General David Petraeus's September 2007 Report to Congress on the Situation in Iraq by saying, "I think that the reports that you provide to us really require a willing suspension of disbelief."
In March 2007, in response to the dismissal of U.S. attorneys controversy, Clinton called on Attorney General Alberto Gonzales to resign. In May and June 2007, regarding the high-profile, hotly debated comprehensive immigration reform bill known as the Secure Borders, Economic Opportunity and Immigration Reform Act of 2007, Clinton cast several votes in support of the bill, which eventually failed to gain cloture.
As the financial crisis of 2007–2008 reached a peak with the liquidity crisis of September 2008, Clinton supported the proposed bailout of United States financial system, voting in favor of the $700 billion Emergency Economic Stabilization Act of 2008, saying that it represented the interests of the American people. It passed the Senate 74–25.
Clinton had been preparing for a potential candidacy for United States President since at least early 2003. On January 20, 2007, Clinton announced via her web site the formation of a presidential exploratory committee for the United States presidential election of 2008; she stated, "I'm in, and I'm in to win." No woman had ever been nominated by a major party for President of the United States. In April 2007, the Clintons liquidated a blind trust, that had been established when Bill Clinton became president in 1993, to avoid the possibility of ethical conflicts or political embarrassments in the trust as Hillary Clinton undertook her presidential race. Later disclosure statements revealed that the couple's worth was now upwards of $50 million, and that they had earned over $100 million since 2000, with most of it coming from Bill Clinton's books, speaking engagements, and other activities.
Clinton led candidates competing for the Democratic nomination in opinion polls for the election throughout the first half of 2007. Most polls placed Senator Barack Obama of Illinois and former Senator John Edwards of North Carolina as Clinton's closest competitors. Clinton and Obama both set records for early fundraising, swapping the money lead each quarter. By September 2007, polling in the first six states holding Democratic primaries or caucuses showed that Clinton was leading in all of them, with the races being closest in Iowa and South Carolina. By the following month, national polls showed Clinton far ahead of Democratic competitors. At the end of October, Clinton suffered a rare poor debate performance against Obama, Edwards, and her other opponents. Obama's message of "change" began to resonate with the Democratic electorate better than Clinton's message of "experience". The race tightened considerably, especially in the early caucus and primary states of Iowa, New Hampshire, and South Carolina, with Clinton losing her lead in some polls by December.
In the first vote of 2008, she placed third in the January 3 Iowa Democratic caucus to Obama and Edwards. Obama gained ground in national polling in the next few days, with all polls predicting a victory for him in the New Hampshire primary. However, Clinton gained a surprise win there on January 8, defeating Obama narrowly. Explanations for her New Hampshire comeback varied but often centered on her being seen more sympathetically, especially by women, after her eyes welled with tears and her voice broke while responding to a voter's question the day before the election.
The nature of the contest fractured in the next few days. Several remarks by Bill Clinton and other surrogates, and a remark by Hillary Clinton concerning Martin Luther King, Jr., and Lyndon B. Johnson, were perceived by many as, accidentally or intentionally, limiting Obama as a racially oriented candidate or otherwise denying the post-racial significance and accomplishments of his campaign. Despite attempts by both Hillary Clinton and Obama to downplay the issue, Democratic voting became more polarized as a result, with Clinton losing much of her support among African Americans. She lost by a two-to-one margin to Obama in the January 26 South Carolina primary, setting up, with Edwards soon dropping out, an intense two-person contest for the twenty-two February 5 Super Tuesday states. Bill Clinton had made more statements attracting criticism for their perceived racial implications late in the South Carolina campaign, and his role was seen as damaging enough to her that a wave of supporters within and outside of the campaign said the former President "needs to stop."
On Super Tuesday, Clinton won the largest states, such as California, New York, New Jersey and Massachusetts, while Obama won more states; they almost evenly split the total popular vote. But Obama was gaining more pledged delegates for his share of the popular vote due to better exploitation of the Democratic proportional allocation rules.
The Clinton campaign had counted on winning the nomination by Super Tuesday, and was unprepared financially and logistically for a prolonged effort; lagging in Internet fundraising, Clinton began loaning her campaign money. There was continuous turmoil within the campaign staff and she made several top-level personnel changes. Obama won the next eleven February caucuses and primaries across the country, often by large margins, and took a significant pledged delegate lead over Clinton. On March 4, Clinton broke the string of losses by winning in Ohio among other places, where her criticism of NAFTA, a major legacy of her husband's presidency, had been a key issue. Throughout the campaign, Obama dominated caucuses, which the Clinton campaign largely ignored organizing for. Obama did well in primaries where African Americans or younger, college-educated, or more affluent voters were heavily represented; Clinton did well in primaries where Hispanics or older, non-college-educated, or working-class white voters predominated. Some Democratic party leaders expressed concern that the drawn-out campaign between the two could damage the winner in the general election contest against Republican presumptive nominee John McCain, especially if an eventual triumph for Clinton was won via party-appointed superdelegates. On April 22, she won the Pennsylvania primary, and kept her campaign alive. However, on May 6, a narrower-than-expected win in the Indiana primary coupled with a large loss in the North Carolina primary ended any realistic chance she had of winning the nomination. She vowed to stay on through the remaining primaries, but stopped attacks against Obama; as one advisor stated, "She could accept losing. She could not accept quitting." She won some of the remaining contests, and indeed, over the last three months of the campaign she won more delegates, states, and votes than Obama, but it was not enough to overcome Obama's lead.
Following the final primaries on June 3, 2008, Obama had gained enough delegates to become the presumptive nominee. In a speech before her supporters on June 7, Clinton ended her campaign and endorsed Obama, declaring, "The way to continue our fight now to accomplish the goals for which we stand is to take our energy, our passion, our strength and do all we can to help elect Barack Obama." By campaign's end, Clinton had won 1,640 pledged delegates to Obama's 1,763; at the time of the clinching, Clinton had 286 superdelegates to Obama's 395, with those numbers widening to 256 versus 438 once Obama was acknowledged the winner. Clinton and Obama each received over 17 million votes during the nomination process, with both breaking the previous record. Clinton also eclipsed, by a very large margin, Congresswoman Shirley Chisholm's 1972 mark for most primaries and delegates won by a woman. Clinton gave a passionate speech supporting Obama at the 2008 Democratic National Convention and campaigned frequently for him in Fall 2008, which concluded with his victory over McCain in the general election on November 4. Clinton's campaign ended up severely in debt; she owed millions of dollars to outside vendors and wrote off the $13 million that she lent it herself.
The appointment required a Saxbe fix, passed and signed into law in December 2008. Confirmation hearings before the Senate Foreign Relations Committee began on January 13, 2009, a week before the Obama inauguration; two days later, the Committee voted 16–1 to approve Clinton. By this time, Clinton's public approval rating had reached 65 percent, the highest point since the Lewinsky scandal. On January 21, 2009, Clinton was confirmed in the full Senate by a vote of 94–2. Clinton took the oath of office of Secretary of State and resigned from the Senate that same day. She became the first former First Lady to serve in the United States Cabinet.
Clinton spent her initial days as Secretary of State telephoning dozens of world leaders and indicating that U.S. foreign policy would change direction: "We have a lot of damage to repair." She advocated an expanded role in global economic issues for the State Department and cited the need for an increased U.S. diplomatic presence, especially in Iraq where the Defense Department had conducted diplomatic missions. She pushed for a larger international affairs budget; the Obama administration's proposed 2010 budget contained a 7 percent increase for the State Department and other international programs. In March 2009, Clinton prevailed over Vice President Joe Biden on an internal debate to send an additional 20,000 troops to the war in Afghanistan. An elbow fracture and subsequent painful recuperation caused Clinton to miss two foreign trips in June 2009.
Clinton announced the most ambitious of her departmental reforms, the Quadrennial Diplomacy and Development Review, which establishes specific objectives for the State Department’s diplomatic missions abroad; it is modeled after a similar process in the Defense Department that she was familiar with from her time on the Senate Armed Services Committee. (The first such review was issued in late 2010 and called for the U.S. leading through "civilian power" as a cost-effective way of responding to international challenges and defusing crises. It also sought to institutionalize goals of empowering women throughout the world.) In September, Clinton unveiled the Global Hunger and Food Security Initiative at the annual meeting of her husband's Clinton Global Initiative. The new initiative seeks to battle hunger worldwide as a strategic part of U.S. foreign policy, rather than just react to food shortage emergencies as they occur, and emphasizes the role of women farmers. In October, on a trip to Switzerland, Clinton’s intervention overcame last-minute snags and saved the signing of an historic Turkish–Armenian accord that established diplomatic relations and opened the border between the two long-hostile nations. In Pakistan, she engaged in several unusually blunt discussions with students, talk show hosts, and tribal elders, in an attempt to repair the Pakistani image of the U.S.
In a major speech in January 2010, Clinton drew analogies between the Iron Curtain and the free and unfree Internet. Chinese officials reacted negatively towards it, and it garnered attention as the first time a senior American official had clearly defined the Internet as a key element of American foreign policy. By mid-2010, Clinton and Obama had forged a good working relationship; she was a team player within the administration and a defender of it to the outside, and was careful that neither she nor her husband would upstage him. She met with him weekly, but did not have the close, daily relationship that some of her predecessors had had with their presidents. In July 2010, Secretary Clinton visited Korea, Vietnam, Pakistan and Afghanistan, all the while preparing for the July 31 wedding of daughter Chelsea amid much media attention. In late November 2010, Clinton led the U.S. damage control effort after WikiLeaks released confidential State Department cables containing blunt statements and assessments by U.S. and foreign diplomats. A few of the cables released by WikiLeaks concerned Clinton directly: they revealed that directions to members of the foreign service, written by the CIA, had gone out in 2009 under her (systematically attached) name to gather biometric and other personal details on foreign diplomats, including officials of the United Nations and U.S. allies.
The 2011 Egyptian protests posed the biggest foreign policy crisis for the administration yet. Clinton was in the forefront of U.S. public response to it, quickly evolving from an early assessment that the government of Hosni Mubarak was "stable" to a stance that there needed to be an "orderly transition [to] a democratic participatory government" to a condemnation of violence against the protesters. Obama also came to rely upon Clinton's advice, organization, and personal connections in the behind-the-scenes response to developments. As protests spread throughout the region, Clinton was at the forefront of a U.S. response that she recognized was sometimes contradictory, backing some regimes while supporting protesters against others. As the 2011 Libyan uprising took place, Clinton's shift in favor of military intervention was a key turning point in overcoming internal administration opposition and gaining the backing for, and U.N. approval of, the 2011 military intervention in Libya. Following the successful May 2011 U.S. mission to kill Osama bin Laden, Clinton played a key role in the administration's decision not to release photographs of the dead al-Qaeda leader.
In the Mideast turmoil, Clinton saw an opportunity to advance one of the central themes of her tenure, the empowerment and welfare of women and girls worldwide. By now Clinton had set the record for most-traveled Secretary of State for a comparable period of time, logging and visiting 79 countries. Throughout her term, Clinton had indicated she had no interest in running for president again or in holding any other office. In March 2011, she expanded upon that by saying she was not interested in serving a second term as Secretary of State should Obama be re-elected in 2012.
Several organizations attempted to measure Clinton's place on the political spectrum scientifically using her Senate votes.
''National Journal'''s 2004 study of roll-call votes assigned Clinton a rating of 30 in the political spectrum, relative to the then-current Senate, with a rating of 1 being most liberal and 100 being most conservative. ''National Journal''
Interest groups also gave Clinton scores based on how well her Senate votes aligned with the positions of the group. Through 2008, she had an average lifetime 90 percent "Liberal Quotient" from Americans for Democratic Action and a lifetime 8 percent rating from the American Conservative Union.
In 1996, Clinton presented a vision for the children of America in the book ''It Takes a Village: And Other Lessons Children Teach Us''. The book made the New York Times Best Seller list and Clinton received the Grammy Award for Best Spoken Word Album in 1997 for the book's audio recording.
Other books released by Clinton when she was First Lady include ''Dear Socks, Dear Buddy: Kids' Letters to the First Pets'' (1998) and ''An Invitation to the White House: At Home with History'' (2000). In 2001, she wrote an afterword to the children's book ''Beatrice's Goat''.
In 2003, Clinton released a 562-page autobiography, ''Living History''. In anticipation of high sales, publisher Simon & Schuster paid Clinton a near-record advance of $8 million. The book set a first-week sales record for a nonfiction work, went on to sell more than one million copies in the first month following publication, and was translated into twelve foreign languages. Clinton's audio recording of the book earned her a nomination for the Grammy Award for Best Spoken Word Album.
Northern Illinois University political science professor Barbara Burrell's 2000 study found that Clinton's Gallup poll favorability numbers broke sharply along partisan lines throughout her time as First Lady, with 70 to 90 percent of Democrats typically viewing her favorably while 20 to 40 percent of Republicans did not. University of Wisconsin–Madison political science professor Charles Franklin analyzed her record of favorable versus unfavorable ratings in public opinion polls, and found that there was more variation in them during her First Lady years than her Senate years. The Senate years showed favorable ratings around 50 percent and unfavorable ratings in the mid-40 percent range; Franklin noted that, "This sharp split is, of course, one of the more widely remarked aspects of Sen. Clinton's public image." McGill University professor of history Gil Troy titled his 2006 biography of her ''Hillary Rodham Clinton: Polarizing First Lady'', and wrote that after the 1992 campaign, Clinton "was a polarizing figure, with 42 percent [of the public] saying she came closer to their values and lifestyle than previous first ladies and 41 percent disagreeing." Troy further wrote that Hillary Clinton "has been uniquely controversial and contradictory since she first appeared on the national radar screen in 1992" and that she "has alternately fascinated, bedeviled, bewitched, and appalled Americans."
Burrell's study found women consistently rating Clinton more favorably than men by about ten percentage points during her First Lady years. Jacobson's study found a positive correlation across all senators between being women and receiving a partisan-polarized response. Colorado State University communication studies professor Karrin Vasby Anderson describes the First Lady position as a "site" for American womanhood, one ready made for the symbolic negotiation of female identity. In particular, Anderson states there has been a cultural bias towards traditional first ladies and a cultural prohibition against modern first ladies; by the time of Clinton, the First Lady position had become a site of heterogeneity and paradox. Burrell, as well as biographers Jeff Gerth and Don Van Natta, Jr., note that Clinton achieved her highest approval ratings as First Lady late in 1998, not for professional or political achievements of her own, but for being seen as the victim of her husband's very public infidelity. University of Pennsylvania communications professor Kathleen Hall Jamieson saw Hillary Clinton as an exemplar of the double bind, who though able to live in a "both-and" world of both career and family, nevertheless "became a surrogate on whom we projected our attitudes about attributes once thought incompatible", leading to her being placed in a variety of no-win situations. Quinnipiac University media studies professor Lisa Burns found press accounts frequently framing Clinton both as an exemplar of the modern professional working mother and as a political interloper interested in usurping power for herself. University of Indianapolis English professor Charlotte Templin found political cartoonists using a variety of stereotypes such as gender reversal, radical feminist as emasculator, and the wife the husband wants to get rid of to portray Hillary Clinton as violating gender norms.
Over fifty books and scholarly works have been written about Hillary Clinton, from many different perspectives. A 2006 survey by ''The New York Observer'' found "a virtual cottage industry" of "anti-Clinton literature", put out by Regnery Publishing and other conservative imprints, with titles such as ''Madame Hillary: The Dark Road to the White House'', ''Hillary's Scheme: Inside the Next Clinton's Ruthless Agenda to Take the White House'', and ''Can She Be Stopped? : Hillary Clinton Will Be the Next President of the United States Unless ....'' Books praising Clinton did not sell nearly as well (other than the memoirs written by her and her husband). When she ran for Senate in 2000, a number of fundraising groups such as Save Our Senate and the Emergency Committee to Stop Hillary Rodham Clinton sprang up to oppose her. Van Natta, Jr., found that Republican and conservative groups viewed her as a reliable "bogeyman" to mention in fundraising letters, on a par with Ted Kennedy and the equivalent of Democratic and liberal appeals mentioning Newt Gingrich.
Going into the early stages of her presidential campaign for 2008, a ''Time'' magazine cover showed a large picture of her, with two checkboxes labeled "Love Her", "Hate Her", while ''Mother Jones'' titled its profile of her "Harpy, Hero, Heretic: Hillary". Democratic netroots activists consistently rated Clinton very low in polls of their desired candidates, while some conservative figures such as Bruce Bartlett and Christopher Ruddy were declaring a Hillary Clinton presidency not so bad after all and an October 2007 cover of ''The American Conservative'' magazine was titled "The Waning Power of Hillary Hate". By December 2007, communications professor Jamieson observed that there was a large amount of misogyny present about Clinton on the Internet, up to and including Facebook and other sites devoted to depictions reducing Clinton to sexual humiliation. She noted that, in response to widespread comments on Clinton's laugh, that "We know that there's language to condemn female speech that doesn't exist for male speech. We call women's speech shrill and strident. And Hillary Clinton's laugh was being described as a cackle." Use of the "bitch" epithet, which taken place against Clinton going back to her First Lady days and was seen by Karrin Vasby Anderson as a tool of containment against women in American politics, flourished during the campaign, especially on the Internet but via conventional media as well. Following Clinton's "choked up moment" and related incidents before the January 2008 New Hampshire primary, both ''The New York Times'' and ''Newsweek'' found that discussion of gender's role in the campaign had moved into the national political discourse. ''Newsweek'' editor Jon Meacham summed the relationship between Clinton and the American public by saying that the New Hampshire events, "brought an odd truth to light: though Hillary Rodham Clinton has been on the periphery or in the middle of national life for decades ... she is one of the most recognizable but least understood figures in American politics."
Once she became Secretary of State, Clinton's image seemed to dramatically improve among the American public and become one of a respected world figure. She gained consistently high approval ratings (by 2011, the highest of her career except for during the Lewinsky scandal), and her favorable-unfavorable ratings during 2010 were easily the highest of any active, nationally prominent American political figure. She continued to do well in Gallup's most admired man and woman poll; in 2010 she was named the most admired woman by Americans for the ninth straight time and the fifteenth overall.
Clinton has received many awards and honors during her career from American and international organizations for her activities concerning health, women, and children.

The rings of brass push the "women's shoulders and ribs down" throughout several years giving the effect as if the necks had been stretched, thus described as sporting "unnaturally long, giraffe-like necks."
