Rob Hulls - CityLink 4th lane opening
Major works on CityLink and the Monash Freeway as part of the Brumby Labor Government's $1.39 billion M1 Upgrade project are complete, with the additional inbound lane to fully open to traffic on Sunday, in time for return to school traffic next week. Acting Premier Rob Hulls and Roads and Ports Minister Tim Pallas today announced that the additional lane on the Monash Freeway and CityLink, inbound from High Street to Burnley, would open this Sunday well ahead of its December target. "The M1 Upgrade is a key part of the Brumby Labor Government's plan to build a better transport system for Victoria, so people can spend less time in traffic and more time with family and friends," Mr Hulls said. "The Monash-CityLink-West Gate freeway corridor is Victoria's busiest and arguably most important transport route, with some 160000 vehicles using this road every day -- so today we're marking a major milestone on Victoria's biggest and most complex road project to date. "As part of this massive project, we have delivered an additional lane in each direction on the Monash Freeway/CityLink from Heatherton Road in Dandenong to the tunnels and a state-of-the-art freeway management system with ramp metering and real-time traffic information. "We have also introduced new ramp on the West Gate Freeway to separate traffic and reduce weaving and merging and we're already seeing improved travel times and safety benefits, including a significant reduction in casualty crashes." It is all about engaging with the community. We know as a government how important it is to engage with community, we also know how important it is to have a plan, but also how important it is to be accountable to that plan. So the Statement of Government Intentions really seeks community feedback in relation to our vision for this year. In the justice portfolio for instance, a whole range of initiatives including tightening up asset confiscation laws to make it quite clear to criminals that crime just doesn't pay. It also includes improving compensation for victims of crime and indeed improving their experience in court, enabling them to read, for instance, victim impact statements to the court. It also includes things such as further revamping and modernising our criminal laws.....Equal Opportunity legislation and ensuring that systemic discrimination can be addressed across the community. Young Victorians will help shape a proposal for Australias first system of youth peer panels in which young offenders may be judged and sentenced by their peers, Deputy Premier and Attorney-General Rob Hulls announced today. Transcript [footage of Attorney -General Rob Hulls] Hulls: Well the Government has this idea to set up Youth Panels and we are very keen for as much public feedback as possible, particularly from young people, in relation to this proposal. Transcript Standing up for families Securing jobs 2010 Victorian Budget [Footage of Rob Hulls with images behind of Victorian police followed by court and justice related images] Rob Hulls Attorney General Hulls: Well obviously Victorians want to live in a safe state, and we are one of the safest states anywhere in Australia, we've put more police on the beat. But that also means that more people are charged, more people go before our courts, that puts pressure on our courts, puts pressure on Legal Aid. That's why it is important that we have a substantial boost to Legal Aid to ensure that people can get access to justice a lot quicker. It also is quite crucial that we give more resources to our courts, that's why we are going to put more judges on our benches, more magistrates there as well. We are also looking at an overarching master plan for the Justice system generally, to make sure that our courts, that our DPPs and the like are placed in the appropriate places where they are needed. So this is a huge budget when it comes to access to justice. A huge budget when it comes to reducing court delays. And a huge budget when it comes to increasing funding for Legal Aid. www.premier.vic.gov.au

Premier John Brumby today launched Victoria's visionary 10-year plan to stamp out violence against women. Premier Brumby said the new plan, A Right to Respect: Victorias Plan to Prevent Violence Against Women 2010 - 2020, would continue Victoria's leadership in tackling violence against women through a whole-of-community approach to address its underlying causes.
